At EU urging, the Quartet convenes a senior-level mtg. in Washington to discuss issuing a statement on how to jumpstart the peace process, but because of sharp disagreements over a draft prepared by the U.S. in consultation with Israel, the members fail to issue a statement. Unidentified assailants attack Egypt’s natural gas pipeline to Israel and Jordan again (see 7/4). In the West Bank, the IDF demolishes a grocery store, sheep farm, and garage on land in al-Jib village nr. Jerusalem, strategically located between Givat Ze’ev and Givon settlements; declares a Palestinian olive grove in the Wadi Qana area nr. Salfit a closed military zone and uproots 600 trees; patrols in 3 villages nr. Ramallah, 2 nr. Salfit, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Jenin town and r.c. and in Qalqilya. The World Zionist Organization’s settlement division (newly transferred to Netanyahu’s control; see 6/19) allocates 54,000 d. of agricultural land to 21 Jewish settlements in Jordan Valley, nearly doubling the total farmland under their control to 110,000 d.; it also increases water allocations to Jewish farmers in the Jordan Valley. The Knesset passes (47-38) into law a bill that would sanction individuals and organizations that call for a boycott of Israel or its settlements, denying them tax breaks and barring them from working for the government. The Knesset’s legal adviser warns, however, that the measure is “borderline illegal” since it strays into the right to free political expression. A Palestinian dies of injuries received earlier. Israel issues tenders for construction of 22 new housing units in Gaza’s Neve Dekalim settlement; since the beginning of 2003, Israel has issued 687 tenders for new settlement housing units. (HA, MM 7/31; NYT, WT 8/1; PCHR 8/7; AYM 8/7 in WNC 8/14)

The Knesset authorizes (53-25 with 1 abstention) a 1-yr. amendment of the citizenship law to deny citizenship, permanent residency status to Palestinians fr. the territories who marry Israeli citizens, forcing couples to live apart or leave Israel, preventing automatic citizenship of a child born of 1 Palestinian, 1 Israeli parent. The World Zionist Organization (WZO) plans 30 new Jewish settlements in the Galilee and Negev to offset the rapid bedouin and Israeli Arab growth rates there and “ensure that Israel remains a Jewish state.” (JTA 7/31)

Occupied Palestine/Israel: Industry and Trade Minister Ariel Sharon has ordered strict labeling guidelines for all products made in the occupied territories, which he claims "threaten Israeli firms with unfair competition" [JP 5/6]. Israeli police and Shin Bet arrest 5 more members of alleged underground Palestinan cell suspected of 2 murders, 2 attempted murders, bringing total arrested to 25 [JP 5/7]. Israel signs agreement to participate in U.S. Strategic Defense Initiative; Israel is the third to sign, after Britain and West Germany [LAT, WP 5/7]. Police Staff Sergeant-Major Yosef Oren is charged in police disciplinary court with beating a prisoner with electric cords to force him to confess to murder [JP 5/7]. Mattityahu Drobles, co-chairman of the World Zionist Organization's settlement department, vetoes proposal by his cochairman, Nissim Zvili, that 500 Palestinian refugee families replace the Israeli settlers in Kibbutz Netzarim instead of being settled at Tal Sultan; Gaza Strip settlers joined Drobles in dismissing the proposal [JP 5/7].

Arab World: Pres. Hafiz al-Asad ends 24- hour visit to Amman after talks with King Hussein aimed at improving relations between the 2 countries; no communique or joint statement is issued [NYT 5/7].

Other Countries: U.S. Senate rejects by vote of 73-22 the Reagan administration's request to sell $354 million worth of advanced arms to Saudi Arabia [NYT, WP 5/7]. Ahmad Nawaf Mansur, a Jordanian arrested in connection with the explosion at a West Berlin discotheque last month, has reportedly confessed to an earlier bombing in the city, saying it was organized by the Syrian embassy in East Berlin [NYT 5/7].
