In the West Bank, 1 Palestinian minor succumbed to injuries sustained by Israeli forces during a raid in Balata refugee camp on 2/8. Israeli forces raided ad-Doha, leading to tear-gas related injuries. Israeli forces also demolished 2 structures in al-Buwayb. Elsewhere, Israeli forces raided Nablus to take measurements for punitive demolition of 2 homes belonging to families of 2 Palestinians accused of killing an Israeli soldier in October 2022. 1 Palestinian was injured by live ammunition and 20 others by tear gas while protesting the incursion. 11 Palestinians were arrested during late-night raids in Bil’in, Hizma, al-Ram, al-Khader, Jaba’, and Deir Sharaf. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces raided Shu’fat refugee camp, causing tear-gas related injuries. Israeli forces issued a demolition notice for 1 Palestinian home in Kafr ‘Aqab. 2 Palestinians were arrested during a late-night raid in Isawiya. Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. The UNSC convenes to discuss the recent violence in Israel and the oPt as well as Israeli restrictions on Palestinian access at Haram al-Sharif, at the request of Jordan. French amb. to the UN François Delattre says that France has prepared a draft presidential statement that would, inter alia, urge all parties to maintain the status quo at the sanctuary. U.S. Pres. Obama speaks to Israeli PM Netanyahu on the telephone, saying it is “strategically imperative” to reach a humanitarian cease-fire that “leads to a permanent cessation of hostilities based on the 11/2012 cease-fire agreement.” Obama also expresses support for the Egyptian diplomatic efforts and affirms that the PA must be part of the solution for the Gaza Strip. Meanwhile, Hamas leader Mish‘al says on U.S. television that a lasting cease-fire must be based on lifting the blockade. Also, Hamas calls for a 24-hour humanitarian cease-fire to mark ‘Id. Late at night, the UNSC agrees on a presidential statement drafted by Jordan calling for “an immediate and unconditional humanitarian cease-fire.” Israel, however, rejects the calls from Hamas and the UNSC. Gaza Strip, and clash with al-Qassam Brigades fighters. Palestinians fire some 70 rockets into Israel, and at least 6 are intercepted by Iron Dome batteries. In the evening, al-Qassam Brigades launches 10 rockets toward Tel Aviv, but they cause no damage or casualties. Overall, 2 Israelis are injured nr. Beersheba in the day’s barrage. Addressing the crisis in Gaza, the UNSC issues a presidential statement calling for a “de-escalation of the situation, restoration of calm, and reinstitution of the 11/2012 ceasefire.” It also expresses “serious concern regarding the crisis related to Gaza and the protection and welfare of civilians on both sides” and calls for “respect for international humanitarian law.” Media reports suggest that a cease-fire proposal is being drawn up at the initiative of the Palestinians with the involvement of Egypt and Qatar, but Islamic Jihad dep. head Ziad al-Nakhleh dismisses this as a rumor. U.S. pres. Barack Obama phones PA pres. Mahmud Abbas to urge him to delay a 2/18 vote on a UN Security Council (UNSC) res. reaffirming that Israeli settlements are illegal and an obstacle to peace or agree to a compromise UNSC presidential statement (less than a res.) criticizing settlements and urging the sides to resume negotiations.
