In the Gaza Strip, Israeli forces shoot at Palestinian farmers working close to the perimeter fence nr. Rafah, causing no injuries. In the West Bank, the IDF conducts house searches and arrest raids in Hebron and 2 villages and al-‘Arub r.c. nearby, and 1 village each nr. Bethlehem and Ramallah at night; patrols in Hebron and al-‘Arub r.c. in the afternoon, and in 1 village nr. Hebron, and 1 village nr. Qalqilya at night. In East Jerusalem, Israeli security forces escort 24 Jewish Israelis at Haram al-Sharif, prompting clashes with worshippers. (MNA 12/1; PCHR 12/5)

An anonymous official in Israeli PM Netanyahu’s office says that the govt. will not be proceeding with the preliminary planning procedures for 24,000 settlement homes, as previously indicated on the Housing Ministry’s website. Israeli TV reports that the PA directly appealed to U.S. Secy. of State Kerry about the matter, threatening to quit the negotiations if the tenders were not cancelled. Meanwhile, PA Pres. Abbas meets with opposition leader MK Isaac Herzog in Ramallah, and tells him he is keen to reach an agreement with Israel. In a statement released after the meeting, Herzog says, “We have a partner that is ready to go the distance for peace and take original, brave steps on core issues.” (HA, JP 12/1) 

Iranian pres. Ruhani says construction will soon start on a 2nd nuclear power plant, according to local media reports. Meanwhile, Iranian FM Zarif meets with his Kuwaiti counterpart Shaykh Sabah Khaled al-Sabah, on his 1st official visit to a Gulf Arab country. Following the meeting, Zarif says that the 6-mo. interim deal with the West is in the Gulf states’ interests. (AFP, JP 12/1)

Egyptian security forces violently disperse anti-govt. demonstrators in Cairo’s Tahrir Square, as the cmte. charged with amending the constitution approves changes to the text in the 2nd day of discussions. The new constitution give women and Christians “suitable representation” and also stipulates there must be elections, either parliamentary or presidential, within 90 days of the document’s adoption. The use of military tribunals for civilians is also scaled back, to be permitted only in cases of attacks on military personnel or property. However, the armed forces are given the exclusive right to name the defense minister for the next 2 presidential terms. The draft constitution is now handed over to Egyptian interim pres. Adly Mansour who has 1 mo. to call a national referendum. (AP, REU 12/1)

Arab World: Organization of the Oppressed of the World states that it has hanged U. S. Lt. Colonel William Higgins because Israel has refused to release Shaykh 'Ubayd; Another Lebanese group threatens to kill second American hostage [NYT 8/1, MET 8/8].

Occupied Palestine/Israel: F.M. Peres reveals he met with Yugoslavian Pres. Lazar Mojsov in Geneva earlier this month [VP 7/28]. During speech in Netanya, Deputy Defense Minister Michael Dekel says U.S. and other Western countries have "moral and political" duty to oversee transfer of Palestinians from W. Bank to Jordan [NYT 7/31]. Al-Shabibah wins all 11 seats in al-Najah University student council elections [FJ 8/2]. Israeli military court in Ramallah acquits Nasir Nimr Iyad of Qalandiyyah refugee camp of security charges [FJ 8/2]. Nazareth's 12th voluntary work camp ends after completing 68 projects [FJ 8/2]. Knesset votes to approve "Galilee law," which would establish a council to oversee and finance increased Jewish development in the Galilee [FJ 8/2].

Arab World: PLO Chairman Yasir Arafat meets with Egypt's Pres. Mubarak in Ethiopia [FJ 8/2].

Other Countries: U.S.S.R. issues Israel its 3d waming of the week pressing Israel to abandon deployment of nuclear-armed Jericho II missile [NYT 7/29; WP 8/1].

Arab World: Israeli troops land on S. Lebanon shore, kill 7 Nasserite Popular Liberation Army soldiers in battle near Sidon [WP 7/28]. 

Social/Economic/Political

Occupied Palestine/Israel: Israeli authorities have arrested scores of West Bankers and 1 Gazan on charges of committing attacks that have wounded at least 8 Israelis; most of the suspects are said to belong to Fateh cells active in the Jerusalem and Ramallah areas, to have been responsible for series of bombings since last September [JP, JTA 3/24].

Arab World: Yasir Arafat repeats PLO offer to trade acceptance of UN resolutions 242 and 338, and therefore acceptance of Israel, in return for guarantees by the 5 permanent members of the UN Security Council of the Palestinians' rights to selfdetermination [BG 3/25]. Morocco's King Hasan proposes a summit conference between a chosen Arab leader and P.M. Peres to hear Israel's views on the Fez peace plan [JP 3/25].

Other Countries: U.S. is reportedly pressuring Israel to sell arms to Iraq, including Israeli "drone" reconnaissance aircraft and Soviet weapons captured by Israel during past wars with Arab neighbors [DT 3/24].

Arab World: Lebanese state radio reports Israeli forces shelled Nabatiyyah, killing 3 civilians and wounding 22 [NYT 3/25]. Jerusalem Post reports the SLA shelled Nabatiyyah in response to 12 katyusha rockets that landed in "security zone" in early morning [JP 3/25].
