In the West Bank, 1 Palestinian was shot dead by Israeli forces after he allegedly killed 3 Israeli settlers and injured 3 others in and around the Ariel settlement. 5 of the settlers were stabbed and 1 was killed in a car ramming. Israeli forces took measurements for a punitive demolition of the alleged assailant’s family home in Haris on 11/16. Israeli settlers attacked 1 Palestinian near Deir Sharaf, forcing him out of his vehicle, assaulting him, and setting the vehicle on fire. Israeli settlers also threw stones at Palestinian vehicles traveling near Hebron, Sa‘ir, Ar-Rashida, Yasuf, Ramin, Haris, Burin, and Kafr Laqif, causing damage. Elsewhere, Israeli settlers threw stones at Palestinian homes in ‘Urif. Israeli settlers also set up a mobile home in ‘Asira al-Qibliya. Israeli forces shot and injured 1 Palestinian minor with a baton round to his head during a raid in Dura. Israeli forces also violently dispersed a funeral procession in Beit Umar, injuring 1 minor with live ammunition and others with tear gas. 13 Palestinians were arrested during late-night raids in Dura, Hebron, Far‘un, Ramallah, Jaba‘ and Aneen. PA prime minister Mohammad Shtayyeh attended the COP27 climate summit in Sharm el-Sheikh, Egypt. At the sidelines of the summit Prime Minister Shtayyeh attended a meeting with Israeli environmental protection minister Tamer Zandberg, Lebanese prime minister Najib Mikati, Iraqi president Abdul Latif Rashid, and officials from Oman and Jordan and other countries in the Middle East. Israel and Jordan also signed a memorandum of understanding to continue work on an agreement made in November 2021 to exchange water, provided by Israel, for energy provided by Jordanian solar farms. A convoy of 15 trucks carrying fuel from Iraq to Syria was attacked in an air strike after entering Syria, killing 10 people. The attack was attributed to Israel. (HA 11/9; AP 12/14)

In an interview with Kan, U.S. ambassador to Israel Tom Nides said that he will see how the next right-wing government speaks and acts before taking a position on the possibility of the Otzma Yehudit party forming part of the government. Ambassador Nides also said "[t]his is a country that is a democracy with elected leadership and I intend to work with them." The White House is reportingly considering not engaging with the Itamer Ben-Gvir-led Otzma Yehudit. (HA 11/10)

In the West Bank, Israeli forces opened fire at a van carrying 6 Palestinians in the Masafer Yatta area, causing it to overturn; 1 was injured by live ammunition while the 5 others suffered minor injuries from the crash. In Gaza, Palestinian militants fired 4 rockets at Israel, 1 of which was intercepted and 3 fell in open areas. Israel forces later conducted air strikes in Gaza, firing 10 missiles near Gaza City and 2 near Nuseirat refugee camp, causing damage but no injuries. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of the coast; no injuries were reported. In Saudi Arabia, U.S. president Joe Biden partook in the Jeddah Security and Development Summit with the heads of state of Saudi Arabia, Bahrain, Qatar, the UAE, Kuwait, Oman, Egypt, Jordan, and Iraq. A final communique from the meeting mentioned the importance of ending the Palestinian-Israeli conflict though a 2-state solution based on the Arab Peace Initiative. In the West Bank, Israeli settlers destroyed a memorial for 1 Palestinian rights activist who was killed by Israeli forces on 1/5 in Umm al-Khair. Israeli settlers also assaulted 1 Palestinian farmer in Kisan. Israeli forces shot and killed 1 Palestinian man and injured 3 by live ammunition and 2 with baton rounds during a raid in Halhul. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Nablus. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Jenin refugee camp. Israeli forces also raided Jayyus, injuring 1 Palestinian with live ammunition and confiscating 1 bulldozer. Meanwhile, Israeli forces demolished an apartment building under construction in Beit Jala. Israeli forces also delivered a punitive demolition notice and took measurements for a separate punitive demolition in Rumana. 7 Palestinians were arrested during late-night raids in Baytin, al-Mazra‘a ash-Sharqiya, Tell, Tammun, Nur Shams refugee camp, and Tulkarm. In East Jerusalem, 9 Palestinians were arrested, and 1 Palestinian was assaulted before being taken to a hospital for treatment during a late-night raid in Isawiya and the Old City. Israeli prime minister Naftali Bennett met with UAE president Sheikh Mohammed bin Zayed al Nahyan in Abu Dhabi. Israeli media speculated if the meeting was part of Israeli and U.S. preparations to normalize relations between Saudi Arabia and Israel. (AJ, ALM, AP, HA, NYT, REU 6/9; HA 6/10)

Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. Meanwhile, Israeli settlers assaulted 1 Palestinian family near a checkpoint in Hebron. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with baton rounds. In East Jerusalem, Israel restricted Palestinian Christians’ access to the Church of the Holy Sepulchre for the celebration of the Holy Fire. 4,000 worshippers were allowed to attend the event. Israeli forces shot and injured 2 Palestinians during a raid in Qalandia refugee camp; 3 were arrested. In Gaza, Israel said 1 rocket launched from Gaza landed in an open area in southern Israel; no injuries or damage were reported. Israeli forces opened fire at Palestinian shepherds east of Abasan; no injuries were reported. In the West Bank, Israeli settlers with military escort raided Joseph’s Tomb in Nablus, leading to a confrontation with Palestinians protesting the incursion; no injuries were reported. Israeli settlers also attacked Palestinian farmers with pepper spray east of Hebron. Israeli forces delivered stop-work orders for 1 mosque, 3 houses, and 1 commercial structure in Marda. Israeli forces also forced Palestinian business owners to close their shops in Huwwara, claiming that stones had been thrown at Israeli settlers near the shops. Elsewhere, Israeli forces demolished 4 water wells in Khallet al-Dabe. Israeli forces also demolished 1 commercial structure in ‘Anata. Israeli military said that shots were fired from a car at Israeli soldiers near Nablus; no injuries were reported. 13 Palestinians were arrested, including 10 during late-night raids in Dahariya, Za‘atra, Silwad, and Zeita; 3 were arrested at checkpoints near Bethlehem and Nablus. Haaretz reported that Israeli attorney general Avichai Mendelblit authorized establishing an Israeli settlement on the evacuated Evyatar settlement outpost near Beita. Attorney General Mendelblit is leaving office this week. Palestinians have held weekly protests at the site since the outpost was erected in May 2021. The outpost was evacuated in June 2021, but the houses erected remained as the settlers struck a deal with the Israeli government that they could move back if Israel deemed that the land is state-owned. Israeli defense minister Benny Gantz will have to declare the area state-owned, after which there will be a 45-day period to file objections. Several Palestinians have been killed by Israeli forces in the past year while protesting the outpost. In a letter from Israeli foreign minister Yair Lapid to Israeli prime minister Naftali Bennett, Lapid warned that if the Israeli government legalized the Evyatar settlement outpost, it “could have serious diplomatic consequences and damage foreign relations, first and foremost from the United States,” saying that the U.S. has already made this clear to him. The Shin Bet admitted to having threatened random Palestinians in Israel that it would “settle the score” if they had participated in protests related to the May 2021 uprising in Israel that coincided with Israeli attacks on Gaza and eviction threats against Palestinians in Sheikh Jarrah. PA president Mahmoud Abbas met with Amnesty International’s secretary-general Agnès Callamard in Ramallah, discussing the report Amnesty released on 2/1 that charged Israel with the crime of apartheid. (WAFA 2/2)

Defense Minister Benny Gantz said, at a conference in Tel Aviv, that the Israeli military on 4 occasions had offered assistance to Lebanon. According to Gantz, the offers were made to strengthen the Lebanese army in facing “the strengthening of Hezbollah under Iran’s support.” Israeli military sources later denied that Israel had made such offers and that Israel had only offered humanitarian aid following the explosion in the Beirut port. Israel, Oman, and Saudi Arabia all took part in the International Maritime Exercise 2022, led by the U.S. and with the participation of nearly 60 countries. It was the 1st time that Saudi Arabia and Oman partook in a naval exercise with Israel, which they have no formal relations with. (AJ, ALM 2/2)

The FBI confirmed reporting from the New York Times published on 1/28 that the agency had bought the NSO Group’s Pegasus spyware, but claimed to never have used it. The FBI further stated that it had bought the spyware for “product testing and evaluation.” (ALM, AP, HA, REU 2/2; MEMO 2/3)

In the West Bank, Israeli settlers grazed their cows on Palestinian-owned land in Khirbet Samra, destroying crops. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets, including 1 minor, and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 14 with rubber-coated bullets, including 1 medic, others with tear gas, and damaging 1 ambulance. The New York Times reported that the Israeli government under then-prime minister Benjamin Netanyahu used authorization of the NSO Group’s Pegasus spyware as a bargaining chip for foreign policy gains in Saudi Arabia, the UAE, Bahrain, Oman, India, Hungary, and Poland, among many other countries. 1 example from the NYT reporting was the reinstating of the NSO license to Saudi Arabia after the killing of journalist Jamal Khashoggi, which was directly linked to Saudi Arabia opening its airspace to Israeli flights. Saudi Arabia regained its Pegasus license the same day as Saudi crown prince Mohammed Bin Salman called Prime Minister Netanyahu, striking the deal to open Saudi air space to Israel. Similarly, the UAE restarted cooperation with Israel on security issues in 2013 after being offered Pegasus spyware. The UAE had severed ties with Israel in 2010 after Israel assassinated Mahmoud al-Mahbouh at a Dubai hotel. Another example brought out of the investigation is a correlation between Panama and Mexico changing their votes at the UN after gaining access to Pegasus spyware. The NYT also said that the NSO Group had sold its Pegasus spyware to the FBI and tried to sell a special version of its spyware product to the FBI, called Phantom. The Phantom spyware is able to hack into American phones, unlike the Pegasus spyware. A federal court in Texas blocked the state from enforcing its anti-BDS law against 1 Palestinian American business owner. The man filed a lawsuit against the state in October due to its requirement that he promise not to boycott Israel. (AX 1/29; WAFA 1/30)
