The PLO Exec. Comm. reaffirms 1/22/98 letter fr. Arafat to Secy. of State Christopher nullifying relevant articles of the PLO charter. Secy. Albright says that the PA is ahead of the Wye implementation schedule. (Washington File 11/6)

After the U.S. assures Israel that the PA has arrested 18 of the 30 wanted men ahead of schedule, Netanyahu convenes cabinet to ratify Wye, but opens by vowing not to implement FRD unless the full Palestine National Council votes to annul the PLO charter (see Peace Monitor). Netanyahu gives cabinet FRD maps for the 1st time. The cabinet demands clarification on charter issue, takes no vote on ratification. UNSC unanimously passes resolution declaring Iraq in "flagrant violation" of UN resolutions, demands Iraq resume cooperation with the UN, but does not mention any use of force. U.S. Defense Secy. Cohen continues preparations for a strike on Iraq, but sets no deadline. Although Cohen has won no public support fr. Arab states, France, or Russia, Pres.
