Occupied Palestine/Israel: P. M. Peres opposes "preliminary talks" between U.S. and joint Jordanian-Palestinian delegation [JP 6/10]. Eleven Palestinian women political prisoners at Neve Tertza prison near Ramleh begin work strike to protest decision to integrate them with criminal prisoners [FJ 6/14]. Women punished by being held in cells 23 hours a day. Israeli military officials announce that starting 6/10 no joumalists will be permitted to enter southern Lebanon from Israel [WP 6/10]. IDF declare Hebron village of Raq'ah closed military area; impose curfew after 6/4 grenade attack on military vehicle [FJ 6/14].

Arab World: At urging of PLO Chairman Arafat, Arab League meets in Tunis to discuss three-week-old crisis [NYT 6/10]; declines to conduct inquiry into massacres of Palestinians in camps [LT 6/10]. Syrian-sponsored peace talks are deadlocked: Palestinians refuse to surrender arms to Amal [LAT 6/10].

Military Action

Occupied Palestine/Israel: Petrol bomb is thrown into Israeli bus in Nablus, West Bank; no injuries. Tourist bus stoned near Hebron. Shots fired at IDF truck in Gaza [JP 6/10].

Arab World: Palestinian fighters in Druzec-ontrolled hills east of Beirut bombard Shi'ite militia attacking three Palestinian camps [NYT 6/10].

Military Action:

IDF patrol ambushed on perimeter of West Beirut; UN official charges Israel creating armed committees in 60 villages south of Litani, as part of plan to implement "Organization for a Unified South," with goal of 5,000 to 12,000 armed men; Amal forces and newly formed National Guard of Lebanon clash in coastal village of al-Ghaziyeh.

Israel/ Occupied Territories: Foreign Minister Shamir arrives in Bonn for talks with West German leaders; Finance Minister Aridor to visit South Africa this week seeking increased economic aid; Ibna al-Balad (Sons of the Village) distributes leaflet calling for rejection of West Bank and Gaza groups supporting Reagan plan, police arrest some members on suspicion of having painted the walls of their club in the colors of the PLO flag; Uri Avnery, Matti Peled and Ya'acov Arnon, who met with Arafat in Tunis, leave Sheli party; Peace Now demonstrates outside Begin's office to protest continued Israeli presence in Lebanon; Defense Ministry says Israel will take all steps necessary for security of Galilee, even if this means a de facto division of Lebanon into spheres of influence; Village League head Mustafa Dudeen leaves for visit to US.

Palestinians/ Lebanese: Issam Sartawi says previous Palestine National Council resolutions amount to recognition of state of Israel and that Arafat has accepted formula of Palestinian state in West Bank and Gaza; 800 residents of South Lebanon meet under Israeli guard in Klea, form Organization for a Unified South (OUS), call for peace treaty with Israel and support for Saad Haddad.

US and Other Countries: US evangelical groups such as Moral Majority, Religious Roundtable increasing support for Israel.

Militarv Action:

Lebanese Army announces 200 tons of munitions uncovered in first 2 days of security sweep; Lebanese Army tanks accompany bulldozers into squatter neighborhood of Haret al-Gharwami on edge of Burj al-Barajneh camp, encounter resistance from Shiite Muslim residents.

Casualties:

2 wounded in Army-Shiite confrontation in Haret al-Gharwami; Shiite group Amal charges that Lebanese government plans to remove as many as 300,000 squatters in West Beirut area, forcing them to return to south Lebanon and Bekaa; Israeli Government figures indicate $20 m. worth of Israeli goods exported to Lebanon.

Political Responses:

Israel/ Occupied Territories: Sharon blames US for failure of Lebanon and Israel to work out treaty; reports that Israel has asked US for $3 billion in economic and military aid for FY 1983-4 (equals $770 for every Israeli; officials deny they are asking US to share war costs); Israel reaffirms that PLO must leave Lebanon before IDF will withdraw (contradicts Shamir statement at UN on willingness to consider simultaneous withdrawal of all forces); Israeli sentenced to 3 1/2 years in jail for looting in Lebanon.

Palestinians/ Lebanese: Draper returns to Beirut from Israel for talks with government on troop withdrawals; Amal leader Nabih Berri meets Gemayel to discuss squatter evictions, seeks government help to resettle them in areas not controlled by Phalange; Wazzan holds first cabinet meeting; Arafat accuses Lebanese Army of "campaign of annihilation" against Palestinians, asks intervention of Arab governments, condemns peacekeeping force for failing to condemn violence against Palestinians in Beirut.

US and Other Countries: Italy asks US, France to join in demanding strengthening of peace-keeping authority in Beirut, expresses concern over round-up of Palestinians, seeks guarantees of due process, fuller information from Lebanese authorities.
