On the 2d day of his trip to Israel, Republican presidential candidate Romney prays at the Western Wall and gives a public address to 300 select supporters in Jerusalem (calling Jerusalem the capital of Israel). He vows to support Israel’s right to defend itself and calls for Israel and the U.S. to use ‘‘any and all means’’ to prevent Iran from obtaining a nuclear weapon. He does not repeat the comment his foreign policy aide, Dan Senor, made en route to Israel that Romney would ‘‘respect’’ an Israeli decision to strike Iran unilaterally, nor does he mention the Palestinians or the peace process. Romney meets with his former business colleague PM Netanyahu, who makes kind remarks but is seen (e.g., WP 7/30) as being careful not to take sides in the election. He also meets with Israeli pres. Peres and PA PM Salam Fayyad; the Romney camp cancels at the last minute a planned meeting with Labor party officials. In an interview with CNN later in the day, Romney says that the U.S., in consultation with Israel, should move its embassy to Jerusalem. In response, White House spokesman Josh Earnest says: ‘‘The view of this administration is the capital should be determined in final status negotiations between the parties. Timed with Romney’s visit to Israel, the Obama admin. leaks a story to the Israeli daily Ha’Aretz that NSA Donilon briefed an Israeli official (some say PM Netanyahu, though Israel explicitly denies this) over dinner in Israel earlier in 7/2012 on ‘‘U.S. contingency plans for any attack on Iran,’’ emphasizing that the U.S. is making serious preparations for a military strike if such action is deemed necessary. A Netanyahu spokesman says Donilon did not share any operational plans. Donilon’s office says it does not comment on private meetings. (WT 7/30)

Gaza’s power plant begins operating on 4 turbines for the first time since 2006, after Israel (in a gesture to mark Ramadan) allowed the UN Development Program to import new transformers to replace those destroyed by an Israeli air strike in 2006. The improved capacity of the plant and additional Israeli fuel imports to mark Ramadan reduce rolling blackouts across Gaza to 8–10 hrs./day (down from around 12 hrs./day in recent months). The IDF patrols in 2 villages nr. Jericho and Ramallah in the morning; conducts synchronized patrols in 4 villages nr. Jenin at midday; patrols in alNabi Salih in the afternoon, firing rubbercoated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them (causing no serious injuries); and conducts synchronized patrols in 2 villages nr. PA Fin. Min. Nabil Kassis says the government is finding it harder each month to meet its routine budget expenses because donors, including the U.S. and Arab states, have failed to fulfill their 2012 pledges. The PA had hoped to close a $1.1 b. gap in its $4 b. budget, but is expected to fall short by $250,000, despite increasing taxes and making cuts to subsidies. (WT 7/27)

Republican candidate Mitt Romney begins a 6-day international tour of Britain, Israel, and Poland to point up his foreign policy skills. The theme of the trip is ‘‘the importance of locking arms with the nation’s allies.’’ Aides say that on the Middle East, Romney intends to highlight differences with Obama over plans for the peace process, support for Israel, Iran’s nuclear program, and the U.S. withdrawal from Afghanistan. The International Israel Allies Caucus Foundation (formed by Israeli Knesset mbrs. and mbrs. of the U.S. House of Representatives in 2008) sponsors 2 panels on Capitol Hill to mark nearly 20 yrs. since the signing of the 9/2003 Oslo Accord and to discuss how to move the peace process forward. Speakers include former State Dept. adviser to the negotiations Aaron David Miller, Likud MK and avid settlement supporter Danny Danon (who supports annexation of the West Bank except for the Palestinian population, which would be left to fend for itself), right-wing settler leader and former MK Rabbi Benny Elon (who supports annexation of the West Bank and creation of a Palestinian state in Jordan), and Israeli negotiator to the Oslo talks Yossi Beilin (who says: ‘‘My interest is not necessarily a Palestinian state. All I want is a Jewish majority forever.’’), and Jerusalem Post dep. managing editor Caroline Glick (who says Oslo was destined to fail because Palestinian leaders ‘‘raised a generation of kids who value death’’). The only representative of the Palestinian viewpoint, American Task Force on Palestine (ATFP) dir. Ghaith al-Omari, praises Oslo for establishing a sense of ‘‘mutual respect’’ necessary for moving talks forward and calls for a quick resumption of negotiations. Elon responds that there will be no progress until the Palestinians understand that the Jewish people ‘‘are back in Zion, back in Jerusalem.’’ (WJW 7/26)

U.S. secy. of state Clinton meets with Israeli leaders (including PM Netanyahu, Pres. Peres, DM Barak, FM Avigdor Lieberman) and Quartet special envoy Tony Blair in Jerusalem and with PA PM Salam Fayyad in Ramallah. Though the main purpose of her visit is to discuss Iran, Syria, and other regional changes brought by the Arab Spring, she tells the Israeli and Palestinian sides that they must resume peace talks soon and avoid all unilateral actions. She emphasizes that while the international community is ready to offer ample support for a return to negotiations, the hard work must be done by the parties themselves. (WP 7/17)

Israel allows 40 Palestinian prisoners held in its Ramon prison to receive visits from family members from Gaza, marking the 1st time Israel has allowed family visits for Gazan prisoners since Hamas seized control of the Strip in 6/2007. Unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF conducts evening arrest raids, house searches nr. Christians United for Israel (CUFI) opens its 7th annual conference in Washington. At least 5,600 participants attend. Organizers note that CUFI now has 1.1 m. members, 754,000 Facebook fans, and 96 college chapters. The conference theme is ‘‘Defend America; Vote Israel.’’ CUFI founder James Hagee focuses on the importance of Christian Zionism and supporting Israel as part of ‘‘living out God’s mandate.’’ Other speakers include Sen. Joe Lieberman (I-CT), fmr. White House spokesman Ari Fleischer, Conference of Presidents of Major American Jewish Organizations head Malcolm Hoenlein, and Zionist Organization of America pres. The PA announces that pres. Abbas will receive new Israeli vice PM Mofaz on 7/1 in Ramallah to discuss relaunching peace talks. Mofaz’s office says discussions about a meeting are underway but does not confirm that a date has been set. (WP 6/29)

Hamas reports that senior IQB official Kamal Ghanaja (an aide to assassinated IQB commander Mahmud al-Mabhuh; (see QU in JPS 155) has been killed in Damascus. His body, bound and tortured, was found in his burned Damascus home. While Hamas accuses Israel of assassination, Israel says it believes the Syrian regime, angry over Hamas’s refusal to support Asad, carried out the murder. Syrian opposition groups suspect pro-government militias. (WP 6/29)

Washington Jewish Week reports that 60 rabbis representing the Washingtonbased Rabbinic Cabinet of the Jewish Federation of North America (JFNA) recently made a lobbying trip to New York to meet with the UN representatives of 12 countries (mostly Eastern European) to press the UN to reverse its ‘‘poor and unjust treatment of Israel,’’ to block Palestinian statehood efforts, and to urge the dismantling of UN committees that focus exclusively on Palestinian issues (e.g., the Division for Palestinian Rights, the Comm. on the Exercise of the Inalienable Rights of the Palestinian People, and the Special Comm. to Investigate Israeli Human Rights Practices Affecting the Palestinian People). The group was advised by fmr. U.S. ambs. to the UN Richard Shifter and Jeanne Kirkpatrick. The JFNA says it requested meetings with 14 countries, but 2 (unnamed) declined. (WJW 6/28)

In Hebron, a knife-wielding Palestinian attempts to attack IDF soldiers posted outside the al-Ibrahimi Mosque/ Cave of the Patriarchs but is shot and seriously wounded. The IDF patrols in 3 villages nr. Ramallah and 1 each nr. Jenin, Jericho, and Tulkarm in the morning; in 2 villages nr. Reuters reports that the PA security forces (PASF) have launched a campaign to crack down on ‘‘lawlessness and the proliferation of weapons’’ in Jenin that continues into mid-7/2012 at least. Responding to a wave of drive-by shootings and increased drug trafficking, the PASF makes nightly arrest raids. Among those reportedly arrested are ‘‘rogue’’ members of the security forces who have been exploiting their positions to organize and direct illegal activity. (REU 6/4; PCHR 7/19)

U.S. Treasury undersecy. for terrorism and financial intelligence David Cohen briefs Israeli officials in Israel on U.S. plans to impose additional bilateral sanctions on Iran if the current restrictions do not convince Iran to take positive steps on the nuclear front. (WJW 6/7)

Israel’s Jerusalem planning comm. gives preliminary approval for 942 new settlement housing units in Gilo and the Israeli DMin. announces that it has finished new zoning plans for several West Bank Jewish settlements, retroactively legalizing construction already underway. The State Dept. expresses “deep concern,” stating that the “Israeli settlements [are] illegitimate” and “Israel’s actions run counter to efforts to resume direct negotiations.” Israel charges Gazan engineer Abu Sisi (see 3/10) with developing rockets for Hamas and establishing a “military academy” in Gaza to train Hamas commanders. Hamas and Abu Sisi deny the charges. In Jenin r.c., unidentified assailants fatally shoot Israeli actor Juliano Mer-Khamis (half Jewish and half Palestinian) who runs a theater troop for Palestinian children in the camp (see Quarterly Update for details). Meanwhile, the IDF patrols in ‘Ayn al-Sultan r.c. nr. Jericho in the morning and in 4 villages nr. Jenin and Qalqilya in the afternoon; conducts late-night arrest raids, house searches in Awarta (possibly in connection with the 3/11 Itamar murders). Jewish settlers fr. Taffuh settlement attempt to fence off a nearby plot of Palestinian land; the PA district liaison intervenes with the IDF, which removes the settlers but leaves the fencing marking off the land in place. In East Jerusalem, Israeli authorities demolish a Palestinian car wash, auto repair shop, and 2 other portable structures in Bayt Hanina. (OCHA reports that another 7 Palestinian structures were demolished in Issawiyya and al-Tur between 10/27 and 11/2.) Meanwhile, at a dedication ceremony in Dahiyat al-Barid (in East Jerusalem but on the Palestinian side of the separation wall), PA PM Fayyad announces that the PA has renovated 15 schools in East Jerusalem in defiance of Israel’s ban on PA activity in East Jerusalem, saying “we are translating steadfastness into facts on the ground.” Fayyad had planned to attend the inauguration of the new schools in Shaykh Jarrah and Shu‘fat as well, but decided not to after Netanyahu pointedly renewed (11/1) his ban on allowing Palestinian leaders to carry out official business in the city and ordered security services to halt the visit if Fayyad proceeded. The Court of First Instance in Gaza sentences a Palestinian man to death by hanging for kidnapping and killing a 9-yr.-old girl in 2004. Obama receives PA PM Mahmud Abbas in Washington for talks on bilateral relations and how best to proceed with peace talks in light of the flotilla incident. Obama, who has been in regular contact with Netanyahu since the flotilla attack, for the first time publicly proposes that Israel switch fr. a blanket ban on imports to Gaza with a list of exempted items permitted entry and instead allow all imports minus a list of banned items. The PA says it has given Mitchell its baseline positions for direct talks with Israel and is prepared to begin direct negotiations once Israel does the same. Israel, however, says it will not lay out its negotiating position until direct talks begin “because that would be asking us to negotiate against ourselves.” (NYT 6/10)

In the West Bank, the IDF conducts synchronized late-night house searches in 4 villages south and west of Jenin, arresting only 1 Palestinian; conducts other late-night arrest raids, house searches nr. Palestinians in Yasuf receive Israel’s chief rabbi Yona Metzger, who requested permission to make an official visit to condemn the 12/11 arson and vandalism attack on the village mosque by Jewish settlers. In Gaza, 10,000s of Palestinians rally to mark Hamas’s 22d anniversary. In the West Bank, the PA security forces (PASF) begin rounding up Hamas mbrs. to prevent anniversary rallies there. In the West Bank, IDF undercover units raid a village in the Hebron hills, arrest wanted IQB Tulkarm head Muhammad Harwish and his aide Adnan Samara. The IDF conducts late-night raids, house searches nr. Ramallah, arresting 3 Palestinians. In Bil‘in, the IDF raids the home of ‘Abdallah Abu Rahma, the Bil‘in Coordinator of the Public Committee against the Wall and Settlement, violently beating him and attacking a number of international activists. U.S. special envoy Mitchell begins a 2-day trip to Israel and Ramallah to discuss settlement construction with Netanyahu and PA pres. Mahmud Abbas. (WP 9/16; WJW 9/17)

The UN’s Goldstone mission, which investigated Israeli and Palestinian actions during Operation Cast Lead (OCL), issues its advance report accusing both Israel and Hamas of extensive war crimes and possible crimes against humanity, giving them until 2/5/10 to respond. (NYT, WP 9/16) 

In retaliation for Palestinian rocket fire on 8/24, the IDF carries out an early morning air strike on smuggling tunnels on the Rafah border, collapsing a tunnel, killing 2 Palestinians and injuring at least 6 others; 1 person is reported missing. (OCHA 8/25; NYT 8/26; PCHR 8/27; OCHA Humanitarian Report 8/09; JPI 9/4)

In the West Bank, the IDF storms the Bayt Jala offices of Bethlehem 2000 Radio, confiscating $150,000 worth of equipment; conducts raids, house searches nr. Ramallah, and Jericho, in Hebron and al- ‘Arub r.c. nr. Hebron, arresting 5 Palestinians (including 2 teenagers); patrols and opens fire in Qabatya village nr. Jenin, causing no reported injuries. Palestinian Authority (PA) PM Salam Fayyad publicizes a 65-page plan to unilaterally build a de facto Palestinian state comprising both the West Bank and Gaza by 2011. (NYT, WP, WT 8/26; WJW 8/27; JPI 9/4)(See Doc. B4 in JPS 153)

To mark captured IDF soldier Cpl. Gilad Shalit’s upcoming 23d birthday on 8/28, 100s of Israeli activists demonstrate outside Israeli security prisons where Palestinians are detained to prevent prisoners’ families fr. visiting them; Israeli police arrest 4 demonstrators. Israel consequently suspends family visits for West Bank prisoners in the Hadarim and Shikma prisons allegedly to reduce the likelihood of clashes. (OCHA 8/25; JPI 9/4)

In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tulkarm; conducts late-night patrols in Silat al-Harithiyya nr. Jenin, erecting a checkpoint and checking IDs and car registrations. The UN reports that the IDF has removed the physical infrastructure of an IDF checkpoint at the entrance to Jericho; soldiers remain posted at the site but have not been stopping Palestinian vehicles; the IDF has also opened 3 checkpoints nr. Jenin, Jericho, and Nablus (Tayasir, Ma’ale Ephraim, and Hamra, respectively) around the clock. Jewish settlers fr. Eli settlement nr. Nablus set fire to nearby Palestinian crop land; the IDF observes but refuses to stop the settlers or call firefighters. A Hamas mbr. dies in PA custody in Hebron, and Hamas accuses the PASF of torturing him; the 34-yr.-old man was arrested on charges of money laundering, illegal gun possession, and conspiracy to target PASF forces. Olmert’s security cabinet revives discussion of opening phase 3 of OCL (see 1/9), agreeing to make a final decision whether to expand or wind down operations within 2–3 days, by which time the IDF believes ground forces will have done all they can from the open and suburban areas they currently hold to weaken Hamas’s ability and desire to fire rockets.

Combat notes: The IDF significantly increases attacks, particularly around Gaza City, and continues to send troops into Gaza. Palestinians report (AYM 1/12) heavy clashes with the IDF n. of Bayt Lahiya, in Daraj and al-Shuja‘iyya neighborhoods on the eastern boundary of Gaza City, and in Dahadih and al-Zaytun to the south of the city. Overnight, the IDF also sends troops back into Khuza (see 1/11) under heavy artillery fire (possibly including white phosphorous), occupying a number of homes as staging posts and prompting 1,000s of residents to flee their homes.

The IDF reports carrying out more than 120 air strikes (half of them after nightfall, targeting Gaza City), uncovering 1 boobytrapped home and 2 booby-trapped tunnels. Targets include the PA Interior Min. offices in n. Gaza, more than 35 tunnels on the Rafah border, homes of Hamas leaders, at least 22 mortar and rocket launching sites, at least 26 groups of armed men, at least 10 “Hamas outposts,” 2 suspected weapons depots and manufacturing facilities, 2 mosques, 2 hotels. Air strike target areas include Bayt Lahiya, Gaza City (city center and Shaykh Ridwan, al-Sudaniyya, Tal al-Hawa, al-Zaytun), Jabaliya town, al-Maghazi r.c., Nussayrat, Rafah, al-Shabura r.c., al-Shuka, Tal al-Za‘atar, the Twam area (northern outskirts of Gaza City), Yibna r.c. IDF gunboats shell Nussayrat, Rafah, a fishing port w. of Rafah. Heavy tank and artillery fire are reported in Bayt Hanun, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Shuja‘iyya, al-Zaytun), Jabaliya town, al-Mughraqa, Twam.

Israeli attacks are so intense that reliable updates on Palestinian casualty estimates are not possible. The IDF estimates killing at least 30 Palestinians in air strikes. UNRWA reports at least 19 Palestinian children killed and 52 children injured in nighttime operations (possibly overlapping with air strikes), 1 paramedic killed by tank fire in Jabaliya during the day. The IDF reports 8 soldiers wounded (1 severely, 1 moderately, 6 lightly) in various incidents, all after nightfall; 3 of the soldiers are injured when they trigger a setup in a booby-trapped house.

Palestinians fire 17 rockets and 7 mortars into Israel, with 1 rocket in Ashqelon and 1 in Sederot causing damage but no reported injuries.

Humanitarian notes: The IDF observes the daily 3-hr. humanitarian lull, allowing 120 trucks carrying humanitarian aid to enter Gaza. UNRWA estimates that internally displaced Gazans number now 90,000: 30,000 seeking shelter in UNRWA schools; 60,000 in the homes of friends and relatives. IDF severely beats a Palestinian at a checkpoint nr. Hebron; demolishes 10 shops built without permits in Bardala, ‘Ayn al-Bayda; blows up a workshop in al-Yamun nr. Jenin that it claimed was a Hamas weapons factory; issues military orders for the demolition of 1 Palestinian home, 3 wells in Wadi Fukin nr. Bethlehem; conducts arrest raids, house searches in Nablus, nr. Tulkarm. Jewish settlers fr. Ma’ale Shomron nr. Qalqilya beat a Palestinian. PA Interior M Nasr Yusuf takes part in a ceremony in Jenin r.c., marking the opening of a new security headquarters there; al-Aqsa Martyrs Brigade (AMB) mbrs. fire in the air to protest that the PA security services did not coordinate Yusuf’s visit with them; Yusuf, local AMB head Zakariyya Zubaydi meet at the Jenin headquarters to discuss the issue, with Yusuf saying such incidents would not be tolerated.
