Egypt announces that Gaza- and Damascus-based Hamas officials have agreed on a cease-fire offer to be present to Israel (see Quarterly Update). Israel agrees to send an envoy to Cairo on 1/15 to be briefed on the plan. Meanwhile, Israel’s intense air, naval, and ground assaults on Gaza continue.

Combat notes: Under cover of air strikes and heavy shelling, IDF troops take up new positions in s. Gaza’s al-Fukhari area nr. the Sufa crossing (occupying several homes and expelling the residents) and al-Shuka village; Israeli fire is so intense that rescuers cannot reach the wounded or retrieve the dead. The IDF reports carrying out approximately 120 air strikes today (70 of them after nightfall) that kill 10s of Palestinians. Targets include at least 24 groups of armed Palestinians, 16 smuggling tunnels, at least 10 suspected weapons depots (including a Rafah mosque), and 24 rocket launching sites (killing senior IQB cmdrs. Walid Za‘abud and Muhammad Dash nr. al-Zaytun). Air strike target areas include Bani Suhayla, Bayt Lahiya, Gaza City (areas northwest of the city and al-Nasser, al-Sabra, al-Sha‘af, Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk, al-Zaytun), Khan Yunis, Khuza, al-Mughraqa, Nussayrat r.c., al-Qarara, Rafah, al-Shabura r.c., Twam, Yibna r.c. Heavy artillery and tank fire are reported in and around Bayt Lahiya (white phosphorous suspected), al-Bureij r.c., Gaza City (al-Sabra, al-Tuffah), Jabaliya town and r.c. Naval bombardment centers on Rafah’s Tal al-Sultan neighborhood.

Palestinians fire 14 rockets and 2 mortars, including 4 Grads (2 each in Ashdod and Beersheba), into Israel, causing no injuries. Gaza medical workers put the estimated Palestinian toll at 1,018 dead (including an estimated 300 children), 4,700 injured. The IDF reports 27 soldiers wounded (1 severely, 2 moderately, 24 lightly), mostly in ground fighting with Palestinians n. Gaza, including 7 soldiers wounded (1 severely, 1 moderately, 5 lightly) by a Palestinian antitank missile. The Israeli toll stands at 13–14 dead, more than 150 wounded.

Humanitarian notes: The IDF allows at least 108 truckloads of humanitarian aid into Gaza during the lull. Unidentified assailants fire 3 rockets fr. s. Lebanon into n. Israel. (Up to a dozen rockets total may have been fired, with others landing inside Lebanon). The IDF returns fire. No damage or injuries are reported. (MM, MNR 1/14; WP 1/15)

Israel rejects Hamas’s latest call (ca. 12/20) via Egypt for a cease-fire, vows to continue “counterterrorist operations” to deter rocket fire. Dep. PM Haim Ramon says Israel’s strategic goal is to overthrow Hamas in Gaza using military and economic pres sure. Islamic Jihad, declaring that it would not adhere to a truce, fires 5 rockets fr. Gaza into Israel, damaging 2 commercial buildings but causing no injuries; another rocket lands inside Gaza, damaging a Palestinian home in Bayt Hanun, causing no injuries. Before the 2d post-Annapolis mtg. of the Palestinian and Israeli negotiating teams on 12/24, Olmert’s government reopens the Sufa crossing (closed since 10/28/07) for up to 30 trucks/day, but also seeks Knesset approval for $25 m. to construct 500 settlement housing units in Har Homa in Jerusalem and 240 units in Ma’ale Adumim outside of Jerusalem; it is unclear whether the money is for units already approved for construction (see 12/4) or involves new building plans. Meanwhile, in Gaza, the IDF fires on unarmed Palestinians (including a child) on their land nr. the border fence e. of Dayr al-Balah, wounding 1; shells a Hamas border patrol e. of al-Bureij r.c., killing 2 Hamas mbrs. Israel allows the Rafah crossing to Egypt to open for departures for the 1st time since 3/6, sparking a surge by 100s of Palestinians seeking to exit that leaves a 61-yr.-old Palestinian dead; PA presidential guardsmen controlling the exit use clubs, fire at the ground to push back travelers seeking to exit, wounding 7 and prompting the European Union (EU) observers to close the crossing. The IDF also sends bulldozers into Gaza e. of Bureij r.c. to level land. Palestinians shut the Sufa crossing to protest the attack today on the Palestinian director of the crossing by unknown gunmen (no injuries reported). In the West Bank, the IDF storms a mosque, several houses in Hebron nr. the settler-only bypass road Route 60, threatening to demolish the mosque if there were any more stone-throwing from the area (the IDF cmdr. involved is later suspended for his actions); fires on stone-throwing Palestinians in Tubas nr. Jenin, wounding 3 Palestinian teenagers and a 60-yr.-old bystander; shoots, wounds an unarmed Palestinian attempting to cross the separation wall nr. Abu Dis; conduct arrest raids, house searches in Tulkarm and nr. Bethlehem, Jenin, Ramallah (firing on stone-throwing youths who confront the troops, wounding 2 with live ammunition). PA security force mbrs. demonstrate in Gaza City and Bureij r.c. to protest the PA’s nonpayment of salaries, local banks’ automatic deduction of debts owed from the partial salary payments that are automatically deposited. The IDF reopens the Erez and Sufa crossings into Gaza (closed on 1/18); launches missiles at a car in Gaza City, assassinating PRC mbr. Mahmud ‘Abd al-A‘al, wounding 2 other PRC mbrs. and 3 bystanders; fires on 3 Palestinian teenagers approaching the Gaza border fence nr. Bureij r.c., wounding 1; fires shells fr. naval vessels at the Rafah shore, causing no damage or injuries; arrests Change and Reform candidate Muhammad Totah campaigning in East Jerusalem; bars an Alternative candidate fr. entering Jerusalem to attend a campaign rally; raids the East Jerusalem campaign offices of independent candidate ‘Abd alLatif Ghaith and 9 campaign workers; conducts patrols in Rujib nr.
