In the West Bank, Israeli settlers emptied sewage and wastewater on Palestinian agricultural lands in Dayr al-Hatab near Nablus. Israeli settlers also attacked 2 Palestinian journalists from WAFA as they were reporting on settler encroachment in Dayr Istya. Israeli forces demolished 1 residential structure and 1 water well, and seized 1 vehicle and 1 power engine near Tubas. 9 Palestinians were arrested during late-night raids in and around al-‘Arub refugee camp, Bethlehem, Qalandia refugee camp, Qalqilya, and Izzariya. In East Jerusalem, Israeli authorities issued demolition orders for 13 Palestinian-owned houses in Silwan inhabited by 76 people. 10 Palestinians were arrested in and around the Old City and Issawiyya, including 2 Waqf guards. Israel handed over control of 3 power stations to the PA. PA prime minister Mohammed Shtayyeh supported the deal and said the PA “seek[s] to establish a single Palestinian power company” that will be responsible for electric supply in all the West Bank. The PA took control of another power station in Jenin in 2017. At the same time, Israel granted the Israeli company Bezeq a license to operate in the West Bank, a move that the PA Ministry of Telecommunications and Information Technology condemned. The PA ministry said that the move impedes the development of Palestinian telecommunication development. (WAFA 10/19; HA 10/20)

Israel reported that PLO secretary general Saeb Erakat was in critical condition as he is being treated for COVID-19 at the Hadassah University Hospital in West Jerusalem. (AJ, HA, WAFA 10/19)

U.S. president Donald Trump said that the U.S. would remove Sudan from the U.S. list of state sponsors of terrorism if Sudan paid $355 million to American victims of terror attacks in Kenya and Tanzania in 1998. The U.S. has been pressuring Sudan to normalize ties with Israel and some analysts believed that a normalization deal was being worked on despite Trump not mentioning it in his statements. Israeli leaders defend the 11/21 Gaza cease-fire in the face of strong criticism from politicians like Yesh Atid’s Yair Lapid and Kadima’s Shaul Mofaz, who believe that the operation had not successfully restored ‘‘deterrence.’’ DM Barak asserts that ‘‘it is still not time to enter Gaza in a very wide operation and conquer it.’’ Barak also reveals that Israel dropped 1,000 times as many explosives on the Gaza Strip as landed on its soil. FM Lieberman (Yisrael Beiteinu) states that Israel will ‘‘eventually need to overthrow the Hamas regime.’’ (INN, JP, REU, YA 11/22)

In Gaza, Palestinian factions organize a major rally in Gaza City to celebrate the cease-fire and call for national reconciliation. On a rare visit to Gaza since the Hamas takeover in 2007, Fatah Central Comm. mbr. Nabil Shaath tells the crowds that Israel failed to isolate them from the West Bank. PM Ismail Haniyeh tells the rally that the ‘‘resistance fighters changed the rules of the game’’ but that the fighters should ‘‘guard’’ the truce ‘‘as long as Israel respects it.’’ (AP, MNA 11/22)

Meanwhile, the toll of Operation Pillar of Defense continues to climb: an Israeli soldier dies from injuries sustained by a Palestinian rocket attack during the operation, becoming the 2d soldier and 6th Israeli to die in the fighting. In the Gaza Strip, rescue workers pull the bodies of 2 more Palestinians from the rubble of the Dalou family home (bombed on 11/18), raising the Palestinian toll to 160. Though the ceasefire generally continues to hold, the IDF opens fire on Palestinians who protest at the border fence nr. Khan Yunis, injuring 1 man. (AP, MNA 11/22; PCHR 11/29)

In the West Bank, Israeli authorities transfer 30 Palestinian prisoners to administrative detention, apparently because of their involvement in solidarity events for Gaza. (MNA 11/22)

The IDF patrols in 1 village each nr. Jenin and Tulkarm in the afternoon; conducts house searches and arrests in 1 village nr. Jenin in the morning and in Qalqilya, al-Bireh, Balata r.c. nr. Nablus, 3 villages nr. Hebron, 1 village nr. Jenin, 1 village nr. Qalqilya, 1 village nr. Tulkarm, Nur Shams r.c. nr. Tulkarm, 1 village nr. Ramallah, and Bethlehem, 4 nearby villages, and Dahaysha r.c. and al-Azza r.c. (both nr. Bethlehem) at night. Those detained overnight include at least 5 mbrs. of the Palestinian parliament affiliated with Hamas. Right-wing Jewish extremists chop down 300 olive trees belonging to Palestinians nr. Israeli naval vessels fire warning shots at Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. IDF troops make a brief incursion into Khuza village in s. Gaza, firing on residential areas (causing no injuries), demolishing a house under construction, and leveling 5 d. of agricultural land. Late at night, IDF troops on the s. Gaza border fire several artillery shells at armed Palestinians operating nr. the border e. of Khan Yunis, wounding 2. In the West Bank, the IDF conducts synchronized patrols in 4 villages nr. Jenin in the morning. Other IDF patrols are conducted in Tulkarm, 2 villages nr. Qalqilya, and 1 nr. Ramallah in the morning; in 1 village nr. Tulkarm in the afternoon; and in 1 village nr. Qalqilya in the evening. The IDF also conducts late-night arrest raids, house searches in and around Ramallah; 1 of the Palestinians arrested was released during the 2011 prisoner swap that freed captured IDF soldier Gilad Shalit. On the 5th anniversary of Israel’s sealing of Gaza’s borders after Hamas’s 2007 takeover, 50 international aid groups and UN agencies (including UNICEF and the WHO) sign a petition urging Israel to lift the siege of Gaza. The petition reads in full: ‘‘For over five years in Gaza, more than 1.6 million people have been under blockade in violation of international law. More than half of these people are children. We the undersigned say with one voice: end the blockade now.’’ (OCHA 6/14; MNA, NYT 6/15)

The West Bank and Gaza remain effectively severed from each other following Hamas’s takeover of Gaza in 6/07, with Hamas controlling Gaza and Fatah the West Bank (see Quarterly Update in JPS 145). Tight Israeli restrictions on Gaza’s borders dating from 8/07 remain in place, including reduced fuel imports, a near-total ban on exports, and limited imports of basic goods. Israel Defense Forces (IDF) roadblocks in the West Bank divide the territory into 3 cantons, and Palestinian access to the Jordan Valley is limited. In Gaza, 30,000 Palestinians attend a Hamas-organized rally in Gaza City to protest ongoing Israeli archaeological excavations nr. al-Aqsa Mosque. Some 1,500 Palestinians attend a similar Hamas rally in al-Maghazi refugee camp (r.c.), also denouncing the upcoming U.S.-sponsored Annapolis peace summit, tentatively set for 11/26–27. In the West Bank, the IDF conducts arrest raids, house searches in and around Jenin, and in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus, Salfit; fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in nr. Ramallah (injuring 5). Jewish settlers fr. Elon Moreh nr. Nablus set fire to 50 nearby Palestinian olive trees. As the quarter opened, Israel and the Palestinians both stated they were observing a cease-fire in Gaza that went into effect on 11/26/06, though near-daily cross-border incidents occurred. Israel’s siege of Gaza, in place since Hamas took control of the Palestinian Authority (PA) on 3/28/06, remained, as did heavy restrictions on Palestinian movement in the West Bank. Today, Israel Defense Forces (IDF) troops on the n. Gaza border fire on several Palestinians collecting scrap metal nr. the border fence n. of Bayt Lahiya, wounding a 12-yrold boy. In the West Bank, the IDF conducts arrest raids, house searches in ‘Aida refugee camp (r.c.) nr. Bethlehem, Azun nr. Qalqilya, Qalandia r.c. (exchanging fire with Palestinian gunmen, leaving 2 IDF soldiers wounded), Tulkarm and nr. Hebron, Jenin; fires on stone-throwing Palestinians in and nr. Hebron demonstrating against Israel’s new construction at the Haram alSharif/Temple Mount (see 2/6/06 in the Chronology in JPS 143); fires rubber-coated steel bullets, tear gas, percussion grenades at 10s of Palestinians, as well as Israeli and international activists, taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in, injuring 8. Jewish settlers fr. Tel Rumeida in Hebron occupy a Palestinian home next to the settlement; the IDF evicts the settlers but declares the area a closed military zone, barring the Palestinian family fr. returning. Jewish settlers fr. Kiryat Arba in Hebron vandalize Palestinian homes, shops; the IDF observes but does not intervene. A Fatah mbr. dies of injuries received in recent clashes in Jabaliya with members of the PA Interior Min.’s predominantly Hamas Executive Support Force (ESF).
