Other Countries: Israeli P.M. Peres meets Soviet F.M. Shevardnadze for 90 minutes at UN. Peres calls meeting "beginning of dialogue" (WP 9/23); it is highest level meeting since 1967 rupture. Peres says they agree to consider normalizing relations (NYT 9/23). At request of France, Israel tells UN Security Council that it won't dismantle "security zone" inside Lebanon as Security Council demands (NYT 9/23).

Arab World: IDF mass troops and equipment on both sides of the Lebanese border; military sources repeat warnings that Israel will use "all means necessary" including use of troops to defend SLA from new attacks by Muslim guerrillas and to maintain control of "security zone." Mobilization is largest concentration of troopsince June 1985 withdrawal (WP, NYT 9/23).

Arab World: Egyptian Pres. Mubarak and Israeli P.M. Peres meet in Alexandria (first time in five years Egyptian and Israeli leaders have met); Egypt returns ambassador to Israel, withdrawn after 1982 Israeli invasion of Lebanon; two states agree on arbitration over Taba; discuss Palestinian issue (NYT, WP 9/12). In Tunis, PLO Chairman Arafat meets EC representative Claude Cheysson (FBIS 9/14). Islamic Jihad denies it kidnapped American Frank Reed in West Beirut (CSM 9/12).

Other Countries: French government rejects demands for release of convicted terrorists in exchange for ending bomb campaign (WP 9/12). Washington Post reports Israeli Trade Minister Ariel Sharon visited Istanbul secretly for three days in July (WP 9/11).

Arab World: IDF and SLA fight Shi'i guerrillas in south Lebanon; five UNIFIL soldiers wounded in crossfire; IDF use helicopter gunships and artillery against Shi'a who attacked SLA outpost.

Arab World: U.S. Assistant Secretary of State Murphy in Egypt for talks with Egyptian Pres. Mubarak on Egypt-Israeli summit and proposed Jordan-Israel-Egypt peace (MEI 9/14).

Other Countries: Pan Am airliner hijacked in Karachi by five Arabs: 21 dead, more than 100 injured. Pakistani authorities arrest four perpetrators on scene, arrest fifth later (NYT 9/6).

Military Action

Arab World: IDF soldier accidentally killed by other Israeli soldiers during attack on Hizballah outpost at Zibqin village four miles north of "security zone" (eighth IDF soldier this year, not including two kidnapped whose fate is unknown). IDF say Hizballah launched rocket attacks on northern Israel from this location; capture four fighters and take them to Israel; blow up six houses. Later, SLA shell village after one of its soldiers is killed in attack. P.M. Peres tours "security zone" with SLA commander Antoine Lahd, and says he does not want UNIFIL troops along Israeli border (JP 9/7; NYT 9/6; AFP 9/5).

Occupied Palestine/Israel: New Israeli Attorney General Yosef Harish assumes office [BG 6/6]. Antioccupation protests mark anniversary of 1967 occupation: an Israeli settler in Nablus fired at and injured; the city put under curfew; a bomb in Jerusalem injures 2 Israeli women; a telephone caller claims responsibility for both actions on behalf of Fateh's Force 17; explosion in Afula causes no injuries; 2 petrol bombs hurled at Israeli buses in Janin, no injuries; demonstrators at Birzeit University raise the Palestinian flag and stone Israeli army troops, who respond with tear gas; 3 petrol bombs in Gaza are hurled at Israeli army vehicles, no injuries; one Gaza resident is shot in the leg. Meanwhile, several dozen Israeli "Down with the Occupation" activists demonstrate at Damascus Gate; another group of Israelis tries to carry Israeli flag into the Haram al-Sharif compound; a Gush Emunim march of 2,000 proceeds through the Old City and to Mount of Olives [FJ 6/13]. Prominent Israeli real estate agent Avraham Gindi, implicated in major land scam, commits suicide [FJ 6/12].

Other Countries: Italian Parliament votes to recognize PLO as representative of Palestinians [MG 6/6].

Arab World: Fighting in south Beirut continues; estimated death toll exceeds 100 [WP 6/6]. Amal leader Nabih Birri calls for ceasefire in recognition of 'Id al-Fitr holiday [MG 6/10]. SLA demolishes 14 homes at Ruman, one mile north of security zone in south Lebanon, in retaliation for ambush [JP 6/6].

Other Countries: Julio Maria Sanguinetti, president of Uruguay, arrives for 5-day visit to Israel, receives 21-gun salute in Jerusalem, marking the first time a visiting head of state agreed to be welcomed officially in the disputed capital rather than at Ben-Gurion Airport [LT, JP 5/2].

Arab World: Shi'ite guerrillas from the Islamic Resistance Movement say they kill 7 members of the SLA; Israeli reports say 1 Shi'ite was killed and 5 SLA members were wounded; both reports say 3 SLA members were kidnaped by the Shi'ites [NYT, JTA 5/2].

Occupied Palestine/Israel: Israeli security authorities seal 1 house and 3 rooms belonging to 4 residents of Tulkarm accused of throwing fire bombs at Israeli vehicles [JP 3/7].

Arab World: Israeli journalist Uri Avneri is expelled from Jordan to Egypt after reportedly holding contacts with Jordanian and PLO officials in Amman; Avneri retums to Israel, states he met with senior Jordanian and Palestinian personalities, including at least 1 cabinet minister and PNC members, denies he was expelled. (Avneri's trip was approved by P.M. Peres, Foreign Minister Shamir, and Defense Minister Rabin) [JP 3/7; WP 3/8]. Syrian Foreign Minister Faruq al-Shar' concludes 2 days of apparently unproductive talks in England with senior British officials; he states in press conference that Israel is main obstacle to peace in the M.E., that Syria allows Abu Nidal group to maintain political press office in Damascus but it "has nothing to do with violence" [WP, MG, LT 3/6].

Arab World: SLA soldier is killed by roadside bomb; Israelis kill 2 Arab guerrillas in S. Lebanon "security zone"; Lebanese security sources say Israeli troops kill 1 farmer, injure another in raid outside "security zone" [MG 3/7].

Arab World: Washington Post reports Yasir Arafat accused Syrian and Libyan intelligence services of instigating wave of terrorism that swept Mediterranean in recent months [WP 1/5; MG 1/6]. Libya officially denies involvement in 12/27/85 Vienna, Rome airport attacks [PI 1/5].

Military Action

Arab World: Israeli troops, SLA militia comb 3 S. Lebanese villages north of security zone, firing rocket-propelled grenades and searching for guerrillas [PI 1/5]. Israeli troops are reported to have moved 30 tanks into S. Lebanon security zone [BG 1/5]. Syria is reported to have withdrawn SAM-6, SAM-8 anti-aircraft missile batteries into Syrian territory from Lebanon's Biqa' Valley [NYT, WP 1/5].
