Israeli forces also razed an agricultural road in Khirbat al-Makhul near Ya’bad and placed dirt mounts on it, making it impassable. Elsewhere, Israeli forces took measurements for punitive demolitions of 2 homes in Hebron belonging to the family of 2 Palestinians who are accused of killing an Israeli settler on 8/21. 21 Palestinians were arrested during late-night raids in Tulkarm, Jenin, Nablus, Ramallah, and Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire on Palestinian farmers east of Khan Yunis; no injuries were reported. Israeli national security minister Itamar Ben-Gvir told Israeli Channel 12 News’ Mohammad Magadli during a panel discussion that “my right, the right of my wife and my children to move around Judea and Samaria [the West Bank] is more important than freedom of movement for the Arabs [Palestinians]. The right to life comes before freedom of movement. Sorry, Mohammad, but that is the reality.” Ben-Gvir also said that he “is handing out arms to anyone who can defend themselves,” referring to settlers. The U.S. State Department later condemned Ben-Gvir’s remarks on Palestinians’ freedom of movement, calling them racist. United Arab List chairperson Mansour Abbas and Blue and White party chairperson Benny Gantz visited Tira, calling on Prime Minister Benjamin Netanyahu to fire National Security Minister Ben-Gvir over the Israeli police’s inaction in solving crimes in Palestinian communities in Israel. Israel said it would increase its natural gas extraction from the Tamar offshore gas field in order to increase exports to Egypt by 38.7 billion cubic meters over the next 11 years. Israeli energy minister Israel Katz said the deal would strengthen diplomatic ties with Egypt. (REU 8/23; ALM 8/24)

In the West Bank, Israeli settlers with military escort blocked a road leading to Sinjil. Israeli forces shot and injured 1 Palestinian with a rubber-coated bullet to his chest during a raid in Kafr Qaddum. Israeli forces also violently dispersed Palestinian protesters near al-Mughayyir and Sahal al-Baqai’a, causing tear-gas related injuries. Elsewhere, Israeli forces blocked all traffic in and out of Hizma. 4 Palestinians were arrested during raids in Qalqilya, Aqabah, Tuqu‘, and Dayr Jarir. In East Jerusalem, Israeli forces raided PA governor of Jerusalem Adnan Ghaith’s home. Israeli forces also raided the home of deputy director-general of the Islamic Waqf, Sheikh Najeh Bakirat, in Jabel Mukaber, handing him a summon for interrogation. 6 Palestinians were arrested during raids in Silwan and at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 2 nautical miles west of al-Sudaniyya; no injuries were reported. In Israel, 1 Palestinian woman was killed and 2 others injured in a car bombing in Ramle; Israeli authorities suspected an assassination. The 1st case of the highly infectious Omicron variant of the COVID-19 virus was detected in Gaza. The Omicron variant has become dominant in many countries and is capable at infecting vaccinated people, especially those who have not received a booster shot. In Gaza, about 25,000 out of 2 million people have received a booster shot of the COVID-19 vaccine. (HA, MEMO, REU 12/26)

The Palestinian Prisoners’ Society said that Israel is denying 1 Palestinian prisoner access to the cancer treatment he needs. The Palestinian man has been detained since 10/25. (WAFA 12/26)

Qatar’s envoy to Palestine Mohammad al-Emadi said in a statement that Qatar, the PA, and Gaza’s electrical company have agreed to a project that will see Qatar invest $60 million in a gas pipeline from Israel to Gaza. The project will change the fuel input at Gaza’s power plant from diesel fuel to natural gas. (MEMO, TOI 12/27)

The Israeli government approved a plan to double the settler population in the occupied Golan Heights. The $317-million plan will see Israel construct settler housing units and new infrastructure, including 3,300 new settlement units in Katzrin, 4,065 in Golan Regional Council, and 4,000 in 2 new settlements. Israeli prime minister Naftali Bennett said the government investment in settlements in the Golan Heights was linked to the U.S. Trump administration decision to recognize Israeli sovereignty over the area in 2019 and the current Biden administration’s indication that it will not roll back the decision. In the West Bank, Israeli settlers placed a large menorah on the roof of a mosque in Nabi Samwil. Israeli settlers with military escort blocked an entrance to al-Lubban ash-Sharqiya. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and north of Beit Lahiya; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

Germany, through its development bank, donated $33 million to the UNRWA in support of programing in Lebanon and Gaza, including rebuilding the Nahr al-Bared refugee camp. (MEMO, WAFA 11/25)

In the West Bank, Israeli settlers from the Ibei HaNahal settlement outpost assaulted 3 Palestinians working their land in Kisan. Israeli settlers also installed electric fencing around a plot of land near Kisan. Israeli forces demolished 3 shops and 1 water tank in Ya‘bad. 8 Palestinians were arrested during late-night raids in al-Am‘ari refugee camp and Beita. In East Jerusalem, 3 Palestinians were arrested and beaten by Israeli forces at the Damascus Gate. In Gaza, Israeli forces made incursions and leveled farmland east of Maghazi. Israel began work to build an electric lift at al-Ibrahimi Mosque, drawing condemnation from the PA and Palestinian protesters as the project violates the Hebron Protocol signed by the PA and Israel in 1997. Israeli interior minister Ayelet Shaked said that since the expiration of the ban of family reunification between Israeli citizens and Palestinians in the West Bank and Gaza on 7/6, 785 requests have been made. Interior Minister Shaked also said that 2,000 Palestinians have requested to have their temporary permits upgraded to Israeli citizenship. (HA 8/9)

In the West Bank, Israeli settlers attacked a bus carrying Palestinians south of Nablus, causing damage to the bus. Israeli forces delivered demolition notices for 15 Palestinian homes in Yatma. In East Jerusalem, 1 Palestinian family demolished their own barns in Silwan to avoid exorbitant Israeli demolition fees. 6 Palestinian minors were arrested during raids in Shu‘fat and al-Tur. The Qatari envoy to Gaza Mohammad al-Emadi said Qatar had brokered a deal between the PA and the Israeli gas company Delek to deliver natural gas to Gaza and to install a gas pipe to the Gaza power station from an offshore rig. According to the deal, European countries will fund the maritime parts of the gas pipe within Gaza’s maritime borders and Qatar will fund the extension to the gas rig. The Jewish National Fund’s (JNF) leadership approved a change in policy that will allow the JNF to purchase land in the West Bank for Israeli settlement expansion. The JNF’s board of directors still needs to approve the new policy and is said to decide after the 3/23 Israeli elections. The JNF leadership also approved allocating $11.7 million for buying land in the West Bank, a decision that also needs the board of director’s final approval. Several Zionist organizations expressed criticism of the JNF’s decision. (HA, HA 2/14; HA 2/15)

Syrian state media said Israel fired missiles at Damascus from the Golan Heights but did not report any casualties. The Syrian Observatory for Human Rights said 6 people were killed in the attack. (AJ, AJ, AP, HA 2/15)

Israel’s High Court of Justice rejects a petition calling for the planned route of the upcoming Jerusalem Day parade on 5/17 to be changed to avoid the Muslim Quarter of the Old City. PA Dep. PM and National Economy Min. Mustafa Mohammed Mustafa announces that PA ministers have agreed to nullify the preliminary agreement signed by the private firm Palestine Power Generation Company (PPGC) on 1/5/2014 to import $1.2 b. worth of natural gas from Israel over 20 years. A PPGC source tells news site al-Araby al-Jadeed that the deal was suspended last summer due to disagreements over certain terms with the consortium formed by Noble Energy and the Delek Group. The boycott of 6 Israeli consumer products companies in the West Bank goes into effect, with enforcement teams visiting shops in Ramallah. Senior Fatah official and chair of the National Comm. against Israeli Punitive Measures Mahmoud al-Aloul says that any seized products will be destroyed on 2/25. Israel’s National Security Adviser Ya’akov Amidror resigns from his role over concerns about a possible conflict of interests related to his previous time as an adviser to Noble Energy, a U.S.-based company involved in Israel’s natural gas exploration and production on off-shore drilling sites. Fatah and Hamas officials announce an (unsigned) reconciliation agreement, pledging to form a transitional national unity govt. made up of independent technocrats chosen by consensus that would prioritize planning for legislative and presidential elections within a year (including agreeing on new mbrs. for the Central Elections Commission), rebuilding Gaza, and reunifying West Bank and Gaza institutions.
