The Palestine Chronology

Israeli attacks by land, air, and sea on the Gaza Strip continue, killing 47 Palestinians. A unit of al-Qassam Brigades fighters enters Israeli territory through a cross-border tunnel and kills Israeli soldiers nr. Sufa, e. of Rafah. The Hamas armed wing says that 5 soldiers are killed while the IDF says it is only 2. In fighting in Gaza City, Palestinian fighters wound 3 Israeli soldiers. The armed Palestinian groups fire around 90 rockets into Israel, killing 1 and wounding 3 in a bedouin village in the Negev. The IDF says that its forces have unearthed and destroyed 34 “terror tunnels,” 5 of which crossed the Gaza border fence. The IDF says that Palestinian factions have used up or lost around half of their rocket supplies, with 30–40% destroyed by Israeli attacks, and 10–20% fired into Israel. In the West Bank, IDF troops clash with Palestinian youth in n. Bethlehem, injuring 3 with live ammunition. There are also clashes in Hebron, where IDF troops shoot and injure 1 Palestinian, and in al-‘Arub r.c., where 5 are injured. The IDF conducts house searches and arrest raids in 1 village nr. Hebron at night; patrols in Hebron and 1 village, al-‘Arub r.c. and al-Fawar r.c. nearby, in 5 villages nr. Ramallah, and 2 villages nr. Jericho during the day. Meanwhile, French FM Fabius holds talks with Netanyahu about a cease-fire. After the meeting, Fabius tells reporters that“the call for a cease-fire has not been heard, and on the contrary, there’s a risk of more civilian casualties.” Senior Hamas official Usama Hamdan says that Turkey and Qatar are trying to help secure an end to the violence. Bureij r.c., wounding 1; fires shells fr. naval vessels at the Rafah shore, causing no damage or injuries; arrests Change and Reform candidate Muhammad Totah campaigning in East Jerusalem; bars an Alternative candidate fr. entering Jerusalem to attend a campaign rally; raids the East Jerusalem campaign offices of independent candidate ‘Abd alLatif Ghaith and 9 campaign workers; conducts patrols in Rujib nr. The IDF assassinates senior Hamas military cmdr. Thabit Ayadi, fatally shooting him in a raid on Tulkarm, also arresting 3 Palestinians, raiding 10s of homes; demolishes 2 Palestinian homes nr. Bethlehem, 1 nr. Nablus; conducts arrest raids, house searches in al-Fawwar r.c., Hebron, Nablus, Ramallah. In retaliation, PRC mbrs. fire 2 rockets at the Sufa crossing into Gaza, causing no damage or injuries. The IDF also sends 100s of reinforcements to Hebron, where confrontations continue with Jewish settlers protesting their planned eviction fr. the Hebron market; several settlers are arrested. The IDF fires on a group of Palestinians who attempt to sneak into Israel nr. Gaza’s Sufa crossing to find work, killing 1 Palestinian, detaining 2; conducts arrest raids, house searches in Nablus. A Jewish settler seriously injures a 12-yr.-old Palestinian, a 13-yr.-old Palestinian in a hit-and-run nr. Qalqilya; an Israeli ambulance refuses to evacuate the children to an Israeli hospital, taking them to Nablus instead. Jewish settlers fr. Karme Tzur nr. Hebron seize 25 d. of neighboring Palestinian land to expand their settlement. Some 20 Jewish settlers fr. Kiryat Arba seize 15 dunams (d.; 4 dunams = 1 acre) of Palestinian land to build a settler-only road linking the settlement to the Ibrahimi Mosque/Tomb of the Patriarchs, scuffle with Palestinian residents, injuring 3. After the Palestinian Council (PC) gives its approval (54–12, with 4 abstentions, 14 not attending), PA Pres. Mahmud Abbas swears in PM Ahmad Qurai‘’s new cabinet. Abbas says that the cabinet’s first main goals will be providing security, reform, holding legislative elections. Israel asks the PA to extradite 4 Palestinians serving sentences in PA jails for attacks inside Israel. PA says that since the men have been tried, convicted, and are serving time for the crimes under PA custody, the PA has no legal obligation to turn them over to Israel. (QY 5/16)

IDF tightens closure on West Bank, Gaza. Only Palestinians working in the Erez industrial zone may go to their jobs. IDF declares Ramallah a closed military zone for Arafat's visit, meaning no Israeli traffic may enter the city. An identical closed military zone order for Nablus is lifted (see 5/15). (IDF Radio 5/16 in FBIS 5/17)

In Washington, France, Israel, Lebanon, Syria, the U.S. end a wk. of talks on the Israeli-Lebanese cease-fire monitoring group; agree on draft for monitoring procedures, send it to their respective capitals for approval. In Ankara, Jordanian King Hussein, Turkish Pres. Suleyman Demirel hold 1-day mtg. on bilateral issues, incl. water, Iraq. Israeli authorities release information on man involved in the 4/12 East Jerusalem hotel explosion. They say the man, Husayn Maqdad, is a Lebanese Hizballah operative who was plotting a plane hijacking; claim he spent time at the Iranian embassy in Beirut. Hizballah denies having contact with him.
