In the West Bank, Israeli settlers set up mobile homes near Battir and plowed Palestinian land near Artas. Israeli forces raided Nur Shams refugee camp with more than 50 vehicles. Most of the annual Christmas celebrations in Bethlehem were canceled in protest against Israeli attacks on Gaza and in solidarity with the victims. In Gaza, Israeli forces bombed Maghazi, Gaza City, Jabalia refugee camp, Dayr al-Balah, Rafah, and Khan Yunis, killing dozens of people, including at least 100 in al-Maghazi and 21 in Khan Yunis. Jordanian forces airdropped humanitarian aid to some 800 people trapped in the Church of St. Porphyrius which was under Israeli siege. In Lebanon, Israeli forces attacked Maroun al-Ras and Yaroun. More than 20,000 Palestinians have been killed by Israeli forces in Gaza, including at least 8,000 children and 6,200 women, and around 54,000 have been injured since 10/7. At least 8,000 people were missing in rubble, including 1,700 children. 296 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 75 children. More than 3,800 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7. 148 Israeli soldiers have been killed and 771 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. The Palestinian civil defense said 40 of its members have been killed since 10/7, while UNRWA said 142 of its staff have been killed in the same period. Israel said the bodies of 5 captives were retrieved from a tunnel under Jabalia refugee camp. Hamas said on 12/23 that it lost contact with a group holding 5 Israeli captives due to Israeli bombardment. Hamas released a statement saying its al-Qassam Brigades had killed 48 Israeli soldiers and wounded dozens of others in the past 4 days. In the West Bank, Israeli settlers with military a escort stole an olive harvest and vandalized olive trees in Awarta. Israeli settlers also opened fire at Palestinians harvesting olives in Aqraba; no injuries were reported. Elsewhere, Israeli settlers stole around 40 sheep in Khallet Hamad. Israeli settlers also raided Qaryut, opening fire at Palestinians in the area; no injuries were reported. Meanwhile, Israeli settlers razed farmland near Qasra. Israeli forces shot and injured a Palestinian child in Husan. Israeli soldiers also assaulted a Palestinian man in Dheisheh refugee camp. Elsewhere, Israeli forces demolished a Palestinian home in Bani Na’im. Israeli forces also razed land in Artas. Meanwhile, Israeli forces notified Palestinian families in Deir Qala that Israel will seize 18 dunams (4.4 acres) of land. 28 Palestinians were arrested during late-night raids in and around Jericho, Balata refugee camp, Bayt Awa, Hebron, Tarqumiyah, Bethlehem, Abu Dis, al-Eizariya, Ramallah, Jenin, and Qalqilya. In Gaza, Israeli forces bombed Rafah, Khan Yunis, Nuseirat refugee camp, Dayr al-Balah, Maghazi, and Jabalia refugee camp, killing at least 208 Palestinians and injuring 416. Israeli forces also shot and injured a surgeon inside al-Awda Hosptial, which has been under Israeli siege for 6 days, and hit the Kamal Adwan hospital with an airstrike. Rockets were fired at Israel, injuring 1. In Lebanon, Israeli forces killed a Lebanese official in Taybeh, Hezbollah said it had attacked Israeli soldiers in Shtula and Metula. In the Red Sea, a Norwegian commercial ship, The Strinda, was hit by a cruise missile launched by Yemen according to the U.S. military. Palestinians in the West Bank and East Jerusalem were on strike over Israel’s bombing of Gaza. People outside of Palestinian also participated in the strike; most noteworthy was the Lebanese government’s decision to close government offices and institutions in solidarity with Gaza. The PA called on the U.S. to “oblige Israel” to stop the policy of deducting funds from the PA’s tax revenue, calling it piracy and collective punishment. (WAFA 12/11)

Comments by Israeli prime minister Benjamin Netanyahu to the Knesset foreign affairs and defense committees were leaked to the press. Netanyahu said the “difference between Hamas and the PA is only that Hamas wants to destroy us here and now, and the PA wants to do it in stages.” Netanyahu also said Gaza will be under Israeli military control and that Gulf states will rehabilitate the area. U.S. National Security Council spokesperson John Kirby said the U.S. was “asking questions” in relation to reporting from Amnesty International and the Washington Post that Israel had used U.S.-supplied white phosphorus in Lebanon. The Post said a journalist had found remnants of 3 artillery shells that indicated that they were U.S.-made white phosphorous shells. Secretary of State Antony Blinken spoke with Israeli war cabinet member Benny Gantz, calling on Israel to take steps to avoid civilian harm and increase aid. State Department spokesperson Matthew Miller called images of Palestinians stripped to their underwear while in Israeli custody in Gaza “deeply disturbing”  (AJ, AP, HA, HA, NYT, WP 12/11; AJ 12/12)

EU high representative for foreign affairs Josep Borell called the destruction in Gaza “even greater than destruction suffered by the German cities during the Second World War,” noting that 60-70% of the casualties are civilians and 85% of the population have been internally displaced. Borell also said the EU will propose sanctions on violent Israeli settlers. France, Germany, and Italy also called on the EU to set up a special sanctions scheme to target Hamas. In the West Bank, Israeli settlers raided Umm Safa, throwing stones at Palestinian farmers working their land. Israeli settlers also blocked Route 60 between Jerusalem and Ramallah, burning tires in protest over an Israeli demolition of a settlement outpost nearby. Israeli forces issued 12 stop work notices for 1 soccer field and 11 shacks in Masha and demolished an irrigation system under construction in Artas. Israeli forces also razed some 50 dunams (12.35 acres) of Palestinian land near Bruqin to expand the Brukhin settlement. In East Jerusalem, Israeli forces violently dispersed Palestinians celebrating Mawlid, the birthday of the Prophet Mohammad, assaulting people gathered at the Damascus Gate Plaza. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 1 with live ammunition and others with tear gas east of Khuza’a. PA prime minister Mohammad Shtayyeh met with Saudi non-resident ambassador to Palestine and consul general in Jerusalem Nayef al-Sudairi in Ramallah. It was al-Sudairi’s third day of meetings with Palestinian officials in the West Bank. Al-Sudairi also canceled a visit to the Haram al-Sharif compound on the occasion of Mawlid, reportedly after social media calls to prevent the visit in protest over the Saudi-Israeli normalization plans and due to the visit not being coordinated with the Jordanian-run Waqf, making the security a matter for the Israeli police. UN envoy for the Middle East peace process Tor Wennesland said after visiting Gaza that the situation was dire and that all parties must avoid another conflict, saying that “the people of Gaza have suffered enough.” Wennesland also briefed the UN Security Council, saying that Israel has advanced more than 10,000 settlement housing units in the last 3 months, calling on Israel to cease settlement activity immediately and calling on member states to up funding for UNRWA and the World Food Programme, which both need funding for food assistance in Gaza and the West Bank. The U.S. admitted Israel into its Visa Waiver Program, allowing Israelis to enter the U.S. for 90 days without obtaining a visa. Democratic senators Chris Van Hollen (D-MD), Brian Schatz (D-HI), Jeff Merkey (D-OR), and Peter Welch (D-VT) criticized the move, saying Israel has failed to meet the reciprocity requirements as not all U.S. citizens are treated equally by Israel, referring to Palestinian Americans who do not enjoy the same freedom of movement in Israel and Israeli-controlled crossings in the Occupied Palestinian Territories as other Americans do. Palestinian American member of the House Rashida Tlaib also criticized the decision, saying “it explicitly condones and enables the Israeli government’s discriminatory practices towards Americans requesting entry, including hours of detainment and interrogation.” U.S. embassy to Israel chargé d’affaires ad interim Stephanie Hallett said the embassy had established a working group to solve the issue of Palestinian Americans not being able to drive from the West Bank to Israel. The Lebanese army said it had exchanged smoke grenades with Israeli forces while working to remove “infringements” placed by Israeli forces on the Lebanese side of the Blue Line. A similar incident occurred on 9/23. (HA 9/27)

In the West Bank, 1 Israeli settler was injured when her car was hit with stones; Israeli forces subsequently arrested 20 Palestinians in nearby Dayr Nidham, claiming they were connected to the stone-throwing, and closed all exits and entrances to the city. Israeli settlers raided the Nahalin area, attempting to uproot trees before they were stopped by Palestinians protecting their land. Israeli settlers also threw stones at Palestinian vehicles traveling near Luban al-Sharqiyya, causing damage. Israeli forces pushed and injured 1 Palestinian child in Sinjil. 3 Palestinians were arrested during raids in Jaba‘ and Ya‘bad. In East Jerusalem, Israeli forces handed 1 Palestinian family an eviction order in Silwan and told them to pay $2,200 in legal fees. 1 Palestinian was arrested in Issawiyya. In Gaza, Israeli forces opened fire on Palestinian agricultural lands east of Khuza‘a; no injuries were reported. Off the coast of Gaza, Israeli naval forces opened fire on Palestinian fishermen within 2 nautical miles of Bayt Lahiya and al-Sudaniyya; no injuries were reported. The Palestinian Prisoner's Society said in a statement that 30 new cases of the COVID-19 virus had been registered among Palestinian prisoners at the Ktzi’ot prison in Israel. These bring the total COVID cases among Palestinian prisoners to 171 since the start of the pandemic. (WAFA, WAFA 1/3)

Israeli prosecutors said that Israeli prime minister Benjamin Netanyahu had requested that the news site Walla, in 315 incidents, cover Netanyahu and his family positively and his political opponents negatively. The allegations are part of the corruption cases against Netanyahu, who in 1 of the cases is accused of promoting regulations favorable to the owner of Bezeq telecom company in exchange for positive coverage on the Walla news site. In the West Bank, Israeli forces delivered a stop-work order for a mosque under construction in Kardala in the northern part of the Jordan Valley, 1 demolition notice for an agricultural structure south of Bethlehem, demolished 1 shack in Burqa, demolished parts of a structure at a tourist site in Sabastiyya, and razed 2 dunams (.5 acres) of land south of Bethlehem. Elsewhere, Israeli forces clashed with Palestinians near Taqqua; 2 Palestinians were hospitalized with wounds from rubber-coated bullets and live ammunition. 5 Palestinians were arrested during late-night raids in and around Hebron and Bethlehem. Israeli settlers planted trees in Palestinian-owned land near Artas. In Gaza, Israeli forces opened fire on agricultural lands east of Bayt Hanun no injuries were reported. Israeli prime minister Benjamin Netanyahu and coalition partner Benny Gantz of Israel Resilience agreed to terms of a unity government, including splitting the 4-year term as prime minister with Netanyahu serving the first half and Gantz serving as deputy prime minister and defense minister; decisions on annexation of the entirety or parts of the West Bank to start after 7/1, and Gantz will not have a veto in the decision; and Netanyahu can veto appointments for attorney general and state prosecutor, both positions involved in Netanyahu’s upcoming trial. Syrian state media reported that the country’s military had intercepted several Israeli missiles over the Palmyra area. According to the London-based Syrian Observatory for Human Rights, 9 people were killed by the Israeli missiles, including 3 Syrian nationals. IDF troops assault, critically injure, and arrest a Palestinian during overnight raids in Bayt Rima village near Ramallah. The Palestinian succumbs to his injuries later in the day. Elsewhere in the West Bank, IDF troops injure 1 Palestinian during clashes sparked by raids in Qalandia refugee camp near Ramallah and Artas near Bethlehem. They also patrol near Hebron and Nablus. Thousands of right-wing Jewish activists visit Hebron to pray at al-Ibrahimi Mosque, commemorating Yom Kippur. In East Jerusalem, Israeli forces shoot and kill a Palestinian in the Old City after he assaults a right-wing Jewish activist and allegedly attempts to stab an Israeli police officer. A Palestinian eyewitness says that the deceased was not trying to stab anyone and that he was only “defending himself” from the Jewish activist. Errant Israeli fire from the incident damages the windows of a nearby shop and a number of vehicles in the area. Meanwhile, approximately 326 right-wing Jewish activists tour Haram al-Sharif throughout the day to commemorate Yom Kippur. Israeli police assault and injure 7 Palestinians and arrest at least 5 others amid the ensuing confrontations at the sanctuary. Along Gaza’s border, IDF troops violently disperse hundreds of Palestinians gathering near Bayt Hanun to continue the Great March of Return for a 5th day in a row; 2 Palestinians are killed and at least 45 are injured. Unidentified sources in Gaza tell the Israeli press that Hamas is working to escalate the weekly Great March of Return protests in order to pressure Israel and Egypt into resuming the backchannel talks on a long-term cease-fire, which have reportedly been suspended for the past few weeks. Off Gaza’s coast, Israeli naval forces open fire on Palestinian fishing boats near Jabaliya refugee camp, causing no damage or injuries (3 fishermen are arrested and their boat is confiscated). Along Gaza’s border, IDF troops dismantle an IED apparently placed along the border fence near Rafah by Palestinians in recent days. Late at night, unidentified Palestinians throw a pipe bomb at IDF troops stationed along the border fence, causing no damage or injuries. The Israeli soldiers fire at the perpetrators, injuring 1 Palestinian. In the West Bank, Israeli settlers slash the tires of 6 Palestinian vehicles in Jalud village near Nablus overnight and burn to the ground approximately 200 olive trees in a Palestinian grove near Bethlehem. Israeli forces confiscate 5 temporary residential structures that activists set up outside Khan al-Ahmar, the Jerusalem-area Bedouin village that is slated for evacuation and demolition. IDF troops arrest 1 Palestinian minor for possessing a knife in central Hebron; assault and arrest a Palestinian during a patrol in Artas village near Bethlehem; and patrol near Hebron, Tulkarm, and Qalqilya. The European Parliament passes a resolution denouncing the Israeli decision to evacuate and demolish the Jerusalem-area Bedouin village Khan al-Ahmar. The resolution also calls on Israel to provide compensation for the EU-funded infrastructure in the village. (HA, JP, TOI 9/13)

In the West Bank, the IDF, responding to a complaint from Jewish settlers fr. Daniel settlement nr. Bethlehem, arrests 3 Palestinian farmers working a plot of land in nearby Artas village, charging them with being “present on a piece of land that is the subject of dispute between the Palestinians and settlers” and fining them $400 each; patrols in 2 village nr. Late at night, an IDF drone fires 2 missiles into the market area of Nussayrat r.c., destroying a parked car and damaging 4 businesses and 12 apartments, causing no serious injuries. In the West Bank, the IDF patrols in al-Bireh, 2 villages nr. Jericho, 2 nr. Ramallah, and 1 nr. Tulkarm. Overnight, the IDF makes a major incursion into ‘Ayn Bayt al-Ma’a r.c. to arrest Hamas and PFLP mbrs., imposing a roundthe-clock curfew, firing on residential areas, occupying several homes as military outposts, moving from building to building by breaking through walls (50 homes and 2 shops are damaged by the time the operation ends on 9/21), clashing with local gunmen, leaving 1 armed Palestinian, 1 IDF soldier dead. Overnight, the IDF makes a major incursion into areas e. of Khan Yunis, conducting arrest raids and house searches, occupying several homes as observation posts, bulldozing 153 d. of olive and citrus trees, rounding up all males ages 16–50 for questioning (arresting 60), exchanging fire with Palestinians, and making 3 air strikes (killing 2 Hamas mbrs.; wounding at least 3 Hamas, 3 Islamic Jihad mbrs.). During the day, the IDF makes 2 more air strikes on Gaza, assassinating senior Islamic Jihad cmdr. Overnight, Lebanese police and soldiers raid several homes in Tripoli in an attempt to capture a group connected to the tiny militant group, Fatah al-Islam (FI), that was suspected of carrying out a bank robbery on 5/19. The raids spark gun battles that quickly spread throughout the city and to the outskirts of Nahr al-Barid r.c. (pop. 40,000), where FI is based. When FI forces leave the camp to ambush and capture nearby army positions, the Lebanese army fires tank shells, mortars into the camp, quickly precipitating massive clashes (including RPG, heavy weapons fire by FI) that continue throughout the day.
