IDF troops shoot and kill a Palestinian at a checkpoint nr. Ramallah after he allegedly attempts to stab them. The IDF later returns the body of the alleged Palestinian attacker to his family. Meanwhile, IDF troops violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against Israel’s occupation, settlements, and separation wall in 5 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Masara, Silwad, and Nabi Salih), Kafr Qaddum nr. Qalqilya, Hebron, and along Gaza’s border nr. Khan Yunis and al-Bureij r.c.; 5 Palestinians are injured. They also conduct raids and house searches nr. Salfit, Hebron, and Bethlehem, arresting 1 Palestinian and issuing arrest summons to 6; patrol in Tulkarm, 1 village nr. Salfit, and nr. Hebron. Along Gaza’s border, IDF troops open fire on 3 Palestinians walking nr. Khan Yunis, moderately injuring 1; arrest 3 Palestinians attempting to cross the border nr. Rafah to work in Israel. Following weeks of reports on back-channel economic talks, the Israeli press reports that Finance Minister Moshe Kahlon has decided to take steps to help improve the PA’s economic situation, including a transfer of NIS 500 m. (around $131 m.) in withheld tax revenues. PM Netanyahu reportedly approved Kahlon’s proposals after they met on 2/24. (YA 2/26; JP 2/29)

A Palestinian is found mortally wounded on the grounds of the Palestinian Embassy in Bulgaria and succumbs to his injuries in an ambulance on the way to hospital. He is later identified as Omar Nayef Zayed, who was wanted by Israel for his alleged killing of an Israeli in 1986. (EI, HA, MNA 2/26)

In the West Bank, IDF troops shoot and injure 2 Palestinian men after they throw a pipe bomb at an IDF site nr. Bethlehem, and the IDF consequently conducts raids in the area and temporarily closes a nearby road. Separately, IDF troops patrol in a village nr. Qalqilya, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is arrested and there are no serious injuries. IDF troops on a late-night arrest raid in Ramallah disperse stone-throwing Palestinian youths. The IDF conducts further raids and house searches in Tulkarm, 3 villages nr. Hebron, and 1 village each nr. Nablus and Bethlehem, arresting 6 Palestinians; patrols in al-Fawar r.c. and 1 village nr. Hebron, 2 villages nr. Jenin, and 1 village each nr. Jericho and Ramallah. IDF maj.-gen. Sami Turgeman, cmdr. of the IDF’s s. operations, says that the recent rockets fired from Gaza “are isolated incidents” and that the IDF will not launch “an operation in the Strip because of them.” He reaffirms that Israel holds Hamas responsible for all rockets from Gaza, but notes that it is making efforts to stop the small Salafist groups from launching the attacks. According to a senior Israeli official, China recently informed Israel that it will not allow any of its citizens to work on Israel’s West Bank settlements. The restriction comes in the context of bilateral trade negotiations, which Israeli finance min. Moshe Kahlon initiated to facilitate his broader push to expedite construction of housing across Israel. Kahlon is hoping to have thousands of foreign workers come, replacing the current system of private construction firms hiring foreign workers as needed, which has resulted in a series of labor law violations and international criticism. Since 2011, Israel has signed similar agreements with Thailand, Sri Lanka, Bulgaria, Moldova, and Romania, bringing more than 12,000 foreign workers to Israel. (HA, TOI 6/7; AFP 6/8)

Israel’s Channel 2 television station reports that Israel and Hamas are conducting indirect negotiations through Egyptian mediators on issues pertaining to easing the blockade of the Gaza Strip, including the possible opening of the Rafah crossing to construction materials and other staple items. Bulgaria expels 3 Hamas-affiliated PC mbrs. on a publicized visit to the country, stating that they represent ‘‘a serious threat to national security.’’ This is unrelated to the recent claims (2/5) by the Bulgarian government regarding alleged Hizballah involvement in the 7/2012 Burgas bombing. In the Gaza Strip, the IDF opens fire on Palestinians gathered close to the border fence nr. Bayt Lahiya and separately nr. Abu Safiya, causing no injuries in either case. In the West Bank, the IDF attacks Palestinian and international activists who built 3 tents on confiscated land e. of Yatta nr. Hebron, demolishing and confiscating the tents. The IDF patrols in 1 village nr. Qalqilya in the morning; in 1 village nr. Jenin, 1 village nr. Tulkarm, and 1 village nr. Ramallah in the afternoon; in 3 villages each nr. Israeli soldiers attack weekly nonviolent demonstrations held by Palestinians, Israelis, and internationals in 4 villages nr. Ramallah (Bil‘in, Ni‘lin, al-Nabi Salih, Budrus), 1 village nr. In Brussels for a regular meeting with the EU, Israeli FM Avigdor Lieberman requests that, in light of the 7/18 Bulgaria attack, the EU add Hizballah to its terrorist list. The EU says that thus far there is no proof of Hizballah’s involvement in terror. (NYT 8/16)

Egypt eases travel restrictions on Palestinians that will make it easer for Gazans to enter and will allow them to stay for up to 72 hrs. before returning or transiting through. All Palestinians must still have Palestinian national identification, a passport, or proof of residency in a 3d country and obtain a visa. The move comes a week after newly elected Egyptian pres. U.S. pres. Obama signs legislation to extend the terms of Israel’s loan guarantees through the end of 9/2016. Without the move, loan guarantees would have expired at the end of 9/2012.
