The IDF carves out a 4 mi2 “security zone” in Gaza around Bayt Hanun, Bayt Lahiya, Jabaliya r.c. to prevent Palestinians fr. firing rockets, mortars into Israel; stations 100 military vehicles in the zone; razes 100 dunams of land; says troops will stay indefinitely. The IDF also fatally shoots 3 Islamic Jihad mbrs. who attempt to infiltrate Netzarim settlement; conducts house searches in Nablus, breaking through walls to move from house to house. In the West Bank, 2 Hamas mbrs. dressed as yeshiva students infiltrate Kiryat Arba settlement, fatally shoot 2 Jewish settlers, wounding 6 before being killed by armed settlers. At the UNSC, UN chief weapons inspector Hans Blix reports that Iraq is cooperating with inspectors, who have yet to find evidence of WMDs; estimates inspections could be completed within wks. U.S. Secy. of State Colin Powell replies that Iraq clearly has not met the requirements for cooperation, disarmament set out in UNSC Res. 1441, saying, “There are some people who simply, in my judgment, don’t want to see the facts clearly.” The U.S., Britain submit a draft UNSC res. that would give Iraq until 3/17 to reveal all its WMDs or face retaliation. France, Germany, Russia argue for completing UN inspections, saying that lack of progress on the Israeli-Palestinian conflict is much more of a threat to the region than Iraq. The IDF fatally shoots an 11-yr.-old Palestinian girl in her home; fires on stone-throwing Palestinian children in Qalandia r.c., injuring 2 bystanders; conducts arrest raids in Jenin. Under pressure fr. the U.S., the IDF also evicts 200 Jewish settlers fr. a new enclave established in Hebron on the site of the 11/15 Islamic Jihad attack; settlers vow to reestablish the site. Israeli atty. gen. Elyakim Rubinstein asks the Central Elections Comm. to bar MK Azmi Bishara’s National Democratic Alliance (NDA) fr. participating in the 1/03 elections on the grounds that they advocate that Israel should be a state for all its citizens, which implicitly contradicts Israel’s founding principle as a Jewish state, and because they support armed attacks against Israel (a charge Bishara, NDA deny). Section 7(A) of the Basic Law: The Knesset allows the barring of candidates and political parties that deny “the existence of the State of Israel as a Jewish and democratic state.” (JTA l2/19; ADL 12/21)

U.S. Secy. of State Colin Powell announces that although the U.S. has not finished reading the document, it believes that Iraq’s 12,000-page declaration “totally fails” to meet UN requirements for full disclosure and constitutes “another material breach” of UN res. 1441. (NYT, WP, WT 12/20)

2 Israelis wounded in the 1/22 AMB attack die. In Nablus, 15,000 angry Palestinians attend the funeral of 3 of 4 Hamas mbrs. killed by the IDF on 1/22, demand revenge. The IDF announces the results of its investigation into the 12/30 death of 3 Palestinians, whose mutilated bodies were not turned over to the PA until 1/3, raising suspicions that the 3 had been tortured and autopsied without permission. The IDF admits that the tank shells fired at the teenagers were packed with flechettes (banned internationally) and that 1 body was then driven over by a tank. (PCHR 1/30) (see 1/3)

The U.S. steps up pressure on the PA: The White House blames continuing violence on the Palestinians, says cease-fire efforts were derailed by the "arms shipment received and paid for by the Palestinian Authority," and states that the "justifying of the targeting of innocents in return for land is an argument for terrorism." The State Dept. says there is no excuse for the PA "not taking effective steps to stop that terrorism." Powell phones Arafat to demand his full report on the Karine A affair. Hizballah fires mortars, rockets at 3 IDF posts in the occupied Shaba` Farms region of the Golan Heights, causing no damage or injuries. Although the IDF says today has been the quietest day since the al-Aqsa intifada began a yr. ago, Sharon again blocks plans for an Arafat-Peres mtg., saying the PA has not provided 48 hrs. of "absolute quiet" and again calling Arafat a "terrorist" on the level of Bin Laden. Peres threatens to "disappear on vacation" if Sharon does not allow the mtg., whereas right-wing MKs threaten to leave the governing coalition if Sharon allows it. Peres boycotts today's cabinet mtg.; holds preparatory talks for an Arafat mtg. with PA officials. Powell phones Sharon again to urge him to allow the mtg. IDF troops in Qalandia fire tear gas at Palestinians attempting to sneak around their checkpoint on foot; 1 Palestinian dies of complications fr. inhaling the tear gas. A 2d Palestinian dies of injuries received earlier. The IDF directs shells/heavy machine gun fire at residential areas of Dayr al-Balah, Hebron, Khan Yunis, Salfit, Ziwata; razes agricultural land in the Hebron area; conducts arrest raids in Batayr. The U.S. identifies 19 hijackers (fr. Egypt, Lebanon, Saudi Arabia, the UAE), including 7 trained pilots, who participated in the 9/11 attacks; 16 held valid U.S. visas, 12 had lived in Florida (some for yrs.), 2 were the sons of a high-ranking Saudi diplomat once posted to Washington, at least 3 had studied at the same college in Germany. Asst. Secy. of State for Near East Affairs William Burns official meets with 15 Arab envoys, including the PLO rep., and tell them they must either declare their nations "mbrs. of an international coalition against terrorism or risk being isolated." Later, Arab envoys meet at the home of Saudi Arabian amb. Prince Bandar Bin Sultan to discuss U.S. plans. Egyptian amb. Nabil Fahmy warns the admin. to focus on finding and punishing those responsible for the 9/11 attacks and not to broaden the effort to include other geopolitical goals. Sharon rejects direct appeals by Bush, Powell to hold peace talks with the PA, which would facilitate U.S. efforts to form a coalition to strike at Bin Laden. Instead, he cancels tentative plans to hold an Arafat-Peres mtg. on 9/16, saying it would be "inappropriate" in light of the 9/11 U.S. attacks; tells Bush that Israel opposes the U.S. bringing the PA, Syria into its antiterrorism coalition. Meanwhile, 3 Palestinians are killed by IDF fire in Gaza. Israeli authorities detain Mufti of Jerusalem Shaykh Ikrima Sabri following Friday prayers for several hrs. of questioning regarding his recent visit to Beirut. In Gaza's Nussayrat refugee camp, 100s of Palestinians protest against the U.S.'s threat to attack Afghanistan, fearing the U.S.'s "international campaign against terrorism" will be campaign against Muslims; undercover PSF officers confiscate reporters' film. Some 40,000 Israeli Arabs in Umm al-Fahm Israel hold a similar rally, denouncing the killing of American civilians but also condemning U.S. support for Israel. Palestinians mark Nakba commemoration day by observing 3 minutes of silence. Large rallies are held in every major Palestinian city in the West Bank and Gaza, after which a recorded message by Arafat is read over loudspeakers. Israeli Arabs hold marches to the sites of their destroyed villages. Marches, rallies are also held in Amman (where 1,000s demonstrate), Cairo, Tehran, Washington. Israeli-Palestinian clashes escalate due to the Nakba anniversary, leaving 5 Palestinians, 1 Israeli settler dead, some 250 Palestinians wounded. In an apparent assassination in Gaza, the IDF fires a tank shell at the car driven by `Abd al-Hakim al-Manama, bodyguard of Hamas spiritual leader Shaykh Yasin, killing him and a passenger. In Ramallah, an IDF soldier shoots French TV reporter Bertrand Aguirre, who captures his targeted shooting on video; Aguirre escapes fatal injury because he is wearing a bulletproof vest. A Palestinian woman gives birth at an IDF checkpoint when soldiers refuse to let her pass to reach a hospital. The IDF directs shells, heavy machine gun fire at residential areas of Rafah, Tulkarm. The Higher Follow-Up Comm. for the Arab Community (HFCAC), composed of Israeli Arab political and community leaders, reports that Israel is restricting the freedoms of Israel Arabs in light of the al-Aqsa intifada. Israeli Arab journalists, poets have been detained for questioning, warned against "incitement" for writing on the intifada; community activists have received threatening telephone calls fr. police, intelligence officials; Israel police have opened investigations against 4 Israeli Arab MKs; 1 Israeli Arab has been placed under administrative detention; several Israeli Arabs have had their passports confiscated for taking part in a trip to Syria.
