Just before the PC meets in Ramallah, the IDF assassinates PFLP leader Nidal Salama, firing rockets at his car as he drives through Khan Yunis, also killing 1 Palestinian bystander; surrounds the home of, fatally shoots Bethlehem AMB cmdr. Mahmud Salah in an apparent assassination, also killing AMB mbr. Adnan Juayrish, who was with him; demolishes the home of Salah’s 2 brothers. Just 2 hrs. after Abbas’s new government is confirmed, a suicide bomber detonates a device outside a Tel Aviv nightclub, next to the U.S. emb., killing 2 Israelis, 1 French woman, wounding 34 (including at least 1 American); a 2d bomber escapes when his bomb fails to detonate; AMB, Hamas say they jointly planned the operation; both bombers are British Muslims (1 of Kashmiri, 1 of Pakistani descent) who apparently entered Israel fr. Gaza on British passports. The PC approves (69–12, with 3 abstentions) Abbas’s new government, presented after wks. of debate within Fatah. In his inaugural speech Abbas states that there is no military solution to the conflict with Israel, rejects “terrorism,” pledges to crack down on militant groups and confiscate illegal weapons, demands an independent Palestinian state within 1967 borders, with Jerusalem as its capital, and without Jewish settlements. A Hamas suicide bomber fr. Hebron detonates a device on a bus in Haifa, killing 14 Israelis, 1 American, wounding 40; Israel seals the West Bank and Gaza borders until further notice, vows to respond “but not [on] a scale that would disrupt any U.S. preparations for a possible attack on Iraq.” Overnight, Palestinians also reportedly fire 13 antitank missiles and grenades at IDF forces on the Rafah border, causing no damage or injuries. The IDF demolishes 1 Palestinian home in Nablus, 1 in Qalqilya, a mosque in Rafah r.c. that had been heavily damaged in earlier attacks; conducts arrest raids in Bethlehem, Qalqilya (targeting Fatah), Ramallah (nabbing senior Izzeddin al-Qassam Brigades mbr. Bassam Ashqar, ambushing his car in Ramallah, also killing a Palestinian bystander; raids Qabatiyya, assassinating local Islamic Jihad leader Yusif Abu Rub, demolishing his family house, arresting local Izzeddine al-Qassam Brigades head Natzir Nazal, senior Hamas mbr. Israel releases its annual poverty report, showing that the poverty rate has stayed steady at 17.7% for the past 5 yrs. Unofficial estimates show that of the nearly 320,000 poor families, an estimated 90,000 families are Arab. Nearly 50% of Arab families are below the poverty line, compared to 1 in 7 Jewish families; 50,000 of the 75,000 children in poverty are Arab. (MM 11/5)

Early in the morning, IDF tanks enter Jenin town, troops clash with residents, fatally shooting 1 Palestinian (who is allowed to bleed to death over 3 hrs.), detaining wanted Hamas mbr. Rami Awad and Islamic Jihad spokesman Khalid Hawaj, bulldozing 1 home; troops withdraw to the outskirts of Jenin by midday. IDF operations continue in the Bethlehem area, where troops resume sniper positions around Church of the Nativity, patrol Manger Square, search and vandalize the al-Rowwad Cultural Center. The IDF also detains Palestinian mayor of Jerusalem Jamil Nasir for several hrs. of questioning; conducts arrest raids in Alar, Bayt Anan, Beitunia (arresting senior Hamas mbr. The Knesset House Comm. votes (12-5) to restrict the movement of Israeli MK Ahmad Tibi for the remainder of his term, arguing that his works promote the interests of the PA and the residents of the occupied territories. Tibi was vocally critical of Operation Defensive Shield, participated in many peace marches. (Adalah press release 5/29)

In Bethlehem, the IDF fires on 3 Palestinians who attempt to leave the Church of the Nativity, killing 1 Palestinian, severely wounding 2 others; the dead, wounded are evacuated later in the day. In Washington, the quartet (represented by Annan, Ivanov, Powell, Solana) announce plans to convene a FM-level "regional peace conference" in summer 2002 to secure a cease-fire and revive peace talks, rebuild the Palestinian security apparatus, boost humanitarian aid to and economic conditions of the Palestinians. Sharon denies Arafat permission to leave Ramallah to attend Christmas celebrations in Bethlehem. Instead, a delegation of prominent Christian leaders goes to Ramallah to visit Arafat. The Vatican denounces Israel's action as "arbitrary." In protest, the AMB ambushes a car outside Nablus, seriously injuring 1 Jewish settler. The IDF fires on residential areas of Hebron, Khan Yunis. After several more hrs. of talks among Arafat, Barak, Clinton, Mubarak, King Abdallah, Annan, and Solana, Clinton announces that Arafat, Barak have agreed on steps toward halting the clashes. No details are released. The agmts. are oral and reportedly are vague, not giving an order of who is to take what step 1st. The sides agree that Clinton will appoint an international inquiry comm. to investigate the recent clashes. The U.S. for the 1st time acknowledges that Arafat "may not have control of everything" but still says it expects a cessation of violence "within hours." In Paris, U.S. Secy. of State Albright, CIA Dir. Tenet meet with Arafat, Barak. After 12 hrs. of talks, joined at times by UN Secy.-Gen. Annan and French pres. Chirac, the sides reach an arrangement under which Barak agrees to withdraw troops to their positions before 9/28, Arafat agrees to try to curb Palestinian rioting, both sides agree to keep people away fr. 3 hot spots (Netzarim Junction in Gaza, Joseph's Tomb in Nablus, and the "circle area" nr. Ramallah). The U.S. had hoped Arafat and Barak would sign a document outlining the agmts., but the Arafat would do so only if the text included provisions for an international inquiry, which Barak rejected. An Israeli Arab is killed in a clash Israeli police in Kefar Manda in the Galilee. The IDF eases open-fire regulations, permitting soldiers to fire on any vehicles approaching checkpoints and continues to use heavy weapons, but overall the fighting is less intense than in previous days. Protests against Israel's actions are held in Damascus, where 1,000s of students demonstrate outside the U.S. emb.; in Cairo, where 1,500 students demonstrate outside the Israeli emb.; and in Amman, where riot police fire tear gas to disperse 800 protesters marching toward the Israeli emb., injuring 62. In Copenhagen, 5,000 attend a Palestinian solidarity rally. Smaller rallies are staged in Istanbul, London, Rome.
