The IDF launches Operation Defensive Shield, sending scores of tanks into Ramallah before dawn to encircle Arafat's compound, reoccupy tall buildings as sniper and observation posts, dig up roads, create roadblocks, demolish water mains, declare a 24-hr. curfew. As the day progresses, the IDF bulldozes the compound walls; sends tanks, APCs, armored bulldozers, and troops into the complex, moving room-to-room to collect documents, demolishing 9 of 10 buildings, trapping Arafat and his closest aides in a windowless office of the remaining building; 5 Palestinians, 2 IDF soldiers are killed, around 50 Palestinians are injured, and another 70 (mostly Force 17 mbrs. guarding the compound but also including medical workers) are detained. IDF soldiers fire at a Nilesat TV car, seriously injuring a cameraman. The U.S. states that it "understands the Israeli government's need to respond to these acts of terror."      As Israel's Ramallah operation proceeds, an 18-yr.-old Palestinian girl, an AMB mbr., detonates a suicide bomb in Jerusalem, killing 2 Israelis, wounding 31. In Gaza, a Palestinian gunman infiltrates Netzarim, fatally shooting 2 Jewish settlers before being shot dead by the IDF; no group takes responsibility. (NYT, WP, WT 3/30)

Israeli-Palestinian clashes continue, leaving 5 Palestinian dead, including senior DFLP mbr. Firas Qasim Saba'na, who is assasinated by IDF troops in Jinin. A 6th Palestinian dies of injuries received earlier. In Gaza, clashes erupt when the IDF attempts to remove a roadblock outside Khan Yunis. When the IDF responds to stone throwers with heavy weapons, PA police and Palestinian gunmen fire back, killing 1 IDF soldier. The IDF also shells a Palestinian hotel in Bethlehem "to flush out gunmen." Palestinian gunmen fatally shoot a Jewish settler in the West Bank. The IDF bulldozes 18 dunams of Palestinian land nr. Kefar Darom settlement, 35 dunams nr. Netzarim settlement. For the 7th straight wk., Israel bars Palestinians under 45 fr. attending Friday prayers at al-Aqsa Mosque. The IDF says that since 11/22, it has arrested 119 West Bank Palestinians suspected of throwing stones, Molotov cocktails. Arafat and Barak agree to resume security coordination during a 3-way phone conversation arranged by Russian pres. Vladimir Putin. Arafat, who is in Moscow on a 1-day visit to meet with Putin, suggests Russia convene a Madrid-style international conference on the peace process, but Barak rejects the idea. Israeli-Palestinian fighting in the West Bank and Gaza abates slightly but escalates again this evening, leaving at least 3 Palestinians dead. The most serious incident is in Nablus, where the IDF, implementing the Sharm agmts., turns over Joseph's Tomb to the PSF. Palestinians celebrating the IDF pullback overrun the PSF, destroy the tomb. In response, armed Jewish settlers roam areas around West Bank settlements, stoning and firing at Palestinian cars, killing 1 Palestinian. Inside Israel, Jews fr. Upper Nazareth rampage through Arab Nazareth throwing stones at Israeli Palestinians, sparking a riot; when Israeli Arabs start to fight back, Israeli riot police intervene, using tear gas and live ammunition, shooting dead 2 Israeli Arabs. In Tiberias, Jews vandalize a historic mosque. The IDF moves tanks into the West Bank to guard the Jewish settlement of Psagot, which has been the target of Palestinian sniping. At Rafah airport, Palestinians fire on a bus Israeli airport workers, injuring 8. Israel shuts the airport. Barak calls up IDF reservists, sets an ultimatum of 48 hrs. for Palestinians to halt their assaults on IDF outposts, Jewish settlements or "we will regard this as a cessation by Arafat of the peace process, and we will order the army to use all means at its disposal." In response, Hizballah guerrillas cross into Golan Heights, kidnap 3 IDF soldiers; fire rockets at the IDF's Shaba` outpost, injuring 6 soldiers. Barak reinforces the border area, sends Israeli warplanes and attack helicopters into Lebanon to strike Hizballah targets, injuring 4 Lebanese civilians. U.S.'s Albright phones Lebanese pres. Lahoud, Syrian pres. Asad to urge them to intercede with Hizballah to release the IDF soldiers. Barak, Arafat hold generally positive mtg. on the sidelines of the Socialist International congress in Paris, but Barak sparks controversy afterward by saying that Israel no longer sees UN Res. 242, one of the bases of the Oslo process, as fully applicable to the West Bank and Gaza Strip. In his speech to the congress, Barak says that while Israel wants political separation fr. the Palestinian areas, "economic cooperation between us must and will continue"; calls on Syrian pres. With the passage of the 2d deadline for the voluntary evacuation of 10 West Bank settlement enclaves, Israel announces that the IDF will forcibly evacuate the remaining occupied outpost, Havat Maon. Over the past few days, some 300 ultranationalist settlers have joined the 4 families originally encamped at the site, set up prefabricated houses in protest, hoping to make it impossible for the government to remove the settlement. A group of rabbis for the settlements issues a ruling forbidding the use of force against soldiers, but also calling the eviction a "crime against the Torah and the homeland."
