The Palestine Chronology

In Gaza, Israeli forces conduct a limited incursion e. of Jabaliya to level land. IDF troops stationed nr. Rafah arrest 3 Palestinians attempting to cross the border into Israel. Off the coast nr. Bayt Lahiya, Israeli naval forces open fire on Palestinian fishing boats, causing no damage or injuries. A small armed group, with self-proclaimed affiliations to ISIS, posts a statement online threatening to “act” against Hamas if certain prisoners are not freed within 72 hours. Hours later, a bomb explodes on the perimeter of Hamas’s security headquarters in Gaza City. The group does not take credit for the bombing, but Hamas police proceed to arrest dozens of the group’s mbrs. and destroy a makeshift mosque-headquarters in Dayr al-Balah. In the West Bank, Israeli forces set up 12 mobile homes early in the morning on 650 dunams of previously leveled land outside a Palestinian village nr. Bethlehem. Meanwhile, the IDF conducts drills in the n. Jordan Valley, causing fire damage on large tracts of agricultural land; patrols in 3 villages nr. Ramallah, 1 each nr. Nablus, Qalqilya, and Jericho. Israeli forces also conduct house searches and late-night raids in and around Nablus, Jenin, and 1 village nr. Ramallah, arresting 18 Palestinians and confiscating some of their property. A Palestinian throws a Molotov cocktail at a bus of Israeli settlers nr. Nablus, then the IDF imposes a curfew on a nearby village. In East Jerusalem, Israeli security guards shoot and injure a Palestinian man at a Light Rail station nr. the French Hill settlement, after reportedly mistaking his belt buckle for a knife. Israel’s High Court of Justice approves COGAT’s request to demolish a number of tents and homes in a Palestinian village nr. Hebron. Approximately 450 Palestinians will be displaced. (MNA 5/4; JP 5/5)

Israeli FM Avigdor Lieberman resigns as FM and says his Yisrael Beytenu party will not be joining the ruling coalition of PM Netanyahu’s next govt. He says that he chose “principles and not portfolios,” and that “what’s being built is not a national camp, but a govt. that smacks of opportunism.” Netanyahu’s deadline for forming a coalition is 5/6. Mortar rounds fired from inside Syria hit a UN Disengagement Observer Force base in the Israeli-occupied Golan Heights, injuring 2 international peacekeepers. The IDF says that the fire was not deliberately aimed across the Israeli border. (AFP, REU, TOI 5/4)

In the West Bank, the IDF conducts house searches and arrest raids in Qalqilya and 1 village nr. Hebron at night; patrols in 1 village nr. Qalqilya at night. Jewish settlers from Beit El nr. Ramallah throw stones at Palestinian vehicles, while in a separate incident, settlers uproot some 40 Palestinian olive trees in the s. Hebron hills. In East Jerusalem, Jerusalem municipality-owned bulldozers level lands to make a trench between Issawiyya village and French Hill settlement, at the request of the latter’s residents. Palestinian official Nabil Shaath tells the media that U.S. Secy. of State Kerry had “guaranteed us in writing” that talks would start from the 1967 lines, with State Dept. spokesperson Marie Harf subsequently denying such a document. (NYT 9/9)

The EU announces a €52 million assistance package to help PA development schemes, such as municipal infrastructure projects and private sector-led economic initiatives. The aid is the final part of the European Neighbourhood and Partnership Instrument assistance, with the total contributed to the Palestinians in 2013 now standing at €300 million. (MNA 9/9)

Russian FM Sergey Lavrov makes a statement calling for military action against Syria to be averted through a plan for the internationally coordinated destruction of Damascus’s chemical weapons’ arsenal. The dramatic intervention is welcomed as a possible breakthrough by Pres. Obama, who faces opposition in Congress and among the public to any U.S. military intervention. Democratic Senate leader Harry Reid postpones a scheduled test vote for lawmakers to assess the Russian plan. Syrian FM Walid Muallem welcomes the Russian proposal as a way of preventing “an American aggression.” (AFP, AP, REU 9/9)

The Egyptian military’s offensive in the Sinai continues, with security forces killing a further 9 militants and arresting 10 nr. Rafah. In 2 separate incidents in c. Sinai, gunmen open fire and wound 3 soldiers. In addition, Egyptian forces destroy 6 smuggling tunnels under the Egypt-Gaza border located n. of Rafah, with an Egyptian official claiming that more than 90% of the smuggling tunnels have now been destroyed. As part of the operation, Egypt’s military claims to have seized caches of weapons including a mortar belonging to Palestinian Islamic Jihad. (AFP, AP, MNA, REU 9/9)

2 bombs, the 4th and 5th since Sharon's 2/6 election, explode outside the Jewish settlements of Talpiot, French Hill in East Jerusalem, killing an apparent Palestinian suicide bomber, injuring 35 Israelis. Islamic Jihad takes responsibility for both attacks. Right-wing opposition MKs, Jewish settlers accuse Sharon of not taking Israeli security seriously and demand retaliation, with Likud Education M Limor Livnat saying Arafat should be targeted. In the West Bank and Gaza, Israeli-Palestinian clashes continue, leaving 1 Palestinian dead. In Hebron, Jewish settlers attempt to storm Abu Sunayna for a 2d day, are push back by the IDF (which continues to urge Palestinian residents to evacuate the area). After dark, the settlers set fire to 5 Palestinian-owned stores, 7 cars, Waqf offices in the PA-controlled section of Hebron. Jewish settlers place caravans on confiscated Palestinian land on Mount Jarzim in Nablus. Occupied Palestine/Israel: Israeli official states U.S. involvement in secret diplomatic contacts between Jordan, Egypt, and Israel is intensifying daily [WP, CSM 11/4].

Arab World: Jerusalem Post reports Israeli military expels 4 leading Druze shaykhs from village of Hasbaya in security zone in S. Lebanon [JP 11/3]. Israeli settlers in the Golan Heights block bridges leading there, stage demonstrations against their poor financial situation; settlements there owe $20 million to Northern Moshavim Purchasing Association [JP 11/3; JTA 11/4]. Institute for Strategic Studies in London annual report, Survey of Military Balances, states that Syria has almost 3 times as many troops in regular army as Israel [JP 11/3].

Occupied Palestine/Israel: Bomb explodes in Afula (5th in recent weeks); no injuries. Palestinians are rounded up for questioning [JP 11/4]. Bomb goes off at bus stop near French Hill; no injuries [JP 11/4]. Katyusha rockets land in Galilee; no casualties [JTA 11/4].

Arab World: Three people trying to smuggle explosives into 'Aysha village in S. Lebanon using a donkey are killed when SLA militiamen open fire on them, detonating the explosives [JP 11/4].

Syria fires at unmanned Israeli reconnaissance aircraft, shells IDF positions in Bekaa Valley; IDF patrol attacked in Chouf where cease-fire continues; US State Dept. reports steady infiltration of PLO forces into Lebanon, Pentagon estimates overall PLO strength at 12,000-15,000, Syrian forces at 35,000-40,000, IDF at 15,000; other estimates place number of PLO forces returning to Lebanon at 1500 over past 4 days.

Casualties:

1 IDF soldier wounded in Chouf attack.
