In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Nablus on 12/18. Israeli settlers began work on a settler road near Battir. Israeli forces raided 6 money exchange offices in Ramallah, Tulkarm, and Jenin, seizing millions of shekels, killing 1 person and wounding 20 others in Ramallah. Israeli forces also shot and killed a Palestinian man at a checkpoint west of Bethlehem. Elsewhere, Israeli forces demolished a junkyard near al-Zawiya. 25 Palestinians were arrested during late-night raids in and around Rujeib, Nablus, Jericho, Hebron, Tubas, Qalqilya, and Jenin. In East Jerusalem, Israeli forces shot and killed a Palestinian after he stabbed and injured 2 Israeli soldiers. Israeli forces later raided the man’s home, arresting 3 members of his family. In Gaza, Israeli forces bombed Beit Lahiya, Nuseirat refugee camp, Khan Yunis, Gaza City, Rafah, Beit Hanun, Dayr al-Balah, and Maghazi, killing 210 people, including 30 in a building in Beit Lahiya. 3 Israeli soldiers were killed in combat. In Lebanon, Israeli forces attacked Shebaa Farms, Rashaya al-Fakhar, and al-Khaim, saying 12 missiles were fired at Israel. In Syria, Israeli forces attacked sites near Damascus and Tel al-Sahn, reportedly killing 11 members of the Iranian Revolutionary Guard Corps at an airport. In the Red Sea, the U.S. said it shot down a drone and a ballistic missile fired from Yemen. More than 21,320 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 55,603 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 308 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 79 children. More than 3,812 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 165 Israeli soldiers have been killed and 898 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 76 trucks carrying aid entered Gaza via the Rafah crossing. UNRWA said Gaza was suffering from “catastrophic hunger” with 40% of the population at risk of famine. UN humanitarian aid chief Martin Griffiths said the UN was facing a number of obstacles in delivering aid to Gaza, including a growing list of Israeli-rejected items, 3 layers of inspection, having to use a crossing that is made for pedestrians, constant bombardments, attacks on convoys, and aid workers being displaced and killed. UN high commissioner for human rights Volker Turk called Israel’s usage of military tactics and weapons in the West Bank “extremely troubling” and called on Israel to take steps to end settler violence. Turk’s office released a report that said Israel engaged in sexual violence against Palestinians who have been arrested since 10/7. The Palestine Monetary Authority said Israeli forces raided 6 money exchange companies, seizing large sums of money and arresting staff (see above). It was reported that $2.5 million was stolen from the companies. The authority said Israel sought to undermine confidence in the Palestinian banking sector. Egypt said neither Hamas nor Israel had responded to its ceasefire proposal. (HA 12/28)

Israeli prime minister Benjamin Netanyahu canceled a meeting of the war cabinet that was reportedly set to discuss Israel’s plans for Gaza after the war. The meeting was canceled after opposition to the discussions by members of Netanyahu’s governing coalition. (HA 12/28; AJ 12/29)

Israel claimed that it had used the wrong type of munition, leading to the killing of at least 90 people in Maghazi on 12/24. Israel also said it would not take action against soldiers who killed 3 Israeli captives who had escaped captivity on 12/15, despite saying the incident could have been prevented. In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling near Burqa, causing damage. Israeli forces razed farmland in Battir, uprooting dozens of olive tree saplings. 26 Palestinians were arrested during late-night raids in Qalqilya, Jenin, Nablus, and Hebron. PA forces assaulted 4 journalists covering a sit-in protest at Hebron University against the arrest of the university’s students by PA forces. HaMoked and the Center for Defense of the Individual obtained data from the Israel Prison Service showing that a quarter of Palestinian prisoners held by Israel are in administrative detention. 1,201 Palestinians are held in administrative detention, the highest number since at least 2001. Less than half of the 5,014 Palestinian prisoners held by Israel have received a prison sentence. (AP 8/1; ALM 8/2; HA 8/3)

PA president Mahmoud Abbas spoke with acting Lebanese prime minister Najib Mikati, who told him that Lebanese troops may intervene in Ain al-Hilweh refugee camp if the violence that broke out on 7/29 does not stop. PA foreign minister Riyad al-Maliki criticized the Biden administration to members of the Foreign Press Association, calling it weak on Palestine for not reversing Trump administration measures to undermine Palestinians’ right to statehood and inadequately addressing Israeli violations against Palestinians. Al-Maliki also said he is open to peace talks that include China as the mediator and hoped that Saudi Arabia would not “yield to any kind of pressure or intimidation coming from the Biden administration” regarding normalizing ties with Israel. A Palestinian American man visiting family in Gaza told Reuters that Israel rejected his request to return to the U.S. via Ben Gurion Airport. Another Palestinian American said Israel denied him entry at Ben Gurion Airport forcing him to return to Dubai, despite being told by the Israeli embassy in the UAE that he would be allowed to enter Israel with his Gaza ID. Israel has said that new procedures relevant to Palestinians with Gaza ID cards will be published on 9/15 as part of the country’s trial to become part of the U.S. Visa Waiver program. Haaretz reported that Pakistan’s Federal Investigation Agency and police units in the country have used UFED hacking tools made by the Israeli company Cellebrite. Pakistan’s use of Cellebrite spyware technology was first reported in 2012. (HA, MEE 8/3)

In the West Bank, Israeli settlers vandalized 450 olive, plum, grape, and almond trees near Turmus ‘Ayya. 7 Palestinians were arrested, including 5 returning to the West Bank from Jerusalem at the Qalandia checkpoint, 1 crossing from the West Bank to Jordan via the Allenby Bridge, and 1 while working his land in Idhna. Haaretz reported that the World Zionist Organization’s settlement division was finalizing plans to invest $8.5 million to connect settlement outposts in the West Bank to the Israeli electrical grid and preparing plans to have the outposts retroactively authorized by the Israeli government. Israeli defense minister Benny Gantz approved 5,500 Palestinians to be registered with the Palestinian population registry and increased Gaza merchant permits for commerce in Israel from 1,500 to 15,000. Defense Minister Gantz also gave final approval for construction in Hizma and Harmaleh and 1st level approval for construction in Haris, Kisan, and Battir. Additionally, Israel said it would open a new crossing from Israel to the northern part of the West Bank to ease access to Jenin and delayed a meeting to expand Israeli settlements in East Jerusalem. The moves were described by Israel as a result of a meeting between Gantz and PA president Mahmoud Abbas last week and comes 1 day before U.S. president Joe Biden will arrive in Israel for a 4-day tour of Israel, Palestine, and Saudi Arabia. 4 members of the U.S. senate Chris Van Hollen (D-MD), Patrick Leahy (D-VT), Chris Murphy (D-CT), and Dick Durban (D-IL), wrote a letter to U.S. secretary of state Antony Blinken saying that the U.S. review of the evidence into the killing of Palestinian American journalist Shireen Abu Akleh “hardly constitutes an independent investigation into the overall circumstances of her killing.” In a separate letter, U.S. senators Cory Booker (D-NJ) and Bob Menendez (D-NJ) called on the Biden administration to provide a senior-level classified briefing on the investigation details and the administration’s plan for accountability. Citing insufficient evidence, the foreign ministries of Belgium, Denmark, France, Germany, Ireland, Italy, Holland, Spain, and Sweden issued a joint statement saying that the countries have decided to dismiss Israeli claims that 6 Palestinian rights organizations are linked to terrorism and will continue funding them. In the West Bank, Israeli settlers attacked 1 Palestinian working on rehabilitating a road east of Yatta and damaged the excavator he was using. Israeli forces delivered demolition notices for 20 residential structures in Rujeib, a house under construction, and an agricultural shack in Battir. Israeli forces also seized a mobile home in Khallet al-Nahleh, south of Bethlehem. Elsewhere, Israeli forces shot and injured 1 Palestinian who tried to enter Israel through a hole in the separation wall near ‘Anin before arresting him. 13 Palestinians were arrested during late-night raids in and around Jenin, Jenin refugee camp, Rummana, Tulkarm, and Qarawat Bani Hassan. In East Jerusalem, 44 Israeli settlers toured the Haram al-Sharif compound. Israeli settlers led by Israeli MKs from HaTzionut HaDatit (The Religious Zionist) party Bezalel Smotrich and Orit Strock harassed Palestinian residents under eviction threat in Shaykh Jarrah. 1 Palestinian family demolished their own home in Issawiyya. 5 Palestinians were arrested during late-night raids in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya and al-Sudaniyya; no injuries were reported. After meeting in a Hamas office, various political and military factions in Gaza issued a warning to Israel to ease the blockade. The factions said that if Israel does not comply, they would allow the launching of incendiary balloons and protests by the Gaza fence. (AJ, MEMO 6/23)

Iran said it had foiled a drone attack on a building belonging to the Iranian Atomic Energy Organization in Karaj City, 25 miles west of Tehran. According to the New York Times, the building was on a list of potential targets Israel had presented to the U.S. and which the Trump administration had approved for targeting by Israel. The U.S. seized the domain name for the news site Palestine Today and more than 30 Iranian and Iranian-linked websites, including state-run news agencies. (HA, MEE, REU 6/22; AJ 6/23)

The EU provided the PA and Palestinian banks with a loan of $425 million to help keep the Palestinian economy going as it is facing an economic crisis due to the Israeli occupation and the COVID-19 pandemic. (HA 6/22)

In the West Bank, 1 Israeli settler rammed his car into 1 Palestinian east of Qalandia, causing injuries. Israeli settlers also threw stones at Palestinian houses and vehicles in Jalud, causing damage to the windows of several houses and vehicles. Elsewhere, Israeli settlers vandalized cars and houses in Huwwara. Israeli forces demolished parts of a Palestinian-owned house in Battir and 3 houses in the Masafer Yatta area. Israeli forces also raided ‘Ayn Yabrud and fired tear gas canisters, causing damage to 1 building and leading to tear-gas related injuries. 19 Palestinians were arrested during raids in and around Ramallah, al-Khadir, Hebron, Tell, Nablus, Balata, Tulkarm, Jenin, and Jericho. In East Jerusalem, Israeli forces injured 2 Palestinians during a house raid in Issawiyya and 5 Israeli soldiers were injured in subsequent clashes in the area; tear-gas related injuries were also reported. 7 Palestinians were arrested, including 1 at the Haram al-Sharif compound, and 6 during raids in the Old City, al-Tur, and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water at Palestinian fishermen within 3 nautical miles west of Gaza, causing damage to 1 boat; no injuries were reported. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court.
