In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Balata refugee camp on 2/8. Israeli forces raided ad-Doha, leading to tear-gas related injuries. Israeli forces also demolished 2 structures in al-Buwayb. Elsewhere, Israeli forces raided Nablus to take measurements for punitive demolition of 2 homes belonging to families of 2 Palestinians accused of killing an Israeli soldier in October 2022. 1 Palestinian was injured by live ammunition and 20 others by tear gas while protesting the incursion. 11 Palestinians were arrested during late-night raids in Bil’in, Hizma, al-Ram, al-Khader, Jaba’, and Deir Sharaf. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces raided Shu’fat refugee camp, causing tear-gas related injuries. Israeli forces issued a demolition notice for 1 Palestinian home in Kafr ‘Aqab. 2 Palestinians were arrested during a late-night raid in Isawiya. Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

The Israeli parliament passed the first of three votes to overhaul the judicial branch of government. The bill passed 63-47. Thousands of Israeli protesters gathered outside of the Knesset during the vote. (AJ, AP, MEE, REU 2/20; AP, F24, HA, HA 2/21; IN 2/22)

Israel prevented Ana Miranda, a Spanish member of the European parliament, from entering the West Bank and deported her to Spain after she arrived at Ben Gurion Airport. (WAFA 2/21; MEMO 2/22)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. For the 8th day in a row, IDF troops stationed along Gaza’s border open fire on Palestinians protesting and throwing stones throughout the region, killing 2 Palestinians and injuring at least 142 (a 3d Palestinian will succumb to injuries sustained today on 10/23). Stabbing incidents continue, as IDF troops shoot and kill a Palestinian in the Kiryat Arba settlement nr. Hebron after he stabs and moderately injures an Israeli soldier. Elsewhere in the West Bank, IDF troops clash with and violently disperse Palestinians, Israelis, and international activists at Friday demonstations and violent protests in 4 areas nr. Ramallah (outside the Beit El settlement, Silwad, Budrus, and Bil‘in), and nr. Hebron, Bethlehem, Nablus, and Qalqilya, killing 1 Palestinian and injuring 73. The IDF patrols outside Ramallah and in Nablus, sparking clashes with stone-throwers (2 Palestinians are injured); conducts house searches and raids throughout the region, arresting 4 Palestinians. Palestinian gunmen open fire on IDF vehicles nr. Ramallah, causing minor damage. In East Jerusalem, the Israeli police bar Palestinian men under the age of 40 from entering Haram al-Sharif; clash with stone-throwing Palestinians in Ras al-Amud (2 Palestinians are injured); conduct raids nr. the Old City and Issawiyya (4 Palestinians are arrested). The UNSC convenes to discuss the recent violence in Israel and the oPt as well as Israeli restrictions on Palestinian access at Haram al-Sharif, at the request of Jordan. French amb. to the UN François Delattre says that France has prepared a draft presidential statement that would, inter alia, urge all parties to maintain the status quo at the sanctuary. After the conclusion of the humanitarian cease-fire, which Israeli unilaterally extended on 7/26, the IDF resumes its assault on the Gaza Strip, killing 16 Palestinians. Armed Palestinian groups fire around 20 rockets into Israel in the early morning. (AFP, AP, HA, MNA, REU, YA 7/27; PCHR 7/28)

U.S. Pres. Obama speaks to Israeli PM Netanyahu on the telephone, saying it is “strategically imperative” to reach a humanitarian cease-fire that “leads to a permanent cessation of hostilities based on the 11/2012 cease-fire agreement.” Obama also expresses support for the Egyptian diplomatic efforts and affirms that the PA must be part of the solution for the Gaza Strip. Meanwhile, Hamas leader Mish‘al says on U.S. television that a lasting cease-fire must be based on lifting the blockade. Also, Hamas calls for a 24-hour humanitarian cease-fire to mark ‘Id. Late at night, the UNSC agrees on a presidential statement drafted by Jordan calling for “an immediate and unconditional humanitarian cease-fire.” Israel, however, rejects the calls from Hamas and the UNSC. On the 5th day of OPE, the IDF strikes multiple targets across the Gaza Strip, killing approximately 48 Palestinians, including 21 in a single strike on the home of a senior police commander in Gaza City. Air strikes also hit a center for the disabled, killing 2. The IDF warns Palestinians in the n. Gaza Strip to “leave their homes for their own safety,” adding that “it’s unsafe to be nr. Hamas.” Israel’s targets expand to include civilian institutions with suspected Hamas ties. Israeli naval forces raid the beach at al-Sudaniyya in the n. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. In addition to s. and c. areas, rockets also land nr. Efrat settlement in the West Bank, causing no damage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. Unknown persons fire 3 rockets from inside Lebanon that land into n. Israel, causing no damage or injuries. The IDF responds with artillery fire toward “the source of fire.” (AP, REU 7/12)

Overnight, IDF troops on the n. Gaza border fire on and shell a group of Palestinians nr. the n. Gaza border fence, killing 3 Palestinians; Palestinians say the 3 were unarmed men attempting to sneak into Israel to find work, but the IDF claims they were armed men preparing to lay explosive devices along the border. In the West Bank, the IDF demolishes 3 wells and an agricultural storehouse nr. a settler-only bypass road nr. Hebron; seals and patrols in Jit nr. Qalqilya during the afternoon. U.S. pres. Barack Obama phones PA pres. Mahmud Abbas to urge him to delay a 2/18 vote on a UN Security Council (UNSC) res. reaffirming that Israeli settlements are illegal and an obstacle to peace or agree to a compromise UNSC presidential statement (less than a res.) criticizing settlements and urging the sides to resume negotiations. Abbas agrees to convene an emergency meeting of the PLO Exec. Comm. (PLOEC) and Fatah Central Comm. (FCC) to consider the matter. (HA 2/17; HA, MNA, NYT 2/18)

After violence overnight (see 2/16), Bahrain’s govt. declares martial law, deploying the military to the streets and warning of a “sectarian abyss”; the main Shi‘i political party withdraws fr. parliament, protesting the acts of the minority Sunni leadership; and opposition groups call for massive demonstrations after Friday prayers on 2/18. In Libya, protesters in 5 main cities observe a “Day of Rage” against Qaddafi, clashing with govt. forces, leaving at least 12 protesters dead and 10s wounded; the govt. cuts phone and Internet service and bars journalists to prevent coverage.
