The Palestine Chronology

An Israeli government-appointed commission headed by former Israeli supreme court justice Ephraim Levy issues a nonbinding legal judgment that Israel’s presence in the West Bank is not occupation and that the government should grant retroactive approval to unauthorized settlement outposts. The commission states that unauthorized outposts were established with the knowledge and encouragement of senior government officials that amounted to ‘‘implied agreement’’ by the government. During the day, unidentified Palestinians fire 1 Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the evening, Palestinian gunmen inside Gaza fire into Israel, hitting a parked civilian vehicle, but causing no injuries. Late at night, Israeli warplanes and helicopters carry out 3 air strikes on Khan Yunis and Rafah in s. Gaza, causing no reported casualties. The targets include a training site used by the al-Ansar Brigades (military wing of a small faction called al-Ahrar Movement, which was formed shortly after Hamas’s 2007 takeover of Gaza by disaffected Fatah members who aligned themselves with Hamas), and 2 open areas used by rocket-launching teams. In the West Bank, the IDF patrols in 2 villages nr. Ramallah in the morning; in Tulkarm in the afternoon; and in Qalqilya, 1 nearby village, and 1 village nr. Jenin late at night. The IDF also bulldozes a plot of Palestinian agricultural land outside Qalqilya and conducts late-night arrest raids, house searches in Bayt Umar. Jewish settlers stone Palestinian cars driving nr. Hebron. Jewish settlers also enter a Palestinian area (exact location not reported) to pray at a local religious site without proper coordination with the IDF; the IDF intervenes to remove the settlers. The IDF makes a brief early morning incursion into c. Gaza, searching and firing on residential areas in Bureij r.c., but entering no buildings and making no arrests. In the West Bank, the IDF demolishes 4 tents, 3 barnyards, and 3 residential barracks in a bedouin encampment in al-Maleh in the Jordan Valley; demolishes 2 barnyards nr. Tubas. The IDF also patrols in 1 village nr. Ramallah in the morning, 1 village nr. Qalqilya in the afternoon, and 1 village nr. Ramallah in the evening; conducts late-night arrest raids, house searches in and around Hebron, nr. Bethlehem, and nr. Ramallah (firing on the occupants of 1 raided home, wounding 3 Palestinians); conducts late-night patrols in 1 village nr. Qalqilya. Jewish settlers fr. Brakha settlement nr. Nablus attack Palestinian farmers working their land nearby; the IDF observes but does not intervene. Jewish settlers escorted by IDF troops begin leveling a large area of Palestinian agricultural land in Kafr Lakif village nr. Qalqilya; local Palestinian gather to protest and are informed by the IDF that the area has been approved for construction of an industrial zone; the soldiers agree to suspend the digging until the matter is clarified but bar Palestinians from the site. Jailed Fatah tanzim leader Marwan Barghouti issues a statement on the 10th anniversary of his arrest by Israel that is read to a crowd of supporters in Ramallah, stating that “the launch of large-scale popular resistance at this stage serves the cause of our people.” He also calls for “stopping all forms of security and economic coordination [with Israel] in all areas immediately.” (JPI 4/6)

Israel severs working relations with the UNHRC over the 3/22/12 res. calling for an investigation into settlements, calling the council biased against Israel. (NYT, WP, WT 3/27; JPI 4/6)

The U.S. Supreme Court orders a lower court to decide whether Americans born in Jerusalem can claim Israel as their birthplace on their passports. Congress approved legislation in 2002 allowing this, but the executive branch has claimed Congress overstepped its authority by attempting to override the president’s right to set foreign policy. The U.S. officially recognizes Jerusalem as occupied Palestinian territory and does not recognize Israel’s claim to united Jerusalem as its capital. (NYT 3/27; WJW 3/29)

J Street holds its annual conference. Fmr. Israeli PM Ehud Olmert gives the keynote speech at the gala dinner, emphasizing that PA pres. Abbas “wants peace with Israel and he accepts the existence of Israel as Israel declares itself to be.” (JPI 4/6)

Israeli naval vessels fire on Palestinian fishing boats off the Gaza coast, forcing them to return to shore. In the West Bank, the IDF makes a major raid into Jenin r.c., surrounding the homes of local Islamic Jihad leader Mahmoud Sa’adi, 4 other Islamic Jihad mbrs., and 1 Fatah member, detaining all 6; the 5 Islamic Jihad members are released later in the day. The IDF also conducts latenight arrest raids, house searches, and patrols in 2 villages nr. Qalqilya. A Jewish settler fires at Palestinians grazing their sheep nr. Israeli PM Netanyahu receives a delegation of senior executives of the Jewish Federation of North American, an umbrella group representing a network of Jewish donors across Canada and the U.S., who say they would provide financial and political support to Israel if tension with Iran escalate. (JPI 3/9)

In Jerusalem UN Secy.-Gen. Ban urges Israeli PM Netanyahu to draft a package of goodwill gestures (including a settlement frees) to offer in exchange for the Palestinians’ agreeing to resume direct talks. He then meets with PA Pres. Abbas and PA officials in Ramallah. (NYT, WP 2/2; NYT 2/3; JPI 2/10)

In the evening, unidentified Palestinians fire 8 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Late at night, the IDF directs artillery (2 shells) and helicopter gunfire at open areas northeast of Bayt Hanun, causing no reported injuries. Jewish settlers fr. Yitzhar settlement nr. Nablus stone a Palestinian vehicle driving nearby, breaking a window and hitting a passenger in the head, leaving injuries requiring hospitalization. (HA, JP, YA 2/1; PCHR 2/2; OCHA 2/10)

The New York Times reports that for the past 2 weeks, Palestinians (including the private sector, unions, elements of Fatah, and youth groups) have been holding demonstrations against PA PM Salam al-Fayyad in Ramallah and other cities to protest soaring prices and proposed PA austerity measures, including tax increases, cutbacks on services, and a plan to force retirement on 20,000 civil servants. (Electricity costs, for example, have nearly tripled in the past year.) Protesters demand salary increases and subsidies to compensate for inflation, but the PA faced a $350 m. budget shortfall for 2011. Even with Israeli transfers of VAT taxes restored, the foreign aid received by the PA is not enough to cover recurrent expenses. The demonstrations have been so heated that Fayyad has suspended imposition of the tax hike until mid2/2012 and dropped the early retirement proposal, pending talks to ease tensions. (NYT 2/1)

In a State of the Union address devoted to domestic affairs, Pres. Obama pointedly calls on Syrian pres. Asad to realize “that the forces of change cannot be reversed and that human dignity cannot be denied” and urges the international community to “isolate” his regime. He also stresses that the U.S. will not take any options (i.e., a military strike) off the table in dealing with Iran and emphasizes “our ironclad commitment—and I mean ironclad—to Israel’s security.” (NYT, WP, WT 1/25; WJW 2/2)

Unidentified Palestinians fire 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops on the n. Gaza border nr. the Erez crossing fire warning shots and tear gas at a group of Palestinians and international activists staging a nonviolent march to the crossing to protest Israel’s imposition of a no-go zone; no serious injuries are reported. With a sharp increase in the number of Gazans seeking to exit to Egypt through the Rafah border, the Gaza Interior Min. reimposes requirements (lifted on 12/18/11) that Gazans register with the ministry before traveling. In the West Bank, the IDF demolishes 8 Palestinian homes in Anata village nr. East Jerusalem, displacing 52 Palestinians, including 29 children; escorts 100s of Jewish settlers to pray at Joseph’s tomb in Balata village nr. Nablus; patrols in 1 village nr. Salfit in the morning, briefly detaining several Palestinian for questioning; conducts late-night arrest raids, house searches nr. Hebron and Nablus. (JP 1/24; PCHR 1/26; OCHA 1/27)

After a long delay, Hamas authorities in Gaza allow the Central Elections Commission to open a voter registration office in Gaza to prepare for eventual elections in implementation of the 5/2010 national unity deal. (WP 1/25)

Jordan says King Abdallah will receive Hamas leader Mishal on 1/29, when he makes his 1st official visit to Jordan in 13 yrs. Officials say that the kingdom will continue to bar Hamas for undertaking political activities on its soil. Analysts view this as: (1) Jordan trying to take a more active diplomatic role and say reopening diplomatic ties with Hamas could be a step toward trying to broker reconciliation btwn. Hamas and Fatah (WP 1/25); and (2) the king engaging with Islamists, who have gained strength regionally during the Arab Spring, to quiet Jordan’s own Islamist opposition. (WP, WT 1/25)

Police in Azerbaijan arrest several people allegedly linked to an Iranian-backed Hizballah cell for plotting an attack against Israeli amb. to Azerbaijan Michael Lotem and on a Jewish school in Baku. (JPI 2/3; NHR 2/21)

A Lebanese court sentences fmr. brig. gen. Fayiz Karam to 2 yrs. in jail (including time served) for giving classified information to Israel. Karam, jailed in mid-2009, will be released in 6 mos. (NYT 1/25)

Israeli troops on the n. Gaza border twice fire at suspicious movement in open areas e. of Bayt Hanun, causing no reported injuries. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF patrols in 1 village nr. Jenin in the morning and in Tulkarm town and r.c. in the evening, in both cases firing at stone-throwing youths who confront them, causing no reported injuries. OCHA reports that in the previous wk., the IDF demolished 10 tents and 5 animal pens in the Bedouin village of Fasayil al-Wusta and 2 animal pens in the neighboring Bedouin village of Fasayil al-Fauqa, both in the Jordan Valley. Fatah and Hamas announce that, in keeping with their 5/2011 reconciliation deal, they have agreed on formation of a new Central Elections Commission to prepare for presidential and parliamentary elections. They fail to reach an agreement on formation of a caretaker government to take the Palestinians to elections, postponing further discussion until late 1/2012. (JPI 12/30)

After a UNSC briefing on the Middle East, 14 UNSC mbrs. criticize the U.S. (without naming it directly) for blocking any criticism of Israel’s recent approvals for new settlement construction in East Jerusalem and the West Bank and of the increasing settler violence, as well as for threatening to veto any UNSC res. supporting Palestinian statehood. British UN Ambassador Mark Lyall Grant, speaking on behalf of the European UNSC mbrs. (Britain, France, Germany, and Portugal), calls recent Israeli settlement and settler actions “devastating” to the 2-state solution, saying “Israel’s security and the realization of the Palestinians’ right to statehood are not opposing goals. On the contrary, they are mutually reinforcing objectives. But they will not be achieved while settlement building and settler violence continues.” Grant also calls on Israel and the Palestinians to send their comprehensive proposals on territory and security to the Quartet as soon as possible. (The Palestinians have already submitted theirs to the Quartet, so this is seen as an added rebuke to Israel, which has not done so.) (HA 12/21, NYT 12/22)

In Gaza, 1 Palestinian is injured in a smuggling tunnel accident on the Rafah border. In the West Bank, the IDF bulldozes the bedouin village of Fasayil al-Wusta in the Jordan Valley, saying it was erected on state land nr. a settler-only bypass road, displacing 103 bedouin (including 63 children); demolishes 2 wells nr. Hebron; patrols in 3 villages nr. Jenin and 1 nr. Tulkarm in the morning; arrests Qalqilya Fatah official Muhammad Walawil and his brother during the day, without giving cause; raids Tulkarm late at night to arrest 3 Palestinians who had ignored orders to appear before an Israeli military court on 6/13/11 to testify against a Palestinian prisoner. The IDF also escorts 8 Israeli MKs on a rare daytime visit to Joseph’s Tomb in Nablus, where they publicly call on the government to declare sovereignty over the site. Jewish settlers in Hebron vandalize nearby Palestinian homes. (WT 6/15; JPI 6/24)

As the quarter opens, Israel maintains a tight siege on Gaza, aimed at unseating the governing Hamas authority. The Israel Defense Forces (IDF) enforces a 300-meter no-go zone inside the full length of the Gaza border and limits the Palestinian fishing zone off Gaza to 500–1,000 m off Bayt Lahiya and Rafah and 3 naut. mi. elsewhere. In the West Bank, governed by the Fatah-led Palestinian Authority (PA), IDF operations and restrictions on Palestinian movement are relatively low. Today, the IDF patrols in Far‘un village nr. Tulkarm in the evening, firing tear gas and stun grenades at stone-throwing Palestinians who confront them, causing no serious injuries; patrols in Jit village nr. Qalqilya late at night. In Cairo, Hamas and Fatah open their first round of talks on implementing their 5/4/11 national reconciliation agreement that would reunite West Bank and Gaza institutions and prepare for new elections. (REU 5/16)

In a speech to the Knesset before leaving for the U.S., Israeli PM Benjamin Netanyahu lays out his conditions for accepting a Palestinian state, but still does not go far enough to satisfy minimum Palestinian demands, stating that “the root of the conflict is not the absence of a Palestinian state,” but rather “the refusal to recognize a Jewish state.” (HA 5/16; NYT, WT 5/17; WP 5/18; JPI 5/27)

Italy upgrades the status of the Palestinian representation in Rome from a delegation to a full diplomatic mission. (HA 5/16)

Israel allows 2,631 Palestinians to transit through the Rafah crossing (880 going into Egypt, 1,751 returning to Gaza). The UN reports that in the preceding wk., 2 Gazan boys (ages 8, 10) in al-Bureij r.c. were injured by UXO fr. OCL; 4 Palestinians were killed, 5 injured in tunnel collapses along the Rafah border. In the West Bank, the IDF conducts late-night house searches in villages s. of Jenin, making no arrests; stages late-night arrest raids, house searches in Fasayil village n. of Jericho. A Hamas-affiliated PA prisoner dies in a Jordanian hospital, where he was transferred by the PASF on 6/30 with severe injuries apparently resulting fr. torture. (OCHA, PCHR 8/6, 8/13)

In Bethlehem, 2,325 delegates fr. the West Bank and 80 countries around the world open Fatah’s 6th General Conference in Bethlehem to vote on a new party platform and hold elections for party institutions for the 1st time in 20 yrs. (MM, alSharq al-Awsat 8/4; al-Ayyam, MM, MNA, NYT, WP 8/5; MNA 8/8; JPI 8/14)

The UNSC passes (14–0, with the U.S. abstaining) res. 1860, calling for an “immediate, durable, and fully respected cease-fire, leading to the full withdrawal of Israeli forces from Gaza” but not outlining an implementation or enforcement mechanism (see Doc. A8). Israel says it will not halt its operations until a Hamas cease-fire can be guaranteed. Meanwhile, Egypt begins intensive bilateral talks with Israeli and Hamas envoys to mediate a cease-fire.

Combat notes: The IDF carries out another 60 air strikes across Gaza, with heavy bombing of the Rafah border. Targets include more than 18 homes of senior IQB members (all believed to be in hiding), “a number of armed operatives” assassinated (not named), several groups of armed men, 15 tunnels (including some homes believed to be covering entrances to tunnels), 11 suspected weapons depots (including 1 mosque in n. Gaza), 15 rocket-launching sites, the PASF headquarters and PA Youth and Sports Min. offices in Rafah, and an Islamic Jihad office in Abasan. Target areas include Abasan, Bani Suhayla, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (city center, al-Nasser), Jabaliya town and r.c., Khan Yunis, al-Nasser (n. of Rafah), Nussayrat, Rafah. Heavy naval shelling of Dayr al-Balah and the nearby al-Qur’an area of c. Gaza is also reported. As ground operations continue, the IDF begins moving a small number of reservists into the Strip for the 1st time since OCL began. Heavy artillery and ground fire is reported in Abasan, Gaza City (al-Sha‘af, al-Shuja‘iyya, Tal al-Hawa, alZaytun), al-Qarara. Late in the evening, IDF troops withdraw from al-Qarara; residents report at least 20 homes destroyed since the IDF took up positions in the city on 1/6.

Palestinians fire at least 15 rockets and 1 mortar into Israel, lightly injuring 4 Israelis. Areas hit by rockets include Ashdod, Ashqelon, Beersheba (4 Grads), Ofakim.

The Palestinian toll, including bodies recovered during the humanitarian lull today (see below), reaches at least 758 dead and more than 3,100 injured. In addition, a Ukrainian woman (married to a Gazan) and her toddler are killed by an IDF shell in Gaza City, becoming the 1st foreign casualties inside Gaza (1 Egyptian was killed on the Rafah border on 12/28). Today, 3 IDF soldiers are killed and 14 are wounded (1 seriously, 1 moderately, 12 lightly) during clashes inside Gaza, bringing the Israeli toll to 13–14 dead and more than 100 injured.

Humanitarian notes: IDF soldiers fire on relief workers in 3 incidents in which the UN and ICRC had fully coordinated their movements with the IDF in advance (providing the IDF with the license plates of the vehicles, giving precise times and routes of travel, and using clearly marked vehicles) and received IDF assurances that travel would be safe. One UN driver is killed and 2 other UN employees and 1 ICRC employee are wounded. The UN and other groups scale back or suspend aid deliveries to Gaza, citing security concerns.

During the humanitarian lull, the IDF allows ICRC workers back into a heavily damaged residential block of al-Zaytun (see 1/7), where they rescue 103 injured Palestinians who have been stranded since 1/5 and report finding 40–50 bodies, fearing that more dead and injured may be trapped under demolished homes. The Israeli human rights group B’Tselem reports (WP 1/9) new evidence that IDF soldiers stationed outside the destroyed houses were aware people were trapped but denied aid. UN Undersecy. Gen. for Humanitarian Affairs John Holmes urges Israel to investigate, calling (WP 1/9) it “a particularly outrageous incident” and “absolutely horrifying.”

Israel allows 223 Palestinian dual nationals to exit Gaza via the Erez crossing for Jordan (see 1/2).

The UN estimates that 20,000 Gazans have been internally displaced by the fighting. In the West Bank, the IDF fatally shoots a Palestinian who allegedly attempts to set fire to a gas station outside the Ma’ale Adumim settlement e. of Jerusalem; fires live ammunition and rubber-coated steel bullets at Palestinians demonstrating against OCL in al-Fawar r.c. nr. Hebron, seriously wounding 2 (including a 12-yr.-old boy); fires live ammunition at Palestinians protesting against the separation wall in Bil‘in, wounding 1; conducts late-night arrest raids, house searches in and around Nablus, in Qabatya nr. The PFLP General Command fires 4 rockets fr. s. Lebanon into Israel, 3 of which explode near Nahariya, lightly wounding 4 Israelis (5 others are treated for shock). The IDF fires 5 shells the border as a “measured response” and intensifies surveillance overflights of s. Lebanon. Hizballah, the Lebanese government, and Fatah and Hamas reps. in Lebanon condemn the fire, assuring Israel they have no intention of opening a 2d front. The Lebanese army and UNIFIL pledge to step up surveillance in s. At 9:30 P.M. EST (3:30 A.M. on 11/11 local time), Arafat dies in a Paris hospital. The PA declares a 40-day mourning period; immediately begins preparations to hold a state funeral in Cairo on 11/12, followed by his “temporary” burial in his Ramallah compound (the Muqata) later in the day. Earlier this afternoon, in anticipation of Arafat’s passing, the PLO Exec. Comm., the PA national security council, Fatah Central Comm., senior PC mbrs. meet in Ramallah to discuss leadership transitions, intentions to hold elections within 60 days of Arafat’s death, in keeping with the unratified Basic Law. The IDF demolishes 3 brick factories, bulldozes agricultural land in continuing operations in Bayt Hanun; fires on residential areas of Rafah, Tulkarm r.c.; bulldozes 50 dunams of land nr. Armed PRC mbrs. ambush, kidnap Gaza police chief Ghazi Jabali, exchanging gunfire with this bodyguards, wounding 2; parade him through the streets of al-Bureij r.c., accusing him of stealing $22 m. in public funds; release him unharmed. The IDF seals Rafah as the 1st step in what the government says will be a major military offensive against Palestinian militants, dubbed Operation Rainbow. Tanks, armored personnel carriers, armored bulldozers, helicopters, troops ring the city, firing on any traffic attempting to enter or exit.
