After the U.S. assures Israel that the PA has arrested 18 of the 30 wanted men ahead of schedule, Netanyahu convenes cabinet to ratify Wye, but opens by vowing not to implement FRD unless the full Palestine National Council votes to annul the PLO charter (see Peace Monitor).
