Other Countries: New York Times reports Soviet Union has stationed 2 destroyers and intelligence-gathering ships off Israeli coast, apparently to give Libya early warning of any possible Israeli air strike; Soviet surveillance aircraft have increased monitoring of activities across Mediterranean [NYT 1/17].

Arab World: Israeli troops, SLA militia comb 3 S. Lebanese villages north of security zone, firing rocket-propelled grenades and searching for guerrillas [PI 1/5]. Israeli troops are reported to have moved 30 tanks into S. Lebanon security zone [BG 1/5]. Syria is reported to have withdrawn SAM-6, SAM-8 anti-aircraft missile batteries into Syrian territory from Lebanon's Biqa' Valley [NYT, WP 1/5].

Arab World: Israeli forces patrolling in S. Lebanon security zone kill 2 armed Palestinian gunmen; 2 Israelis are wounded [JP 11/24]. President Mubarak states Egypt is urging PLO to reconsider position on UN resolutions 242 and 338 to ease way for intl. M. E. peace conference; comments follow 3 hours of talks with U.S. Asst. Sec. of State Richard Murphy [JP 11/24].

Arab World: Syria begins placing longer-range SAM-2 anti-aircraft missiles along Syrian border with Lebanon, withdrawing shorter-range SAM-6 and SAM-8 missiles from Lebanese territory [JP 12/18; MEP 12/20; NYT 12/26]. Egyptian airliner carrying nearly 100 passengers is hijacked over the Mediterranean by Arabs identifying themselves as "Egypt's Revolution." Occupied Palestine/Israel: Israeli forces demolish homes of 5 members of Palestinian cell captured or killed in hills south of Hebron 10/6. Surif village placed under curfew during demolitions [JP 10/9].

Arab World: Two senior PLO officials leave for Cairo to help Egyptian officials negotiate with the Achille Lauro hijackers [LAT 10/9]. Arafat tells Italian P.M. Bettino Craxi he "entirely condemns" the hijacking and does not know who is responsible [MG 10/9]. The Damascus-based faction of the Palestine Liberation Front, headed by Tala'at Ya'qub, denounces the hijacking of the Achille Lauro as piracy. An anonymous caller to Agence France Presse says the Abu al-'Abbas faction of the Palestine Liberation Front, allied with Fateh, is responsible for the hijacking [NYT 10/10].

Other Countries: U.S. seeks to obtain worldwide guarantee that no country will allow the Achille Lauro to dock in its port while the hijackers are still in control. Italy rejects use of force to try to rescue passengers on Achille Lauro [LAT 10/9]. Dutch Def. Min. Job de Ruiter announces Dutch troops will be withdrawn from UN peacekeeping force deployed north of Lebanese-Israeli border because of "concern for their safety" [MG 10/9].

Military Action

Arab World: Achille Lauro steams toward Syria, then Cyprus; is refused entry at both. Ship retums to Egyptian coast, hijackers begin negotiations with Egyptians [NYT 10/13].

Other Countries: U.S. guided missile destroyer Scott cuts short shore leave in Haifa to monitor hijacked Italian cruise ship Achille Lauro in Eastem Mediterranean [NYT 10/9].

Occupied Palestine/Israel: Another 20 Palestinians are put under administrative detention [NYT, LT 9/4]. Military review board rejects appeals submitted by 3 West Bank Palestinians against deportation orders issued against them a week ago. They are expected to appeal to Israeli High Court [FT 9/4]. Shafiqa Abu Sitteh, 25, "accidentally" shot by Israeli soldier in the Gaza Strip last week, dies from her wounds in Beersheba Hospital [FJ 9/6]. Israeli army spokesman reports Iraeli navy seized another yacht, the Gandha, off the coast of southern Lebanon on 8/31, arresting 2 Palestinians, a Greek, and a Briton who were aboard. Spokesman states Palestinians confessed to being members of Fateh and to planning attack against targets inside Israel. Def. Min. Yitzhak Rabin states Israeli navy will intercept vessels anywhere in the Mediterranean to prevent attacks on Israeli targets [LT, CT, MG, JP 9/3]. Israeli Chief of Staff Moshe Levy tours Golan Heights and declares 2-kilometer-wide strip along demarcation line a closed military zone. Army is reportedly building new fortifications and strengthening forces in the Golan [FJ 9/6]. Jewish Telegraphic Agency reports a Modi'in Ezrachi poll shows 60% of Israeli adult public favor amnesty for imprisoned members of Jewish underground; 34% oppose it UTA 9/3].

Other Countries: New York Times reports U.S. administrations discussing convening a meeting of Western European states to sponsor direct Arab-Israeli negotiations as alternative to the international conference which King Hussein and PLO insist on, which would include the Soviet Union [JP 9/3].

Occupied Palestine/Israel: Bomb explodes at bus stop at Gilo settlement, south of Jerusalem, wounding 6; 11 Palestinians are arrested [JP 9/3]. Abu Musa faction of Fateh reportedly claims responsibility [MG 9/3]. Unidentified people ambush settler's car in Gaza Strip; Israeli police say several bullets hit the car. Several Palestinians detained by police [Fl 9/6]. Stones thrown at Egged bus smash its windshield near Ramallah; 3 Palestinian youths detained and released [Fl 9/6].

Arab World: Gunmen seriously wound Hussayn al-Hayabi, 50, Palestinian guerrilla official loyal to Arafat, after storming his home in 'Ain al-Hilweh refugee camp. Hayabi is 7th Arafat loyalist attacked since July in 'Ain al-Hilweh, and only one to survive [BG,WP,MG 9/3].

Occupied Palestine/Israel: Israel approves establishment of Arab bank in West Bank [JTA 6/17]. Israeli government abandons Mediterranean Sea-Dead Sea Canal hydropower project [JC 6/18].

Military Action

Arab World: In Beirut several hostages taken off TWA plane to unknown location(s) in Beirut [NYT 6/18]. Syrian-mediated cease-fire goes into effect between Palestine National Salvation Front and Lebanese Shi'a in southern Lebanon [WP 6/23]. Paramilitary police will collect heavy and medium weapons and supervise withdrawal of gunmen from trouble spots [BG 6/23).

Occupied Palestine/Israel: Israel Radio and TV broadcast code words alerting thousands of military reservists to units as part of a call-up exercise to test mobilization procedures [FT 6/14]. Israeli Central Bureau of Statistics reports inflation rose by 6.8 percent in May [FT 6/15].

Arab World: Talks continue in Aden, South Yemen, between PFLP, DFLP, and Fateh to achieve rapprochement [FJ 6/14]. Three Lebanese Shi'a hijack TWA airliner in Athens, order it to Beirut, Algiers, then Beirut, Hijackers' demands include freeing of 766 Lebanese and Palestinian prisoners held by Israel [NYT 6/15]. U.S. antiterrorist Delta Force squad sent to aircraft carrier U. S. S. Enterprise in eastern Mediterranean [LT 6/17].

Military Action:

Arafat forces resist rocket and artillery attack on Baddawi camp, shells fall in Tripoli,more oil storage facilities hit; cease-fire in Tripoli accepted by combatants late in day; small arms fire directed at Marine positions in Beirut; PSP and LF militias engage in fierce artillery battles south of Aley; leader of IDF-backed militia in Kharouf shot and seriously wounded.

Casualties:

F-14 naval jet fighter on training mission from carrier John F. Kennedy crashes into Mediterranean, 2-man crew missing, presumed dead; UNRWA official in Tripoli says casualties in Nahr al-Bared fighting were exaggerated, 13 civilans were killed, 45 wounded.

Political Responses:

Palestinians/ Lebanese: Factional representatives meeting in Geneva report agreement in principle on constitutional and political changes in Lebanon, including Muslim-Christian parity in parlianment, establishment of supreme court.

Arab Governments: Delegations from Tripoli and from Gulf Cooperation Council in Damascus to discuss Tripoli cease-fire.

US and Other Countries: US State Dept. says it is revolted that once again the people of Lebanon, this time around Tripoli, are subjected to terror and injury by the radical and brutal behavior of Palestinian factions and their supporters.

Military Action:

Syrian Army halts battle after Lebanese Army unit is ambushed by Amal militia and Iranian Revolutionary Guards near Baalbek; National Guard of 40 armed men formed at Ain el-Hilweh camp, led by Mossad-trained Palestinian Abdullah Nassar; fighting in Chouf maintains near Nabrah, IDF meets with rival leaders to restore 3 week-old cease-fire.

Casualties:

6 Lebanese Army soldiers killed, 12 wounded, 3 militiamen killed, 5 wounded in Bekaa Valley fight; villages in South Lebanon ordered by IDF and Haddad forces to pay thousands of Lebanese pounds for protection, and to obtain release of villagers held at Ansar detention camp; Lebanese Foreign Minister Salem says that 300,000 illegal aliens, mostly Palestinians, will eventually have to be removed from the country.

Arab Governments: Jordan announces it will not enter any peace negotiations without PLO approval.

US and Other Countries: Unnamed UK oil prospecting company to sign contract with Israel to carry out Mediterranean offshore exploration.
