Israeli forces also bomb Jenin using a drone, killing 2 Palestinians, including a child, and injuring 15 others. Elsewhere, Israeli forces shoot and injure 2 Palestinians during a raid in Balata refugee camp. Israeli forces also shoot and injure a Palestinian during a raid in ad-Doha. Meanwhile, Israeli forces detain 2 10-year-old Palestinian boys for 6 hours in Sinjil. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. Israeli forces assault and arrest 2 Palestinians outside of the compound’s Lions Gate. In Gaza, Israeli forces bomb Jabalia refugee camp, Dayr al-Balah, Rafah, Gaza City, Khan Yunis, Nuseirat refugee camp, al-Bureij refugee camp, and Maghazi, killing at least 97 people, including 18 people from the same family in a home in Gaza City. 5 patients die at the Nasser Hospital due to the lack of power and oxygen as Israeli forces continue to occupy the hospital. In Lebanon, Israeli forces bomb Kafr Remen, Tayr Harfa, Jbaa, Kafr Kila, Maroun al-Ras, Khiam, Umm al-Tut, and Shehin, killing 4 people in Kafr Remen. Hezbollah attacks an Israeli military building in Kfar Yuval. In the Red Sea, a ship is hit by 2 missiles fired from Yemen. More than 29,410 Palestinians have been killed by Israeli forces in Gaza, including at least 12,000 children and 7,200 women, and around 69,465 have been injured since 10/7/2023. At least 8,000 people are missing in rubble, including 1,700 children. 399 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 102 children. More than 4,530 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 235 Israeli soldiers have been killed and 1,396 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7/2023, constituting over 60% of all housing units. 42 trucks carrying aid enter Gaza. Israeli finance minister Bezalel Smotrich issues a statement after meeting with Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and Strategic Affairs Minister Ron Dermer, saying the government will submit plans for 2,350 new settlement units in Ma’ale Adumim, 300 in the Keidar settlement, and 694 in the Efrat settlement in response the killing of an Israeli settler earlier in the day. National Security Minister Itamar Ben-Gvir says Israeli settlers’ right to freedom of movement in the West Bank overrides that of Palestinians’, adding he will further limit the freedom of movement for Palestinians. Prime Minister Netanyahu presents his post-war plan for Gaza to the Israeli war cabinet, which includes installing “local officials” to govern the area, “maintain an indefinite freedom to operate throughout” Gaza, enlarge the “buffer zone” inside Gaza, and the complete demilitarization of Gaza before reconstruction is allowed to begin. Netanyahu’s plan also includes the permanent closure of UNRWA and the rejection of “unilateral recognition” of a Palestinian state. Defense Minister Gallant meets with U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk, saying Israel will expand the authority of Israeli negotiators to reach a prisoner exchange deal in Paris over the weekend. Jordanian representatives, including Foreign Minister Ayman Safadi, give statements to the ICJ on the fourth day of the hearings on the legality of the Israeli occupation of Palestinian territories, saying Israeli policies and practices show that Israel intends for the occupation to be permanent. Japan’s representative argues that even territory that is not internationally recognized cannot be acquired by force. Ireland’s representative says Israel has committed serious breaches of international law during its occupation. China says the issue of Palestinian self-determination is a UN issue, countering a U.S. argument made on 2/21, and argues that because of the occupation the right to self-defense lies more with the Palestinians than with the Israelis. UNRWA commissioner-general Philippe Lazzarini writes a letter to UN General Assembly president Dennis Francis, saying Israel is making a “concerted effort” to dismantle UNRWA, including by ordering UNRWA to leave a vocational center in East Jerusalem and pay Israel $4.5 million for using the facility, pointing out that the facility was given to UNRWA by Jordan in 1952. Lazzarini also says Israel is only giving UNRWA staffers visas for 1-2 months, that Finance Minister Smotrich has threatened UNRWA with revoking its tax exemption, that an Israeli bank has blocked the UNRWA account, and that Israeli customs has suspended shipments of goods to UNRWA. In the West Bank, Israeli settlers with a military escort marched near Fawwar refugee camp and Dura, throwing stones at Palestinian vehicles. Israeli forces closed the entrances to the camp and village to facilitate the march. Israeli settlers also attacked Palestinian shepherds in Khirbet Makhul. 40 Palestinians were arrested during late-night raids in Fawwar refugee camp, Hebron, Bethlehem, Shu’fat, Biddu, Aqabat Jaber refugee camp, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 1 Palestinian family was forced to demolish their own home in Sur Baher. In Gaza, an explosion at a Hamas military site in Dayr al-Balah killed 1 member of the Qassem Brigades and injured 1 other. Hamas called the explosion an accident. The Israeli High Court of Justice approved the punitive demolition of the family home of a 13-year-old Palestinian who allegedly stabbed an Israeli police officer at the Shu’fat checkpoint on 2/13. The Palestinian child, whose trial is ongoing, was charged with murder as an Israeli settler opened fire at the child but instead shot and killed the police officer. The court rejected the argument that the family’s home should not be demolished due to the child’s age, saying the punitive demolition would deter other children from attacking Israeli forces. PA finance minister Shukri Bishara said that the Levine case against the PA and PLO had been dropped in a U.S. court. The plaintiff sought damages from the PA and PLO for $1 billion, claiming the PA and PLO were responsible for an attack that took place in Jerusalem in 2014. (WAFA 8/24)

The Guardian reported that in a 43-page amicus brief sent to the International Court of Justice (ICJ) in July the UK government opposed the ICJ review of the legality of the Israeli occupation. The UK opinion raised 4 main arguments against the review, saying that the issue is a “bilateral dispute,” that the court is not equipped to examine the issue, that the review would conflict with existing agreements, and that the review is not appropriate as it asks the court to “assume unlawful conduct on part of Israel.” (AN, GDN 8/24)

The Syrian Observatory for Human Rights said in a report that Israel had carried out 25 attacks on Syria in 2023, including 18 air attacks and 7 ground-to-ground attacks, hitting 60 targets and killing 61 people. (HA 8/24)

Saudi Arabia signed an agreement to allow all UNESCO member states free access to a World Heritage Committee meeting in Riyadh in September, including Israel. Israeli forces also shot and killed 1 Palestinian minor and injured 3 others with live ammunition and a concussion bomb during a raid in Balata refugee camp. The security coordinator at the Gilad settlement outpost was arrested by Israeli forces on suspicion of having aided settler vandalism in Fara‘ata in the West Bank on 3/14. Another security guard at the settlement was also arrested for partaking in the vandalism. (HA 3/17)

The Israeli supreme court voted to uphold the Israeli ministry of justice’s decision to seize 7.5 acres of land owned by residents in the Israeli town of Taibeh, using the Absentee Property Law despite the Palestinian owners not having left their property during the Nakba. The ministry of justice decided to seize the land in 2017 after the owners applied to fill a quarry to convert into agricultural lands. Furthermore, the 3 supreme court justices ruled that the families must pay $9,100 in court fees. (HA 3/15; HA 3/18)

The EU delayed its annual $236 million aid to the PA and various Palestinian civil society projects, as a Hungarian representative wanted to condition the aid on removing “incitement” from Palestinian schoolbooks. The European Commission will have to rule on the Hungarian demand before the aid can be released to the PA. PA representatives told Haaretz that the Hungarian delegate is behaving like the Israeli far-right by raising demands on conditioning aid to Palestine. PA foreign minister Riyad al-Maliki has told the Hungarian delegate that the PA will not accept the demand. (HA 3/15; WAFA 3/16)

U.S. ambassador to Israel Tom Nides told Americans for Peace Now, during a virtual event, that he is infuriated by Israeli settlement expansion but that he is unable to stop it. He further stated that he did everything in his capacity to stop Israeli plans to construct settlements in the E1 area. Ambassador Nides also said that the U.S. wants to reopen its consulate to Palestinians in Jerusalem but that the Israelis are “aggressively” opposing it and that both Israel and the PA are making “too big a deal” over the issue. More than 500 Google employees signed a petition in protest over Google’s decision to relocate 1 Jewish employee from the U.S. to Brazil after she voiced criticism of Google’s contract with the Israeli cloud server Project Nimbus. In the West Bank, Israeli settlers with military escort raided Luban al-Sharqiyya, during which 1 Israeli settler pushed 1 Palestinian off a 4-meter wall, causing him to be hospitalized. Israeli settlers also uprooted some 50 olive trees near al-Twana. Elsewhere, Israeli settlers and military escort raided Kafr Ni‘ma, leading to confrontations; no injuries were reported. Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work at the separation barrier near Barta‘a. Israeli forces also clashed with Palestinians during a raid in Tuqu‘, injuring 1 child who was hit by a tear gas canister, others suffered tear-gas related injuries. 7 Palestinians were arrested during raids in and around Kaubar, Dura, Hebron, Dheisheh refugee camp, and al-Khadir; during the raid in Dheisheh refugee camp, 1 Palestinian was injured by Israeli forces using live ammunition and others suffered tear-gas related injuries. In East Jerusalem, Israeli forces demolished 1 Palestinian-owned home in Shaykh Jarrah. Palestinians protested the pending eviction of 4 Palestinian families in Shaykh Jarrah whose homes are expected to be taken over by Israeli settlers. Israeli authorities also banned the Old City’s caretaker of Islamic cemeteries from entering the city for 15 days. 5 Palestinians were arrested, including 4 during late-night raids in al-Tur and 1 at the Haram al-Sharif compound. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 6 nautical miles west of Gaza City, causing damage to 3 boats. In Gaza, Israeli forces made incursions and leveled farmland north of Bayt Lahiya. In Israel, 1 Palestinian from the West Bank was arrested at his workplace in Umm al-Fahm. Egypt announced that it would open the Rafah crossing “indefinitely.” It was reported that the decision was tied to the Fatah and Hamas reconciliation efforts and Palestinian plans to hold elections. (ALM, REU, WAFA 2/9; AJ 2/10)

14 Palestinian factions, including Fatah and Hamas, released a joint statement following 2 days of meetings in Cairo confirming the Palestinian elections to be held in May, July, and August. German foreign minister Heiko Maas tweeted that Germany does not agree with the ICC on the issue of the ICC’s territorial jurisdiction in the West Bank, East Jerusalem, and Gaza, saying that the State of Palestine is not recognized in international law. Foreign Minister Maas’s tweet came 1 day after he spoke with Israeli foreign minister Gabi Ashkenazi, who has been reaching out to allies to have them publicly side with Israel in the matter of the ICC investigation. Unlike the U.S. and Israel, Germany is part of the ICC. The EU has said it supports the independence of the ICC. Canada and Australia, also members of the ICC, have also expressed dismay about the territorial jurisdiction ruling. The PA foreign ministry said it regretted that Israel had been successful in convincing Germany, Canada, Australia, Austria, Brazil, and others in opposing the ICC investigation.
