In the West Bank, Israeli settlers with military escort harassed students on their way to school in al-Lubban ash-Sharqiya, preventing some from reaching the school. Israeli forces violently dispersed Palestinians and Israeli activists protesting a visit by Israeli president Isaac Herzog to Hebron (see below). Israeli forces also demolished water pipelines supplying Atuf with water. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Ramallah, injuring 1 with a rubber-coated bullet. 3 Palestinians were arrested, including 2 during late-night raids in Kaubar and al-Arroub refugee camp, and 1 near al-Jaba‘. In East Jerusalem, 1 Palestinian was arrested during a house raid in Isawiya. In Gaza, Israeli forces opened fire at agricultural lands east of Dayr al-Balah; no injuries were reported. President Herzog visited Hebron for a Hanukkah ceremony in al-Ibrahimi Mosque, drawing condemnation and protest from Palestinians and Israeli left-wing activists. The PA foreign ministry said that President Herzog was breaking international law and “embracing the settlement enterprise.” The religious advisor to PA president Mahmoud Abbas, Mahmoud Habbash, compared Herzog’s participation in the ceremony with that of Ariel Sharon visiting the Haram al-Sharif compound in 2000. The Israeli high court of justice denied Palestinian appeals against demolitions of 58 homes in Wadi Yasoul in Silwan, which would lead to the displacement of 725 Palestinians. (HA 11/28; WAFA 11/29; PCHR 12/2)

1 Palestinian prisoner held on administrative detention ended his hunger strike after Israel set a date for his release. The man had been hunger-striking for 49 days and was admitted to a prison hospital on 11/24 as his condition deteriorated. (WAFA 11/28)

President Abbas extended the COVID-19-related state of emergency for another 30 days. The state of emergency has been in effect since March 2020, when the pandemic hit Palestine. (WAFA 11/28)

Israel’s and the UK’s foreign ministers Yair Lapid and Liz Truss wrote an article in the Telegraph, saying the 2 countries will work together in preventing Iran from getting nuclear weapons. Foreign Minister Lapid was in London meeting UK officials before heading to France for meetings on 11/29. In the West Bank, 1 Israeli settler struck and killed 1 Palestinian woman with their car near al-Samu’; it was unclear if the settler had rammed the woman intentionally. Israeli settlers with military escort raided Kafr Haris and Sabastiyya, closing off areas of both towns for Palestinians. Israeli forces issued demolition orders against 64 Palestinian-owned structures in Ras al-Ahmar. Israeli forces also delivered demolition notices for 2 residential structures and 2 agricultural structures in al-Jiftlik. 19 Palestinians were arrested during raids in and around Ras Karkar, Dayr Jarir, Bayt Umar, Yatta, Tulkarm, Jenin, and Tubas. In East Jerusalem, Israeli forces demolished 1 car repair shop, 1 garage, 2 rooms in Issawiyya, and seized vending stalls near the Haram al-Sharif compound. 1 Palestinian was arrested during a house raid in Ras Khamis. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. Hamas declared a total lockdown of Gaza to curb the COVID-19 virus, which has been spreading at unprecedented levels. The lockdown will last until the morning of 4/16. Only food vendors and pharmacies will be allowed to remain open. In the 24 hours before the announcement, 6 people had succumbed to the virus in Gaza and 38 percent of tests were positive. 150 people were receiving care for the illness at a hospital. (HA 4/7)

An Israeli planning commission approved 540 new settlement units in Har Homa in East Jerusalem between the city and Bethlehem. The Jerusalem District Planning Committee will need to give the final approval to 540 units on 4/21. The PA condemned the decision. (HA, WAFA 4/7; MEMO, TOI 4/8)

1 Palestinian prisoner in administrative detention suspended his 47-day-long hunger strike after being promised that Israel would set a date for his release. (WAFA 4/7)

Palestinian human rights activist Issa Amro was acquitted of all charges in a Palestinian court. He had been charged with insulting higher authorities, causing public strife, and disturbing public order after writing criticism about the PA. (Twitter 4/7; Twitter 4/8)

Right-wing Israeli politician and leader of HaTzionut HaDatit (Religious Zionist Party) Bezalel Smotrich wrote on Twitter, “I heard that after Rabbi Shmuel Eliyahu, may he live a long life, said that a true Muslim must know that the Land of Israel belongs to the Jewish People, Ahmad Tibi opened his mouth against him. So, Ahmad, a true Muslim must know that the Land of Israel belongs to the Jewish people, and over time Arabs like you, who do not recognize that, will not remain here. Rabbi Shmuel and tens of thousands of his students, including us, will make sure that happens.” Smotrich’s comments about Palestinian-Israeli politician Ahmad Tibi drew condemnation from pro-Israel organizations in the U.S., including the Anti-Defamation League and AIPAC offshoot Democratic Majority for Israel. Jordanian king Abdullah II said that “the sedition has been buried,” in reference to the alleged plot against him from 4/3, where his half-brother Prince Hamzah bin Hussein was placed under house arrest for steering the plot. The Jordanian government has banned all national outlets from covering the issue. U.S. president Joe Biden assured Abdullah II of his support in a call. (AJ, AP, REU 4/6; AJ, AP, HA, HA, REU 4/7)

The U.S. announced that it will resume providing aid to the UNRWA, which has been cut since 2018. In its 1st aid package, the U.S. will provide $150 million to the UNRWA, $75 million in economic and development assistance to the West Bank and Gaza, and $10 million for “peacebuilding programs” through the USAID. The U.S. also sent $15 million in assistance to the West Bank and Gaza to help with their COVID-19 response in March. The Israeli ambassador to the U.S. Gilad Erdan condemned the U.S. decision to resume aid to UNRWA, saying that Palestinian refugees are not “real” refugees. The U.S. also said it was ready to lift “sanctions that are inconsistent with the JCPOA [Joint Comprehensive Plan of Action]” on Iran. The announcement came as indirect talks about the U.S. rejoining the Iran nuclear deal, brokered by the EU, were underway in Vienna. (HA 4/8)

Axios reported that the U.S. has asked Israel to provide the water to Jordan it requested last month, but that Israel is said to withholding due to prime minister Benjamin Netanyahu’s personal feud with King Abdullah II, which has been growing in recent months and straining the 2 countries’ relationship. Separately, IDF troops also shoot and kill 1 Palestinian resident of Qalandia r.c. nr. Ramallah, in clashes during another raid. IDF troops also wound 5 Palestinians in Dahaysha r.c. in Bethlehem during an arrest raid. Israeli forces demolish the home of Turkey-based Hamas official Saleh al-Arouri in ‘Aroura village nr. In Vienna, reps. of Iran and the P5+1 group end the round of talks that began on 6/16. Iranian FM Zarif says “there has been progress, but major disputes remain.” The diplomats began drafting a final agreement during this 5-day round of talks. A 6th and final round of talks in Vienna is scheduled to begin on 7/2, ahead of the 7/20 deadline. Separately, the IAEA releases a report saying that Iran has eliminated almost all of its most sensitive stockpile of enriched uranium. (AJ, BBC 6/20)

In the Gaza Strip, the IDF launches 6 air strikes, destroying a blacksmith workshop and causing damage to vacant training sites belong to various armed groups. There are no injuries. In the West Bank, OBK continues. IDF troops open fire on Palestinians in Haris village nr. Salfit during a raid, wounding 1. During separate raids, Israeli soldiers shoot at residents in al-Fara‘a r.c. nr. Tubas, wounding 2, and shoot 1 in Balata r.c. nr. Nablus. IDF troops also demolish a house nr. Hebron because it was built without a permit. Also, IDF troops raid and confiscate property from 5 Hamas-linked charities. Israeli PM Netanyahu meets with Quartet Rep. Blair in Tel Aviv and tells him that the 6/12 kidnapping “exposes the real face of Hamas.” Blair says that Hamas “cannot choose the political path on one hand and violence on the other.” Meanwhile, reps. from a number of factions, including Fatah and Hamas, hold a press conference in Gaza City. No group claims responsibility for the kidnapping of the teenage settlers. The reps. say they are prepared to confront any Israeli “aggression.” EU foreign affairs chief Ashton issues a statement condemning the abduction and urges “close cooperation between the Israeli and Palestinian security services.” (HA, JP, MNA 6/17)

Talks between reps. of Iran and the P5+1 powers on the disputed Iranian nuclear program continue in Vienna. Discussions last an hour and a half and cover “elements of the text that could be part of an agreement,” according to Michael Mann, an EU spokesperson. (AA, REU 6/17)

U.S. Secy. of State Kerry meets with PA Pres. Abbas in London, where Kerry is attending talks with international partners on Syria and Ukraine. State Dept. spokesperson Psaki subsequently says Kerry made it clear that “while the door remains open to peace, it is up to the parties to determine whether they are willing to take the steps necessary to resume negotiations.” (AP 14/5)

Hamas and Fatah officials meet in Gaza to discuss the makeup of a unity govt., with Hamas chief negotiator Musa Abu Marzuq saying that talks would be finalized the following week. PM Ismail Haniyeh states that Hamas authorities will “clean the road to reconciliation from all obstacles and landmines” and calls on PA authorities in the West Bank “to take the same path and to maintain freedoms.” (HA, MNA 5/14)

Representatives of Iran and the P5+1 countries open negotiations in Vienna, with the goal of reaching a final agreement by 7/20. Substantial gaps remain, including on the future of uranium enrichment in Iran. U.S. Secy. of State Kerry and PA Pres. Abbas meet for a 2d day in Paris. An unnamed State Dept. official characterizes the talks as “constructive.” PA spokesperson Nabil Abu Rudayna tells Palestinian media that there can be no agreement, whether framework or final, that does not include Arab positions based on international resolutions, in a reference to the 2002 Arab League peace initiative. Meanwhile, senior Palestinian official Nabil Shaath says that he held separate, and secret, meetings with diplomats from Italy, Norway, Austria, and the UK, to discuss the ongoing negotiations. The International Atomic Energy Agency (IAEA) reports that amounts of enriched uranium in Iran’s stockpile have decreased significantly for the 1st time in 4 years, and also confirms that Iran is meeting its commitments under the 6-mo. interim agreement signed in 11/2013. Meanwhile, representatives of Iran and the P5+1 countries end talks with a framework for future negotiations and an agreement to hold their next meeting in Vienna on 3/17. However, little progress is made in this most recent meeting on the question of identifying Iranian concessions to be exchanged for a reduction in sanctions. Separately, the UK and Iran resume diplomatic relations, which were severed in 11/2011 when students ransacked the British embassy in Tehran. Occupied Palestine/Israel: Israeli authorities arrest 4 al-Najah U. students without charges, jail them under administrative detention orders. Army claims they are local leaders of Fateh, PFLP, and DFLP [FJ 8/9]. Nine Palestinian ex-prisoners released in the 5/20 prisoner exchange are served with deportation notices. Army states they can be deported because they cannot prove residency before original detentions. The 9 are from a group of 31 (out of the 1,150 ex-prisoners released 5/20) who do not have West Bank or Gaza IDs. They had all been told upon release they must leave when their residency permits expire this week. Some have nowhere to go. The Red Cross is looking into their cases [CT 8/7].) The High Court orders a delay in the deportation of one of the ex-prisoners, 'Abd al-Mujid Rudad, who argued that his whole family lives in Tulkarm and that during his 17 years of detention he repeatedly expressed regret for his political activities [WP 8/7]. Arab World: Seventeen representatives of Arab League member states assemble in Casablanca for Arab summit meeting [NYT 8/7]. Half the states attending are not represented by their heads of state [FT 8/7]. Fifteen pro-Syrian Muslim, Druze opposition leaders, and Greek Orthodox figures meet in Shtawra under Syrian sponsorship; proclaim National Unity Front to demand changes in Lebanon's system of political representation, now favoring the Maronites; call for a "democratic and secular" state with wide-ranging constitutional and electoral reforms [WP 8/7].

Arab World: Suicide bomber riding a mule kills himself, the animal, and wounds at least one other in Hasbayya. Bomber is identified as Jamal Sati, 23, Sunni Muslim student and local Communist party chief [LAT 8/7].
