Israeli PM Ariel Sharon visits Hebron, calls for the expanding of Jewish settlements in and around Hebron to create “settlement contiguity” btwn. 4 Jewish enclaves in He-bron, the outlying Kiryat Arba settlement, the Ibrahimi Mosque/Tomb of the Patriarchs site. In response, Jewish settlers declare a new settlement on the site of the olive grove bulldozed by the IDF on 11/16 and move in 3 shipping containers, tents, cisterns; the IDF constructs a 7-ft. concrete wall around the site. IDF undercover units attempt to assassinate Riad ‘Abd al-Ghani in Tulkarm, missing him, killing his brother, wounding a 2d brother. The IDF fires rockets, tank shells at the Palestinian Authority’s (PA) Preventive Security Force (PSF) headquarters complex in Gaza, sends troops in to set fire to 2 buildings, injuring 2 PSF officers, 1 Palestinian journalist. The IDF also fires on Palestinians in Gaza City, Nur al-Shams refugee camp (r.c.); bulldozes 8 dunams of Pal-estinian land in Bayt Lahia; blows up 2 Palestinian homes in Balata r.c.; detains for 2 hrs. a PRCS ambulance carrying Palestinians seriously injured in a car accident; fires on 2 ambulances outside a hospital in Gaza, nr. Shati‘ r.c.; detains, searches 6 ambulances, including 1 transporting a patient, for up to 70 mins. at checkpoints. Israeli Arab passenger carrying only a pen knife that he does not wield attempts to hijack an El Al plane bound for Istanbul fr. Tel Aviv. He is quickly captured and detained, without injury to any other passen-gers; says that he intended to hijack the plane to protest Israeli actions against Palestinians, that he is not affiliated with any group. He is described by peers as frail, nervous, eccentric young man with a heart condition, who craves popularity and attention. In Hebron, an unidentified Palestinian throws 2 grenades at an IDF post, wounding 13 soldiers, 11 Palestinians, 1 Israeli border policeman. IDF shoots, wounds the attacker, who flees into PA-controlled territory. IDF reimposes curfew on Palestinian residents in Israeli-controlled area of the city. In Biddu, West Bank, 100s of Palestinians clash with IDF troops after the funeral of the alleged Hamas mbr. killed 9/29. 6 Palestinians are injured. (MM, WP 10/1)

Dutch newspaper NRC Handelsblad reports that the El Al cargo plane that crashed in Amsterdam in 1992 was carrying 3 of the 4 chemicals used to make sarin nerve gas, including 50 gallons of dimethyl methylpohsphonate (DMMP). According to the plane's cargo manifest, the chemicals were sent fr. a U.S. factory in Pennsylvania to the top secret Israeli Institute for Biological Research. Israeli PM Rabin visits Gaza, says self-rule will not be expanded until the PNA makes "a serious effort" to curb attacks on Israelis. He also postpones scheduled introduction of free passage between Gaza and Jericho.  PNA denounces 8/14 Hamas attack, detains 35 Hamas mbrs. for questioning.  200 Hamas supporters protest the crackdown in front of the police headquarters in Dayr al-Balah.  (NYT, WP, WT 8/16)

Bolivia, Dominican Republic, and Paraguay announce they will move their diplomatic offices to Jerusalem to keep Israel from closing its embassies in their countries.  Israeli F Min. states "We won't close embassies in countries that move their embassies to the Jerusalem area."  (WT 8/16)

International terrorist "Carlos" (Ilich Ramirez Sanchez) flown to France after arrest in Sudan previous night.  France sought his extradition for 1975 Paris killing of 2 French agents investigating failed rocket attack on an El Al plane.  Sanchez most widely known for 1975 Vienna kidnapping of OPEC oil ministers in which 3 killed, 11 wounded. Israeli and PLO negotiators say they are nearing an agreement on the expansion of Palestinian authority in the West Bank.  (WSJ 8/15)

Occupied Palestine/Israel: Israeli military court orders journalist Hamdi Farraj, 11 other Dheisheh refugee camp residents held since 2/1/85 without trial released on grounds general prosecutor failed to prove charges against them [FJ 1/10].

Arab World: Christian Science Monitor reports King Hussein and Pres. Asad agree to restore diplomatic relations between their countries at ambassadorial level [CSM 1/2]. Egypt and U.S. sign agreement on $140 million in U.S. aid to Egypt, the second installment of $500 million grant approved by Congress last year [JP 1/2]. SLA releases 20 Shi'ite prisoners from Khiam detention center in S. Lebanon as New Year's gesture. (Red Cross has not been allowed to visithe Khiam center) [JP 1/3].

Other Countries: Austrian Interior Ministry states 3 Palestinians who attacked Vienna airport had instructions to take Israeli hostages, hijack El Al plane to Tel Aviv, blow up plane "in or over Tel Aviv" [DT, FT 1/3]. Peter Goldman, director of Americans for a Safe Israel, and Rabbi Avraham Weiss, coordinator of Americans Against Terrorism, announce start of nationwide campaign to remove PLO offices from U.S. [JTA 1/3].
