In the West Bank, Israeli settlers set fire to 3 olive trees in Tel Rumeida in Hebron. 14 Palestinians were arrested during late-night raids in Dheisheh refugee camp, ad-Doha, al-Asakra, Bil’in, Turmus ‘Ayya, Jalazun refugee camp, Ya’bad, Burqin, and Bardala; Israeli forces injured 1 with live ammunition and others with tear gas during the raid in Dheisheh refugee camp. In East Jerusalem, Israel forced 1 Palestinian man to demolish his commercial structure in Silwan. Israeli authorities also issued 3 demolition orders for homes in Silwan. 4 Palestinians were arrested during raids in Silwan. Fighting broke out in Ain al-Hilweh refugee camp in Lebanon after Palestinian Islamist groups launched attacks, injuring 6. A committee of Palestinian factions in the camp had announced on 9/5 that security forces would begin raids to find the accused killers of Fatah general Mohammad al-Armoushi who was killed on 7/30. The security forces also said that on 9/8 they would begin clearing militants who have been occupying UNRWA-run schools in the camp. (AP 9/8)

The Israeli Ministry of Education sent letters to schools in East Jerusalem threatening to revoke their licenses if they teach the Palestinian curriculum printed by the PA. (PCHR 9/14)

The Israeli Civil Administration advanced plans for creating 22 solar power plants in West Bank settlements. Haaretz reported that the plans were approved 2 weeks ago. A source in the Civil Administration told the newspaper that Palestinians will not be able to decide not to purchase electricity generated in the settlements. (HA 9/7)

The U.S., Germany, the UK, and the EU condemned remarks by PA president Mahmoud Abbas, who said in a speech at the Fatah Revolutionary Council that Adolf Hitler killed European Jews over ‘social functions’ such as usury, rather than out of anti-Semitism. Paris mayor Anne Hidalgo also stripped Abbas of the Grand Vermeil de Paris medal which he received from her in 2015. Abbas’ remarks were published by the pro-Israel group Middle East Media Research Institute which is known for distorting statements by critics of Israel. Spokesperson for Abbas, Nabil Abu Rudeineh, said Abbas was quoting American and Jewish historians and that he “full[ly] condemn[ed]” the Holocaust and anti-Semitism. U.S. national security advisor Jake Sullivan told reporters that “[m]any of the elements of a pathway to normalization [between Israel and Saudi Arabia] are now on the table. We do not have a framework, we do not have the terms ready to be signed. There is still work to do,” further stating that there is a “broad understanding of many of the key elements.” (HA, REU 9/8)

Off Gaza’s coast nr. Dayr al-Balah, Israeli naval forces fire warning shots at 1 Palestinian fishing boat, then confiscate 8 nets. In the West Bank, Israeli forces destroy hundreds of trees in a nature reserve nr. Tubas; demolish the remaining grocery stands set up along bypass road Route 60 (several stands were confiscated on 6/15). IDF troops conduct 3 raids in Jenin r.c., arresting 1 Palestinian on each and destroying their property. They also conduct raids in Aida r.c. and 1 village nr. Bethlehem, and 2 villages each nr. Hebron, Qalqilya, Ramallah, and Nablus, arresting 12 Palestinians and issuing arrest summons to 3; patrol in 4 villages nr. Hebron, 2 nr. Ramallah, and 1 nr. Jericho. In East Jerusalem, Israeli police arrest 5 Palestinians as they exit Haram al-Sharif, and more than 50 right-wing Jewish activists tour the sanctuary. Israeli forces conduct a late-night raid in Issawiyya, sparking clashes with stone- and firework-throwing residents; 5 Palestinians are injured. Israeli forces arrest 1 Palestinian on a night raid in al-‘Izzariya. In n. Israel, the IDF declares a section of the Israeli-occupied Golan Heights a closed military zone to nonresidents in response to recent fighting on the Syrian side of the border. Hamas sources say that Israel and Hamas have been holding an indirect exchange through various Arab, Turkish, and European channels about the prospect of agreeing to a 5–10-year cease-fire, and that elements under discussion relate to easing the blockade, including the possible construction of a seaport, and the entry of materials into Gaza in exchange for quiet. At a meeting of the Fatah Revolutionary Council in Ramallah, PA pres. Abbas says that he intends to dissolve the PA consensus govt. and form an entirely new cabinet within the next few days. Hamas official Basem Naim speculates that Abbas was caught “off guard” by today’s reports of indirect talks between Hamas and Israel, and they prompted him to make this decision. However, other reports say that conversations about dissolution have been going on for mos. (HA, MNA, NYT 6/16)

Israel’s Defense Ministry announces a series of loosened restrictions on Palestinians’ movement during Ramadan this year (the holy mo. begins the evening of 6/17). The Israeli High Court of Justice rules to seal the East Jerusalem room of the man accused of shooting right-wing Jewish activist Yehuda Glick on 10/29/2014. The State’s prosecutors argued for the court to approve the punitive demolition of the whole home, as was initially ordered in the wake of the shooting. (JP, MNA, TOI, YA 6/16; HA 6/17)

The IDF fatally shoots 2 armed AMB mbrs. hiding in a vacant house nr. Brakha settlement outside Nablus, alleging they were plotting an attack that had been financed by Hizballah; the AMB considers the shooting an assassination that violates the cease-fire. A Jewish settler driving nr. Hebron fires on 2 Palestinian boys throwing stones at vehicles on the settler-only bypass, killing a 15-yr.-old Palestinian boy, wounding a 14-yr.-old; the IDF also conducts arrest raids nr Hebron (capturing 1 tanzim mbr.) and Ramallah (capturing 8 Hamas mbrs.); delays passage to a Palestinian woman in labor through the Qalandia checkpoint to reach a hospital, allowing her to cross only after she gives birth at the checkpoint; confiscates 1.3 d. of land to expand the Jewish enclave in Hebron. Palestinians fire 2 mortars at Neve Dekalim, 1 mortar at an IDF base in Gaza, causing no damage or injuries. PA bans visits by Jews to Joseph's Tomb in Nablus after Jewish settlers, allowed by the IDF regional cmdr. to stay in the tomb for 1 mo. to observe a mourning period for 2 Yitzhar settlers killed 8/5, announce that they are going to establish a permanent settlement there. (MM 8/19; MEI, PR 9/4)

Numerous media reports claim that Egypt has arrested Fatah Revolutionary Council leader Sabri al-Banna (Abu Nidal) in Cairo, but Egypt denies them. Abu Nidal is known for staging lethal attacks on Israeli, Jewish, PLO targets in the 1970s, 1980s. Occupied Palestine/Israel: An Israeli army intelligence report dated 6/30/48 has recently surfaced which states more than 70 percent of the Palestinian exodus from Palestine by June 1948 was caused by Jewish military attacks [JP 3/2]. In last 3 days, Israeli security forces have freed 32 Palestinians held under administrative detention orders because 6-month detention period had ended; freed detainees were asked to sign document sating they would not commit future offenses; some refused to sign [JP 3/3]. Israel has agreed to allow Golan Heights Druze to export apples to Syria, possibly through Jordan or directly; P.M. Peres also favors renewing family reunions between Golan and Syrian Druze, which were stopped by Syrians several years ago [JP 3/2].

Occupied Palestine/Israel: Israeli-appointed Palestinian mayor of Nablus, Zafir alMasri, is shot dead by a single, unidentified assailant. In Damascus, the PFLP claims responsibility; in Beirut, a telephone caller claims responsibility on behalf of Fateh Revolutionary Council (Abu Nidal group) [NYT, PI, CT 3/3]. Nablus city council appoints Deputy Mayor Hafiz Tuqan mayor [CSM 3/3].

Arab World: At Beirut news conference, Ali Kamil Bishri captured by Amal militia says IDF paid him and 3 others in Israeli-sponsored death squad to murder Imam Raghib Harb in Jibsheet, S. Lebanon (2/16/84). Pres. Mubarak says he hopes to restore full diplomatic relations with USSR soon. Egypt and Cyprus agree to restore diplomatic relations.

Other Countries: Norwegian Palestine Solidarity Committee hosts 3-day conference in Oslo on "The State of Israel and the Palestine Question." Mayors of 10 US cities attend Jerusalem Conference of Mayors sponsored in part by American Jewish Congress.

US and Other Countries: Reagan says radical elements in PLO introduced changes in peace proposals that are an impediment, and are unacceptable to King Fahd, King Hussein and to US; Reagan telephones Kings Fahd, Hussein, and Hassan II of Morocco.
