In the West Bank, 1 Palestinian minor succumbed to wounds sustained from Israeli live ammunition on 5/18. Israeli settlers leveled land in Kisan. Israeli settlers also set up mobile homes south of Hebron. Israeli forces also raided Jaba‘, injuring 4, including 1 minor, when Palestinians confronted the forces. Israeli forces also raided ‘Araqa, injuring 1 minor with live ammunition, when Palestinians confronted the forces. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bethlehem, injuring 7 with rubber-coated bullets and others with tear gas. 11 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, and Jericho. In East Jerusalem, Israeli forces raided al-Makassed Hospital, leaving without making arrests. 8 Palestinians were arrested during raids in the Old City, al-Tur, Silwan, and Shu‘fat. In Gaza, 4 Palestinians were killed and many were injured, raising the comprehensive death toll since 5/10 from 232 to 236, including 65 children and 3 pregnant women. The casualties included: 1, and 9 wounded, including 3 children, during an air strike on a house in Khan Yunis; 1, and 1 wounded in an air strike on Bayt Lahiya; 2 in an air strike on a car traveling in Jabaliya. Israeli air strikes also hit power lines near Rafah, causing a total electricity blackout in the city. Israeli forces attacked 1 house in Khan Yunis, causing damage, but the missile remained unexploded as it landed on a bed, saving the family living in the house. 4 factories were also destroyed by Israeli air strikes in an industrial zone east in al-Muntar. In Israel, 1 Israeli soldier was injured by an anti-tank missile rocket fired from Gaza at a military bus. 1 rocket from Gaza hit a house in Ashkelon, causing damage; no injuries were reported. Israeli forces violently dispersed a funeral procession for 1 Palestinian-Israeli who was killed by Israeli police on 5/19 in Umm al-Fahm; 3 were arrested; a general strike was also called in Umm al-Fahm in protest over the killing. It was reported that a ceasefire between Hamas, Islamic Jihad in Palestine, and Israel had been brokered by Egypt and would take effect at 2 a.m. on 5/21. Prior to the reporting, Israeli prime minister Benjamin Netanyahu had called a meeting at the security cabinet. Shortly after the 2 sides announced the ceasefire, U.S. president Joe Biden praised Egyptian president Abdel Fattah al-Sisi for his role in the ceasefire and Prime Minister Netanyahu for agreeing to it. Biden said in remarks that “Palestinians and Israelis equally deserve to live safely and securely and to enjoy equal measures of freedom, prosperity, and democracy,” in what can be viewed as a slight shift in the paradigm of U.S. statements on Israel and Palestine. President al-Sisi also praised President Biden for his work on the ceasefire agreement. Several prominent Democrats in the U.S. House and Senate welcomed the news of the ceasefire, but said it was time to do more to resolve the roots of the conflict. PA foreign minister Riyad al-Maliki called for the world to address the core issues, saying that the ceasefire is not enough. Haaretz reported that 90% of the Israeli citizens charged for the violence in Israeli towns and cities since the start of the Hamas-Israel escalation were Palestinian citizens of Israel. District prosecutors have been criticized for not indicting Jewish-Israelis. (HA 5/20)

Adalah filed a petition on behalf of Palestinians in Shayk Jarrah to have Israeli police remove checkpoints around the neighborhood, which are severely impeding the residents’ freedom of movement. The checkpoints are also meant to block entry of Palestinians who are not residents of the neighborhood, as many residents remain threatened by evictions. (Adalah, HA 5/20)

The Israeli Electric Company said it would not restore the damaged power lines in Gaza until 2 Israelis, believed to be held captive by Hamas, and the bodies of 2 dead Israelis are returned to Israel. (HA 5/20)

Before the ceasefire was announced, Hamas leader Ismail Haniyeh wrote a letter to Iran’s supreme leader Ayatollah Ali Khamenei, asking for “mobilization of Arab, Islamic and international support” in ending Israeli air strikes. (AP 5/20)

Iran’s president Hassan Rouhani said that the country had reached an agreement in principle with the Joint Comprehensive Plan of Action signatories about complying with and having the U.S. rejoin the deal. (HA 5/20)

At the UN, U.S. ambassador to the UN Linda Thomas-Greenfield said that the U.S. had “not been silent,” despite blocking UN security council statements criticizing the violence from the latest escalation between Hamas and Israel. UN general-secretary António Guterres said he was “deeply shocked by the continued air and artillery bombardment” of Gaza and said that Gaza’s children lived in “hell on Earth.” No unified statement was released by the UN general assembly. 1 Jewish AP reporter was fired after Stanford University College Republicans criticized her for pro-Palestinian activism while she was a student at the school, before she was hired at AP. The foreign minister of Germany, the Czech Republic, and Slovakia visited Israel upon the invitation of Israeli foreign minister Gabi Ashkenazi to be briefed on the Israeli-Hamas escalation. In the West Bank, Israeli settlers attacked 2 Palestinians in Ma’in, causing light injuries. Israeli settlers also set fire to a Palestinian-owned vehicle in Rujeib. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling between Jenin and Nablus. Israeli settlers also attacked Palestinians in Burin, demolished parts of a house, and set fields on fire. Israeli forces shot and killed 1 Palestinian child during a late-night raid in Tubas and injured 1 other by running him over. Israeli forces also shot and killed 1 Palestinian during a late-night raid in al-Fawar refugee camp. Jewish-Israelis also attacked a tent set up to mourn the death of 1 Palestinian-Israeli who was shot by a Jewish-Israeli on 5/10 in Lydda, throwing stones at the mourners. PA president Mahmoud Abbas discussed the current situation with EU high representative Josep Borrell, King Abdullah II of Jordan, and Iraqi president Barham Salih. A White House statement also said that U.S. secretary of state Antony Blinken spoke with President Abbas and they discussed “the violence in Jerusalem, the West Bank and Gaza, and the Secretary expressed his condolences for the lives lost as a result. Israeli president Reuven Rivlin condemned what he called a “pogrom” by “an Arab mob” on 5/11, despite the majority of the violence in Israel being perpetrated against Palestinian-Israelis. (HA 5/12)

U.S. president Joe Biden said, during a press conference, that he believes that “Israel has a right to defend itself when you have thousands of rockets flying in your territory,” and that his “hope is that we’ll see this coming to conclusions sooner than later.” President Biden also spoke with Prime Minister Netanyahu, where he gave his “unwavering support for Israel’s security and for Israel’s legitimate right to defend itself and its people, while protecting civilians,” according to the readout. The Biden administration also dispatched deputy assistant secretary of state for Israel and Palestine Hady Amr to Israel for talks with Palestinian and Israeli officials. In the West Bank, Israeli forces arrested 8 Palestinians, including 7 during late-night raids in and around Qalqilya, Ramallah, Halhul, and Salfit, and 1 at a flying checkpoint in Hebron; among the arrested at a late-night raid in Ramallah was 1 Palestinian instructor from Birzeit University in Ramallah. Israeli forces also conducted house raids in Zabbuba near Jenin; no arrests were reported. Israeli settlers threw stones at Palestinian-owned vehicles travelling on a road northeast of Ramallah, causing damage. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Issawiyya. 1 Palestinian demolished his store in Silwan after receiving a demolition order by Israeli authorities. After more than 340 Palestinians had been arrested in Issawiyya in East Jerusalem during the summer, it was reported that the Israeli police, the Jerusalem Municipality, and residents of Issawiyya had come to an agreement on limiting Israeli operations in Issawiyya. The agreement includes that residents of Issawiyya cancel a school strike on 9/2, the 1st day of the school year. (HA 9/1)

According to the Palestinian Energy Authority, Qatar will be cutting the amount of fuel it funds for Gaza by 50 percent, causing the hours of electricity available in Gaza to drop from 8 hours per day to 5 or 6. (HA 9/1)

At a visit to the Israeli settlement of Elkana, Israeli prime minister Benjamin Netanyahu announced that that he aspires to apply Israeli sovereignty to all Jewish settlements in the West Bank. Netanyahu’s announcement comes 2 weeks before the Israeli general election. (AJ, HA, WAFA, WAFA 9/1)

The al-Kasom Regional Council in the Negev, which presides over a large Bedouin community, announced that 17,000 students would not start the school year as planned on 9/2 as the Israeli education ministry had not given it enough money to begin the school year as planned. (HA 9/1)

Israeli forces and Hezbollah operatives exchanged missiles near the border of Israel and Lebanon. According to Hezbollah, it fired anti-tank missiles at Israeli military vehicles. In the Gaza Strip, around 200 Palestinians violently protest outside the UN’s headquarters in Gaza City against UNRWA’s 1/27 suspension of its cash assistance program. The protest was organized by a Hamas comm. IDF troops e. of Khan Yunis open fire on agricultural lands, causing damage. Unknown assailants set fire to a Fatah official’s car in Gaza City. Also, dozens of Palestinian health professionals gather outside the Ministry of Health building to protest unpaid salaries. In the West Bank, a Palestinian youth is moderately injured when he sets off a piece of unexploded Israeli ordnance left over after recent IDF exercises nr. ‘Ayn al-Hilwa in the Jordan Valley. The IDF conducts arrest raids and house searches nr. Hebron and Jenin. In East Jerusalem, IDF troops conduct house searches and arrest raids in the Old City. Hours after the IDF retaliated to projectile fire from Syria on 1/27, Hizballah fighters fire an antitank missile from inside Lebanon at an IDF convoy in a disputed area along the border nr. Shaba‘ Farms, killing 2 soldiers and injuring 7. The IDF responds with artillery fire, killing a Spanish peacekeeper with the UN Interim Force in Lebanon (UNIFIL). About an hour later, Hizballah fires mortars at several IDF positions in the area, causing no injuries. The IDF responds again by firing between 25 and 50 artillery shells and conducting IAF flyovers. The attacks cause widespread damage to houses, infrastructure, and public buildings. There are fatal strikes in al-Shuja‘iya, elsewhere in Gaza City, Jabaliya, and Rafah, among others. Palestinians fire 90 rockets into Israel, causing damage and injuring 10 in Beersheba and Ashdod, including 1 seriously. Iron Dome batteries intercept 25 of the rockets. PA Pres. Abbas swears in the new national unity govt. in Ramallah, after final disagreements between Fatah and Hamas are resolved. The 18 ministers, including a secy. with ministerial rank but no portfolio, take an oath of office in a televised ceremony, though 4 are participating via teleconference from the Gaza Strip because Israel denied their entry into the West Bank. Abbas announces that the govt.’s principal task is to organize elections within 6 mos., and that preparations will begin immediately. After 2 days of clashes with protesters, arrest raids targeting opposition figures, and imposition of a nighttime curfew in Manama, Bahrain’s troops demolish the giant pearl monument in Pearl Square in a symbolic crushing of antigovernment protesters. No further demonstrations are reported this quarter. By 3/20 observers describe daily life returning to normal (schools and stores reopen, traffic moving) but note “a sense of political paralysis.” Saudi, UAE, and Kuwaiti forces remain in the country through the end of the quarter. In Syria, govt. forces violently disperse protests (ranging in size fr. the 100s to the 1,000s) held after Friday prayers in Baniyas, Dara‘a, Damascus, and Homs, fatally shooting 6 protesters and wounding 10s. Though protests are small, the govt. response is harsh and tensions are high. (NYT, WP 3/19)

In Yemen, govt. troops and supporters open fire for more than 20 minutes on protesters demonstrating after Friday prayers in Sana’a, leaving at least 47 dead and 100s injured but failing to disperse the crowd. Afterward, the govt. declares a state of emergency, allowing authorities to curtail civil rights and monitor communications. Over the next 5 days, Yemen’s ambassador to the UN, several other ambassadors, the country’s most influential military commander Maj. Gen. Ali Mohsen al-Ahmar (a relative and very close ally of Pres. Saleh), and 4 other generals resigned in protest, and Saleh’s own tribe and another key tribal leader called on him to step down. Saleh also fires his cabinet in an apparent attempt to preempt a mass resignation to protest recent deadly clashes. Popular protests also continued. The 2d round of direct talks opens in Sharm al-Shaykh, Egypt, with Mubarak hosting Abbas, Netanyahu, and Clinton for the first day of meetings with talks now set to continue in Jerusalem on 9/15 and Ramallah on 9/16, and thereafter alternating between Jerusalem and Jericho. As Abbas and Netanyahu meet in Egypt, Israel’s Jerusalem city planners schedule a meeting for 10/7/2010 to debate construction of 1,362 new settlement housing units in Givat HaMatos s. of the Old City btwn. Gilo and Talpiot settlements. In addition, the Israeli construction company Na’out HaPisga, citing business losses, resumes construction of 2,400 settlement housing units in Mod’in Ilit settlement west of Ramallah that had been halted under the settlement freeze. In Gaza, IDF troops make a brief incursion into c. Gaza e. of Gaza Valley village to level land in the no-go zone to clear lines of sight, firing 4 artillery shells at armed Palestinians in the area, seriously wounding 1 and cutting electricity to nearby areas. Late in the evening, armed Palestinians on the n. Gaza border fire an antitank missile at IDF troops operating inside Israel, causing no damage or injuries; IDF troops fire back, killing 1 armed Palestinian, seriously wounding at least 1 other. In the West Bank, the IDF conducts arrest raids, house searches, patrols in 5 villages nr. Qalqilya between late afternoon and late evening; also conducts late-night arrest raids, house searches nr. Hebron. In Tel Aviv, Israeli police fatally shoot an East Jerusalem Palestinian who is handcuffed and in custody on charges of car theft, claiming that the Palestinian attacked an officer, who accidentally shot him. On this 1st Friday of Ramadan, Israel lifts age restrictions on Palestinians attending prayers at al-Aqsa Mosque and places Israeli riot police surrounding the mosque compound under strict orders to avoid actions that could spark riots. The IDF, however, bars West Bank Palestinians from entering East Jerusalem, some Jerusalem Palestinians from entering the Old City. Though there are several stone-throwing incidents after prayers, the police do not respond with gunfire as in previous weeks. Israeli-Palestinian clashes continue in the West Bank and Gaza, leaving 3 Palestinians dead. The IDF fires antitank missiles and heavy machine guns at residential areas in Hebron, Ramallah.
