In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israeli forces also demolished a water collection pond used for irrigation in Marj Na‘aj. 7 Palestinians were arrested, including 5 during a late-night raid in Hebron, Rumana, Qabatiya, and Burqin, and 2 at flying checkpoints in Hebron and Tulkarm. In East Jerusalem, Israeli forces raided a house in Bayt Hanina, where friends and family of Abu Akleh were holding a memorial ceremony for her; Israeli forces confiscated Palestinian flags. Israeli police also raided Abu Akleh’s house on 5/11, confiscating Palestinian flags. 5 Palestinians were arrested during raids. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. UN Middle East envoy Tor Wennesland condemned the settlement expansions. On 5/13, 15 European countries urged Israel to reverse its decision, including France, Belgium, Denmark, Finland, Poland, Germany, Greece, Ireland, Italy, Luxembourg, Malta, the Netherlands, Norway, Spain, and Sweden. Ecuadorian president Guillermo Lasso met with Israeli president Isaac Herzog in Jerusalem, saying he will open a representative office in Jerusalem and support Israel in votes at the UN. President Lasso also met with prime minister Naftali Bennett and foreign minister Yair Lapid. (HA 5/12)

The New York Times reported that the FBI stated in a 2018 letter to the Israeli government that it wanted to use NSO Group’s Pegasus spyware “for the collection of data from mobile devices for the prevention and investigation of crimes and terrorism” before purchasing the spyware later the same year. Unidentified Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. IDF troops on the Israeli side of the Erez crossing fire on Palestinians inside the Strip conducting a nonviolent protest march to the border to denounce Israel’s imposition of a no-go zone. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Tulkarm and neighboring Nur Shams r.c.; conducts late-night patrols in 7 villages e. of Qalqilya, making no arrests; conducts late-night arrest raids, house searches in Jenin town and r.c.; conducts synchronized late-night incursions into 4 villages northwest of Salfit, searching a home and summoning 1 Palestinian for questioning in 1 case, patrolling without incident in 3 cases. In the West Bank, IDF troops raid a café in Tubas and question a number of the customers; conduct late-night raids, house searches in and around Jenin and in Qalandia r.c. s. of Ramallah, arresting 2 Palestinians. Israeli security forces arrest Jewish settler Yosef Spinoza of Shvut Rachel settlement on charges of collaborating with Yaakov Teitel (arrested on 10/7). (PCHR 11/5; JPI 11/12)

Late at night, the Israeli navy intercepts a ship nr. Cyprus carrying 600 tons of weapons allegedly en route fr. Iran to Hizballah. Israel claims the containers of rockets, guns, and other ammunition, bearing Iranian insignia and carrying Iranian export documentation, were loaded in Egypt and headed to Syria for land transport to Lebanon, but says that neither the ship’s crew nor the Egyptians who loaded the cargo knew that the containers held arms. The IDF continues to shell the n. Gaza no-go zone; conducts arrest raids, house searches in Dayr al-Ghusun nr. Tulkarm, Jenin town and r.c. (firing on stone-throwing youths who confront troops, wounding 9), al-Til, Yatta; removes without incident 3 unauthorized settlement outposts nr. Beit El, Kiryat Arba, Shvut Rachel. Some 100 PA policemen occupy the Rafah border terminal to protest the death of a policeman on 12/29; EU monitors shut the crossing, leave the area for several hrs., until the demonstration breaks up. In Gaza City, a Palestinian clan attacks a PA police station, trades gunfire with police for a 2d day in an attempt to force them to free a jailed relative; a 14-yr.-old Palestinian is fatally shot in the crossfire. During the day, the AMB, Hamas hold separate rallies in Gaza protesting the kidnapping of 3 Britons on 12/28; the Britons are released late in the evening; just before freeing them, a group calling itself the Brigades of the Mujahiddin (reportedly connected to Fatah) issues a videotaped statement claiming responsibility, calling on Britain to take a harder line with Israel. Arafat arrives at a military hospital in Paris. Before leaving Ramallah, he authorizes Abbas, who is secy. gen. of the PLO Exec. Comm. and the dep. secy. of the Fatah Central Comm., to assume responsibility for day-to-day affairs of the PLO and Fatah in the territories. (Technically, Faruq Qaddumi, as secy. of the Fatah Central Comm., automatically becomes Fatah chmn. in Arafat’s absence, but since he based in Tunis, Abbas, as dep. secy., assumes his duties in the territories.)
