In the West Bank, Israeli settlers vandalized 9 vehicles parked outside the Shiloh settlement belonging to Palestinians working in the settlement; a video of the incident shows the settlers throwing stones at the parked vehicles. Israeli forces seized 5 residential tents in Khirbet Humsa. 14 Palestinians were arrested during raids in Sur Bahir, Ramallah, Qaddura refugee camp, Silwad, Nablus, Barta‘a, and Hebron. In East Jerusalem, Israeli forces demolished residential sheds in Silwan, displacing 1 Palestinian family. 1 Palestinian was arrested in al-Tur. After 2 days of protest, the Hamas-appointed chairman of the Higher Sharia Council Hassan Jojo said the council would redraft a law banning unmarried women in Gaza from traveling outside of the strip without approval from a male guardian. The law was initially passed on 2/14. (HA, REU 2/16)

The U.S. Biden administration said it would return to dealing with King Salman of Saudi Arabia rather than his son and crown prince Mohammed bin Salman. The announcement came during a press conference by White House spokesperson Jen Psaki, who also said that the Biden administration would start pressuring Saudi Arabia on human rights issues unlike the Trump administration approach. In the West Bank, Israeli settlers attacked a bus carrying Palestinians south of Nablus, causing damage to the bus. Israeli forces delivered demolition notices for 15 Palestinian homes in Yatma. In East Jerusalem, 1 Palestinian family demolished their own barns in Silwan to avoid exorbitant Israeli demolition fees. 6 Palestinian minors were arrested during raids in Shu‘fat and al-Tur. The Sharia Judicial Council in Gaza ruled that unmarried women in Gaza must obtain permission from a male guardian to be able to travel. (AP, GDN, TOI 2/15; PCHR 2/16)

The Qatari envoy to Gaza Mohammad al-Emadi said Qatar had brokered a deal between the PA and the Israeli gas company Delek to deliver natural gas to Gaza and to install a gas pipe to the Gaza power station from an offshore rig. According to the deal, European countries will fund the maritime parts of the gas pipe within Gaza’s maritime borders and Qatar will fund the extension to the gas rig. The Jewish National Fund’s (JNF) leadership approved a change in policy that will allow the JNF to purchase land in the West Bank for Israeli settlement expansion. The JNF’s board of directors still needs to approve the new policy and is said to decide after the 3/23 Israeli elections. The JNF leadership also approved allocating $11.7 million for buying land in the West Bank, a decision that also needs the board of director’s final approval. Several Zionist organizations expressed criticism of the JNF’s decision. (HA, HA 2/14; HA 2/15)

Syrian state media said Israel fired missiles at Damascus from the Golan Heights but did not report any casualties. The Syrian Observatory for Human Rights said 6 people were killed in the attack. (AJ, AJ, AP, HA 2/15)

In Israel, security forces in Petah Tikva shoot and kill a Palestinian worker from a village nr. Nablus, during a police-led search for Palestinians without permits. In the West Bank, IDF troops clash with residents in 1 village nr. Jenin during a raid. In 1 village nr. Ramallah, Jewish settlers attack property and residents who in turn fight back with stone-throwing. As a result, Israeli forces fire tear gas grenades at the Palestinian villagers, causing no serious injuries. The IDF conducts house searches and arrest raids in 3 villages nr. Jenin at night; patrols in 1 village nr. Jenin in the afternoon, and in 2 villages nr. Hebron and 1 village each nr. Qalqilya and Ramallah at night. In Sur al-Bahir, East Jerusalem, a Palestinian family demolishes 3 apartments in an effort to avoid the charges associated with a demolition conducted by the municipality. (MNA 11/30; PCHR 12/5)

Thousands of demonstrators protest against the proposed Prawer Plan in several locations across Israel, including the Negev village Hura, Haifa, nr. Highway 444 in the “Triangle,” Jerusalem, and Jaffa, with a total of 34 arrests nationwide. The largest protest is in Hura, where protesters throw stones and the police retaliate. Israeli FM Lieberman harshly attacks the protesters, and says the govt. is “fighting for the lands of the Jewish people.” Solidarity protests also take place nr. Egypt’s 50-mbr. constituent assembly votes on 138 articles of the 247-article draft constitution, limiting the scope of Shari‘a law and allowing the army to try civilians in military tribunals. Meanwhile U.S. Defense Secy. Chuck Hagel calls DM Abdel Fattah al-Sisi to express concern about a new law curbing protests, according to a statement by Dept. of Defense spokesperson Carl Woog. Also in Egypt, security forces kill 3 mbrs. of al-Tawhid walJihad, a militant group, in the n. Sinai nr. Shaykh Zuweid. (AP, NYT, MNA 11/30)

The IDF conducts air strikes to destroy 2 vacant AMB buildings in n. Gaza; fires 3 shells at the eastern border of Gaza nr. alMaghazi r.c., causing no injuries; demolishes a Palestinian home in Bayt Hanina outside East Jerusalem for being constructed without permits; conducts arrest raids, house searches nr. Bethlehem, Jenin, Nablus; completes a section of the separation wall btwn. Qalandia checkpoint s. of Ramallah and the al-Ram and Dahiyat al-Barid area nr. Jerusalem. Nr. Tulkarm, 2 Palestinian teenagers throw Molotov cocktails at an IDF patrol, causing no injuries; 1 is shot, wounded by the IDF. Some 20 AMB gunmen occupy the n. Gaza governor’s office, Education Min. offices, and a shari‘a court for several hrs., demanding jobs in the PA security forces; some 400 Palestinians, including AMB mbrs., hold a similar protest outside the Fatah headquarters in Bethlehem. The IDF reinforces troops around East Jerusalem; conducts arrest raids, house searches nr. Hebron, Jenin. Jewish settlers break into, vandalize the shari‘a court in Hebron, several nearby Palestinian homes; Israeli police intervene belatedly, disperse but do not detain the settlers. Jewish settlers fr. Israeli state attorney recommends that Israel take no action against Hanan Ashrawi for her alleged contacts with PLO officials, as had been recommended by Israeli police. Israeli attorney general must now decide Ashrawi's fate. (MM 11/19)

Jerusalem chief of police apologizes for 11/18 raid on Islamic court offices in E. Jerusalem (but does not return documents) as some 100 Palestinians, including members of the Islamic Higher Council, demonstrate against the raid in E. Jerusalem. Merchants in Hebron joined with those in the old city in strike to protest the raid. (MM 11/19)

PM Shamir declares Israel will not release more Lebanese prisoners until it receives its missing servicemen. FM Levy calls on UN, Western countries to avoid "discrimination" during prisoner-hostage release negotiations, a reference to increased Israeli concern that such talks are focusing solely on Western hostages and ignoring Israeli demands for information on its servicemen missing in Lebanon. Israeli negotiator Uri Lubrani travels to New York for talks with UN Secy. Gen. Perez de Cuellar to push for progress on releasing airman Ron Arad, only Israeli hostage believed to be alive. Reversing earlier UN policy seeking a multilateral release, Perez de Cuellar states that he now accepts separating question of Western hostages from that of Israeli captives.
