Hebron detonates a device on a bus in Haifa, killing 14 Israelis, 1 American, wounding 40; Israel seals the West Bank and Gaza borders until further notice, vows to respond “but not [on] a scale that would disrupt any U.S. preparations for a possible attack on Iraq.” Overnight, Palestinians also reportedly fire 13 antitank missiles and grenades at IDF forces on the Rafah border, causing no damage or injuries. The IDF demolishes 1 Palestinian home in Nablus, 1 in Qalqilya, a mosque in Rafah r.c. that had been heavily damaged in earlier attacks; conducts arrest raids in Bethlehem, Qalqilya (targeting Fatah), Ramallah (nabbing senior Izzeddin al-Qassam Brigades mbr. Abdallah Barghouti), Yamun; fires on residential areas of Khan Yunis. Late in the evening, the IDF launches a major raid into Jabaliya r.c., sending in 50 tanks and helicopters, firing several missiles, killing 3 Palestinians, wounding 11; fatally shoots Islamic Jihad mbr. Muhammad al-‘Asas in an exchange of gunfire in Bethlehem, leaving 1 IDF soldier wounded. A Jerusalem court sentences Israeli Arab Murad Ajluni to life plus 20 yrs. for taking part in a 3/02 AMB shooting in Tel Aviv that left 3 Israelis dead. The IDF reoccupies Bethlehem following Christmas celebrations, reimposes a 24-hr. curfew on residents; assassinates local AMB head Jamal Yahya in Tulkarm; assassinates Hamas mbr. Bassam Ashqar, ambushing his car in Ramallah, also killing a Palestinian bystander; raids Qabatiyya, assassinating local Islamic Jihad leader Yusif Abu Rub, demolishing his family house, arresting local Izzeddine al-Qassam Brigades head Natzir Nazal, senior Hamas mbr. Talal al-Baz; sends undercover units into a hospital in Ramallah, fatally shooting wanted Palestinian Samir al-Shamali, who was working there as a guard, in what may be an assassination, sparking demonstrations, clashes with local residents that leave 1 Palestinian stone thrower dead; fatally shoots 2 Palestinians “approaching” Netzarim settlement; fires on demonstrators protesting the curfew in Nablus, killing 1 Palestinian, wounding 20; raids a village n. of Ramallah, firing stun grenades, causing an elderly Palestinian to suffer a fatal heart attack; imposes a curfew on Beitunia, sends 30 tanks into the town; conducts house-to-house searches, arrest raids in Qalqilya; fires on residential areas of Khan Yunis. Kefar Darom; bulldozes a Palestinian home in Qabatya, some agricultural land nr. Aley Sinai settlement; conducts arrest raids in Bethlehem, Qalqilya; bars an ambulance fr. crossing an IDF checkpoint, allowing an ailing Palestinian to die. Another Palestinian dies of injuries received on 12/10/01. Palestinians reportedly fire a mortar in Gaza, causing no damage or injuries. At Havat Gilad, Jewish settlers again try to rebuild sites demolished by the IDF. Jewish settlers fr. Shvut Rachel attack Palestinians harvesting olives nr. Nablus, setting 7 Palestinian cars and 50 trees afire, uprooting another 54 trees; in response, some 200 Palestinian start marching toward the settlement, but the IDF turns them away. Before dawn, the IDF reoccupies Amari r.c., al-Bireh, Qadura r.c., and Ramallah, surrounding Arafat's offices (placing Arafat under de facto house arrest), arresting 13 PSF officers, meeting no resistance; imposes 24-hr. curfews on Aqaba, Dura, Iktaba, Tamun, Taysir, Tubas, Yatta; fires shells at residential areas of Khan Yunis; continues operations in Bethlehem, Jenin, Nablus (fatally shooting 1 Palestinian), Qalqilya, Tulkarm areas; lifts curfews in Jenin, Nablus, Qalqilya for 3 hrs. After a wk.'s delay, Bush gives a major speech outlining the new U.S. policy toward the peace process. Without mentioning Israel's military escalations, Bush says in effect that the Palestinians must remove Arafat and create a Western-style democracy before the peace process can move forward. The U.S. halts direct dealings with Arafat. Bush's decision to call for Arafat's ouster was reportedly influenced heavily by an Israeli intelligence report he received last wk. (uncorroborated by the CIA) claiming that Arafat authorized a $20,000 payment to the AMB, which carried out the 6/19 suicide bombing. Arafat sends the U.S., Arab states a 6-page memorandum outlining an ambitious 100-day reform plan, including plans for presidential and legislative elections in 1/03 and municipal elections in 3/03. Israeli atty. gen. Elyakim Rubinstein says he will not take legal action against those calling for the "voluntary transfer" of Arabs fr. Israel, saying "voluntary transfer" is "immoral" not illegal. In response to Israeli appeals to local satellite channels to drop coverage of BBC World and CNN International because of their "pro-Palestinian bias" (1 channel replaced CNN with Fox News coverage on 6/20), CNN chief news exec. Eason Jordan arrives in Israel to apologize publicly on behalf of the network, to unveil a special 5-part series on Israeli victims of violence (aired 6/24-28) and a Web "memorial" to Israeli victims of Palestinian violence. Early in the morning, IDF tanks enter Jenin town, troops clash with residents, fatally shooting 1 Palestinian (who is allowed to bleed to death over 3 hrs.), detaining wanted Hamas mbr. Rami Awad and Islamic Jihad spokesman Khalid Hawaj, bulldozing 1 home; troops withdraw to the outskirts of Jenin by midday. IDF operations continue in the Bethlehem area, where troops resume sniper positions around Church of the Nativity, patrol Manger Square, search and vandalize the al-Rowwad Cultural Center. The IDF also detains Palestinian mayor of Jerusalem Jamil Nasir for several hrs. of questioning; conducts arrest raids in Alar, Bayt Anan, Beitunia (arresting senior Hamas mbr. The Knesset House Comm. votes (12-5) to restrict the movement of Israeli MK Ahmad Tibi for the remainder of his term, arguing that his works promote the interests of the PA and the residents of the occupied territories. Tibi was vocally critical of Operation Defensive Shield, participated in many peace marches. (Adalah press release 5/29)

Early this morning, the Israeli inner cabinet orders the IDF to seal Bethlehem, Jenin, Nablus, Qalqilya, Tulkarm. The IDF also fatally shoots wanted AMB mbr. Khamis Abdallah in an apparent assassination in Nablus; fires a tank shell at 3 teenagers trying to sneak across the Gaza border into Israel to work, killing 1 Palestinian, wounding 2. This evening, an AMB gunman opens fire with an M-16 on a bat mitzvah celebration in Hadera, Israel, killing 6 Israelis, wounding at least 25 before being beaten unconscious by the celebrants and then fatally shot by an Israeli policeman. In retaliation, the IDF sends 20 tanks, APCs, paratroopers into Ramallah to tighten the encirclement of Arafat's headquarters to within 100 yds., placing Arafat under de facto house arrest; sends F-16s to shell PA Interior Min., administrative, and security offices in Tulkarm, killing 2 PSF officers, injuring 61 officers and civilians, damaging 20 homes and 50 stores; reinforces troops nr. Under further pressure fr. the EU, Russia, UN, and U.S., Israel agrees to pull the IDF out of the Bethlehem area on 10/27, to consider expanding the pullout to 5 other major PA-controlled towns if the cease-fire in Bethlehem holds and the PA agrees to extradite suspects in the Ze'evi case. Throughout the day, however, heavy clashes continue in, around Bethlehem except for a brief period while a team of EU officials tour the area. The IDF fatally shoots 3 Palestinians, 1 Israeli Arab; digs deep trenches in Jinin to keep Palestinians from sneaking into Israel; sets up new military outposts outside Nablus, Ramallah; enters Dayr Nitham village, opening fire on and damaging several Palestinian homes; shells residential areas of Khan Yunis, Rafah; conducts an arrest raid in Qalqilya. Israeli-Palestinian clashes continue. The largest demonstrations are in Ramallah, where 2,000 Palestinian artists, intellectuals stage a nonviolent protest, and students attempt to open the road to Birzeit University, where spring registration begins today. In the ensuing clash soldiers fatally shoot 1 Palestinian who was standing next to Fatah tanzim leader Marwan Barghouti, raising speculation that Barghouti was the target. The IDF directs shells, heavy machine gun fire at residential areas of Jinin, Rafah (severely damaging a mosque); bulldozes 4 dunams of Palestinian land nr. Rafah. A Palestinian assailant throws a hand grenade at an IDF post in Gaza, causing no injuries. Israel tightens the siege on Ramallah but eases blockades on Bethlehem, Hebron, Qalqilya, Tulkarm. Later in the day, after shooting nr. Qalqilya, the blockade on Qalqilya is reimposed. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. No details are released. The agmts. are oral and reportedly are vague, not giving an order of who is to take what step 1st. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. The U.S. for the 1st time acknowledges that Arafat "may not have control of everything" but still says it expects a cessation of violence "within hours." A PA policeman is killed by IDF fire in Gaza. A 3d Palestinian dies of injuries received earlier. Palestinian gunmen fire at Gilo settlement, critically wounding an Israeli border policeman. IDF tanks fire on the neighboring Palestinian village of Bayt Jala in retaliation. Settlers fr. Itamar fire on Palestinian homes in neighboring Hawara village, attack a Palestinian ambulance driver. Hamas's Shaykh Ahmad Yasin, West Bank Fatah leader Marwan Barghouti say their supporters will continue the uprising despite the Sharm agmts. The DFLP, Islamic Jihad, Popular Front for the Liberation of Palestine issue similar statements. Palestinians in Bethlehem, Gaza City, Nablus, Qalqilya, Ramallah demonstrate against the Sharm mtg. 1,000s of Egyptian students in Cairo, 7,000 Palestinian refugees in Tripoli, Lebanon, hold similar demonstrations. A rally in solidarity with the Palestinian people is held in New York.
