IDF plainclothesmen fatally shoot wanted al-Aqsa Martyrs Brigades (AMB) mbrs. Ahmad Abahra and Muhammad Zayid as their car crosses a checkpoint in Jenin in an apparent assassination. The IDF also erects a new observation tower nr. Kiryat Arba settlement in Hebron; sends troops into Silwad nr. Ramallah, fires on stone-throwing youths who confront the troops, wounding and arresting 2; conducts arrest raids, house searches in Hebron, nr. Tulkarm; begins work on a new segment of the separation wall northwest of Ramallah that is expected to seize at least 5,330 dunams (d.; 4 d. = 1 acre) of land in Abud village; bulldozes 26 d. of land outside Bethlehem for construction of a permanent IDF post. Palestinians in Bethlehem report that for the past few days, the IDF has imposed new arrangements at the entrances to the city, requiring tourists entering and exiting to leave their busses, enter a transit hall for passport and baggage checks and customs processing that last up to 2 hrs. The Israel Lands Admin. issues tenders for construction of 13 new housing units in Ma’ale Adumim settlement nr. Jerusalem; the Israeli Housing Min. issues tenders for construction of infrastructure projects in Adam, Ariel, Ma’ale Adumim settlements. Jewish settlers beat a Palestinian harvesting his olive trees in Awarta. In Gaza, 100s of AMB mbrs. fire rifles in the air, defying the ban on carrying weapons in public, calling for reform within Fatah, demanding jobs and an international investigation into the 11/04 death of Yasir Arafat based on rumors (thus far unsubstantiated) that he was poisoned. In Nablus, AMB mbrs. protesting a recent PA crackdown on illegal weapons and criminal activity fire on PA police, leaving 1 PA policeman wounded. The IDF also sends 25 tanks, bulldozers into Khan Yunis to raze 5 farms, 7 Palestinian homes that allegedly “provided cover” for Palestinian gunmen, also demolishing a main road and effectively dividing the town in half; fires on stone-throwing Palestinians in Hebron (wounding 8), residential areas nr. The IDF pullbacks fr. 22 small West Bank villages but sends forces into Birzeit, Dahariyya, `Ayn Bayt Himla r.c. nr. Ramallah and briefly reenters Tulkarm to make arrests. In Birzeit, troops occupy the main PSF station, begin house-to-house searches. The IDF lifts the curfews on Jenin r.c. (which it says it has quelled), Nablus for several hrs. for the 1st time since 4/3; pulls troops back fr. the old city in Nablus, allowing residents, some journalists and local medical workers to see the extent of devastation for the 1st time. The IDF continues to bar ICRC, UNRWA teams fr. entering the towns. In Jenin r.c., the IDF fatally shoots a 13.-yr.-old boy who gets "too close" to an IDF tank post during the break in curfew; continues to bulldoze buildings. In Nablus, the local hospital says the morgue is filled to capacity; it has had to move in a refrigerated truck to handle overflow. PA officials who reach Ramallah's city hall report that the IDF has ransacked and burned the building, confiscated or destroyed important documents, particularly relating to Palestinian land ownership. On arrival in Tel Aviv, Powell is greeted by Sharon, who says the IDF is "not about to leave" Bethlehem, Jenin, Nablus, Ramallah; even when troops pull out, they will surround and seal the cities (as they are doing to Qalqilya, Tulkarm) to ensure there are no "terrorist" attacks. The White House says Bush never expected Israel to halt incursions, withdraw fr. PA areas in "a mere eight days"; says Bush considers Sharon to be a "man of peace." A AMB sniper using a decades-old carbine rifle fatally shoots 7 IDF soldiers, 3 Jewish settlers, wounding 6 others at a checkpoint nr. Ofra settlement before escaping, leaving his gun behind. In response, IDF tanks, helicopters, F-16s strike PSF targets in Bethlehem, killing 4 PSF officers, wounding 20. In retaliation for the Beit Israeli suicide bombing on 3/2, IDF helicopters rocket the PA headquarters, a small factory in Bethlehem. The IDF also shells the PA military intelligence office in Salfit, killing 1 PA intelligence officer, wounding 5; shells a building within Arafat's compound in Ramallah; briefly invades Qalqilya. In Gaza, an AMB gunman fatally shoots an IDF soldier. Sharon convenes his inner cabinet to chart an intensified policy of "sustained military pressure" against the PA, militant Palestinian groups. Jewish settlers rally outside the PM's residence in Jerusalem, demanding harsher attacks on the Palestinians. 100s of Hamas supporters rally in Jabaliya. The IDF shells Hamas's press office in Nablus, killing 8 Palestinians, wounding 7. Among the fatalities are Hamas political leaders Jamal Mansur and Jamal Salim, the targets of assassination and prominent public figures known for running a network of welfare programs and medical clinics. Also killed are Fahim Dawabsha, another Hamas mbr. on Israel's wanted list; 2 journalists interviewing Mansur; 2 children outside the building. The attack triggers firefights, especially around Jerusalem; mortar strikes; and 2 ambushes of Jewish settler vehicles that leave 7 settlers wounded. 100s of Palestinians gather outside the Hamas office to protest. Sharon terms the attack "one of our most important successes." The State Dept. "strongly deplores" the "highly provocative" incident. Egypt's Mubarak sends an "urgent letter" to Bush pressing for U.S. to intervene with Israel. Israeli-Palestinian clashes, now in their 8th mo., continue, with Israel Defense Force (IDF) increasingly striking Palestinian targets and entering areas controlled by the Palestinian Authority (PA) without provocation so as to "keep them guessing and [have] them spend more time defending themselves" and with Palestinians stepping up their sniping at soldiers and settlers and firing of mortars (especially in Gaza). To date, around 511 Palestinians, 82 Israelis have been killed. Today, 1 Palestinian is shot dead by IDF troops. The IDF also shells the PA Preventive Security Force (PSF) offices in Jabaliyya, Jinin; directs shells, heavy machine gun fire at residential areas of Khan Yunis; sends tanks, bulldozers into 2 PA-controlled areas in Gaza, occupying a multistory building in al-Qarara nr. Gush Katif settlement and a factory in Dayr al-Balah. IDF soldiers at a checkpoint on the Nablus-Ramallah road halt a Red Crescent ambulance en route to pick up a critically ill patient, severely beat 3 medics, empty the ambulance and damage supplies; the harassment ends when the International Comm. of the Red Cross (ICRC) intervenes. PA Information M Yasir `Abid Rabbuh appeals to Congress to support the recommendations of the Mitchell Comm., the U.S.-led international inquiry into the causes of the al-Aqsa intifada headed by fmr. U.S. sen. George Mitchell. The comm.'s preliminary report (submitted to Israel and the PA on 5/1) suggests a two-pronged approach to restoring calm based on Israel halting all settlement construction, the PA making a 100% effort to halt violence. The comm.'s final report is expected in 1 wk. The State Dept. says Secy. of State Colin Powell is considering meeting with Sharon, Arafat on the sidelines of his trip to Africa, Europe 5/22+n30. In Washington, U.S. Pres. George W. Bush holds a strategy session on the Middle East with his top foreign policy advisers, including Secy. of State Powell, Secy. of Defense Donald Rumsfeld, National Security Adviser (NSA) Condoleeza Rice. Powell advocates using the recommendations of the Mitchell Comm. and the Jordanian-Egyptian initiative as the base for a cease-fire plan. Settlers are also reportedly moving boundary fences, adding trailers, bulldozing Palestinian land around Beit Hagay, Gush Etzion, Karme Tzur, Nahal Najhout, Tene settlements.
