In the West Bank, Israeli settlers uprooted 25 olive seedlings, stealing 22 of them in Tell. Israeli forces sealed off 8 villages near Ramallah, leading to clashes with Palestinians in 1 of the villages, Dayr Abu Mash‘al, causing tear-gas related injuries. Israeli forces also violently dispersed an anti-settlement protest in Beita, injuring 1 Palestinian with a rubber-coated bullet to his head, and others suffered tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Anata, and 1 at a checkpoint in Halhul. In East Jerusalem, Israeli forces demolished 1 house in Shu‘fat refugee camp. Israeli police physically assaulted and arrested 3 Palestinians in Silwan after stopping their car. 2 others were arrested during late-night raids in Issawiyya and al-Tur. In Gaza, rockets launched from Gaza landed in an open area near Beersheba, where Israeli prime minister Benjamin Netanyahu was visiting during his election day campaign; no injuries or damage were reported. Israel subsequently attacked Gaza with fighter jets and helicopters, firing 5 missiles at sites near Gaza City and at 1 site in Dayr al-Balah, causing severe damage. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Gaza; no injuries were reported. A poll conducted by the Palestinian Center for Policy and Survey Research found that a single Fatah list would get 43% of the votes for the parliamentary elections while Hamas would win 30%; 18% were undecided. However, within the population of Fatah supports, some 10% would vote for a party headed by Mohammad Dahlan and 7% for a party head by Nasser al-Kidwa. (AP, HA, PCPSR 3/23)

Israelis voted in the general elections for the 4th time in 2 years. This time, there was not an obvious coalition to formed either, as many right-wing parties had promised not to support a government with Benjamin Netanyahu as its prime minister. Netanyahu, who had convinced the Palestinian-Israeli party Ra’am (United Arab List) to break with the Joint Arab List, also relied on religious Zionist parties, to the right of his Likud party, to be able to form a government. Those parties, including a significant majority of Likud, were vocally opposed to being in a governing coalition with Palestinian-Israelis. Ra’am leader Mansour Abbas said after the election that he was not wedded to either the right wing or left wing at that point. Meretz (Vigor) and Labor both had a better election than anticipated and went over the electoral threshold. So did the terrorist-supporting Otzma Yehudit (Jewish Power), made up by followers of Meir Kahane. The Joint Arab List ended up with 6 mandates, down from 15, partially a result of lower Palestinian-Israeli voter turnout and because Ra’am received 4 mandates that previously would have gone to the Joint Arab List. The Middle East Quartet members met for the 1st time since 2018 to discuss “meaningful negotiations” between Israelis and Palestinians. PA president Mahmoud Abbas welcomed the statement made by the Quartet. (AP, REU 3/23; HA, WAFA 3/24; WAFA 3/26)

The Dutch foreign ministry summoned the Israeli ambassador to the country for clarification as to why PA foreign minister Riyad al-Maliki had his VIP travel card confiscated after meeting with ICC personnel in the Hague. In the West Bank, Israeli forces seized a tractor near Jericho and assaulted its 2 Palestinian owners as they tried to prevent the seizure, leading to hospitalization of 1 and arrest of the other. Israeli forces also violently dispersed a protest in Kafr Qaddum, injuring 2 with sponge grenades. 2 Palestinians were arrested during late-night raids in Hizma and al-Shuyukh. In East Jerusalem, 2 Palestinians were arrested during raids in Silwan and Issawiyya; during the arrest in Silwan, Israeli forces also confiscated 1 Palestinian-owned vehicle. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. UNRWA announced that it will unify its food basket system in Gaza, canceling double portions for the most vulnerable families to expand its services to another 60,000 people. The Palestinian Centre for Human Rights warned that the move will harm the poorest people in Gaza and that UNRWA needs to enhance its food program. (PCHR 2/21)

PA president Mahmoud Abbas signed a decree banning police pursuits and detentions based on “reasons related to freedom of expression and political affiliation.” The decree also said prisoners held because of political affiliation or for voicing opinions should be released. President Abbas also signed a decree allocating a minimum of 7 seats in the Palestinian Legislative Council to Palestinian Christians. (AP, HA, WAFA, WAFA 2/20; WAFA 2/21)

In the West Bank, IDF troops arrest 22 Palestinians and issue 1 arrest summons during late-night raids in and around Ramallah, Hebron, Jenin, and Bethlehem; and patrol near Hebron, Bethlehem, Tulkarm, and Qalqilya. In East Jerusalem, Israeli forces arrest 11 Palestinians during raids in Jabal Mukabir, Issawiyya, al-Tur, Shu‘fat refugee camp, and the Old City. (WAFA 12/30; PCHR 1/3)

After PA Agriculture Minister Sufian Sultan sends a message to Israel’s Agriculture Ministry informing them of his intention to reverse the PA’s 12/2 ban on imports of lamb from Israel, Israel’s Agriculture Minister Uri Ariel lifts his 12/17 ban on imports of Palestinian produce. “In light of the Palestinian agriculture minister’s notification that he is allowing the free entry of Israeli-bred lamb [into Palestinian markets], I cancel my order to block the transfer of produce from the PA to Israel,” Ariel says in a statement. Shortly after Ariel’s statement, the PA Agriculture Ministry cancels the ban on imports of Israeli produce that the PA cabinet approved on 12/27. (TOI, WAFA 12/31)

One day after Education Minister Naftali Bennett and Justice Minister Ayelet Shaked announce the formation of their new political party, Israeli polls project that their Hayamin Hehadash will win between 6 and 14 seats in the Knesset in the upcoming election on 4/9. Hosen L’Yisrael, the new party led by former IDF Chief of General Staff Benny Gantz, is projected to win between 13 and 15 seats, while Prime Minister Benjamin Netanyahu’s Likud is projected to win between 27 and 31. Overnight, IDF troops on the n. Gaza border fire on and shell a group of Palestinians nr. the n. Gaza border fence, killing 3 Palestinians; Palestinians say the 3 were unarmed men attempting to sneak into Israel to find work, but the IDF claims they were armed men preparing to lay explosive devices along the border. In the West Bank, the IDF demolishes 3 wells and an agricultural storehouse nr. a settler-only bypass road nr. Hebron; seals and patrols in Jit nr. Qalqilya during the afternoon. U.S. pres. Barack Obama phones PA pres. Mahmud Abbas to urge him to delay a 2/18 vote on a UN Security Council (UNSC) res. reaffirming that Israeli settlements are illegal and an obstacle to peace or agree to a compromise UNSC presidential statement (less than a res.) criticizing settlements and urging the sides to resume negotiations. After violence overnight (see 2/16), Bahrain’s govt. declares martial law, deploying the military to the streets and warning of a “sectarian abyss”; the main Shi‘i political party withdraws fr. parliament, protesting the acts of the minority Sunni leadership; and opposition groups call for massive demonstrations after Friday prayers on 2/18. In Libya, protesters in 5 main cities observe a “Day of Rage” against Qaddafi, clashing with govt. forces, leaving at least 12 protesters dead and 10s wounded; the govt. cuts phone and Internet service and bars journalists to prevent coverage.
