In a major attack in East Jerusalem, Israeli forces shoot and kill 2 Palestinians at a gate to the Old City after the 2 allegedly carry out a stabbing attack on a group of Israelis, killing 1 and injuring another (a 2d Israeli civilian is killed by Israeli crossfire). Meanwhile, Israeli forces shoot and injure 4 Palestinian students n. of the city on the pretext that they were throwing stones; assault and arrest 3 Palestinians in a nearby village; arrest 4 Palestinians on raids in Jabal Mukabir and the Old City. In the West Bank, IDF troops arrest a Palestinian in c. Hebron when they allegedly find her carrying a knife through a checkpoint. They also raid 2 villages nr. Ramallah and ‘Askar r.c. nr. Nablus, sparking minor clashes with stone-throwers and injuring 14 Palestinians. The IDF conducts further house searches and raids in 1 village nr. Jenin, Tubas, Tulkarm, in and around Hebron, and in 2 villages nr. Nablus, arresting 16 Palestinians; patrols in Tulkarm, as well as 4 villages, al-Fawar r.c., and al-‘Arub r.c. nr. Hebron. Israeli forces reopen a street leading to Ramallah, having kept it closed for mos. Along Gaza’s border, Israeli forces conduct a limited incursion e. of al-Bureij r.c. to level land. The Israeli Knesset passes into law, 53–48, a new measure formalizing the role of the World Zionist Organization’s Settlement Division, giving the Israeli govt. more control over certain policies in West Bank settlements. (+972 12/29)

At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. A female Palestinian suicide bomber (mother of 2 small children) detonates a device at the Erez crossing, killing 3 IDF soldiers, 1 Israeli security officer, wounding 12; Hamas’s Shaykh Yasin claims responsibility for the attack, saying it was a joint operation with the AMB, noting Hamas’s 1st use of a female bomber, vowing to escalate attacks. Israel seals Gaza, sends home 4,000 Gazan laborers working in the Erez industrial zone. The IDF raids Budrus nr. Ramallah, detaining Ayid and Na‘im Morrar, the coordinators of the nonviolent protest group Popular Comm. Against the Wall, which stages rallies against the separation wall; places a curfew on Tulkarm r.c., demolishes 3 Palestinian homes there; raids a nursery in Hebron, confiscating files, demolishing furniture. Palestinians fire 2 Qassam rockets at Erez industrial zone, a mortar at a Jewish settlement in Gaza, causing no damage or injuries in either incident. The World Zionist Organization (WZO) begins offering young Israeli couples up to $9,000/yr. to move to the unauthorized settlement outpost of Givat Salit in northern Jordan Valley. (YA 1/14)

Overnight, the IDF sends troops into Jenin, killing 1 Palestinian; fatally shoots a 3d Palestinian nr. Ramallah. The IDF openly assassinates local AMB leader Walid Sbeh in al-Khadir. A Palestinian suicide bomber detonates a device nr. a border police unit nr. Tulkarm, causing no injuries. In Gaza, the IDF begins work on an iron barrier at Netzarim Junction, apparently to better control Palestinian movement on the main road btwn. n. and s. Gaza; orders Khan Yunis fishermen to move their operations to Rafah harbor; demolishes an industrial complex nr. Gaza City, including the only factory in Gaza for producing bottled oxygen for hospitals. The IDF also fires on Palestinians circumventing the Surda checkpoint (nr. Ramallah), injuring 4. The 4-day 34th World Zionist Congress opens in Jerusalem. The 750-seat congress convenes every 4-5 years to negotiate the policy of the World Zionist Organization, which makes up half the decision-making power of the Jewish Agency. The Jewish Agency controls a $350 m. annual budget, which is used for immigration and absorption, as well as worldwide religious, political, education programs. (HA, JTA 6/18)

Jerusalem Post reports conclusion by Federation of Israel Chambers of Commerce that Arab primary and secondary boycotts have cost Israel $45 billion over 40 years. (MM 8/6)

Occupied Palestine/Israel: Settlers erect 3 prefabricated houses on W. Bank hilltop near Ramallah [NYT 3/16]. Israel, World Zionist Organization say they do not have money to pay for settlement; Gush Emunim declares that it will finance settlement UP 3/25].

Other Countries: Sec. of State James Baker states Israel may have to talk to the PLO [FJ 3/20].

Military Action

Occupied Palestine/Israel: Near Rafah 2 Palestinians cross border, attack IDF positions; the guerrillas are injured, there are no Israeli injuries [FBIS 3/15, WP 3/16]. At least 13 Palestinians are wounded during clashes with Israeli troops in O.T. [FBIS 3/16, FJ 3/20]. 

Military Action:

Syrian troops and Lebanese militia exchange gunfire in Tripoli, 1 killed, 2 injured.

US and Other Countries: US State Department confirms several encounters between IDF and Marines in Beirut; Special Envoy Habib confers with Reagan, Shultz and Bush before leaving for Middle East, amid growing Administration frustration that delay in Israeli and Syrian troop withdrawals impede Jordan's involvement in peace negotiations as proposed in Reagan Plan; B'nai B'rith Anti-Defamation League releases report that anti-Semitic violence in US decreased by 15% in 1982, to 829 incidents, mostly in New York, California, New Jersey and Massachusetts; New York City Mayor Koch presents key to city to President Navon, pledges support of Israel, Navon tells Yeshiva University students to settle in Israel; Italian Defense Minister Lelio Lagorio, in Beirut, announces Italy considering sending another battalion to Lebanon, bringing total troops to 4,000.
