In the West Bank, Israeli settlers vandalized 40 olive trees in Yasuf. Israeli settlers also razed a plot of land in Khirbet al-Farisiyya. Israeli forces shot and killed a Palestinian after he allegedly opened fire at a settler vehicle driving near Huwwara, causing no injuries to the settlers. Prior to the incident Israeli forces had closed several businesses in the town. Israeli forces also shot and killed 2 Palestinians, claiming they opened fire at an Israeli settler vehicle near Shufa. Elsewhere, Israeli forces shot, injured, and arrested a Palestinian during a raid in Tulkarm refugee camp; 5 Israeli soldiers were injured by an explosive thrown at them during the raid. Israeli forces also violently dispersed Palestinians protesting an incursion at Joseph’s Tomb in Nablus, injuring 3 with live ammunition, 1 with a tear-gas canister to his head, and 120 with tear gas. Meanwhile, Israeli forces shot and injured 2 Palestinians with live ammunition during a raid in Balata refugee camp. Israeli forces also fired tear gas near a school in as-Samu, injuring students and staff. Separately, Israeli forces seized money from a money exchange shop in al-Bireh and detained the manager. Palestinians forcefully removed Israeli settlers occupying a Palestinian-owned home in al-Dilba near Hebron. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. The Israeli military court at Ofer Prison rejected an appeal to release Palestinian prisoner Kayed al-Fasfous, who has been hunger striking for 64 days in protest against his administrative detention. (WAFA 10/5)

Israel said it had begun demolishing a concrete structure set up near the Blue Line near Shtula on what it claims to be its territory in coordination with UNFIL. The Lebanese army later removed the structure. (HA 10/5)

Unidentified perpetrators killed at least 80 Syrian soldiers and civilians attending the graduation ceremony for military officers in Homs in a drone attack; 240 were reportedly injured. Syria’s military blamed insurgents “backed by known international forces.” (AJ, AJ, AP, HA 10/5; WAFA, WAFA 10/6)

A group of 15 European media outlets published a global investigation, "The Predator Files,” into the Israeli spyware company Intellexa, revealing that it sold spyware to Egypt that has been used to spy on critics of the Egyptian regime. The company pitched their spyware packages to several countries, including Saudi Arabia, Germany, Malaysia, Cameroon, Mauritius, and Sierra Leone, in some cases with help from former Israeli prime minister Ehud Olmert. Intellexa has been blacklisted by the U.S. since July. (HA, HA 10/5)

In the West Bank, Israeli settlers attacked 1 Palestinian man in Jalud with sticks and rocks; when Israeli forces arrived, they fired stun grenades at other Palestinians trying to help the man being assaulted. The man was later taken to a hospital for his injuries; Yesh Din released a video of the incident. The same group of settlers also uprooted olive, pine, and cypress seedlings and damaged power lines in the area. Israeli forces shot, injured, and arrested 1 Palestinian man in Qatanna. 3 others were arrested at military checkpoints near Tulkarm and Taqqua. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported but there was reported damage to fishing nets. The PA said it will ease the COVID-19-related lockdown by reopening schools for pupils in grades 1-6. The PA also extended the COVID-related state of emergency for another 30 days. (WAFA, WAFA 4/3)

Jordan said it had foiled a “malicious plot” against the country and put around 2 dozen people in house arrest, including former crown prince and half-brother of King Abdullah II, Prince Hamzah bin Hussein. Jordan said that an Israeli national with ties to the Mossad, Roy Shaposhnik, was aiding the plot and had arranged for Prince Hamzah and his wife to be flown out of the country on a private jet. Shaposhnik told Axios that he was not part of the plot, nor in the Mossad, but said that he did offer assistance to Prince Hamzah because of their friendship. Shaposhnik was previously an advisor to then prime minister Ehud Olmert. In a recording sent to BBC, Prince Hamzah said he was sent into house arrest because he was associated with critics of the Jordanian government and then criticized corruption and lack of freedom of speech in Jordan, but denied being part of a plot. Among the other people put under house arrest were Sharif Hassan bin Zaid and Bassem Ibrahim Awadallah, who are both members of the royal family. Awadallah is also a former minister of planning and finance. Prince Hamzah was crown prince from when his father King Hussein died in 1999 until 2004. A number of Jordanian allies including the U.S., the PA, Saudi Arabia, Egypt, the UAE, and the Arab League expressed support of Abdullah II. Israeli prime minister Benjamin Netanyahu did not comment on the situation, but defense minister Benny Gantz expressed support for Abdullah II. The Israeli cabinet rejects the 12/30 French proposal for a 48-hr. humanitarian truce, complaining that it lacked a mechanism to guarantee enforcement. Damascusbased Hamas leader Khalid Mishal says Hamas will consider any cease-fire proposal that includes a lifting of Israel’s embargo, but in Gaza, Haniyeh states that Hamas would not consider any proposals until Israel halts its attacks and opens Gaza’s border crossings, including Rafah.

In a briefing to Olmert’s security cabinet, Shin Bet head Yuval Diskin states that Hamas’s weapons development facilities have been “completely wiped out” and “Hamas’s ability to govern Gaza has been significantly impaired.” Senior Israeli military sources speaking anonymously state that no major hardened targets remain standing but that Hamas’s military wing, the Izzeddin al-Qassam Brigades (IQB), “has to a large extent survived the initial onslaught.”

The IDF continues to mass troops and tanks on the Gaza border, stating explicitly for the 1st time that a ground invasion is likely once wet weather clears. The security cabinet increases the number of reservists activated to more than 9,000.

Israeli actions: The IDF carries out some 60 air strikes, and the Israeli navy shells Gaza from the sea. Among the 66 sites hit by the IDF are Haniyeh’s office, the Tal al-Hawa Mosque in Gaza City (Israel claims it was used as a weapons depot), a major Islamic Jihad weapons depot in Khan Yunis (killing senior Islamic Jihad military cmdr. Amar Abu Ghalula, 3 other Islamic Jihad mbrs.), more tunnels on the Rafah border, at least 8 homes, 1 medical clinic, Hamas posts (including money exchanges). Target areas include Abasan, Bayt Hanun, Gaza City, Jabaliya r.c., Khan Yunis, Nussayrat r.c., Rafah. The estimated Palestinian toll reaches 393 dead, more than 1,900 wounded.

The IDF claims to have destroyed 200 smuggling tunnels since 12/27; a Palestinian source in Rafah says the Israelis seem to know which tunnels are commercial and which are used by Hamas, and have been selectively targeting Hamas tunnels.

Palestinian actions: Palestinians fire 49 rockets, 15 mortars into Israel, causing no serious injuries; 4 longer-range rockets land in Beersheba, 25 mi. n. of the Gaza border, 1 of which hits an empty school, causing significant damage to 1 room.

Humanitarian notes: Israel allows 93 truckloads of food, medicine into Gaza. UNRWA issues a $34-m. emergency appeal for additional food, medical, and reconstruction aid for Gaza in the wake of OCL; the appeal is in addition to a $275-m. emergency appeal for the West Bank and Gaza for 2009 issued earlier in the month. UNRWA Commissioner-Gen. Karen AbuZayd, warning of the dire conditions in Gaza (where she currently is based), states that for the first time in her 8 yrs. with UNRWA she has begun to see Palestinians begging on the streets of Gaza.

Of note: Residents in Egyptian Rafah report a heavy military, border police, and plain-clothed intelligence presence on the Egyptian side of the border, which Egypt has declared a closed military zone, preventing demonstrations, keeping journalists away, and preventing breeches of the Rafah border from either direction. In the West Bank, observers report that Palestinian sympathy for Hamas is growing, even though overall public reaction to OCL has been muted, largely because PA security forces have been breaking up explicitly pro-Hamas demonstrations. In Gaza, the IDF bulldozes 24 d. of olive groves and a small Gaza police outpost nr. al-Maghazi r.c. Egyptian border police discover, demolish a smuggling tunnel on the Rafah border. In the West Bank, the IDF demolishes a Palestinian home in Anata nr. Jerusalem; occupies a Palestinian home nr. Jenin as a military outpost; conducts late-night arrest raids, house searches nr. Tulkarm and in al-Bireh (raiding and searching the municipal building, rounding up 2 municipal employees fr. their homes and bringing them to the offices to log onto password-protected computers), Ramallah (raiding the chamber of commerce offices), Jericho. The Israeli Housing Min. presents Olmert with a proposal for construction of 1,900 new Jewish settler housing units across the West Bank in 2008: 682 units in Beitar Ilit nr. Bethlehem, 510 units in Givat Ze’ev n. of Jerusalem, 302 units in Ma’ale Adumim e. of Jerusalem, 160 units in Binyamin settlement n. of Jerusalem, 158 units in Efrat nr. The IDF conducts arrest raids, house searches nr. Bethlehem. Jewish settlers in Hebron beat a 13-yr.-old Palestinian boy. The Fatah-aligned PA Government Employees Union (GEU; comprising some 80,000 members, about half of public workers, including 25,000 healthcare workers and 37,000 teachers) ends a strike that began on 9/2 to protest the Hamas-led PA’s failure to pay salaries (see Quarterly Update in JPS 142); the workers are to receive 1-mo.’s salary immediately, with the remaining back salaries paid in installments over the next 6 mos. Husni Mubarak of Egypt, King Abdallah of Jordan the possibilities of reviving road map implementation and Israeli-Palestinian negotiations. Overnight in Gaza, the IDF conducts air strikes heavily damaging the offices of Change and Reform PC mbrs. in Bayt Lahiya (causing no injuries), destroying a bridge linking Nussayrat r.c. with alMughraqa; directs tank fire on a Palestinian truck approaching its position but refusing orders to halt, killing 1 Palestinian, wounding a 2d. During the day, the IDF continues to shell n. Gaza, targeting 2 PA security offices and damaging 4 Palestinian homes; bulldozes 83 d. of Palestinian land nr. Dayr al-Balah, more than 100 d. of land outside al-Qarara; fires on residential areas of Khuza’ nr. the border, wounding a Palestinian woman inside her home. Some 50 Palestinian militants temporarily take over the Rafah crossing, allowing as many as half of the 4,000 Palestinian stranded on the Egyptian side to enter Gaza; Egyptian border police block Palestinians who try to cross fr. Gaza into Egypt. Palestinians fire at least 7 rockets fr. Gaza into Israel, causing damage in 1 incident but no injuries. Overnight, after Olmert’s security cabinet approves a list of “more significant” Hizballah targets, the IDF makes air strikes on Hizballah sites in s. Beirut and targets the Beirut–Damascus highway (in an attempt to complete an air, sea, and land blockade on Lebanon). During the day, the IDF extends the naval blockade northwards to Tripoli; shells numerous bridges, roads, other civilian infrastructure, especially in s. Beirut; makes air strikes on the building serving as Hizballah’s headquarters and Nasrallah’s residence (destroying it), its al-Nur radio station (missing and hitting an apartment building), and the Beirut airport, a major power plant and a bridge s. of the capital, a PFLP base nr. the Syrian border. At least 8 Lebanese civilians are reported killed (3 in Beirut, 5 in the south), 55 injured during the day, raising the estimated death toll since the start of operations to 66 Lebanese (overwhelmingly civilians), more than 200 wounded. Hizballah continues to fire Katyushas at n. Israel, killing an Israeli woman,her 5-yr.-old grandson in Moshav Meron and injuring as many as 50 Israelis across the Galilee, including in Acre, Carmiel, Kiryat Shimona, Nahariya, Safad. Hizballah also hits an Israeli naval ship 10-mi off the coast nr. Beirut, disabling it, killing 1 Israeli sailor, leaving 3 other sailors missing, raising the comprehensive death toll to 13 Israelis killed (the majority soldiers), around 150 injured (mostly suffering shock). Overnight, the IDF stages scores of arrest raids across the West Bank detaining 64 senior Hamas political officials, including 8 PA cabinet mbrs. and 26 PC mbrs., plus 23 senior Izzeddin al-Qassam Brigades mbrs. Haniyeh, Siyam, PA FM Mahmud Zahhar remain free. (100s of Palestinians in Jenin, Ramallah, Tulkarm hold marches, sit-ins to protest the Israeli arrest of PA legislators.) Israel says the arrest campaign has been planned for wks., with the government securing Atty. Gen. Menachem Mazuz’s authorization and arrest warrants far in advance of the Kerem Shalom attack on 6/25. In Gaza, the IDF shells 2 electricity transformers and open areas of n. Gaza, cutting all electricity to n. Sharon suffers a massive stroke. Sharon, who was expected to win a 3d term in the 3/06 elections at the head of his new Kadima party, is not expected to return to politics, throwing the elections into question. The IDF seals the West Bank, Gaza for the 4-day Muslim holiday of Id al-Adha; conducts predawn mock air raids over Gaza, breaking the sound barrier; raids a house in East Jerusalem, breaks up a mtg. being held by Change and Reform candidate Ahmad Attoun; bulldozes a Palestinian home nr. Bethlehem; conducts arrest raids, house searches in Jenin town and r.c. (firing on stone-throwing Palestinians who confront the troops, wounding 9), in and around Bethlehem, Ramallah, Tulkarm.
