An uncorroborated report says that unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in 1 village nr. Ramallah in the morning; conducts arrest raids, house searches in 1 village nr. Jenin in the morning and 2 villages nr. Hebron and Jenin late at night. OCHA reports that since 8/1, the IDF has demolished 3 structures in the Bethlehem area: a restaurant, part of another building, and a local road used by Palestinian farmers to access their crop land. Around this date (before Ramadan begins on 7/20), Israel, as a goodwill gesture to Abbas, advances the PA almost $45 m. in VAT taxes for 7/2012 to help it meet monthly budget expenditures. Israel notably makes the move just before a visit by U.S. secy. of state Hillary Clinton, though it says it was not asked to do so by the U.S. (JPI 8/3)

Israel detains all but a few of 100s of pro-Palestinian protesters attempting to enter Israel through Ben-Gurion Airport to attend an anti-occupation rally in Bethlehem. Organizers claim that more than 1,500 supporters booked tickets to Israel, but only 3 make it to Bethlehem. Israel says most were stopped at their point of departure after it gave foreign governments no-fly lists identifying suspected activists. (NYT, WP, WT 4/16; JPI 4/27)

Israeli naval vessels detain a fishing boat that approaches the 3 naut. mi. boundary off the Gaza coast, detaining and questioning 3 fishermen onboard, releasing them by the end of the day, but confiscating their boat. Unidentified Palestinians fire at least 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. Late at night, an Israeli warplane makes an air strike on an open area nr. Gaza City, causing no damage or injuries. In the West Bank, the IDF conducts morning patrols inside Jericho and Qalqilya (normally the PA security forces have security control during daylight hours and the IDF stays away), as well as in 1 village nr. Ramallah; conducts afternoon patrols in 2 villages nr. Qalqilya (synchronized), 2 nr. Ramallah, and 1 nr. Jericho; and conducts late-night patrols in 1 village nr. Ramallah. Jewish settlers fr. Nachliel settlement nr. Ramallah uproot around 250 olive trees on a nearby plot of Palestinian land. Jewish settlers fr. Ma’on settlement nr. The New York Times reports that around this date, the PASF detains 2 prominent Palestinians for posting comments critical of the PA on Facebook: Palestinian blogger Jamal Abu Raihan for posing a satirical column depicting PA Pres. Abbas as a donkey and complaining of PA corruption; and Palestinian journalist Tareq Khamees for posting a comment in support of others who have recently been arrested for criticizing the PA (also seizing his laptop). By this date, the PA Atty. Gen. Ahmad al-Mughni has also ordered PA authorities to block several websites supportive of Abbas rival, former Gaza security chief Muhammad Dahlan. The IDF makes a brief early morning incursion into c. Gaza, searching and firing on residential areas in Bureij r.c., but entering no buildings and making no arrests. In the West Bank, the IDF demolishes 4 tents, 3 barnyards, and 3 residential barracks in a bedouin encampment in al-Maleh in the Jordan Valley; demolishes 2 barnyards nr. Tubas. The IDF also patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah in the evening; conducts late-night arrest raids, house searches in and around Hebron, nr. Bethlehem, and nr. Ramallah (firing on the occupants of 1 raided home, wounding 3 Palestinians); conducts late-night patrols in 1 village nr. Qalqilya. Jewish settlers fr. Brakha settlement nr. Nablus attack Palestinian farmers working their land nearby; the IDF observes but does not intervene. Jewish settlers escorted by IDF troops begin leveling a large area of Palestinian agricultural land in Kafr Lakif village nr. Qalqilya; local Palestinian gather to protest and are informed by the IDF that the area has been approved for construction of an industrial zone; the soldiers agree to suspend the digging until the matter is clarified but bar Palestinians from the site. Jailed Fatah tanzim leader Marwan Barghouti issues a statement on the 10th anniversary of his arrest by Israel that is read to a crowd of supporters in Ramallah, stating that “the launch of large-scale popular resistance at this stage serves the cause of our people.” He also calls for “stopping all forms of security and economic coordination [with Israel] in all areas immediately.” (JPI 4/6)

Israel severs working relations with the UNHRC over the 3/22/12 res. calling for an investigation into settlements, calling the council biased against Israel. (NYT, WP, WT 3/27; JPI 4/6)

The U.S. Supreme Court orders a lower court to decide whether Americans born in Jerusalem can claim Israel as their birthplace on their passports. Congress approved legislation in 2002 allowing this, but the executive branch has claimed Congress overstepped its authority by attempting to override the president’s right to set foreign policy. The U.S. officially recognizes Jerusalem as occupied Palestinian territory and does not recognize Israel’s claim to united Jerusalem as its capital. (NYT 3/27; WJW 3/29)

J Street holds its annual conference. Fmr. Israeli PM Ehud Olmert gives the keynote speech at the gala dinner, emphasizing that PA pres. Abbas “wants peace with Israel and he accepts the existence of Israel as Israel declares itself to be.” (JPI 4/6)

The Israeli High Court rejects the state’s 3/11/12 request to delay the evacuation of the unauthorized settlement outpost of Migron until a new housing at a new site is completed in 2015, ordering it to be dismantled by 8/1/12. An anonymous Israeli official says that the evacuated Migron settlers will likely move to the new site near Psagot immediately and begin work to fulfill the long-term government plan as laid out on 3/11/12. A settlement supporter says, “People close to Netanyahu teased the Peace Now movement [which brought the case on behalf of the Palestinian land owners], we should actually bless them because now we’re going to build another settlement which is not disputed legally, and it’s going to be much, much larger.” (NYT, WP, WT 3/26; WP 3/31; JPI 4/6)

The IDF issues evacuation orders for several Palestinian homes in Hebron that are deemed too close to Susia settlement; patrols in 3 villages nr. Ramallah, 2 nr. Quartet officials open 2 days of meetings in Israel and Ramallah aimed at reviving peace talks. Palestinian advocacy groups note “a growing disconnect between the Quartet talks and the situation on the ground.” (NYT 12/14)

Jewish settlers take over several abandoned churches in a closed military zone nr. the Jordanian border to protest Jordan’s efforts to intervene with the Israeli government over its 12/12 closure of a footbridge used by nonMuslims to reach the Haram al-Sharif/ Temple Mount; IDF troops remove them and arrest 17. Other settlers block a main West Bank road and stone passing Palestinian vehicles. Later, about 50 Jewish settlers with inside information of IDF plans to remove the Mitzpe Yitzhar settlement outpost nr. Nablus that evening attempt to prevent the evacuation by breaking into an IDF base in the West Bank, setting fires, vandalizing vehicles, clashing with troops, and stoning a senior officer; troops detain 2. PM Netanyahu vows to “act aggressively against those harming Israeli soldiers and their commanders”; DM Ehud Barak condemns both incidents as “home-grown terror.” Late at night, Jewish settler youths enter Nablus to pray at Joseph’s Tomb, but they do so without the usual coordination with and escort of the IDF and deface a mosque. Meanwhile, IDF troops make a brief incursion into c. Gaza to level land and clear lines of sight along the border fence e. of Bureij r.c., firing on surrounding areas to keep Palestinians away, wounding a farmer working his field nearby. IDF troops on the n. Gaza border fire warning shots at Palestinian and international activists staging a nonviolent protest march to the border nr. Bayt Hanun to protests Israel’s imposition of a no-go zone, causing no injuries; also fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, wounding a 14-yr.-old boy. In the West Bank, the IDF makes a latenight raid on the home of Change and Reform PC mbr. Ayman Daraghmeh, arresting him (making him the 24th Hamas-affiliated PC mbr. now in detention); conducts late-night arrest raids, house searches nr. Salfit. The PA Tourism Min. launches a campaign in Bethlehem coinciding with Christmas called “Palestine Celebrating Hope.” Tourism M Kholoud Daibes says the intention is to convey to the estimated 50,000 foreigners visiting Bethlehem for Christmas “that we have hope of having our own independent state, and we need international support for that.” The initiative includes special tours of the separation wall around Bethlehem and free postcards of the Church of the Nativity, which tourists can mail at the Manger Square post office with Palestinian stamps. With the completion of a section of the separation wall bordering Shu’fat r.c. in East Jerusalem, the IDF closes its Shu’fat checkpoint into Jerusalem and redirects traffic to a new modern checkpoint (begun in 2009 to serve as a future international crossing into Jerusalem). The move leaves more than 50,000 Palestinians living in Shu’fat r.c. and several surrounding Jerusalem suburbs (Ras Shihada, Ras Khamis, al-Salam, and part of ‘Anata) who hold Jerusalem IDs completely isolated fr. Jerusalem. In the West Bank, the IDF clashes with mourners taking part in the funeral for Palestinian activist Mustafa Tamimi (see 12/10), causing no serious injuries; conducts daytime patrols in 3 villages nr. Salfit, 2 nr. Qalqilya, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Hebron, in Bethlehem, and in Tulkarm; conducts late-night patrols in 1 village nr. Qalqilya. The Israeli cabinet unanimously approves $160 m. for the next stage of construction of the security fence along the border with Egypt, expansion of detention centers, and increased policing of companies that hire illegal workers. Since 1/2006, nearly 50,000 illegal workers, mostly fr. Eritrea and Sudan, have entered Israel via the Sinai, raising concerns among Israelis that the mounting influx of illegal African workers could undermine Israel’s Jewish character. (NYT, WP 12/12)

U.S. Dep. Secy. of State Burns meets with Israeli PM Benjamin Netanyahu to discuss ways of reviving peace talks with the Palestinians. U.S. officials say that they are trying to find ways around Palestinian demands for a settlement freeze in East Jerusalem and the West Bank, but give no details. (NYT 11/22; JPI 12/2)

Jenin, arresting him; patrols in 7 villages nr. Ramallah, in 1 instance firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them. PA Tourism and Antiquities M Hamdan Taha says that now that Palestine has full membership in UNESCO (see QU in JPS 162), it is planning to seek world heritage status for the old cities of Hebron and Jericho. An application for Bethlehem is already in the works and is expected to have a better chance now that Palestine has membership. The PA also plans to seek recovery of artifacts looted by Israel, increase funds for preservation and excavations, and use its status to force Israel to stop calling West Bank sites “Israeli antiquities.” (WP 11/22)

King Abdallah of Jordan makes an official visit to Ramallah (his 1st in 10 yrs.) to hold talks with PA pres. Abbas on their independent efforts to reconcile with Hamas and personally to inform Abbas that Jordan has invited Damascus-based Hamas leader Khalid Mishal (barred fr. visiting Jordan since 1999) for an official visit to Amman. The king stresses that any improvement in ties with Hamas is not intended as a move against the PA or as a gesture to Jordan’s Islamist opposition. The U.S. reportedly has expressed displeasure to Jordan over the Mishal visit and hinted that U.S. aid could be cut if Jordan reconciles with Hamas. (NYT, WP 11/22; JPI 12/2)

One of 2 Palestinians who confessed to the 3/11/11 murder of a Jewish family in Itamar is sentenced to life in prison. PA police release on bail Palestinian journalist George Cantawi pending his trial in 10/2011; Cantawi was recently arrested and charged with defamation and slander for criticizing medical services in Bethlehem after PA governor of Bethlehem ‘Abd al-Fattah Hamayil filed the complaint and suit against him. Today 10s of international activists predominantly from Europe begin flying into Ben-Gurion Airport, taking part in a nonviolent protest action called for by around 40 Palestinian civil society groups and termed the “Welcome to Palestine air flotilla”; Israel fears that as many as 700 pro-Palestinian activists may try to flood the airport in hopes of being deported and creating an international media spectacle to embarrass Israel. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in ‘Ayn al-Sultan r.c. nr. Jericho and 2 villages nr. Ramallah without incident and in Bayt Liqya (firing rubber-coated steel bullets, tear gas, and stun grenades at stonethrowing Palestinians who confront them, causing no serious injuries). Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in al-Ma‘sara nr. In East Jerusalem, some 200 Palestinians protesting the settler incident in Silwan on 6/26 and the Jerusalem Planning Commission’s 6/21 preliminary approval for the rezoning and demolition of 22 Palestinian homes demonstrate outside the settlers’ Beit Yonatan apartment building. The Palestinians throw stones, bricks, and Molotov cocktails at Israeli police who attempt to disperse them, leaving 6 policemen injured. In the evening, 10s of Jewish settlers break into the al-Rajabi quarter of Silwan, clashing with local Palestinians and opening fire indiscriminately, causing no serious injuries; IDF troops intervene, firing rubber-coated steel bullets and tear gas at the Palestinians, seriously injuring 1 and lightly injuring 10. Meanwhile, Israel begins construction of 20 new housing units for Jews at the Shepherd Hotel site in East Jerusalem’s Shaykh Jarrah neighborhood. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinians and international activists staging a weekly nonviolent demonstration against the separation wall nr. Bethlehem (10s suffer tear gas inhalation); conducts late-night arrest raids, house searches in Hebron, nr. Nablus. In the 2d such incident in Gaza since 3/2010 (see Quarterly Update in JPS 156), Hamas-affiliated police raid the Palestine Islamic Bank, presenting a warrant for the seizure of all the money ($16,000) fr. the account of a Hamas-affiliated educational organization whose assets had been frozen by the PA, taking the money at gunpoint when the teller refuses. Officials of the acting Hamas government say a court had ruled that the PA action freezing the organization’s assets was illegal. (ITV 6/27; NYT 6/28; PCHR 7/1; OCHA 7/2; JPI 7/9)

Under continued pressure fr. Obama and Quartet special envoy Tony Blair, Israel’s security cabinet agrees in principle to switch fr. a blanket ban on entry of goods to Gaza to a prohibited list of items considered “weapons and war-supporting materiel” and to allow “a significantly greater volume of goods” into the Strip. The easing would affect overland transportation only. The naval blockade and all restrictions on exports and the entry and exit of individuals remain. Separately, the U.S. and Israel announce that the Obama-Netanyahu meeting originally set for 6/1 will be held at the White House on 7/6. In addition, Mitchell, who has just returned fr. meetings with the Palestinian (6/18) and Israeli (6/19) peace teams, reports that the sides are ready to consider renewing proximity talks. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinians staging a nonviolent demonstration against the separation wall nr. Bethlehem, also violently beating 3 Palestinian cameramen for Palestinian and foreign news outlets; conducts synchronized late-night patrols in villages w. of Jenin, making no arrests. Israeli police in Jerusalem seal the Ilaf Association for Education Support, which provides student loans for some 160 college students, for allegedly hosting Hamas meetings and thereby supporting a “terrorist organization.” (PCHR 6/24; OCHA 6/25)

Overnight, the Israeli navy acting on “prior intelligence” fatally shoots 5 al-Aqsa Martyrs Brigades (AMB) mbrs. diving off the Gaza coast and the Palestinian fisherman manning their boat, wounding and capturing 2 other AMB divers. The AMB claims the men were unarmed and on a training mission; Israel claims they were en route to Israel to stage an attack. Later in the day, the IDF carries out an air strike on the n. Gaza border area, seriously wounding 1 Hamas mbr. preparing to launch a Qassam rocket. IDF troops on the Israeli side of the Erez crossing fire warning shots at Palestinians scavenging construction materials in the industrial zone, wounding 1 Palestinian. The UN reports that the IDF has tightened its open-fire rules in the West Bank, no longer allowing soldiers to fire in the air or at stone-throwing Palestinians; allowing fire only when Molotov cocktails are thrown at civilian cars or when soldiers have requested and received permission from commanders. IDF troops on the Gaza border e. of al-Maghazi r.c. fire on Palestinians staging a peaceful march to the border fence to protest Israel’s imposition of a no-go zone, wounding 1 Palestinian; 3 Palestinians are wounded in a similar incident at the border fence e. of Khan Yunis. In the West Bank, the IDF fires rubber-coated steel bullets, stun grenades, tear gas at Palestinian, Israeli, and international activists conducting a nonviolent march to the separation wall outside Budrus village nr. Israeli mayor of Jerusalem Nir Barkat unveils a plan to demolish 10s of Palestinian homes built without permits in al-Bustan in the Silwan area of East Jerusalem to make way for a tourist center (offering the Palestinians new apartments over retail space to be constructed, which they reject) but delays the plan at the last minute at the request of PM Netanyahu, who tells Barkat to continue efforts to negotiate an amicable deal with Palestinian residents. In the West Bank, the IDF sends troops covered by helicopters into several villages w. of Jenin in search of 2 Islamic Jihad mbrs., surrounding and searching relatives’ homes, making no arrests; resumes work on a segment of the separation wall in Bayt Jala nr. Bethlehem (suspended for 3 yrs.) where 300 d. of agricultural land and 2,000 olive trees are slated to be razed; conducts late-night arrest raids, house searches in and around Tulkarm, nr. Ramallah. IDF troops on the n. Gaza border fire on Palestinians scavenging material from destroyed buildings 400 m fr. the border, forcing them to flee; no injuries are reported. Shortly after, the same IDF unit shells the area where the Palestinians had been scavenging as well as a Palestinian home in Bayt Lahiya, causing damage but no injuries. In the West Bank, the IDF patrols in Bayt Rima nr. Ramallah during the day; conducts late-night arrest raids, house searches nr. Hebron. Some 50 Jewish settlers break into the ancient Na’aran synagogue in Palestinian-controlled area A in Jericho to hold religious services, declaring their hopes of “renewing Jewish settlement in Jericho”; the IDF removes the settlers, arresting at least 35. Israeli PM Benjamin Netanyahu adds 2 key West Bank Jewish shrines, the Tomb of the Patriarchs (known as alIbrahimi Mosque to Palestinians) in the center of Hebron and Rachel’s Tomb just inside Bethlehem, to Israel’s national heritage sites, allocating $1 m. for their maintenance and repair as part of a $100 m. project to refurbish and link 150 national heritage sites, creating a “historical biblical trail [to] educate the next generation about Jewish and Zionist history.” The PA condemns the action. The IDF makes air strikes on smuggling tunnels along the Rafah border, killing 2 Palestinians and trapping at least 11 others (who are freed and hospitalized). IDF tanks on the s. Gaza border nr. the Dahaniyya airport site fire on and injure a Popular Resistance Comm. mbr. monitoring IDF movements along the border. Meanwhile, Israeli DM Barak authorizes the export of palm fronds fr. In the West Bank, the IDF conducts late-night raids, house searches nr. Ramallah, Qalqilya, Jenin, and in Tulkarm, arresting 8 Palestinians (including 1 teenager) and summoning 1 mbr. of the Bil‘in Public Committee Against the Wall and Settlement for interrogation; issues demolition orders for 6 Palestinian homes in Azun that allegedly provided cover for stone-throwing Palestinian youths. Unidentified Palestinians shoot at a Jewish settler vehicle outside Kida settlement n. of Jerusalem, wounding the driver, who is airlifted to a hospital in Jerusalem; stone Israeli vehicles traveling nr. Jerusalem, in the E1 area marked for expansion of Ma’ale Adumim settlement, displacing 42 Palestinians. Late in the evening, the IDF conducts synchronized late-night incursions into Hebron, Nablus, Ramallah, and Zatara village nr. Bethlehem to raid and search the homes of 8 senior figures affiliated with Hamas (fmr. PA Dep. Some 40 Hamas-affiliated legislators have been arrested since Shalit’s capture in 6/06, most of whom remain in detention. Hamas views the moves as Israel’s attempts to pressure it to make concessions in the ongoing Cairo prisoner exchange talks. Mbrs. of Kiryat Arba settlement’s private security service detain a Canadian journalist and a fieldworker for the Israeli human rights group B’Tselem as they pass nr. the settlement, holding them until the IDF arrives to question them; they are released 4 hrs. later. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, and international activists taking part in a nonviolent protest against the separation wall in Ni‘lin, hitting American protester Tristan Anderson in the head with a tear gas canister, critically injuring him; he is left on a ventilator in an Israeli hospital in “life-threatening” condition; 8 Palestinians are also injured. The IDF also fires live ammunition, rubber-coated steel bullets, tear gas, and percussion grenades at Palestinian, Israeli, and international activists taking part in nonviolent protests against the separation wall in Bil‘in, Burin nr. Nablus, and al-Ma‘sara nr. Bethlehem; makes a rare daytime raid into Nazlat Issa nr. Israel’s security cabinet authorizes the IDF to open phase 2 of OCL at its discretion by sending ground troops into Gaza “to destroy the terrorist infrastructure of the Hamas in the area of operation, while taking control of some of [sic] rocket launching area used by the Hamas”; authorizes the call-up of 10,000s of additional reservists. The IDF does not immediately take action.

Israeli action: The IDF continues air strikes and naval bombardment of Gaza, carrying out 65 air strikes and hitting 65 individual sites. Target areas include al-Atatra, Bayt Lahiya, Dahaniyya, Dayr al-Balah, Gaza City (Shaykh Ridwan, al-Shuja‘iyya, Tal al-Hawa, al-Yarmuk), Jabaliya, Khan Yunis, Nussayrat, Rafah, Tal al-Za‘atar. Primary targets include the homes of more than 12 senior Hamas officials (including senior IQB official Imad Akel, who reportedly is killed along with 3 children nearby; and Haniyeh’s chief of staff Muhammad Madhun and fmr. PA Refugee Affairs M Atif Udwan, who are believed to be in hiding); a car carrying Hamas’s Gaza City military cmdr. Muhammad (Abu Zakariya) al-Jamal, assassinating him; the Rafah airport site (already heavily damaged by yrs. of IDF attacks); the American International School in al-Atatra in n. Gaza; a public works dept. building southwest of Gaza City; tunnels on the Rafah border; and suspected weapons depots across Gaza. The estimated Palestinian toll reaches 431 killed, more than 2,200 injured.

Palestinian actions: Palestinians fire 26 rockets and 5 mortars into Israel, including 10 rockets that strike nr. Ashqelon, 1 of which causes damage and lightly injures 2 Israelis.

Humanitarian notes: The IDF escorts 226 foreigners who opt to leave Gaza to the Allenby Bridge crossing into Jordan; allows 64 truckloads of humanitarian goods into the Strip.

Of note: By this date, nearly all of Gaza’s police stations and government buildings have been destroyed. One senior Israeli security official states that “All of the offices and databases are gone. In the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, and international activists taking part in weekly nonviolent protests against the separation wall in Bil‘in (injuring 5 Palestinians), Ni‘lin (wounding 1 Israeli, 3 Palestinians), and Jayyus (injuring 3 Palestinians; 1 is hit with live ammunition). In Jerusalem, 100s of Palestinians clash with Israeli police after Friday prayers. Small demonstrations against OCL are reported in East Jerusalem and across the West Bank (including Bani Na‘im nr. Hebron, Bethlehem, Hebron, Issawiyya, Ramallah, Shu‘fat r.c.). IDF troops shoot at protesters in Bani Na‘im, wounding 5. The PASF breaks up large rallies against OCL in Hebron and Ramallah, firing tear gas at demonstrators, ripping up pro-Hamas placards and flags, beating and arresting suspected Hamas supporters, injuring at least 10 Palestinians. International diplomacy to end OCL clicks into gear with France proposing that Israel and Hamas impose a 48-hr. humanitarian truce to try to defuse the violence and restore the Gaza cease-fire, with humanitarian groups, Egypt, the EU, the Quartet, and the U.S. opening mediation channels (see Quarterly Update). Israel’s security cabinet meets to discuss the French proposal but does not formally respond.

Israeli actions: The IDF conducts 70 air strikes on Gaza, while the Israeli navy continues shelling from the sea, killing at least 10 Palestinians and wounding 40, bringing the death toll to about 370. The IDF reports hitting 110 individual sites, with primary targets being tunnels on the Rafah border, suspected weapons factories and rocket-launching sites, civil and naval police stations, and groups of resistance mbrs. In Gaza City, at least 20 air strikes hit Haniyeh’s offices, PA Interior Min., and main PA government complex in Gaza City, all of which had been targeted previously; 1 air strike hits an ambulance, killing 1 paramedic, seriously wounding a doctor and the driver. Part of Gaza’s main power grid is also hit, cutting all power to Gaza City. A fuel depot in Rafah is destroyed. In al-Bureij r.c., a mosque and health clinic are hit. In Khan Yunis, a money exchange is destroyed. At least 7 homes across the Strip are targeted. Target locations include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City, Jabaliya town and r.c., Khan Yunis, al-Maghazi (c. Gaza), al-Mughraqa, al-Qarara, Rafah. The IDF launches a YouTube channel to broadcast declassified videos of its operations in Gaza, “other footage of interest to the international community” (JPI 1/8) and begins regular briefings for Internet bloggers worldwide.

Palestinian actions: Palestinians fire 41 rockets, 10 mortars into Israel, damaging 1 home in Sederot and causing several light injuries (excluding shock); 1 rocket lands in Beersheba, 25 mi. fr. the Gaza border, marking the farthest strike to date; 2 other long-range rockets land in Ashdod. Humanitarian notes: Israel allows 93 trucks into Gaza (50 carrying medical supplies and food donated by aid groups; 43 carrying commercial goods), but Gaza City’s Shifa Hospital says it is out of 150 kinds of medicine and 230 other medical supplies, including gloves, scissors, sterilization equipment, nitrogen for anesthesia. Fuel shipments are still cut off; Gaza’s power plant shuts down for lack of fuel. The IDF fires live ammunition, rubber-coated steel bullets, percussion grenades, tear gas at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, wounding 3 (including teenagers ages 13, 14); makes simultaneous afternoon incursions into Beita and Hawara villages nr. Nablus, imposing curfews through 12/31; conducts simultaneous late-night raids, house searches on 4 villages nr. Jenin, firing on residential areas in all cases, causing no injuries and arresting only 1 teenager; conducts late-night arrest raids, house searches in Abu Dis and Jalazun r.c. nr. Ramallah, and nr. After early morning consultations with senior cabinet mbrs., the IDF launches its major offensive on Gaza, Operation Cast Lead (OCL), at 11:25 A.M. local time (4:25 A.M. EST). Israeli DM Barak acknowledges (WP 12/28) that OCL has been planned for several months, stating that the aim is “to strike Hamas severely so as to change the situation from its base,” cautioning that “it won’t be short.”

Israeli actions: After an initial “shock and awe campaign” lasting 3 min. and 40 sec., with 64 warplanes hitting more than 50 targets across the Strip, the IDF conducts periodic air strikes throughout the day, recording a total of 170 sorties against 150 targets, killing at least 228 Palestinians, wounding more than 700 (140 seriously), marking the highest single-day death toll and Israel’s largest offensive in the territories since 1967. The midday timing of the initial onslaught, just as schools let out for lunch, increases the number of civilian casualties, including an estimated 25 women and children. Israeli Military Intelligence sends automated calls to 20,000 Palestinians across the Strip warning of further air strikes targeting anyone with weapons or guns.

Targets struck are primarily civil police stations, military training bases, Hamas-related command-and-control centers, suspected weapons depots, and sites believed to manufacture rockets. Target areas include Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (the city center and al-Daraj, al-Shuja‘iyya, Tal al-Hawa, alTuffah, al-Zaytun neighborhoods), Jabaliya r.c., Khan Yunis, al-Mughraqa (s. of Gaza City), Rafah, Shati’ r.c., and al-Zahra’ (c. Gaza nr. Jabaliya).

Palestinian actions: Palestinians fire 59 rockets (including some that reach the farthest north to date), 19 mortars into Israel during the day, killing 1 Israeli civilian in Netivot, wounding 4. (The fatality may have occurred before the official launch of OCL.)

Humanitarian notes: Gaza’s hospitals report (BBC 12/27) overflowing wards and not enough surgeons or supplies to cope. Egypt temporarily opens the Rafah crossing to allow transportation of some wounded to Egyptian hospitals.

Of note: During the initial “shock and awe,” the IDF hits a police academy graduation ceremony in Gaza City, killing at least 60 new civil police recruits and the chief of Palestinian police Maj. Gen. Tawfiq Jabber. Other targets include Gaza City’s main jail (the Saraya, holding Hamas opponents, hitting only the gates), the PA Preventive Security headquarters in Gaza City, the PA security compound in Rafah (southern headquarters of the PASF, PA Internal Security Service, and PA civil police), PA naval police facilities in n. Gaza and Khan Yunis, Palestinian Telecommunication Company offices in n. Gaza, a Gaza City mosque identified by the IDF as “a base for terrorist activities,” Hamas’s al-Aqsa TV station, the agriculture control dept. in Khan Yunis, numerous police stations and training sites, at least 9 homes, several workshops (considered rocket-manufacturing sites), and Hamas’s Asda’ media center outside Khan Yunis. One IDF airstrike on a PA ministry building kills 8 Palestinian students at an adjacent UNRWA training center, wounding 19 others (8 seriously). Hamas and Palestinian human rights groups in Gaza estimate that the dead include around 165 civil police officers (including those at the graduation ceremony) and Hamas’s central district governor, Abu Ahmad Ashur. Some targets are hit with U.S.-supplied GBU-39 bunkerbusting munitions received as recently as 9/08 (see Quarterly Update in JPS 150 and the “Israeli Arsenal” document in this issue’s Special Focus section). Jenin that it claimed was a Hamas weapons factory; issues military orders for the demolition of 1 Palestinian home, 3 wells in Wadi Fukin nr. Bethlehem; conducts arrest raids, house searches in Nablus, nr. Tulkarm. Jewish settlers fr. Ma’ale Shomron nr. Qalqilya beat a Palestinian.
