What the IDF describes as an Israeli “special police unit” operating outside Jenin ambushes, assassinates wanted Islamic Jihad military cmdr. Nahid Abu Ghanim, seriously wounds a bystander. Hrs. later, the AMB kills 3 Jewish settlers, wounds at least 5 in drive-by shootings outside Gush Etzion settlement nr. Bethlehem and Eli nr. Nablus; the IDF seals Bethlehem and Hebron, bars Palestinian traffic in those areas, says arrest raids will increase; YESHA settlers council calls on Sharon to close all West Bank roads to Palestinian traffic. During the day, the IDF also handcuffs and severely beats a Palestinian shepherd nr. Tulkarm for no apparent reason; conducts arrest raids, house searches in Kafr Qalil nr. Nablus. Late in the evening, the IDF launches arrest raids that continue overnight in villages around Hebron, Jenin, Ramallah, Tulkarm. An unnamed IDF spokesman confirms that the IDF has sent undercover officers who can pass as Arabs into the weekly nonviolent demonstrations against the separation wall in Bil`in to encourage Palestinians to throw stones; troops then use force to disperse crowds. The IDF escalates its n. Gaza incursion, sending troops deep into Jabaliya r.c., occupying several homes as outposts, sparking clashes with Palestinians, shelling and conducting at least 5 air strikes on residential areas, leave at least 27 Palestinians dead (including 15 armed Palestinians; 12 unarmed bystanders, including 10 killed by IDF shelling at an UNRWA school) and more than 131 wounded; 6 IDF soldiers are also wounded. Troops also demolish at least 22 Palestinian homes in Jabaliya to allow better access for military vehicles, occupy a UN school and a PA security office. Palestinian gunmen fatally shoot 2 IDF soldiers, 1 Jewish settler jogger outside Jabaliya nr. Aley Sinai settlement, before being shot dead by troops. In the evening, Sharon’s security cabinet approves a plan, codenamed Days of Penitence, for a major, prolonged ground offensive in n. Gaza. Elsewhere in Gaza, the IDF bulldozes 2 d. of greenhouses and apiaries in Dayr al-Balah; demolishes 2 Palestinian homes, fires on residential areas in Rafah. In the West Bank, the IDF declares the northern and central Jordan Valley a closed military zone; conducts arrest raids, house searches in ‘Azun, Dura, Faqqu’a and Yamun nr. The IDF fatally shoots a 16-yr-old Palestinian boy in Tulkarm r.c.; halts an ambulance outside Jenin, detains 2 Palestinian dialysis patients returning fr. treatment (1 blind; 1 paraplegic, wheelchair bound) on suspicision of being wanted men, releases them after 10 hrs.; fires on Palestinian nr. Bayt Hanun, wounding 2; demolishes 7 Palestinian homes (1 in Jenin, 3 in Jenin r.c., 3 Rafah); bulldozes greenhouses in Rafah; raids a school in Jenin, arresting a school guard for not having an ID (confiscated by IDF in 6/02); digs trenches around Jenin, Nablus to prevent Palestinians fr. leaving or entering except through 3 IDF checkpoints. Palestinians fire a rocket fr. Gaza into Israel, causing minor damage outside a school, no injuries. Sharon accuses Ben-Eliezer of cynically maneuvering to win reelection as Labor party head in party voting on 11/19; threatens to dismiss Labor party MKs fr. the coalition government, force early elections if they vote against. The IDF directs machine gun fire at residential areas of Rafah r.c. to disperse stone throwing youths, hitting several homes and a school, killing 1 Palestinian bystander, wounding 14, including 9 children; conducts arrest raids in Hebron; bulldozes 100 dunams of olive groves s. of Hebron. Some 2,000 Jewish settlers gather at Havat Gilad to protest the IDF's removal of the unauthorized settler outpost, the 1st inhabited enclave (2 families) to be removed by the IDF in the past wk.; 10s of settlers throw stones at, slash tires of reporters vehicles, Palestinian vehicles, a PRCS truck but do not assault soldiers; most settlers leave in the evening, saying the IDF agreed to allow settlers to stay at the site during daylight hrs.             In Washington, Bush receives Sharon for talks on Iraq, the Palestinians; gives Sharon a U.S. draft road map for creation of a Palestinian state that the U.S. plans to submit to the Quartet as an alternative to the EU draft discussed on 9/17. The IDF fires on stone-throwing Palestinian youths in Bayt Lahia, Jenin, Rafah r.c. (killing a 12-yr.-old Palestinian girl inside her house); kills 1 Palestinian nr. Tulkarm who was allegedly en route to stage a suicide bombing; fires on a busload of university students in Jenin, wounding 8; conducts arrest raids in Hebron, Nablus, Ramallah, Tulkarm. 2 Palestinians die of injuries received in the 10/7 IDF attack on Khan Yunis, which Sharon describes as a "success" despite the fact that the IDF failed to capture or kill 2 Hamas mbrs. targeted in the attack. Palestinians fire on a settler vehicle nr. Hebron, wounding 4 Jewish settlers; Jewish settlers assault Palestinians on the street, break windows of Palestinian cars; the IDF reinforces troops in the city, reimposes a curfew, but does not intervene to stop settler attacks. Under U.S. pressure, Sharon pulls the IDF out of Bethlehem, Bayt Jala. Jewish settlers assault journalists covering the pullout. Islamic Jihad gunmen kill 4 Israelis, wound 30 in a drive-by shooting in Hadera, are fatally shot by Israeli police. AMB gunmen kill 1 IDF soldier on the West Bank-Israeli border, escape into the West Bank. The IDF also conducts arrest raids in Nablus, al-Ubayat; reinforces positions in Jinin, Tulkarm; opens fire on 9 Palestinian schools in the PA-controlled section of Hebron, injuring 4 students with rubber-coated metal bullets, 15 with tear gas; directs heavy machine gun fire at residential areas of Qalqilya. Israel cuts off all contact with the PA; gives Shin Bet, the IDF the "green light" to step up assassinations. Some MKs say Sharon should banish Arafat fr. the West Bank, Gaza. The PA arrests 3 PFLP leaders, but says it has not identified Ze'evi's assassins, will not extradite them to Israel once it does. Israel says if the killers are not extradited, it will treat the PA as a sponsor of terrorism. (The State Dept. refuses to back Israel's extradition demand.) Sharon declares that "Arafat has 7 days to impose absolute quiet in the territories. If not, we will go to war against him. As far as I'm concerned, the era of Arafat is over." The IDF reoccupies areas A in Jinin, Nablus, and Ramallah, sending in tanks and troops, shelling buildings, killing 3 Palestinians. In Bethlehem, 3 Palestinians, including Fatah tanzim leader Atif Ubayyat, 1 of Israel's most wanted, are killed when an explosion destroys their car. The deaths, which Palestinians claim were an assassination, spark a serious gun battle around the city; Palestinians in Bayt Jala also fire a mortar at Gilo for the 1st time in 2 mos., causing no damage. At least 1 PFLP gunman assassinates Israeli tourism M Ze'evi in an East Jerusalem hotel, shooting him at point blank range, using a pistol equipped with a silencer, escaping undetected. The PFLP says it is retaliating for the assassination of PFLP secy. gen. Mustafa on 8/27; also takes responsibility for a suicide car bombing in Gaza that wounds 2 IDF soldiers. Arafat immediately condemns the assassination, orders the PSF to arrest the killers. The PSF quickly arrests 3 PFLP mbrs. but releases them after questioning. Meanwhile, Hamas mbr. Iyad al-Akhras is killed in an explosion in his Gaza home in what may be an assassination. The IDF also fires a missile at a Palestinian car in Nablus, but the rocket misses, 3 Palestinians escape unharmed. The IDF makes a predawn incursion into al-Qarara, firing heavy machine guns at homes, bulldozing 10s of dunams of cultivated land for construction of a settler bypass road; directs machine gun fire at residential areas of Gaza City, Jinin, Rafah; bulldozes secondary Palestinian roads around Ramallah. Palestinian gunmen reportedly fire at Neve Dekalim, wounding 2 Jewish settlers. In East Jerusalem, Jewish settlers angry over Ze'evi's murder attack, beat Palestinians. (HP 10/17; WT 10/18)

After a lengthy Israeli inner cabinet mtg., Sharon issues an ultimatum to the PA: arrest and extradite Ze'evi's killers and the PFLP's current leaders and "dismantle terror organizations" or face a response more severe than any recent reprisal. Sharon then convenes a special session of the Knesset (boycotted by Arab MKs), where he declares, "We will wage all-out war on the terrorists" and "those who collaborate with them." National Union+nYisrael Beitunia MKs suspend their resignations to see how Sharon responds. The IDF sends tanks, troops 2.5 mi. into area A around Jinin; reimposes tight closures on, places 24 hr. curfews on, and directs shells and heavy machine gun fire at residential areas of Azariyya, al-Bireh, Jinin, Nablus, Ramallah; deploys helicopters to hover over major Palestinian population centers; bars Arafat fr. using Gaza airport. Powell phones Sharon to urge Israel to use restraint. The White House calls on the PA to "immediately find and bring to justice those who committed this murder," saying Arafat must "take vigorous action against terrorists." (MM, WP 10/18; Interfax, MENA, QA 10/18 in WNC 10/19)

The IDF withdraws fr. Palestinian areas of Hebron, vandalizing several homes, cars before leaving. The National Union and Yisrael Beitunia bloc (led by Tourism M Rehavam Ze'evi, Infrastructure M Avigdor Lieberman) quits the governing coalition in protest, leaving Sharon with control of 76 of the Knesset's 120 seats. As troops withdraw, Jewish settlers attempt to storm the vacated Palestinian neighborhoods, also vandalize several homes and shops, but are halted by soldiers, who arrest 21 (all released later in the day). The IDF also eases passage through roadblocks in a handful of areas, including Ramallah, and expands fishing areas off Gaza, in keeping with cease-fire steps. Meanwhile, however, Hamas mbr. Hamad Marshud is killed when a flechette device, apparently planted by the IDF, explodes in a car outside his Nablus office. The State Dept. reiterates the U.S.'s strong opposition to Israel's assassination policy. The IDF also maintains closures on most West Bank, Gaza areas; surrounds, seals Bayt Umar; conducts arrest raids in Dayr Istya; begins building a bridge to link the Gaza settlements of Gush Katif, Kissufim, confiscating 150 dunams of Palestinian land; hands eviction orders to 250 tradesmen at a market area nr. Tulkarm; conducts arrest raids in Bayt Surik, Dayr Istya. Nr. Ramallah, armed Jewish settlers bar Palestinians farmers fr. reaching their olive groves, firing on them, beating them, burning cars. In Jerusalem, Israeli authorities raid the offices of several Palestinian lawyers, architects; search, photograph, destroy company files. In London, Arafat meets with British PM Tony Blair, who calls for the creation of a "viable Palestinian state, as part of a negotiated and agreed settlement, which provides peace and security for Israel." Bush for the 1st time publicly endorses the creation of a Palestinian state, saying it "has always been a part of our vision, so long as the right of Israel to exist is respected." In Gaza, 2 Hamas mbrs. raid Aley Sinai settlement, tossing grenades into buildings and shooting IDF soldiers guarding the settlement as well as residents, killing 2 Jewish settlers, wounding 7 soldiers and 8 settlers before being shot dead. Arafat orders the PSF to hunt for the assailants. Sharon calls an emergency mtg. of his cabinet. Palestinians also fire a mortar at a Jewish settlement in s. Gaza. The IDF fires tear gas, rubber bullets at Birzeit University students, staff conducting a peaceful protest march to Surda checkpoint, injuring 3 journalists covering the event, 1 marcher. Israeli-Palestinian fighting in the West Bank and Gaza abates slightly but escalates again this evening, leaving at least 3 Palestinians dead. The most serious incident is in Nablus, where the IDF, implementing the Sharm agmts., turns over Joseph's Tomb to the PSF. Palestinians celebrating the IDF pullback overrun the PSF, destroy the tomb. In response, armed Jewish settlers roam areas around West Bank settlements, stoning and firing at Palestinian cars, killing 1 Palestinian. Inside Israel, Jews fr. Upper Nazareth rampage through Arab Nazareth throwing stones at Israeli Palestinians, sparking a riot; when Israeli Arabs start to fight back, Israeli riot police intervene, using tear gas and live ammunition, shooting dead 2 Israeli Arabs. In Tiberias, Jews vandalize a historic mosque. The IDF moves tanks into the West Bank to guard the Jewish settlement of Psagot, which has been the target of Palestinian sniping. At Rafah airport, Palestinians fire on a bus Israeli airport workers, injuring 8. Israel shuts the airport. Barak calls up IDF reservists, sets an ultimatum of 48 hrs. for Palestinians to halt their assaults on IDF outposts, Jewish settlements or "we will regard this as a cessation by Arafat of the peace process, and we will order the army to use all means at its disposal." Barak also says he is considering forming a "unity government" with Likud MK Sharon. In response, Hizballah guerrillas cross into Golan Heights, kidnap 3 IDF soldiers; fire rockets at the IDF's Shaba` outpost, injuring 6 soldiers. Barak reinforces the border area, sends Israeli warplanes and attack helicopters into Lebanon to strike Hizballah targets, injuring 4 Lebanese civilians. U.S.'s Albright phones Lebanese pres. Lahoud, Syrian pres. Asad to urge them to intercede with Hizballah to release the IDF soldiers. France, Germany, the Red Cross, Russia, the UN open channels with Hizballah, which demands Israel release at least 19 Lebanese political prisoners (kidnaped by the IDF in Lebanon, held without trial for as long as 20 yrs.) in exchange for the soldiers. Syria, Saudi Arabia issue joint statement in Riyadh on peace process, saying "'just and comprehensive" settlement only achievable with Israel's "full withdrawal from all the occupied Arab territories," including Golan. (MM 10/10)

Israel frees Salim Husayn al-Zrai, 50, held in prison 23 years. Sentenced to life imprisonment in 1970 for infiltration attempt, Fateh activist released because of PLO adherence to its 9/13 commitment not to attack Israel. Release of this longest-held Palestinian prisoner of Israel interpreted as indicating future mass release of Palestinian prisoners. (CSM, NYT 10/20)

Israeli defense officials announce failure of 10/14 test of U.S.-funded Arrow missile. Another test in August also failed, and the GAO issued a report that month criticizing Israeli management of the program (see 10/23). (WT 10/20)
