In Gaza City, suspected Fatah gunmen assassinate Izzeddin al-Qassam Brigades cmdr. Ala’ al-Haddad; late in the evening, the ESF fires an RPG destroying a house in Gaza City in apparent retaliation. Fatah-ESF clashes escalate in Bayt Hanun, with ESF mbrs. firing an RPG at the home of a Fatah mbr. and Fatah mbrs. retaliating by firing an RPG at the home of a Hamas mbr.; 3 Palestinians are injured. (‘Adil al-Maqusi, Muhammad al-Taluli, Rasim Zhahir) allegedly en route to fire rockets into Israel, wounding 1 bystander; makes an air strike on a car in Gaza City, assassinating Fatah Mujahiddin Brigades mbr. Raja’i al-Labban, wounding a 2d Fatah mbr.; makes a late-night air strike on Rafah destroying a Palestinian home (after warning residents to leave), severely damaging 5 others, cutting power to some areas; conducts arrest raids in Wadi al-Silqa. Ayman Jabarin, shooting him 10 times; partially lifts the security alert on Rafah crossing, allowing EU monitors to open the crossing for several hrs.; conducts random ID checks in Hebron, seriously beating 1 Palestinian. Israel acknowledges that it has begun work on a new police headquarters, road network, and “other facilities” in Jerusalem’s E-1 development area, marking the 1st step in the largest settlement construction project since 1967 to create “Jewish demographic continuity between Jerusalem and Ma’ale Adumim” settlement; the project will include 3,550 housing units, 6 hotels, a park. Israel’s Internal Security M Gideon Ezra says the U.S. did not object to beginning construction. IDF undercover units, traveling in a car with Palestinian license plates, enter Jenin, call in 10 IDF vehicles for backup, raid and occupy several homes, arresting 2 wanted Palestinians. The IDF also conducts arrest raids, house searches nr. Ramallah, in and around Hebron, and in Jenin town and r.c., al-Khadir, Nablus; begins construction of a new settler bypass road on Palestinian land in Hebron to link Abraham Avino and Ramat Yishai settlements. Tene Oranim in the s. West Bank report that 80% of residents have signed a letter to Sharon offering to leave their settlement in exchange for the same compensation received by settlers evacuated under the disengagement plan. Gaza, allegedly targeting Islamic Jihad mbrs. attempting to fire a rocket, but no injuries are reported; shells Jabaliya r.c., hitting a home, wounding 2 Palestinians; conducts arrest raids, house searches in Jenin, Ramallah; patrols in Nablus; captures 4 unarmed Palestinians attempting to sneak across the Israeli border fence in central Gaza to find work; detains a Palestinian in Ariel settlement who apparently was living there secretly with his Jewish settler girlfriend (a fmr. IDF intelligence officer). Palestinian gunmen fire on an IDF outpost nr. Mevo Dotan settlement nr. Jenin; the IDF returns fire, killing 1 Palestinian, wounding and arresting 2. Palestinians also fire an antitank missile at an IDF patrol nr. Rafah, causing no damage or injuries. In Hebron, 10s of Jewish settlers fr. Israel announces plans to build new roads in Gaza parallel to the existing settler bypass roads to ease congestion during the evacuation of settlements in 7/05. The IDF sends troops into Balata r.c. who fatally shoot wanted AMB mbr. Ibrahim Isnayri, who allegedly has Hizballah connections, in disputed circumstances (the IDF says troops tried to arrest him, but he opened fire and they responded; Palestinian observers say the IDF fired without warning, Isnayri never fired); the AMB says he was assassinated and it will take revenge, may stop adhering to the cease-fire; Abbas declares it a “serious violation” of the truce. The U.S. group Yedidim, an alliance of 1,000s of Baptist churches and Jewish synagogues across the U.S., says it is preparing a series of protests in Gaza before and during Sharon’s Crawford visit to protest and block disengagement plans, stating “we are working right now to send thousands of people, thousands of Zionist Christians. We will go over there and stand in the Gaza Strip with our friends and see what they will do about evicting Americans.” Some 5,000 Christian Zionist plan to protest at Crawford on 4/11. (WT 4/9)

The IDF raids Budrus nr. Ramallah, fires on residential areas, sparking clashes that leave 2 Palestinians injured; sends troops into Salim with military orders to occupy a Palestinian home as an IDF post for 1 mo., confining the 16 family mbrs. to 1 floor; conducts arrest raids, house searches in ‘Azun; fires rubber-coated steel bullets, tear gas at a nonviolent Palestinian demonstrations against the separation wall in Bil‘in (injuring 1 Palestinian), Dayr Ballut nr. Nablus (wounding 2 Palestinians). Palestinians complain that 100s of people were unable to attend Friday prayers at Hebron’s Ibrahimi Mosque because of prolonged IDF checks at the newly installed electronic gates surrounding the site (see 3/13, 3/24). Syria begins redeploying its troops in Lebanon to the Biqa‘ Valley in preparation for the withdrawal of all 14,000 soldiers and 1,000 intelligence officers. The move comes under international pressure on Syria to comply with UN Res. 1559 in the wake of the 2/14 assassination of fmr. Lebanese PM Rafiq Hariri.
