IDF ground forces backed by naval and air support continue to enter Gaza overnight, with troops taking up positions across n. Gaza (from which most Palestinian rockets have been fired), surrounding Gaza City, retaking the former Netzarim settlement site nr. the Gaza coast south of Gaza City, and bifurcating the Strip into e. and w. (cutting a swath roughly from the Qarni and Nahal Oz crossings to Netzarim on the coast, driving 1,000s of residents from Juhur al-Dik, al-Mughraqa, and al-Zahra’ with heavy artillery and tank fire), but not entering dense urban areas.

Combat notes: IDF-Palestinian ground fighting is described as “fierce,” characterized by heavy IDF artillery fire and heavy Palestinian sniping and mortar fire. Because the IDF stays out of built-up areas, there are few reports of close-quarter combat or heavy exchanges of gunfire. While ground troops concentrate in the north, Israeli air strikes and naval bombardment focus equally on the north and south, hitting more tunnels on the Rafah border and targeting Hamas leaders for assassination. (The IDF claims to assassinate Hamas rocket cmdr. Hussam Hamdan and IQB and long-range rocket cmdr. Muhammad Hilu in Khan Yunis, senior IQB mbr. Muhammad Shalbush in Jabaliya, but there is no independent confirmation.)

The IDF reports hitting 45 sites and carrying out 40 air strikes during the day, striking a produce market in Gaza City, several mosques, a medical building and 3 mobile clinics in Shati’ r.c. run by a Danish charity, homes of at least 4 Hamas mbrs. (most of whom have gone into hiding), and suspected weapons depots across Gaza. Target areas include Abasan, Bayt Hanun, Bayt Lahiya, al-Bureij r.c., Dayr al-Balah, Gaza City (al-Daraj, Tal al-Hawa, al-Tuffah, al-Yarmuk, al-Zaytun), Jabaliya, Juhur al-Dik, Khan Yunis, al-Mughraqa, al-Nasser (n. of Rafah), Rafah, Shati’ r.c., al-Shuka, al-Zahra’. After dark, IDF troops conduct door-to-door searches on the outskirts of Gaza City.

Palestinians fire 29 rockets (including at least 12 Grads) and 5 mortars into Israel, hitting Ashdod, Ashqelon, Netivot, Ofakim, and Sederot; 1 house in Sederot is damaged and 1 Israeli woman lightly injured. 

At least 47 Palestinians (including 4 paramedics) are killed and 400 wounded (including 3 paramedics) during the day; 1 IDF soldier is killed, 1 is seriously wounded in a heavy exchange of gunfire nr. Jabaliya; 15 IDF soldiers are wounded (3 seriously) by Palestinian mortar fire inside Gaza. The UN and Palestinian medical workers estimate the Palestinian toll to have reached at least 507 dead, 2,400 injured. The Israeli toll stands at 5–6 killed, more than 40 injured.

Humanitarian notes: The Israeli FMin. announced a new joint office of the FMin. and Israel’s Coordinator of Government Activities in the Territories, called the Humanitarian Affairs Coordination Center (HACC), to coordinate humanitarian organizations operating on aid transfers to the Strip. The UN reports that shortages of fuel, electricity, and water are worsening. Gazan hospitals report drastic shortages of anesthesia, surgical equipment, heaters, spare parts. In the West Bank, the IDF fatally shoots 1 Palestinian demonstrator who attempts to climb the separation wall nr. Qalqilya; conducts late-night arrest raids, house searches in al-Arub r.c. nr. Hebron, nr. Jenin. Israel’s High Court rules that the IDF may seal 2 floors of the home of the East Jerusalem Palestinian who killed 8 students at the Mercaz HaRava yeshiva in Jerusalem in 3/6/08, even though the gunman was killed during the attack and sealing the home would serve only to punish his extended family; another floor of the home will not be sealed because it is being rented to an unrelated family. The IDF completes the evacuation of settlers fr. Gaza, with residents of the last inhabited settlement, Netzarim (est. 1972, pop. 496, size 1,760 d., hrs. to evac. 7), and 300 disengagement protesters leaving willingly after holding final prayer service, with only minor scuffles with soldiers; Netzarim residents say they have applied to the Israeli government to move to the West Bank settlement of Ariel. The IDF also raids, searches houses in al-Mawasi. Overnight, 10s of armed Jewish settlers protesting disengagement march through at least 8 West Bank Palestinian villages nr. Homesh and Sanur, firing in the air, occupying the rooftops of Palestinian homes, vandalizing property; the IDF intervenes to remove them. During the day, the IDF conducts arrest raids, house searches nr. Hebron, occupying 2 houses as observation posts; conducts house searches, interrogations nr. Jenin, occupying 2 Palestinian homes as observation posts. Jewish settlers fr. Eli stone, lightly injure 2 Palestinians. Jewish settlers fr. A French sound technician kidnapped in Gaza on 8/14 turns up at a PA police station in Gaza City; no group claims responsibility, though there are rumors that he was kidnapped by a prominent clan and was released only after Abbas freed 6 family mbrs. fr. jail. The IDF fatally shoots a mentally handicapped Palestinian who strays onto a settlers-only bypass road nr. Gaza’s Netzarim settlement; conducts arrest raids, house searches nr. Hebron and in ‘Ayn Bayt al-Ma’ r.c. nr. Nablus, Husan, al-Mawasi. A Palestinian farmer working his land nr. Jenin is killed when he accidentally detonates an unexploded piece of IDF ordnance. The IDF continues operations in Jenin, fatally shooting a wanted Palestinian in an exchange of fire during an arrest raid, firing on stone-throwing Palestinian youths. The IDF closes the Rafah crossing to Egypt; fires on residential and agricultural areas nr. Netzarim, seriously wounding a 52-yr.-old farmer in his field; bulldozes 15 d., shells residential areas nr. Rafah; bulldozes 4 d. outside Einav settlement nr. Tulkarm; raids 20 homes, a mosque during evening prayers in Hebron, holds those in the mosque for 3 hrs. of interrogation; conducts arrest raids, house searches in Dura. In Hebron, 2 Palestinians are killed in a mysterious explosion. The AMB distributes leaflets across the territories warning the Palestinian leadership not to give up armed struggle or compromise on Palestinian national rights now that Arafat is in Paris for treatment. The IDF assassinates senior AMB Jenin mbr. Mahmud Abu Khalifa (whom it tried to assassinate on 8/30), wanted AMB mbrs. Amjad and Yamin Abu al-Hayja in a missile strike on their car Jenin; shells agricultural areas nr. Netzarim (injuring a Palestinian woman working her field), residential areas of Rafah; raids a dorm at Ramallah’s Education College, interrogates students; conducts arrest raids, house searches in al-Aza r.c., Dahaysha r.c., Nablus and neighboring Kafr Khalil, al-Zahiriyya nr. Hebron, al-Qarara. Late in the evening, the IDF shells residential areas of Rafah nr. the Philadelphi Route, destroying 1 Palestinian home and a 4-story apartment building, leaving 53 Palestinians homeless. A Hamas mbr. dies of injuries received in the 9/7 IDF strike on Gaza City, bringing that toll to 15. In Nablus, some 100 AMB mbrs. set fire to the home of PA police officer Hamas Hajat (who along with his family is in hiding) in revenge for his killing of an AMB mbr; the house is destroyed, no one is injured; some 100 PA policemen observe the arson but do not intervene. The IDF raids a section of Gaza City nr. Netzarim settlement, occupies an abandoned house, shells a house (causing extensive damage but no injuries), bulldozes 20 dunams of land. The IDF also bulldozes 4 Palestinian homes, 2 “animal farms,” 45 dunams of land, an irrigation network in Khan Yunis; razes 10s of dunams of citrus trees nr. Bayt Lahia; conducts house searches, arrest raids in Jenin r.c., Qalqilya. A Palestinian fires on, tosses a grenade at an IDF post nr. Bayt Hanun (causing damage but no injuries), escapes. The International Court of Justice (ICJ) issues its nonbinding opinion on the separation wall, ruling (14-1, with only American judge Thomas Buerghenthal dissenting) that segments built on occupied Palestinian territory violate international law and should be removed or not built. The IDF assassinates Hamas spiritual leader and founder Shaykh Ahmad Yasin, firing 3 internationally banned flechette missiles at him as he leaves a Gaza City mosque after morning prayers, also killing 3 bodyguards, 4 bystanders, wounding at least 17 Palestinians, including Yasin’s 2 sons. An AMB suicide bomber fr. Husan detonates a device on a bus in Jerusalem, killing 8 Israelis, wounding 50. Israel says that the attack is proof that Israel needs to build the separation wall. The IDF immediately sends troops into Husan, seals nearby Bethlehem. The IDF also bars an ambulance fr. crossing a checkpoint to reach a Hebron hospital, allowing an ailing Palestinian woman to die; fires in residential areas of Rafah; conducts arrest raids, house searches in Aida r.c., Balata r.c., Bethlehem; issues orders expropriating 27 dunams of Palestinian land until 12/05 for construction of a security fence around Gaza’s Netzarim settlement. A Hamas mbr. dies in Khan Yunis when a missile he is trying to fire prematurely explodes. Palestinians report that the IDF has recently begun barring Palestinians under age 35 fr. crossing checkpoints around Nablus. The IDF blows up 1 Palestinian home in Tulkarm, 1 in Amari r.c.; partially demolishes a small mosque, bulldozes 3 grave sites nr. Netzarim settlement; fires at stone-throwing Palestinians in Jenin, Kafr ‘Ayn, Qarawat Bani Zaid, injuring a total of 7 (including 1 who is arrested, severely beaten, dumped outside a nearby village); conducts arrest raids targeting Hamas in Hebron. A Jerusalem court sentences an East Jerusalem Palestinian to 19 yrs. in prison for organizing a “terror cell” comprising mbrs. of the Bethlehem PSF; the alleged cell never staged any attacks. A Nazareth magistrate court tosses out the 2001 indictment against Israeli Arab MK Azmi Bishara for organizing trips for Israeli Arabs to visit family in Syria, ruling the visits were of a humanitarian nature, did not amount to treason for contact with a hostile government, and took place before Bishara was stripped of parliamentary immunity in 11/01, but says it will pursue charges against his aides. The IDF raids an Internet cafe´ in Jenin in search of an Islamic Jihad mbr., fatally shooting 1 Palestinian bystander, wounding 6, arresting the wanted man, 6 others; fatally shoots a 75-yr.-old Palestinian farmer riding a donkey through a restricted area nr. Netzarim settlement; fatally shoots a mute Palestinian who had stopped to watch Palestinians throw stones at troops in Tulkarm; demolishes 1 Palestinian home in Hebron, 1 in Rafah. Jewish settlers open fire on stone-throwing Palestinians in the West Bank, seriously injuring a 14-yr.-old Palestinian boy. A delegation of 50 senior American Jewish leaders (including Council of Presidents of Major American Jewish Organizations [CPMAJO] exec. vice dir. Malcolm Hoenlein, fmr. CPMAJO chmn. Ron Lauder), accompanied by 2 reps. of Sharon, meets in Almaty with the leaders of Kazakhstan, Kyrgyzstan, Tajikistan, as well as senior ministers fr. Afghanistan, Azerbaijan, Turkey and the regional senior execs. of U.S. energy companies. Israeli diplomats serving in the region also take part. The Jewish delegation says that its aim is to “begin a dialog of civilizations” with Muslim leaders to head off a “clash of civilizations”; that it is bringing messages of support from.
