U.S. secretary of state Antony Blinken calls Israeli settlements “inconsistent with international law,” reversing what is dubbed the Pompeo Doctrine, when in 2019 the Trump administration reversed U.S. policy to declare Israeli settlements “not per se inconsistent with international law.” Blinken also calls the Israeli settlement expansion announcement from 2/22 disappointing. Israeli forces also demolish a Palestinian home in al-Burj, displacing 7 people. Elsewhere, Israeli forces erect a surveillance tower and place caravans near Beit Umar. PA prime minister Mohammed Shtayyeh says Israel has not transferred the PA tax funds to Norway and that the PA has not received any of the money. Israeli opposition leader Yair Lapid says he told Prime Minister Benjamin Netanyahu that he would enter the emergency government to provide a safety net in favor of a ceasefire deal to get the remaining captives released. UN secretary-general Antonio Guterres appoints an independent review group led by former French foreign minister Catherine Colanna to assess UNRWA’s neutrality and Israeli allegations against the agency. UK’s Channel 4 reports, after seeing the 6-page dossier Israel used to accuse 12 UNRWA staffers of taking part in Operation Al-Aqsa Flood, that Israel “provides no evidence” to back its claim. Instead, the dossier states that “from intelligence information, documents, and identity cards seized during the course of the fighting, it is now possible to flag around 190 Hamas and PIJ terrorist operatives who serve as UNRWA employees. More than 10 UNRWA staffers took part in the seventh of October.” The New York Times reports that UNRWA will lose $65 million by the end of February due to funding suspensions by Germany, Japan, and Sweden. U.S. secretary of state Antony Blinken meets with Saudi crown prince Mohammed bin Salman in Riyadh, discussing humanitarian aid to Gaza and regional diplomacy. After the meeting, Blinken says that Saudi Arabia has a strong interest in pursuing normalization with Israel but that it requires “an end to the conflict in Gaza, and a clear, credible, time-bound path to the establishment of a Palestinian state.” Blinken also announces that the U.S. will cancel visas for employees of companies that provide spyware that is used against political activists, human rights defenders, and journalists. Palestinian officials say the PA will reform itself to comply with U.S. demands by appointing new governors in the West Bank and Gaza, making changes to the personnel of the PA security forces, appointing new staff at the its foreign consulates and embassies and at ministries, improving the financial system, appointing new directors at public institutions, improving tax collection, opening the communications market, and improving government oversight to combat corruption. Axios reports that senior security officials from the PA, Saudi Arabia, Jordan, and Egypt met in Riyadh on the 1/18, discussing plans for Gaza after the war and ways to involve a revitalized PA in Gaza. According to the report, Saudi Arabia, Jordan, and Egypt called on PA general intelligence service director Majed Faraj to ensure that the PA makes serious reforms, including providing more power to a new prime minister. Saudi Arabia is also said to have briefed the other parties on its requirements for normalization with Israel, including practical and irrevocable steps by Israel toward the creation of a Palestinian state. The leaders of the Gulf Cooperation Council called for an end to the Israeli attacks on Gaza at a summit in Doha. Qatari emir Sheikh Tamim bin Hamad Al Thani said at the summit that Israel was committing genocide, called support for Israel’s actions “a disgrace,” and urged the UN Security Council to force Israel back to the negotiations on a ceasefire. In East Jerusalem, Israeli forces violently dispersed students and staff at a school in Isawiya, physically assaulting them and causing tear-gas related injuries. In Gaza, Israeli airstrikes in Khan Yunis and on an UNRWA school in Jabalia refugee camp killed 116 people. As part of its COVID-19 vaccination efforts, the PA started offering vaccines to 16-18-year-olds in the West Bank. Only 16% are fully vaccinated and 30% have received 1 shot of vaccine, despite having received a total of 2.8 million doses. Israeli police commissioner Kobi Shabtai banned 2 members of the Knesset from the Otzma Yehudit (Jewish Power) party, Itamar Ben-Gvir and May Golan, from partaking in the planned Israeli Flag March in East Jerusalem on 6/10. The march had been postponed by the Israeli security cabinet on 6/8, but the lawmakers said they would march despite the postponement and encouraged others to join them. Police Commissioner Shabtai also wanted to ban Ben-Gvir from entering the Haram al-Sharif compound on 6/9 and 6/10, but that decision required Israeli prime minister Benjamin Netanyahu’s approval. Israeli forces attacked Hezbollah infrastructure in Lebanon, claiming that shots were fired from Lebanon toward Israeli troops the day before. Lebanon’s supreme defense council said it would file a complaint to the UN. Earlier in the day, Israel had proposed changes to the UNIFIL mandate, which Lebanon rejected. U.S. secretary of state Mike Pompeo met with senior members of the royal family in Bahrain to discuss “the importance of building regional peace and stability,” including normalizing ties between Bahrain and Israel. According to Bahrain state news, King Hamad bin Isa al-Khalifa told Pompeo that Bahrain is committed to the Arab Peace Initiative and the creation of a Palestinian state before normalizing relations with Israel. In the West Bank, Israeli forces sealed off an entrance to al-Jaba‘ and closed an agricultural road south of Hebron. Israeli forces delivered a stop-work order for 2 houses and a demolition notice for another house in Nahalin. Israeli forces also razed land in the villages of Qusra and Jurish. Elsewhere, Israeli forces demolished 1 floor of a 2-story Palestinian-owned house in Hizma. 3 Palestinians were arrested during raids in and around Jericho and Bethlehem. For the 2d day in a row, Israeli forces injured a Palestinian minor in Issawiyya: a 10-year-old boy was shot by a rubber-coated bullet while standing on his balcony. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen 2 nautical miles west of Bayt Lahiya; no injuries were reported. In the West Bank, Israeli forces delivered a stop-work order for a house under construction in Nahalin and seized construction equipment. Israeli forces and Palestinians clashed for the 2d day in a row during a protest in Kafr Qaddum, leading to tear-gas related injuries. In East Jerusalem, 8 Palestinians under nighttime curfew were handed summons to appear in Israeli court after allegedly violating their curfew. In the West Bank, Israeli settlers chop down 25 Palestinian-owned olive trees in Nahalin. Israeli forces violently dispersed an anti-settlement protest in al-Humma, causing 5 tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed a protest in support of hunger-striking prisoners in Israeli jails, causing tear-gas related injuries and arresting 2 of the protesters. In Gaza, 1 Palestinian was injured by Israeli forces while driving a sanitation vehicle east of Khan Yunis. Separately, Israeli forces opened fire on Palestinian farmers; no injuries were reported. A Palestinian working for Amnesty International was briefly detained at the Allenby Bridge and told he was not allowed to leave the West Bank. In the Gaza Strip, Palestinians fire 3 rockets into s. Israel, 2 are intercepted by Iron Dome missile defense batteries and 1 causes minor damage, but no injuries. A 4th rocket fired by Palestinians lands inside the Gaza Strip, killing a child in Bayt Lahiya and injuring 3 other family mbrs. In response to the rocket fire, the IDF attacks 7 sites in the Gaza Strip, causing damage and injuring 2 police officers. Israeli military sources say that Islamic Jihad’s al-Quds Brigades are responsible for some of the rocket fire, along with smaller groups that operate independently, and often contrary to, Hamas’s authority. In the West Bank, the IDF scales back OBK, removing some of the mobile checkpoints set up in the Hebron area. PA pres. Abbas circulates a draft resolution to UN member states, ahead of an expected vote later in the month on upgrading the Palestinian status to that of non-member observer state. The draft text includes the Palestinian commitment to the two-state solution. An anonymous Palestinian official says that Arab League foreign ministers will discuss the draft and the timing of the vote in a meeting in Cairo on 11/12–13. Israeli FM Lieberman warns of ‘‘far-reaching implications’’ to the UN bid, but Palestinian officials respond with their own threats, such as cancelling the 1994 Paris Protocol, should Israel impose sanctions on the PA after the vote.
