In the West Bank, Israeli forces installed an iron gate at the northern entrance to Halhul. Israeli forces also razed an agricultural road in Khirbat al-Makhul near Ya’bad and placed dirt mounts on it, making it impassable. Elsewhere, Israeli forces took measurements for punitive demolitions of 2 homes in Hebron belonging to the family of 2 Palestinians who are accused of killing an Israeli settler on 8/21. 21 Palestinians were arrested during late-night raids in Tulkarm, Jenin, Nablus, Ramallah, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian farmers east of Khan Yunis; no injuries were reported. Israeli national security minister Itamar Ben-Gvir told Israeli Channel 12 News’ Mohammad Magadli during a panel discussion that “my right, the right of my wife and my children to move around Judea and Samaria [the West Bank] is more important than freedom of movement for the Arabs [Palestinians]. The right to life comes before freedom of movement. Sorry, Mohammad, but that is the reality.” Ben-Gvir also said that he “is handing out arms to anyone who can defend themselves,” referring to settlers. The U.S. State Department later condemned Ben-Gvir’s remarks on Palestinians’ freedom of movement, calling them racist. United Arab List chairperson Mansour Abbas and Blue and White party chairperson Benny Gantz visited Tira, calling on Prime Minister Benjamin Netanyahu to fire National Security Minister Ben-Gvir over the Israeli police’s inaction in solving crimes in Palestinian communities in Israel. Israel said it would increase its natural gas extraction from the Tamar offshore gas field in order to increase exports to Egypt by 38.7 billion cubic meters over the next 11 years. Israeli energy minister Israel Katz said the deal would strengthen diplomatic ties with Egypt. (REU 8/23; ALM 8/24)

In the West Bank, 3 Palestinians were arrested, including 1 during a late-night raid in Qalqilya and 2 in Hebron. In East Jerusalem, 3 Palestinians were arrested in the Old City. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. In Israel, Palestinian citizens of Israel protested outside of Gilboa prison in support of the Palestinian prisoners. 3 Palestinians were arrested after crossing into Israel from Gaza by the Gaza fence. The New York Times reported that Israel used a 1-ton “killer robot” placed in the bed of a Zamyad pickup truck to assassinate Iranian scientist Mohsen Fakhrizadeh on 11/27/2020 in Absard, Iran. According to the reporting, the “killer robot” had been smuggled into Iran over in several stages and was controlled by an Israeli sniper using a computer program to control a modified FN MAG machine gun. The “killer robot” was detonated by its operator after the assassination, destroying the evidence. (HA, NYT 9/18; AA, JP 9/19; MEMO 9/20)

Lebanon called on the UN to intervene to prevent Israel from starting to drill for natural gas in a gas field within the maritime area disputed between Lebanon and Israel. (REU, JP 9/19; MEMO 9/21)

Israeli police assault a Palestinian citizen of Israel in Tel Aviv. A video of the incident shows them beating him without provocation after asking for his ID. Off Gaza’s n. coast, Israeli naval forces open fire on Palestinian fishing boats twice, causing 3 injuries. They also arrest 3 fishermen. In the West Bank, IDF troops clash with stone-throwing Palestinian youths in c. Hebron, firing tear gas canisters and causing no serious injuries. They also conduct late-night raids nr. Ramallah, Tulkarm, and Jenin, arresting 7 Palestinians; and patrol nr. Hebron throughout the day. In East Jerusalem, Israeli forces arrest 2 Palestinians during a late-night raid in Issawiyya. Israel’s cabinet approves the revised framework agreement with the consortium of energy companies—Noble Energy and the Delek Group—contracted to extract natural gas from the Leviathan field, located off Israel’s n. coast. The new version of the agreement will allow future govts. to renegotiate the terms of extraction. (JP, TOI 5/22)

Hebron and Jenin clash with stone-throwing Palestinian youth; 1 Palestinian is injured. The IDF also conducts house searches and raids in 1 village each nr. Qalqilya, Jenin, Ramallah, and Hebron, arresting 3 Palestinians and issuing arrest summons to 3; patrols in and Tulkarm, and 2 villages nr. Ramallah. Israel’s Defense Ministry announces that it has signed a contract to purchase 4 new warships from Germany. They will be deployed over the next 5 years to defend Israel’s offshore natural gas drilling platforms. (HA, YA 5/11)

Israel’s High Court of Justice rejects a petition calling for the planned route of the upcoming Jerusalem Day parade on 5/17 to be changed to avoid the Muslim Quarter of the Old City. The court calls on the police to arrest any parade participants who shout racist slogans in that area. (HA 5/11; YA 5/12)

In Gaza, IDF troops e. of Khan Yunis fire warning shots at Palestinian farmers nr. the border fence, causing no injuries or damage. Off the coast nr. al-Sudaniyya, Israeli naval forces fire on Palestinian fishing boats, causing no damage or injuries. In the West Bank, thousands of Palestinians attend the funeral of the Palestinian who was killed in Dahaysha r.c. nr. Bethlehem on 2/23. Nr. Hebron, Israeli forces demolish a Palestinian’s home under construction; bar Palestinian shepherds from grazing their livestock outside another village. Also nr. Hebron, the IDF conducts house searches in 1 village, arresting 1 Palestinian; patrols in 2 villages. Nearby, an Israeli settler hits a Palestinian with his car, moderately injuring him. Israeli settlers set fire to a mosque nr. Bethlehem late at night, leaving racist “pricetag” graffiti. In s. Israel, Israeli forces demolish 4 homes belonging to a bedouin Palestinian family. In East Jerusalem, Israeli forces conduct house searches and raids in Issawiyya and the Old City, arresting 4 Palestinians; they detain 5 Palestinian women as they exit Haram al-Sharif. PA Dep. PM and National Economy Min. Mustafa Mohammed Mustafa announces that PA ministers have agreed to nullify the preliminary agreement signed by the private firm Palestine Power Generation Company (PPGC) on 1/5/2014 to import $1.2 b. worth of natural gas from Israel over 20 years. A PPGC source tells news site al-Araby al-Jadeed that the deal was suspended last summer due to disagreements over certain terms with the consortium formed by Noble Energy and the Delek Group. Mustafa adds that the PA will instead focus efforts on developing natural gas fields off the coast of the Gaza Strip. (AJD 2/25; MEE 2/27; EI 3/8)

The boycott of 6 Israeli consumer products companies in the West Bank goes into effect, with enforcement teams visiting shops in Ramallah. Senior Fatah official and chair of the National Comm. against Israeli Punitive Measures Mahmoud al-Aloul says that any seized products will be destroyed on 2/25. Al-Aloul announced the boycott on 2/9. It is not sanctioned by the PA. (WAFA 2/25; HA 3/9)

In the Gaza Strip, Egyptian authorities open the Rafah border crossing for a 3d day in a row. In the West Bank, Israeli forces demolish a Palestinian’s workshop in Jalazun r.c. nr. Ramallah. Later, Israeli soldiers violently disperse Palestinians protesting the occupation and distributing Christmas gifts in Bethlehem. IDF troops also arrest 1 Palestinian youth n. of Hebron and fire tear gas canisters at Palestinian students in c. Hebron, then close down a nearby checkpoint when the students throw stones. Meanwhile, the IDF conducts house searches and arrest raids in a village nr. Ramallah; patrols nr. Hebron. In East Jerusalem, dozens of rightwing Jewish activists enter Haram al-Sharif and tour the area. The IAEA announces in a quarterly report that Iran has cut its stockpile of higher-enriched uranium by around 80%, in compliance with earlier agreements. The report also says Iran is meeting its other obligations. (AP, REU 5/23)

In the West Bank, the IDF evicts Palestinian activists at the ‘Ayn Hiljeh protest camp in the Jordan Valley, lightly wounding 35. Israel’s National Security Adviser Ya’akov Amidror resigns from his role over concerns about a possible conflict of interests related to his previous time as an adviser to Noble Energy, a U.S.-based company involved in Israel’s natural gas exploration and production on off-shore drilling sites. Israeli media, citing anonymous government officials, reports that issuance of tenders for construction of 1,500 new settlement housing units in Ramat Shlomo settlement in East Jerusalem have been delayed for at least 3 weeks for ‘‘political reasons’’ related to the peace process. (JP 5/13)

The plan covers landownership issues, compensation, and investment in the region. The PM’s Office calls it a ‘‘compromise,’’ but Bedouin activists and human rights campaigners denounce it entirely. Tunisian pres. Moncef Marzouki postpones his visit to the Gaza Strip (see 1/20) until 3/2013, following discussion with Palestinian pres. Abbas, in order to ‘‘allow the path of reconciliation to progress.’’ Meanwhile, spokesperson for the Palestinian reconciliation comm., Abdul Aziz Qudaih, says that Morocco has pledged $500 m. to support reconciliation efforts, money to be used for compensation payments for those injured or who suffered property damage during Hamas-Fatah fighting in 2007. Turkish media report that the country’s dep. min. for energy and natural resources, Murat Mercan, has told Israeli Foreign Ministry official Michael Lotem that Israel’s energy cooperation with Cyprus would stand in the way of any proposed Israel-Turkey natural gas pipeline. Egypt completes repairs to its natural gas pipeline damaged during the 2/2011 Egyptian unrest (see Quarterly Update in JPS 159) and resumes sending natural gas to Israel. The Israeli navy detains a ship, the German-owned and Liberian flagged Victoria, en route fr. Syria to Egypt, 200 mi. off the Israeli coast that Israel claims was attempting to deliver arms to Gaza fr. Iran, taking it to Ashdod for further inspection; Israeli authorities said the ship carried 4 crates holding some 70,000 rounds of ammunition for Kalashnikov rifles, 1,000s of mortars, 6 Chinese C-704 antiship missiles, and 2 radar systems. Iran denies smuggling arms. The IDF makes a brief incursion into c. Gaza to level lands e. of al-Bureij r.c. to clear lines of sight. On the Rafah border, 2 Palestinians are killed, 4 are injured in an explosion in a smuggling tunnel. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reports that another 4 Palestinians have been killed in tunnel accidents since 3/2. In the West Bank, PA security forces (PASF) fire tear gas at some 8,000 protesters in Ramallah, briefly dispersing them and injuring 20; some protesters return, vowing to stay in Ramallah’s Manara Square until the West Bank and Gaza are reunited (they stay until 4/17).
