The Palestinian and Israeli negotiators agree on an open-ended cease-fire deal, which PA Pres. Abbas confirms in a brief televised address. The agreement contains 3 points: Israel will permit humanitarian aid and construction material to enter Gaza; Israel will restore the fishing zone from 3 to 6 naut. mi. away from the shore, and gradually extend it to 12 by the end of 2014; and indirect negotiations will continue within 1 mo. in Cairo to deal with the remaining disputes, including Hamas’s demand for sea and airports in Gaza, and the release of recently rearrested prisoners who were released in the Shalit deal. Additionally, talks between Palestinian officials and Egyptian authorities are scheduled to take place soon with the goal of opening the Rafah crossing permanently. Israeli PM Netanyahu agrees to the cease-fire deal without putting it to a vote in the security cabinet, a move reportedly opposed by Economy Minister Naftali Bennett. In the Gaza Strip, the IDF continues its assault and armed Palestinian groups continue firing projectiles into Israel until the new ceasefire goes into effect in the evening. The Israeli air force hits approximately 32 targets, while IDF troops stationed along the border fence open fire on 3 occasions, 2 with artillery and 1 with live ammunition. Six Palestinians die in the attacks, and dozens are injured. Among the targets in Gaza is the so-called Italian building, a 13-story residential and commercial complex. Though the building is mostly empty at the time of the Israeli strikes, its destruction leaves around 70 families homeless. Prior to the cease-fire, the armed Palestinian groups launch more than 180 projectiles into Israel, killing 2 Israelis and wounding 5. In the West Bank, 7 Israeli settlers attack a Palestinian nr. Jerusalem with knives and stones, leaving him unconscious. The IDF conducts house searches and raids in Nablus, 3 villages nr. Hebron, 3 villages nr. Ramallah, Jenin, 1 village nr. Jenin, and Tulkarm, arresting 17; patrols in 2 villages nr. Hebron and 2 villages nr. Salfit. In East Jerusalem, dozens of Palestinians gather in Bayt Hanina, al-Tur, and Wadi al-Juz to celebrate the cease-fire announcement and Israeli security forces disperse the celebrations with waste water, sound bombs, and tear gas. A PA court in Jericho extends the detention of Freedom Theater director and former AMB commander Zakaria Zubeidi by 19 days. In response, Zubeidi renews his hunger strike, which he had previously relaxed. (MNA 9/17)

Israeli naval vessels open fire on Palestinian fishermen nr. Bayt Lahiya, causing no injuries. In the West Bank, the IDF conducts house searches and arrest raids in 1 village nr. Hebron at night. Jewish settlers assault 3 Palestinian farmers in a village nr. Nablus. (MNA 9/18; PCHR 9/20)

Unidentified Palestinians fire a rocket from the Gaza Strip into Israel, causing no damage or injuries. The IDF makes a brief incursion into the Gaza Strip nr. Rafah to level land along the border fence in the morning. In the West Bank, the IDF reopens a road linking Jericho and the Jordan Valley with cities in the northern West Bank to Palestinians for the 1st time in a decade. (MNA, ToI 8/17; PCHR 8/30)

In Gaza, Hamas security forces arrest Salafist leader Shaykh Abu Suhaib Rashwan, allegedly linked to the group responsible for the kidnapping and murder of Italian activist Vittorio Arrigoni in 2011 (see QU in JPS 160). (MNA 8/17)

Egyptian pres. Mohamed Morsi says that Egypt will continue to target ‘‘terrorists’’ in the Sinai Peninsula, working with others, including Palestinians. (ToI 8/17)

The IDF launches an air strike on a PA municipal building nr. Khan Yunis, causing heavy damage; conducts mock air raids over Gaza; patrols in al-Khadir, firing on stonethrowing youths who confront the troops; conducts arrest raids, house searches in al-Arub r.c., nr. Bethlehem and Jenin; dismantles an unauthorized settlement outpost nr. Hebron. The AMB, Hamas, Islamic Jihad, the PRCs confirm that their unilateral truce is over. Palestinians fire 3 rockets fr. Gaza into Israel, causing no damage or injuries. The IDF also announces that around 3 wks. ago, the AMB fired a crude rocket fr. the n. West Bank towards, but not into, Israel, causing no damage or injuries, marking the 1st confirmed rocket fire fr. the West Bank. Jewish settlers attempt to bar Palestinian farmers fr. working their land nr. Qalqilya, but the IDF intervenes. In Khan Yunis, armed AMB mbrs. ambush a minibus of EU diplomats, kidnap 1 Italian official; PA security forces quickly identify and raid the kidnappers’ hideout, free the diplomat in an exchange of fire; no injuries are reported. Armed Palestinians storm a UN social club in Gaza (the last public bar in Gaza, open only to foreigners) after closing, throwing 2 explosives, injuring a security guard. The IDF raids al-Quds Open University campus in Hebron, holds 52 students and staff for interrogation for 3 hrs. until the Temporary International Presence in Hebron intervenes; raids, searches Palestinian homes nr. Nablus, Ramallah; conducts late night arrest raids, house searches in and around Ramallah, nr. Bethlehem. Also in Gaza, 1 Italian, 1 French journalist are kidnapped, quickly released by unidentified gunmen who say they wanted to pressure the PA to address employment issues in the Strip. In Bayt Lahiya, suspected militant Fatah mbrs. shoot, wound PA military intelligence official Bassam Azzam (who was close to assassinated military intelligence cmdr. Musa Arafat). Later, suspected Hamas mbrs. kidnap, shoot, then dump seriously wounded senior Fatah official Samir al-Juz in Bayt Lahiya. Soon after, a previously unknown group calling itself the Omar Bin al-Khattab Brigades (OBKB; suspected to be made up of disaffected PA General Intelligence officers angry over the 10/2 clashes) kidnaps senior Hamas mbrs. (Bassam Obeido, Hassan Safi, Ra’id Raz) in Bethlehem, Hebron, and Tulkarm, stating that “this is a response to Hamas’s violations and disregard for law and order and their attacks on security institutions and Palestinian leaders.... In ongoing clashes in n. Gaza, the IDF fatally shoots wanted Hamas senior cmdr. ‘Abd al-Rauf Nabhan in Jabaliya in what may be an assassination; shells the Bayt Lahiya home of 1 of the Palestinians who carried out the 3/14/04 Ashdod port bombings, killing 2 family mbrs., wounding 6; shells residential areas of Bayt Hanun, Jabaliya. In s. Gaza, the IDF fires on a PA roadblock outside Khan Yunis, killing 2 PA security officers (1 an AMB mbr., 1 an Abu Rish Brigades mbr.), sends heavy equipment, troops into Rafah, orders residents to leave their homes, demolishes 14 Palestinian homes completely; later fires on residential areas of Rafah, seriously wounding a man asleep in his home; fires on stone-throwing youths in Khan Yunis, damaging a nearby hospital building and ambulance. In the West Bank, the IDF fires on stone-throwing youths in Balata r.c. Reporting an interview with FM Peres in the Italian paper II Messaggero, Deputy FM Yossi Beilin announces that Rabin gov't. will ask the Knesset in October to legalize meetings with the PLO, as long as they are not considered harmful to Israel. Settlers attempt to build new house in defiance of partial settlement freeze, clash with IDF over its construction near Kiryat Arba, W. Bank. With police protection, 15 Jewish families occupy, claim legal ownership of 7 houses in Muslim quarter of Old City of Jerusalem. Rabin criticizes actions of settlers at both sites.
