In Gaza, Israeli forces killed 9 Palestinians during airstrikes on the third day of Israel’s attack on Gaza. Israeli forces assassinated Islamic Jihad member Ali Hassan Muhammad Ghali in an airstrike on a residential building in Khan Yunis, 2 others were also killed in the strike and 7 were injured, including 1 child and 3 women. Later Israeli forces assassinated Islamic Jihad member Ahmed Abu Daqqa in an air strike on his home in Khan Yunis, injuring 4 others, including 1 woman and 1 child. Israel also assassinated 2 members of the Mujahideen Brigades, Husain Dallol and Mohammed Dared, in an airstrike in the Shuja’iyya neighborhood of Gaza City. 2 Palestinians were killed in airstrikes in Jabaliya refugee camp. 1 Palestinian was injured in an airstrike in Nuseirat refugee camp. In Israel, 1 rocket fired from Gaza hit an apartment building in Rehovot, killing 1 Israeli and injuring 5 others. In the West Bank, an Israeli settler rammed 1 Palestinian woman near al-Arroub refugee camp, causing moderate injuries. Israeli settlers threw stones at Palestinian vehicles near Beit Umar. Elsewhere, Israeli settlers razed land near ‘Urif. Israeli forces shot and killed 1 Palestinian, injured 1 and arrested 4 during a raid in Nur Shams refugee camp. Israeli forces issued a stop-work order for a water pipeline near Maeen in the Masafer Yatta area. 23 Palestinians were arrested during late-night raids in Nablus, Tubas, Tulkarm, Hebron, Bethlehem, and Ramallah. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In calls overnight, U.S. national security advisor Jake Sullivan and Secretary of Defense Lloyd Austin urged their Israeli counterparts to deescalate the situation in Gaza. Both U.S. officials also stressed the U.S.’s “ironclad support for Israel’s security.” (HA 5/10; HA, HA 5/11)

The Munich Group, consisting of the foreign ministries of Jordan, Egypt, Germany, and France, held a meeting in Berlin and expressed concern over the situation in Gaza, calling the civilian casualties “unacceptable.” (WAFA 5/11)

Israeli police issued an administrative restraining order against 2 Palestinian citizens of Israel from Tuba-Zangaria, barring them from entering Rosh Pina, Tiberias, Kfar Tavor, and Kiryat Shamona for 30 days. The 2 had not been brought in for questioning or arrested. (HA 5/11)

On the 1-year anniversary of the Israeli killing of Palestinian American Al Jazeera journalist Shireen Abu Akleh, Israeli military spokesperson Daniel Hagari told CNN that “we are very sorry of the death of Shireen Abu Akleh.” Abu Akleh’s niece Lina said the remarks did not amount to an apology, calling it “a slap in the face to Shireen’s legacy and to our family. An apology, which that was not, is not accountability.” Memorial services for Abu Akleh have been carried out in Washington D.C., Ramallah, and Doha. Abu Akleh’s family members, U.S. lawmakers, Al Jazeera, and several press associations marked the anniversary by demanding accountability for her death. PA prime minister Mohammad Shtayyeh also laid the cornerstone for the Shireen Abu Akleh press museum in Ramallah which is scheduled to open in 2025. The Israeli military refused to investigate the trashing of a Palestinian-owned apartment building in Huwwara by Israeli forces. The building was temporarily seized by Israeli forces after the large-scale settler attack in February. According to the Palestinian owner, the Israeli soldiers had vandalized his property leaving trash and feces throughout the building and burned 2 water meters and a portable toilet. (HA 5/11)

In the West Bank, Israeli forces shot and injured 2 Palestinians during a late-night raid in Qalandia refugee camp; both were taken to a hospital for treatment. Israeli forces also razed a paved road connecting Ya‘bad and Mariha and delivered a demolition notice for a house under construction in Ghazara. 6 Palestinians were arrested during late-night raids in Qalandia refugee camp, Rantis, Tulkarm, and Tulkarm refugee camp. In East Jerusalem, Israeli forces and Israeli settlers clashed with Palestinians at the Damascus Gate plaza, injuring dozens of Palestinians; 22 were arrested. A video showed Israeli forces pulling 1 woman by her hair and beating Palestinians with batons. Palestinians in East Jerusalem have in recent weeks expressed dismay over Israeli forces’ decisions to disperse Palestinians present at the Damascus Gate plaza, leading to stone throwing. Palestinians also threw stones at a public bus near the plaza, lightly injuring 2 in the bus. In Israel, Israeli authorities delivered eviction notices for some 30 Palestinian shop owners in Tayibe and Qalansuwa, claiming that their stores were built without the correct zoning permits. Hussein al-Sheikh, head of the PA Civil Affairs Committee, said Israel had approved the registration of 4,000 unregistered Palestinians living in the West Bank, allowing them to receive Israeli-issued ID cards to be used at Israeli checkpoints. Swedish foreign minister Ann Linde met with PA president Mahmoud Abbas and prime minister Mohammed Shtayyeh in Ramallah. After Foreign Minister Linde’s meetings, she criticized the alleged corruption in the PA on Swedish public radio. (Sveriges Radio 10/19; JP, TOI 10/21)

The far-right Kahanist Israeli lawmaker Itamer Ben-Gvir of the Religious Zionist party and Ayman Odeh of the Joint List got into a physical altercation at a hospital in Rehovot, where Ben-Gvir was trying to provocatively visit a Palestinian prisoner who has been hunger striking for 90 days. The Palestinian is protesting his administrative detention and is said to be in life-threatening condition. Odeh was with the family of the hospitalized prisoner when Ben-Gvir tried to provoke the family. Ben-Gvir later filed a complaint against Odeh at a police station, saying he was physically attacked. U.S. ambassador to the UN Linda Thomas-Greenfield called reports of Israeli settler violence against Palestinians and their property “abhorrent” and called on Israel to fully investigate the incidents and the lack of response by Israeli forces during a UN security council meeting. Ambassador Thomas-Greenfield also noted that the U.S. believes that the UN security council has an outsized focus on issues related to Israel. UN Middle East envoy Tor Wennesland also briefed the council on Israeli settlement plans in E1, calling them “very worrying.” (JP 10/19; HA 10/20)

The IDF launches dozens of air strikes across the Gaza Strip, killing 28 Palestinians and wounding approximately 550. There are fatal strikes in Gaza City, Rafah, Dayr al-Balah, Jabaliya, Khan Yunis, and Bayt Lahiya, among others. Palestinians fire dozens of projectiles into Israel, with 1 rocket hitting a house in Ashdod, causing damage. Other targeted towns include Beersheba, Ashqelon, and Sdot Negev in the s., and Rehovot, Yavne, Lod, Ramle, and Gadera in the c. Iron Dome batteries intercept 2 rockets fired at the Jerusalem area and 2 others fall in open areas. A mortar shell injures 2 Israeli soldiers close to the border. Israeli PM Netanyahu says that attacks will continue to “expand and continue until the fire on our communities is over and the quiet returns.” The PM also tells mbrs. of the Knesset Foreign Affairs and Defense Comms. that a cease-fire with Hamas is not on the agenda. Islamic Jihad spokesperson Abu Ahmad says the “factions in Gaza are not going to surrender.” At an emergency meeting of the UNSC in New York, UN Secy.-Gen. Ban says that “it is now more urgent than ever to try to find common ground for a return to calm and a cease-fire understanding,” and that he has been in contact with Israel, the PA, Saudi Arabia, Qatar, Egypt, the Arab League, the U.S., and the EU. Palestinian UN amb. Riyad Mansour tells the meeting that the international community is obliged to ensure protection of Palestinian civilians, and accuses Israel of violating its responsibility as an occupying power. Israeli UN amb. Ron Prosor says Hamas is “committing a double war crime: targeting Israeli civilians while hiding behind Palestinian civilians.” Pres. Obama telephones PM Netanyahu and tells him that the U.S. is willing to help negotiate a cease-fire.
