Hamas, Fatah mbrs. clash in Bayt Hanun, leaving a Hamas cmdr. dead; the ESF closes local roads, damages 4 homes of Fatah mbrs. with explosive devices, sets fire to the local PA National Security Forces and Force 17 offices during the clashes; Islamic Jihad mbrs. intervene to mediate an end to the fighting. Rafah, forcing the boats back to shore, causing no injuries; later in the day arrests 6 Palestinian fishermen off the Rafah coast, confiscating 2 boats. Inside Israel, the Israel Lands Authority issues demolition orders for a Palestinian playground in the unrecognized village of Dahamesh nr. Ramla, stating it was built illegally on state land and “represents an incursion into farmland beyond the boundaries of the unrecognized settlement”; children in Dahamesh had no safe place to play before the playground was built with EU donor funds. In Gaza City, DFLP, PFLP, Islamic Jihad mbrs. hold a sit-in to protest ongoing Fatah-Hamas violence. Meanwhile, ESF, Fatah mbrs. exchange fire in Bayt Lahiya, wounding 1 ESF mbr. A Force 17 mbr. injured in clashes with Fatah in Gaza City on 1/9 dies. In the West Bank, suspected Fatah mbrs. vandalize, set fire to offices of the Jinata municipality (controlled by Hamas) nr. In the West Bank, the IDF patrols in Jenin, searching several stores; conducts arrest raids, house searches in and around Hebron; demolishes a new addition to a Palestinian home nr. Hebron. In a predawn raid on a Force 17 training camp in Gaza, suspected Hamas gunmen kill a Force 17 officer. In Gaza City, suspected Fatah gunmen fire on PA FM Mahmud Zahhar’s motorcade in an apparent assassination attempt, causing no injuries. Hrs. later, suspected Hamas mbrs. direct gunfire, several mortars at the presidential compound in Gaza City (Abbas is not there), hitting inside the compound and a nearby home, wounding 5 Palestinians; in response, PA security forces under Abbas’s control take over the Agriculture and Transportation Mins. to “secure the area.” Fatah-Hamas clashes continue in Gaza City and Jabaliya, leaving at least 3 Palestinians dead (a PSF colonel, a Presidential Guard mbr., a female bystander), at least 24 wounded. After nightfall, senior PA security officer and Fatah mbr. Col. Adnan Rahmi is found shot dead in n. Gaza. Fatah mbrs. kidnap several Hamas mbrs. in n. Gaza. Gaza, killing a 15-yr.- old Palestinian farm worker, wounding 3, claiming that the teenager, who was working in a field, approached an abandoned rocket launcher used on 10/7 with plans to retrieve it; in separate incidents fires at 2 Palestinians who stray near the n. In Gaza City, Fatah-led protests demanding that the Hamas-led government pay back salaries owed civil servants escalate dramatically, with some 3,000 Fatah-affiliated security forces attacking members of the predominantly Hamas ESF, sparking clashes that leave 6 Palestinians dead (3 bystanders, 1 Force 17 officer, 1 PSF officer, 1 ESF officer), around 61 wounded; the ESF reportedly uses grenades, antitank weapons, rifles to break up the demonstration and arrests 25 protesters. During the day, demonstrations spread to Khan Yunis (where Fatah-affiliated security officers clash with the ESF, leaving 26 wounded), al-Bureij r.c. The IDF completes its withdrawal fr. Lebanon at 2:30 A.M. local time (8:30 P.M. 9/30 ET) but vows to continue surveillance overflights of Lebanon until UN Res. 1701 is implemented in full, including the release of 2 captured IDF soldiers and disarmament of Hizballah. In Gaza, the IDF withdraws fr. Khuza‘a, ending a 3-day operation. In the West Bank, the IDF sends undercover units in cars with Palestinian license plates into Qabatya, shoots, wounds 2 Palestinians (at least 1 of whom is a wanted AMB mbr., Rashid Zakarna), also shoots, wounds 2 unarmed Palestinians who come to their aid; the units detain all 4 men, shooting execution style Zarkana and 1 of the men who came to his aid, Kamil al-Lubani; the units then raid a wedding party nearby, firing indiscriminately, wounding 12 Palestinian civilians (1 is declared clinically dead). The IDF patrols in Hebron; raids the Prisoners’ Supporters Association (PSA) offices in Jenin, Nablus, Qalqilya, and Salfit, confiscating computers and files, sealing the offices for 2 yrs.; conducts arrest raids, house searches in Jenin (also raiding the offices of attorney Fadl Bushnaq, confiscating computers and files, sealing the office for 2 yrs.; bulldozes 50 d. of Palestinian land nr. Kiryat Arba in Hebron for construction of a new settler-only bypass road. Jewish settlers fr. Kiryat Arba, escorted by the IDF, bulldoze a large area of Palestinian land w. of the settlement. Israel lifts the air blockade on Lebanon but continues to patrol off the Lebanese coast after its self-declared 6:00 P.M. deadline, stating that too few international vessels have taken up patrols to enforce an arms embargo. Israel also continues surveillance overflights of Lebanon, saying it has no plans to end them. (NYT, WP, WT 9/8)

The IDF conducts arrest raids, house searches in and around Nablus (firing on residential areas and stone-throwing youths who confront the troops, seriously wounding 1), in Hebron, and nr. Bethlehem, Jenin. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Abbas deploys mbrs of Force 17 (under his command) to Qarni crossing to take over security responsibility fr. security forces under Interior M Siyam’s control. Unidentified gunmen kidnap, shoot and wound a PA intelligence service officer nr. Gaza City. Following the ESF attack on 6/23, ESF, PSF mbrs. exchange fire in Khan Yunis, leaving 1 PSF mbr. wounded. IDF makes an air strike demolishing an AMB building in Gaza City; blows up a Palestinian home in Jenin that allegedly stored explosives; conducts arrest raids, house searches nr. Jenin and in Bethlehem, Hebron, Tulkarm. Palestinians fire a rocket fr. Gaza into Israel, causing no damage or injuries. Abbas dispatches mbrs. of Force 17, the presidential guard, to take control of PA operations at the Rafah crossing, relieving PA security forces controlled by the Interior Min. Israel’s acting FM Tzipi Livni says that any Palestinian “fighting against Israeli soldiers is an enemy and we will fight back, but I believe that this is not under the definition of terrorism,” only those “who take the lives of civilians are terrorists.” Says that the international community should “stop calling terrorists those who are freedom fighters.” (AFP, IFM 4/11)

IDF war planes fire 3 missiles at a building and a car in Gaza City, assassinating 3 senior AMB mbrs., wounding 3 bystanders; fire 7 missiles at the entrance to Bayt Hanun in n. Gaza, destroying a bridge and damaging several homes. The IDF also confiscates 279 d. of Palestinian land nr. Qalqilya for construction of the separation wall; conducts arrest raids, house searches nr. Hebron, Nablus, Tulkarm. Nr. Hebron, 4 rock-wielding Jewish settlers beat an 11-yr.-old Palestinian boy. Palestinians continue to protest the Danish cartoons (see 2/2), burning tires outside and throwing rocks at EU offices in Gaza. In ongoing Hamas-PA disputes in Gaza (see 2/1–3), suspected Hamas gunmen kidnap Force 17 officer Walid Kanaan and his wife, quickly releasing the wife. Citing retaliation for the death of an Israeli woman on 7/14, the IDF launches overnight missile strikes on 4 sites in Gaza: a Hamas cultural center in n. A Hamas suicide bomber detonates a device on a bus in Tel Aviv, killing 5 Israelis, injuring more than 50. Sharon convenes his cabinet, which unanimously decides to launch Operation Matter of Time to "isolate” Arafat, calls for the immediate extradition of around 20 wanted Palestinians (including Force 17 head Mahmud Damara, PA General Intelligence chief Tawfiq Tirawi) allegedly among the 200 Palestinians hiding in Arafat's offices (8 surrender in the evening).
