Israel allows a shipment of fuel for Gaza’s power plant (shut down on 2/28), allowing 1 of 4 turbines to restart, but reduces the amount of cooking fuel and gasoline, aggravating shortages of these supplies. Gazans across the Strip continue to experience rolling blackouts of 8–16 hrs./day; 40% of Gaza receive running water for several hrs. once every 4 days. Unidentified Palestinians fire 3 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In the West Bank, the IDF patrols in 5 villages nr Jenin, Jericho, Qalqilya, Ramallah, and Tulkarm in the morning; in 1 village nr. Jenin in the afternoon, and in 2 villages nr. U.S. Reps. Howard Berman (D-CA) and Joe Walsh (R-IL), along with 50 cosigners from both parties, send a letter urging U.S. Atty. Gen. Eric Holder to indict, extradite, and prosecute “Palestinian terrorists” who have killed or wounded American citizens, particularly any Palestinian prisoners released under the 10/2011 and 12/2011 Hamas-Israel prisoner swap that freed Israeli soldier Gilad Shalit. The letter states that since the Koby Mandell Act was passed in 2005 allowing the U.S. to try foreigner terrorists who have harmed U.S. citizens abroad, not one Palestinian has been tried though as many as 71 Palestinians attacks (by their count) have left 54 Americans dead and 83 injuring since the 1993 Oslo Accords were signed. In Ramallah, the IDF continues demolition work at the PA compound, setting fire to storehouses, bulldozing the Ramallah governate building; says it now seeks the extradition of 50 Palestinians inside Arafat's offices; warns those inside the remaining building to evacuate or risk being harmed when the IDF blows it up, prompting 1,000s of Palestinians to take to the street in protest, despite the curfew. The IDF fires stun grenades, live ammunition at the crowds, killing 2 Palestinians (including a journalist with Voice of Palestine). (After al-Jazeera TV broadcasts news of the spontaneous Ramallah demonstrations, 1,000s of Palestinians violate the curfews Jenin, Nablus, Tulkarm and rally in Gaza to protest; the IDF kills 1 Palestinian protester in Nablus, a 2d Palestinian in Tulkarm and demolishes 2 Palestinian homes in Qabatya, Qalqilya.) None of the Palestinians in the Ramallah compound evacuates, the IDF does not blow up the building; unnamed Israeli officials suggest the threat was "psychological combat" aimed at making living conditions so unbearable for Arafat that he seeks refuge abroad. The IDF reinforces positions inside Bethlehem, where IDF shelling kills 3 Palestinians nr. a hospital; a 4th Palestinian is fatally shot while harvesting olive outside Jinin; a 5th Palestinian dies of injuries received earlier. Other IDF shells land within 50 yds. of the Church of the Nativity, injuring 2 Palestinians. The IDF also fires on a UN ambulance in Bethlehem, seriously injuring the driver; rockets a power station in Tulkarm; occupies 2 Palestinian homes in Qalqilya, 1 in Khan Yunis; reinforces positions in Ramallah and al-Bireh, destroying a Force 17 office. Sharon says the PA must meet 3 conditions for a return to talks: a complete halt to "terrorism and incitement," the arrests of "terrorists" and the disbanding of their organizations, the extradition of those involved in the Ze'evi assassination. Israel cuts off all contact with the PA; gives Shin Bet, the IDF the "green light" to step up assassinations. Some MKs say Sharon should banish Arafat fr. the West Bank, Gaza. The PA arrests 3 PFLP leaders, but says it has not identified Ze'evi's assassins, will not extradite them to Israel once it does. Israel says if the killers are not extradited, it will treat the PA as a sponsor of terrorism. (The State Dept. refuses to back Israel's extradition demand.) Sharon declares that "Arafat has 7 days to impose absolute quiet in the territories. If not, we will go to war against him. As far as I'm concerned, the era of Arafat is over." The IDF reoccupies areas A in Jinin, Nablus, and Ramallah, sending in tanks and troops, shelling buildings, killing 3 Palestinians. In Bethlehem, 3 Palestinians, including Fatah tanzim leader Atif Ubayyat, 1 of Israel's most wanted, are killed when an explosion destroys their car. The deaths, which Palestinians claim were an assassination, spark a serious gun battle around the city; Palestinians in Bayt Jala also fire a mortar at Gilo for the 1st time in 2 mos., causing no damage. In Amman, unidentified assailants slightly wound 2 Israeli embassy guards enroute to work in a drive-by shooting. Guards fire back, possibly wounding 1 attacker. King Hussein condemns the attack, visits the guards in the hospital. As of today, there are 103 West Bank Palestinians who have been stranded in Gaza since the 9/4 suicide bombings, 44 Gazans stranded in the West Bank. Israel has denied them permission to return to their homes. (PCHR 9/22) (see 8/19)
