Hamas political leader Ismail Haniyeh meets Iranian foreign minister Hossein Amir-Abdollahian in Tehran. Haniyeh says in a press conference that the UN Security Council resolution demanding a ceasefire from 3/25 indicates that “the Israeli occupation is experiencing unprecedented political isolation” and that Israel has not been able to achieve “any of its military or strategic objectives” in Gaza. Israel recalls its negotiating team from Qatar, saying Hamas insists on “extreme demands: immediately ending to the war, a complete withdrawal of the IDF from the Gaza Strip and to remain in power.” Reuters reports that the negotiation team has been recalled for consultations and a small Israeli team remains in Doha. Israel’s military spokesperson Daniel Hagari says Hamas deputy military commander Marwan Issa was killed on 3/11. The U.S. announced on 3/18 that Issa had been killed. (AJ, AJ, HA 3/26)

Israeli defense minister Yoav Gallant meets with U.S. secretary of defense Lloyd Austin in Washington, D.C. Austin calls the situation in Gaza a “human catastrophe” and says the civilian death toll is “far too high.” Gallant says Gaza will not be governed by Hamas or Israel after the war. German foreign minister Annalena Baerbock calls for unhindered access for aid to Gaza and says the “humanitarian situation in Gaza is hell” during a visit to Israel. (AJ, AJ, AP, HA, REU 3/26)

U.S. State Department spokesperson Matthew Miller says an Israeli ground invasion of Rafah “would hurt Israel’s national security,” citing the potential to further isolate Israel globally. Miller also says Israel’s assertion that the passing of the UN Security Council ceasefire resolution had an impact on the ceasefire negotiations is “inaccurate in almost every respect,” noting Hamas’s response to the Israeli proposal was prepared before the Security Council vote. Lastly, Miller says the U.S. has not made a conclusive determination as to whether Israel is using U.S.-supplied weapons in accordance with international law or hindering U.S. aid from entering Gaza. During a speech at the UN Human Rights Council, UN special rapporteur on the occupied Palestinian territories Francesca Albanese says “Israel has committed 3 acts of genocide causing serious bodily or mental harm to members of the group, deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, and imposing measures intended to prevent birth within the group.” Albanese also says Israel has dropped 25,000 tonnes of explosives on Gaza since 10/7/2023, equivalent to 2 nuclear bombs. An Israeli woman held captive in Gaza until she was released on 11/30/2023 tells the New York Times that she was sexually assaulted by one of the people guarding her. Hamas official Basem Naim tells the Times that the allegation will be investigated but that it cannot be done at the moment due to “the current circumstances.” (NYT 3/26)

In the West Bank, Israeli settlers vandalize a home and throw stones at vehicles in al-Lubban ash-Sharqiya. 1 Israeli soldier is shot and killed and 7 others are injured, including both settlers and soldiers, near the Dolev settlement. Israeli forces subsequently kill the alleged Palestinian perpetrator near Deir Ibzi using missiles fired from a helicopter. In East Jerusalem, 120,000 worshipers pray at the Haram al-Sharif compound on the second Friday of Ramadan; Palestinians from the West Bank are largely prevented from entering East Jerusalem. Israel seizes 8,000 dunams (1,976) acres of land in the Jordan Valley for settlement expansion around the Yafit settlement near Fasayil and fast-track planning and construction of settler roads west of Ramallah. The seizure brings the total amount of seized land in the West Bank in 2024 to 10,640 (2,629 acres), more than the last 10 years combined. The PA calls the decision part of an “official policy racing against time to annex the West Bank and eliminate the possibility of creating a Palestinian state.” The Arab League condemns the decision. At the UN Security Council, Russia, China, and Algeria vote against a U.S. ceasefire resolution while Guyana abstains. Hamas thanks Russia, China, and Algeria for voting against the ceasefire that “gave [Israel] cover and legitimacy for the war of extermination.” PA ambassador to the UN Riyad Mansour calls the U.S. resolution “one-sided.” Chinese ambassador to the UN Zhang Jun says the resolution “sets up conditions for a ceasefire, which is no different from giving a green light to continued killings.” French ambassador to the UN Nicolas de Riviere says the U.S. resolution is “not strong enough” as it does not as it does not call for an unconditional and immediate ceasefire and does not draw a “red line” for the potential Israeli invasion of Rafah. Guyanese ambassador to the UN Carolyn Rodrigues-Birkett explains her country’s abstention in the vote, saying the resolution does not say directly address Israeli responsibility. French president Emmanuel Macron says he will work with Jordan and the UAE to draft a resolution that would gain support from all council members. The U.S. House of Representatives passes a funding bill 286 votes to 135 to avoid a partial government shutdown, banning funding for UNRWA until March 2025. The Senate subsequently also passes the bill. Senator Bernie Sanders (D-VT) votes against the bill, saying the “Netanyahu government should not receive another penny from U.S. taxpayers.” 17 Democratic senators urge the Biden administration to reject Israel assurances that it is complying with international humanitarian law in Gaza. PA prime minister Mohammed Shtayyeh resigns on behalf of himself and the rest of the cabinet during the weekly cabinet meeting in Ramallah, saying “the next stage and its challenges require new governmental and political arrangements that take into account the new reality in Gaza and the need for a Palestinian-Palestinian consensus based on Palestinian unity.” Shtayyeh says he submitted his resignation to President Mahmoud Abbas on 2/20 but formally submitted his resignation in writing today. Abbas accepts the resignation of Shtayyeh and the rest of the cabinet, asking him and the rest of the ministers to stay on as caretakers until a new government is formed. Shtayyeh, who has been prime minister since March 2019, also cites the genocide in Gaza and the “unprecedent escalation in the West Bank and Jerusalem” as reasons for resigning. Aaron Bushnell, an active-duty soldier from the U.S. Air Force wearing his uniform self-immolates outside of the Israeli embassy in Washington D.C. In a livestream, Bushnell says that he “no longer will be complicit in genocide” and that he is doing an extreme act of protest which he says is not extreme in comparison to what people are experiencing in Palestine “at the hands of the colonizers.” As he burns, he chants “free Palestine.” Bushnell later dies in hospital. Hamas official Osama Hamdan says there are no talks about a prisoner exchange, adding Israel is defrauding the Israeli public by circulating reports about talks. Palestinians protest Blinken’s visit, saying he is not welcome. Blinken later tells the press in Bahrain that Abbas agreed to reform the PA in preparation to take control of Gaza. Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Israeli finance minister Bezalel Smotrich said Israel will not transfer the PA its tax revenue while he is finance minister. It has been reported that U.S. president Joe Biden told Prime Minister Benjamin Netanyahu that Israel should hand over the withheld PA funds to Norway, which will keep them until an arrangement is made to safeguard against the funds going to Hamas, a proposal Netanyahu made himself and that the PA reportedly accepted. South Africa invoked the Genocide Convention calling on the International Court of Justice (ICJ) to expedite hearings on the issue of Israel committing genocide and to order Israel to immediately stop the killing of Palestinians in Gaza. In its report delivered to the ICJ, South Africa described Israel’s actions as “genocidal in character because they are intended to bring about the destruction of a substantial part of the Palestinian national, racial, and ethnical group.” The Israeli Foreign Ministry called the South African action “blood libel.” The PA welcomed the South African action. U.S. secretary of state Antony Blinken approved the sale of M107 155mm projectiles worth $147.5 million to Israel, bypassing congressional approval. It was the second time the Biden administration bypassed congressional approval for weapons transfers to Israel since 10/7. Relatedly, unnamed Israeli officials told Al-Monitor that the U.S. had started to scale down its military support to Israel due to Israel’s failure to discuss its plans for Gaza after the war. Israeli forces also notified a Palestinian landowner that it will seize 2.5 dunams (.62 acres) of his land in Beit Dajan to construct a settler road. Meanwhile, Israeli forces demolished 6 residential structures and 1 agricultural structure in Shaab al-Butum in the Masafer Yatta area, displacing 20 people. 38 Palestinians were arrested during late-night raids in Bethlehem, Ramallah, Qalqilya, and Tubas. In Gaza, Israeli forces attacked Khan Yunis, Gaza City, Nuseirat refugee camp, Jabalia refugee camp, and the Indonesian and Kamal Adwan hospitals, killing at least 80 people. The number of fatalities was likely much higher given the lack of communication with hospitals and civil defense members in northern Gaza. 3 premature babies died at the Kamal Adwan Hospital due to the incubators failing as a result of a lack of fuel. The administration at the Indonesian Hospital said it had been ordered by Israel to evacuate the hospital. 14 ambulances arrived at al-Shifa Hospital to start evacuating the 250 remaining patients. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 75 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Israel and Hamas agreed to the terms of a 4-day ceasefire that would see 50 women and children held in Gaza released in exchange for 150 Palestinian women and children being released from Israeli prisons. The start of the ceasefire would be announced within 24 hours, awaiting the Israeli High Court of Justice’s consideration of Israeli public appeals against the deal. The ceasefire could be extended for one additional day for every 10 additional captives released from Gaza. There are about 240 captives held by Hamas and Islamic Jihad. Israel agreed to stop military movement and allow people to travel from the north of Gaza to the south on Salah al-Din road, but said it would not allow movement to the north. 300 trucks carrying aid, including fuel, would be allowed into Gaza every day. Furthermore, Hamas said Israel had agreed to stop drone flights over southern Gaza during the period of the ceasefire and not fly over northern Gaza for 6 hours a day and that Israel could not attack or arrest anyone during the 4-day period. Israel published a list of 300 Palestinian prisoners, including 123 children, that it deemed eligible for release. Most of the prisoners on the list were arrested in the past 2 years for minor offenses. Islamic Jihad said the Israeli soldiers it is holding captive will not be released until all its members are released from Israeli prisons. PA president Mahmoud Abbas welcomed the agreement and thanked Qatar and Egypt for their mediation efforts. The Israeli cabinet approved deal in the early hours of the day after a 6-hour meeting. 3 ministers from the Otzma Yehudit party voted against it while 35 ministers voted in favor. Israel claimed to have found a 525-foot-long tunnels underneath al-Shifa Hospital, saying it was used by Hamas. Videos of the tunnels released by Israel showed the tunnels were completely empty, aside from an air-conditioning unit. U.S. president Joe Biden released a statement welcoming the temporary ceasefire, thanking the leaders of Qatar and Egypt. Biden also spoke with Prime Minister Netanyahu, emphasizing the “importance of maintaining calm along the Lebanese border as well as in the West Bank,” according to the U.S. readout of their conversation. In the West Bank, Israeli settlers with a military escort attacked Palestinians harvesting olives in Burin, stealing crops. Israeli settlers posing as soldiers also attacked 2 Palestinians in Qawawis in the Masafer Yatta area, stealing their property. Israeli forces killed 5 Palestinians in a drone strike on Fatah’s headquarters in Balata refugee camp, injuring 2 others. Israeli forces later raided the camp, demolishing a home and uprooting streets. Israeli forces also shot and killed a Palestinian and injured 3 others during a raid in Tubas. Elsewhere, Israeli forces shot and injured a Palestinian during a raid in Idhna. Israeli forces also assaulted Palestinians harvesting olives in al-Zawiya, Kisan, and Nahalin. 38 Palestinians were arrested during late-night raids in and around Hebron, Jaba’, Tubas, Jericho, Fasayil, and Birzeit. In East Jerusalem, Israeli forces violently dispersed students and staff at a school in Isawiya, physically assaulting them and causing tear-gas related injuries. In Gaza, Israeli airstrikes in Khan Yunis and on an UNRWA school in Jabalia refugee camp killed 116 people. Israeli attacks on Beit Lahiya, Beit Hanun, and Gaza City also killed dozens, including at Tal al-Zaatar, an UNRWA-run school, and the Kamal Adwan Hospital. Israeli forces also opened fire at Palestinians harvesting olives in Zabbuba. 50 Palestinians were arrested during late-night raids in and around Ramallah, Hebron, Jericho, Nablus, Qalqilya, and Jenin. In Gaza, Israeli airstrikes on residential buildings in Nuseirat refugee camp, Dayr al-Balah, Bani Suhaila, and Jabalia refugee camp killed dozens of Palestinians and wounded many others, with at least 31 fatalities in Jabalia.
