In the West Bank, Israeli settlers placed a large menorah on the roof of a mosque in Nabi Samwil. Israeli settlers with military escort blocked an entrance to al-Lubban ash-Sharqiya. Elsewhere, Israeli settlers threw stones at Palestinian homes in Burqa. Israeli forces shot and injured 1 Palestinian, physically assaulted 1, and injured others by tear gas suffocation during a late-night raid in Silwad. 8 Palestinians were arrested during late-night raids in Surif, Tubas, Silat al-Harithiya, Nablus, and ‘Asira. In East Jerusalem, Israeli forces delivered a demolition notice for an apartment and office building in Silwan. Israeli forces also arrested and interrogated PA governor of Jerusalem Adnan Ghaith before releasing him to house arrest and renewing his ban on contacting PA officials. 16 others were arrested during late-night raids in Isawiya and Qalandia refugee camp. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah and north of Beit Lahiya; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya. Egypt announced that it had signed an agreement with Israel to increase the amount of natural gas it receives from Israel. Egypt exports the gas it buys from Israel to the European market using its liquefied gas terminals. (MEMO 11/26)

Germany, through its development bank, donated $33 million to the UNRWA in support of programing in Lebanon and Gaza, including rebuilding the Nahr al-Bared refugee camp. (MEMO, WAFA 11/25)

In Gaza, unknown assailants on the Egyptian side of the border shoot and injure a Palestinian driver at the Kerem Shalom border crossing. IDF troops on the Gaza border e. of Gaza City open fire on Palestinian lands nr. the border fence, then they enter Gaza and arrest a Palestinian attempting to cross into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats on 2 occasions, causing no damage or injuries. In the West Bank, IDF troops on patrols in villages nr. Hebron and Jenin clash with stone-throwing Palestinian youth; 1 Palestinian is injured. The IDF also conducts house searches and raids in 1 village each nr. Qalqilya, Jenin, Ramallah, and Hebron, arresting 3 Palestinians and issuing arrest summons to 3; patrols in and Tulkarm, and 2 villages nr. Ramallah. Israel’s Defense Ministry announces that it has signed a contract to purchase 4 new warships from Germany. They will be deployed over the next 5 years to defend Israel’s offshore natural gas drilling platforms. (HA, YA 5/11)

Israel’s High Court of Justice rejects a petition calling for the planned route of the upcoming Jerusalem Day parade on 5/17 to be changed to avoid the Muslim Quarter of the Old City. The court calls on the police to arrest any parade participants who shout racist slogans in that area. (HA 5/11; YA 5/12)

In the Gaza Strip, Egyptian authorities open the Rafah border crossing for a 3d day in a row. In the West Bank, Israeli forces demolish a Palestinian’s workshop in Jalazun r.c. nr. Ramallah. Later, Israeli soldiers violently disperse Palestinians protesting the occupation and distributing Christmas gifts in Bethlehem. IDF troops also arrest 1 Palestinian youth n. of Hebron and fire tear gas canisters at Palestinian students in c. Hebron, then close down a nearby checkpoint when the students throw stones. Meanwhile, the IDF conducts house searches and arrest raids in a village nr. Ramallah; patrols nr. Hebron. In East Jerusalem, dozens of rightwing Jewish activists enter Haram al-Sharif and tour the area. Dozens of right-wing Jewish activists visit the al-Aqsa Mosque compound in Jerusalem, prompting clashes with Palestinian worshippers, some of whom are arrested by Israeli police. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. In Ramallah, Secy. of State Albright meets with Arafat; says PA must crack down on Islamists in a comprenehsive, relentless, and sustained manner; says that she is encouraged by Arafat promises to do so. Albright then meets again with PM Netanyahu in Jerusalem, calls for a "time-out" on Israeli settlement expansion, land confiscation, house demolitions, confiscations of Palestinian IDs.
