U.S. Asst. Secy. of State Walker arrives in Egypt for a mtg. with Pres. Mubarak. This is Walker's 1st stop a 15-day trip to Algeria, Bahrain, Egypt, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar, Saudi Arabia, Syria, Tunisia, Yemen, and the UAE to urge Arab leaders to put pressure on Arafat to accept compromises on Jerusalem. The Knesset elects (63-57) the relatively obscure Iranian-born Likud MK Moshe Katsav over One Israel MK Shimon Peres, a 3-time PM and Nobel laureate, to replace Weizman as pres. Israeli public opinion polls prior to the vote showed Peres as the popular choice over Katsav by 63% to 20%, with 17% undecided. Katsav captured the votes of Sephardic and Russian MKs (with Shas voting as a bloc for him) because of his Sephardic background and of ultra-Orthodox MKs, who voted for him as a protest to Barak, who openly favored Peres. Acting on a tip, Israeli police arrest a Jewish resident of Jerusalem found with 3 rifles and a great deal of ammunition in his car. Police suspect he was en route to the West Bank to sell the arms, ammunition to settlers planning an attack on Palestinian targets. (MA 8/1 in WNC 8/2)

Occupied Palestine/Israel: Israeli Labor Minister Moshe Katsav says workers from S. Lebanon and Europe will join Israeli high school students to replace Palestinian laborers. Education Minister Yitzhaq Navon orders mobilization of high school students to help harvest citrus crops [NYT 1/18]. Police Minister Chaim Bar-Lev denies Israeli police fired tear gas into mosques in 1/15 clash. UNRWA sends 8 trucks of food to wait at gates of refugee camps until army allows them to enter. UN Undersec. Gen. Marrack Goulding ends week-long visit [LAT 1/18]. Israeli High Court delays deportation of 4 Palestinians until after their appeals are heard [LAT 1/18; CSM 1/19]. Peace Now stages demonstration outside P. M. Shamir's office to begin week of activities protesting situation in occupied territories [FBIS 1/21]. Arab World: Amal leader Nabih Birri announces end of 3-year siege of W. Beirut's Burj al-Barajinah and Shatila refugee camps and S. Lebanon's Rashidiyyah camp [LAT 1/18].

Other Countries: In interview, PLO Chairman Yasir Arafat denies local leaders in occupied territories challenge his position, calls for UN peacekeeping force in W. Bank and Gaza Strip. Israeli Ambassador to the UN Benjamin Netanyahu said violence must be ended before talks begin, denies Israel is preventing food from reaching W. Bank and Gaza Strip [LAT 1/18].

Occupied Palestine/Israel: Israel maintains round-the-clock curfews on all 8 Gaza Strip refugee camps, lifts all W. Bank curfews except in town of Salfit [LAT, NYT 1/18]. Soldiers teargas demonstrators outside Ramallah church. Youths stone soldiers breaking locks on Ramallah stores to force owners to open; at least 1 soldier is injured. Residents of al-Mazra'ah al-Sharqiyyah are prevented from leaving village for 10th straight day. Several are injured in Balatah when Israeli troops open fire on protesters. Demonstrators in Jalazun blockade roads, stone soldiers, attack Israeli central region commander [FJ 1/24].

Occupied Palestine/Israel: Al-Fajr reports 30 youths from the Golan Heights aged 15-18 were detained early in the month following a landmine explosion near cease-fire line with Syria [FJ 9/27]. Israeli Min. of Labor and Soc. Welfare Moshe Katzav tells cabinet over 18,000 illegal foreign laborers now work in Israel, mainly from Europe, Asia, Africa [JWP 9/27]. For. Min. Shamir, visiting U.S., says Israel will not take anti-apartheid measures against S. Africa [NYT 9/27]. Israeli police announce they will not press charges against Meir Braverman for 9/24 killing of mentally ill Palestinian Hasan Husayn Mashara [JTA 9/27].

Other Countries: Reagan administration announces intention to sell between $1.5 and $1.9 billion of advanced arms, including 40 fighter jets, to Jordan. Pro-Israel activists and lawmakers pledge to defeat the sale during the legislative review period [JP 9/20; NYT 9/30; NER 10/7]. Resolution calling for withholding all nuclear contracts with Israel and embargo on purchases of equipment and materials from Israel is defeated at conference of International Atomic Energy Agency, failing to get 2/3 majority; 41 voted in favor, 30 against, 14 abstained [FT 9/28].
