In the West Bank, Israeli settlers threw stones at Palestinian vehicles traveling south of Jenin on the Jenin-Nablus road. Israeli settlers with military escort also attacked Palestinian herders east of Yatta, leading to a confrontation between Israeli forces and Palestinian herders; tear-gas related injuries were reported. Elsewhere, Israeli settlers with military escort attacked Palestinians in al-Lubban al-Sharqiya, leading to a confrontation between Palestinians and Israeli forces; tear-gas related injuries were reported. Israeli forces shot and killed 2 Palestinians and injured 1 other during a raid in Jenin refugee camp; 1 of the victims was described as unarmed and the other a member of Islamic Jihad, who resisted the Israeli raid; 1 Palestinian was arrested during the raid. 4 other Palestinians were arrested, including 3 during late-night raids in Beit Umar and Hebron, 1 was arrested at a flying checkpoint in Jannatah; Israeli forces violently dispersed Palestinians protesting the raid in Beit Umar, causing tear-gas related injuries. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating al-Israa wa al-Miraj in the Old City, injuring 36, including 1 11-year-old girl who was hit in the head with a stun grenade, fracturing her jaw; there were several videos circulating showing Israeli forces assaulting Palestinian minors; 20 were arrested. In Gaza, Israeli forces made incursions and leveled land east of Khuza‘a. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniyya; no injuries were reported. The Israeli high court of justice denied a petition by Palestinians in Hebron to end Israeli forces’ use of a building on Palestinian-owned land in Hebron, saying that returning the land to its Palestinian owners would be a security risk. Israel has expressed its desire to expand Israeli settlements in Hebron on parts of the Palestinian-owned land that the Israeli forces use. (HA 3/2)

The Israeli Jerusalem district planning and construction committee rejected a petition by the committee of Muslim cemeteries and Palestinian landowners to block plans to construct a promenade at al-Yusufiya cemetery at the Old City walls in East Jerusalem. The Israel nature and park authority said that Israel does not intend to “expropriate the area in question.” (HA 3/1)

In the West Bank, Israeli settlers set fire to olive fields between Burin and Huwwara, damaging 70 trees. Israeli settlers also threw stones, damaging a Palestinian-owned vehicle while it was traveling on the Ramallah-Nablus road. Israeli forces prevented Palestinian farmers from harvesting their olive trees in Kafr Qaddum, declaring the area a closed military zone. Israeli forces shot a Palestinian at a checkpoint near Tulkarm. 13 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Ramallah, and Jenin. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. In Gaza, Israeli forces opened fire at Palestinian farmers near the Gaza fence; no injuries were reported. After a day of violence and intense IDF activity across the Ramallah region on 12/13, tensions remain high in the West Bank. The Israeli authorities maintain the closure of all major roads in the area while they search for the perpetrator of the attack that left 2 Israeli soldiers dead. One Palestinian is killed during clashes sparked by an IDF raid in Jalazun refugee camp. Six Palestinians are injured during clashes sparked by a similar raid in nearby al-Bireh. Two more Palestinians are injured when IDF troops violently disperse a protest outside nearby al-Mughayyir. Separately, a Palestinian stabs and lightly injures an Israeli soldier at an IDF post outside the Beit El settlement; the soldier moderately injures the Palestinian in the ensuing confrontation (the Palestinian will turn himself in to the IDF on 12/15). Unidentified assailants throw rocks at Israeli troops outside al-Bireh, moderately injuring 1 soldier. The IDF then seals off the main Ramallah-Nablus road and conducts raids in the area searching for the assailants. IDF troops shoot and injure 5 Palestinians during clashes sparked by a raid in al-Laban near Nablus; violently disperse Friday protests against the Israeli occupation in central Hebron, Luban al-Sharqiyya near Nablus, and Bil‘in near Ramallah (4 Palestinians are injured); arrest 1 Palestinians and issue 1 arrest summons during additional raids near Hebron; and patrol near Hebron, Bethlehem, Jenin, Nablus, Tulkarm, and Salfit. Israeli settlers throw stones at Palestinian vehicles near Nablus and Qalqilya, and open fire on a Palestinian passersby in Jalazun refugee camp (1 Palestinian is injured and several vehicles are damaged). In the West Bank, Palestinian assailants shoot and injure 4 Israeli settlers in a vehicle outside an Israeli settlement nr. Nablus; 1 will succumb to his injuries on 6/30. IDF troops impose a curfew on a nearby village, search the area, and conduct a series of raids. Dozens of Israeli settlers throw stones at Palestinian vehicles on the Ramallah-Nablus road. Earlier, a Palestinian woman stabs an Israeli soldier at a military checkpoint in Bethlehem, moderately injuring her. Israeli forces arrest the Palestinian. The IDF conducts house searches and raids in 4 villages nr. Ramallah, confiscating surveillance and recording equipment; patrols in 2 villages nr. Hebron. In East Jerusalem, Israeli police arrest a Muslim worshipper at Haram al-Sharif after he throws rocks and shoes at Jewish visitors. Palestinian prisoner Adnan ends his hunger strike overnight after making an agreement with the Israeli authorities to release him on 7/12. An Israeli official says that the deal was made after Adnan withdrew his demand that Israel never again administratively detain him. Beginning on 5/5, Adnan’s hunger strike lasted 55 days. More than 100 mi. off the coast of Gaza, Israeli naval forces board, search, and escort the Marianne of Gothenburg, the flagship of the Freedom Flotilla III, toward the port at Ashdod overnight. Hamas calls for an emergency meeting of the various Palestinian factions, finding it “unacceptable” that the PLO Exec. Comm. appointed a comm. on 6/27 to consult with the various PLO factions about the composition of a new consensus govt. (MNA 6/29)

French FM Fabius proposes the formation of a new international group with a mandate of supporting peace negotiations between Israel and the Palestinians. He describes the group as “a kind of Quartet plus,” referring to the Middle East Quartet, which has been relatively inactive since former Quartet rep. Blair’s resignation. Fabius’s comments are interpreted as a shift in French strategy away from the UNSC. (NYT, TOI 6/29)

U.S. pres. Obama signs the Defending Public Safety Employees’ Retirement Act into law, renewing his authority to “fast track” approval of trade agreements in Congress. The new law includes an American Israel Public Affairs Committee (AIPAC)-backed provision establishing a series of anti-BDS objectives to be pursued in all trade negotiations. (HA 6/30; PNN 7/1)

Abbas briefs Arab League FMs in Cairo on the Ross-Hale visit. The FMs say that they strongly prefer that the Palestinians seek observer-state status via the UNGA rather than full memberstate status via the UNSC so as to avoid a serious confrontation with the U.S., but that they will support whatever he decides to do. Palestinian chief negotiator Erakat says (9/13) that the Palestinians are waiting to hear new proposals being drafted by EU foreign policy chief Catherine Ashton and Quartet envoy Blair before deciding. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Direct Israeli-Palestinian negotiations are formally relaunched at a ceremony at the State Dept. in Washington, with Abbas and Netanyahu pledging to meet again on 9/13–14 in Egypt and then every 2 weeks thereafter to “keep momentum going.” Clinton, Abbas, Netanyahu, and U.S. special envoy George Mitchell meet, after which Abbas and Netanyahu meet privately for 90 mins. Mitchell then announces that the leaders have decided to work toward a “framework agreement” within a year that would outline “the compromises each side must be ready to make” to achieve peace as a 1st step before attempting to iron out a comprehensive peace treaty. For a 3d day in a row, IQB gunmen fire on a Jewish settler vehicle driving in West Bank area C, causing no injuries. Asked if Hamas’s political leadership approved the recent string of shootings, West Bank IQB spokesman Abu Ubaidah says the operations are “in harmony with the attitude of the political wing.” The PASF says that since the 1st shooting on 8/31, they have detained 300 Hamas mbrs. Late in the evening, the IDF patrol in villages nr. Jericho, Nablus, Qalqilya, and Salfit, making no arrests; conducts arrest raids in Hebron (shooting and wounding 1 Palestinian, releasing him to the Palestinian Red Crescent Society) and neighboring al-‘Arub r.c. Later at night, the IDF stages arrest raids and house searches in Barta‘a village nr. Jenin. Armed Jewish settlers fr. Suissa settlement nr. Hebron beat a Palestinian shepherd grazing her flock nearby and attempt to steal her sheep; another Palestinian intervenes and is also beaten, but the settlers leave without the sheep. Around 10 Jewish settlers ambush a Palestinian car driving on the Ramallah–Nablus road, smash its front window, injuring the driver, who is given medical attention by the IDF. A Hamas-affiliated PA prisoner dies in custody in Nablus; the PASF claims the man committed suicide, but the family and human rights organizations demand an independent investigation. Israeli naval vessels detain a Palestinian fishing boat off the Bayt Lahiya coast, interrogating and releasing the fishermen. The UN reports that 2 Palestinians were killed and 6 were injured in tunnel collapses on the Rafah border in the previous wk.; in addition, the body of a Palestinian missing since 7/1 has been found in a collapsed smuggling tunnel. In the West Bank, IDF undercover units enter Yatta village in a vehicle with Palestinian license plates, raid an auto mechanics shop, arresting 1 Palestinian. The IDF also conducts late-night arrest raids, house searches in and around Nablus and neighboring ‘Askar r.c., and nr. Hebron, Jenin. Jewish settlers fr. IDF troops on the Gaza border e. of Dayr al-Balah fire warning shots at a Palestinian farmer who strays nr. the border fence, forcing him to leave without injuring him, but damaging 4 nearby Palestinian homes. IDF troops at the Erez crossing fire on a World Vision vehicle carrying a Palestinian driver and a Japanese employee who had been informed that the IDF had approved his exit through the crossing; the 2 men are pinned under IDF fire for 15 minutes until the Japanese, using his World Vision shirt as a flag, is able to signal the troops to halt fire; neither man is hurt. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron, and nr. Bethlehem, Qalqilya. A Palestinian deliberately drives into 2 Israeli border police officers at a checkpoint into Jerusalem, causing no serious injuries, before being halted and arrested. Late in the evening, the IDF makes an air strike on a group of Palestinian resistance mbrs. nr. Gaza’s Jabaliya r.c., wounding 1. In the West Bank, the IDF conducts latenight arrest raids, house searches in Jenin town and r.c.; fires rubber-coated steel bullets, percussion grenades at Palestinian, Israeli, international peace activists taking part in nonviolent demonstrations against the separation wall in Bil‘in (injuring 2 Palestinians, including a 10-yr.-old child). In Hebron, Jewish settlers rampage through Palestinian areas for a 9th day, burning 1 home and several gardens, shooting and wounding 1 Palestinian; the IDF occupies 9 Palestinian homes as operational bases, but apparently does not intervene. OCHA urgently appeals to Israel to expand “the list of imports into Gaza . . . to include vital spare parts for maintenance and operation of the power plant, water and sanitation utilities, and other critical infrastructure and basic services for the civilian population” so as to prevent further deterioration of humanitarian conditions in Gaza. Gaza banks close, fearing runs on cash. (Israel has again barred entry of cash to the Strip; see 11/24.) The Israeli government informs the High Court that it will lift a month-old ban on allowing journalists into Gaza, but takes no steps to do so. In the West Bank, the IDF conducts late-night house searches nr. Nablus. Some 600 Israeli police and soldiers use rubber batons, percussion grenades, tear gas to evict 200 Jewish settlers fr. Beit Shalom, leaving 30 settlers and 3 soldiers injured, sparking settler violence against Palestinians across the West Bank. In Hebron, settlers rampage through Palestinian areas, burn 5 homes, set fires to olive groves, write racist graffitti, seriously damage other homes, cars, and cemeteries; at least 16 Palestinians are injured, including 2 who are shot and seriously wounded by a settler. During the rampage, the IDF declares the area a closed military zone, bars access to firemen and ambulances (settlers attack one fire engine), and takes no steps to halt settler rioting. On the 1st day of the cease-fire in Gaza, no Israeli-Palestinian violence is reported inside the Strip. Israeli naval vessels, however, fire on Palestinian fishing boats off the coast of Rafah, forcing them to return to shore. Hamas removes armed mbrs. fr. posts along the border with Israel. In the West Bank, the IDF demolishes a Palestinian home in Qalqilya; raids several Palestinian homes in Hebron, detains and photographs 30 residents for no apparent reason; conducts latenight arrest raids, house searches nr. Nablus and in Jenin town and r.c., Qabatya. Jewish settlers fr. Yitzhar nr. Nablus block a road, stone Palestinian cars driving in the area, burn 800 d. of Palestinian olive groves, stone local Palestinians who attempt to reach the area to put out the fires; the IDF observes but only intervenes to detain Palestinians who arrive to extinguish the fire. A Jewish settler seriously injures a 70-yr.-old Palestinian man in a deliberate hit-and-run along the Qalqilya-Nablus road outside Qalqilya; the IDF evacuates him to an Israeli hospital. In Gaza City, unidentified gunmen fire on the offices of a Hamas-affiliated newspaper, causing damage but no injuries. In al-Bureij r.c., Hamas-affiliated police raid, fire in the air to disperse a wedding party, claiming attendees were playing pro-Fatah songs; no injuries are reported. During the day, the IDF launches an air strike on an open area of n. Gaza used for launching rockets (no injuries); conducts arrest raids, house searches nr. Nablus. 10,000s of Palestinians attend the funeral for Islamic Jihad’s Saadi (assassinated on 10/24) in Tulkarm. The Knights of the Storm release 2 alleged collaborators it kidnapped in Gaza City on 10/18, shooting each in the leg. Late in the evening, IDF fires 12 artillery shells at open areas of n. Gaza (no injuries); declares the al-Masriyin areas of Bayt Hanun a closed military zone, warning Palestinians there not to leave their homes for several hrs.; conducts arrest raids, house searches in and around Bethlehem, Hebron.
