The IDF fires shells at a group of Palestinians that enters a closed military zone nr. the Gaza-Egypt border, killing 4 Palestinians, arresting 2 (1 of whom later dies in an Israeli hospital); demolishes a Palestinian home in East Jerusalem; bulldozes several bedouin tents and shacks in Bir Nabala northwest of Jerusalem for construction of the separation wall; raids a PA Health Min. clinic in Bethlehem; fires on residential areas of Khan Yunis; conducts arrest raids in Bayt Rima, Burkin nr. Jenin, Qarawat Bani Zayd. The IDF detains and beats PA presidential candidate Mustafa Barghouthi and his bodyguards at a checkpoint into Jenin, preventing him fr. campaigning in the city; the IDF disputes the account, says Barghouthi refused to show ID, was never hit, was finally allowed to pass when he showed ID. Palestinians fire an antitank rocket into Gaza’s Nisanit settlement, causing no damage or injuries. Abbas, Qurai‘ meet with Lebanese pres. Emile Lahoud, PM Omar Karami, parliamentary speaker Nabih Birri in Beirut, marking the 1st visit by the Palestinian leadership to Lebanon since Arafat withdrew to Tunis in 1982. Abbas, Qurai‘ visit Shatila r.c., Sidon, and Rashidiyya r.c. (a Fatah stronghold) where they are greeted by 1,000s of refugees, pledge to uphold the right of return. The IDF clashes with Islamic Jihad gunmen in, shells residential areas of Nablus and Balata r.c., leaving 1 IDF soldier dead, 3 buildings afire; fires on stone-throwing youths, killing 2 Palestinian boys ages 10 and 12, injuring 25; confiscates video footage of clashes fr. a Reuters cameraman. The IDF also fires on residential areas of Hebron, Gaza City (killing 1 Palestinian); conducts arrest raids in of Beitunia, Burkin, Hebron (reportedly detaining 5 mbrs. of a cell that has staged roadside bombings in the area), Qabatya, Tulkarm, al-Yamun; fires tank shells at residential areas of Gaza, leaving 1 Palestinian woman clinically dead (the IDF claims it was responding to mortar fire). In Ramallah, the IDF surrounds, fires shells a building where it claims some of the wanted Palestinians who hid in Arafat's offices during the siege are located; demands their surrender. Bush signs the FY 2003 Foreign Relations Authorization Act, which requires the admin. to identify Jerusalem as Israel's capital. Bush says that he interprets the wording on Jerusalem as a "sense of Congress," not as binding on U.S. policy. The bill also urges the pres. to impose sanctions on the Palestinians if they do not comply with signed agmts.; withholds $10 m. of $35 m. in economic aid to Lebanon for failing to assert its authority over Hizballah; provides an additional $300 m. in aid to Israel, including $100 m. for munitions; rejects equivalent aid for Egypt. Addressing Knesset, PM Shamir declares Pres. Bush's stance on loan guarantees constitutes an attack on the "deepest foundations of Jewish and Zionist consciousness." Shamir also insists that Israel approve Palestinian delegates to peace conference and states Israel will not negotiate with any Palestinian who announces affiliation with PLO while at the conference. Israeli security forces impose a ban on travel to Jerusalem for residents of the o.t. in an attempt to forestall violence on 8 October, first anniversary of the 1990 disturbances on the Haram al-Sharif which left 18 Palestinians dead. (AFP 10/8, in FBIS 10/9)

The new Israeli voluntary society Sikuy ("Chance") issues report indicating that 46% of Palestinian families in Israel live below the poverty line, compared to 8% of Jewish families. Palestinian academics hold only 10 of some 5,000 academic positions in Israel while only 17 of 1,310 senior positions in government are filled by Palestinians. (Davar 10/8, in FBIS 10/9)
