The IDF also fires on 2 Palestinians approaching a closed military zone nr. the Qarni crossing in Gaza, killing 1 Palestinian; fires on 2 Palestinians who enter a closed military zone nr. Rafah Yam settlement, killing 1 Palestinian, seriously wounding 1; severely beats a Palestinian in Hebron; fires 3 missiles at a Palestinian warehouse (alleged weapons factory) in Gaza’s Maghazi r.c., destroying the building, causing a serious fire but no injuries; raids the al-Anwar library of Hebron’s Islamic Charitable Society, confiscating 100s of books, 25 computers, documents, equipment; sends troops into al-Fara’ r.c., fires on stone-throwing Palestinians who confront them; conducts arrest raids, house searches nr. Nablus and in Hebron, Salfit, Thinnaba nr. Tulkarm, Tulkarm r.c. Palestinians fire a Qassam rocket at Sederot, causing no damage or injuries. Jewish settlers fr. Bush vows to attack Afghanistan unless the Taliban immediately turns over Bin Laden, all other "terrorists" in the country, destroys Bin Laden training camps, allows U.S. inspections. He warns Americans to expect a long campaign against a network that he estimates involves 1,000s of people in more than 60 countries. He vows the fight will be waged overtly and through covert operations and will not cease "until every terrorist group of global reach has been found, stopped, and defeated." Though Israeli-Palestinian clashes drop off significantly, sporadic violence continues. Al-Aqsa Martyrs Brigade (AMB) mbrs. fire on a vehicle outside Tekoa settlement, killing 1 Jewish settler, wounding 1. The PSF arrests 2 suspects in the attack. Armed Jewish settlers block roads in the area to Palestinian cars. The IDF fires on a taxi in Gaza, killing 1 Palestinian. A 2d Palestinian is found dead in the Jordan Valley. In Gaza, Palestinians throw 5 grenades at a Rafah border post, lightly injuring 5 IDF soldiers; shoot, wound another settlement security guard. Sharon, Arafat meet with their cabinets to discuss the temporary cease-fire. Peres, PA Local Government M Saeb Erakat, PC speaker Ahmad Qurai` meet to discuss an Peres-Arafat mtg.; draft a joint statement that the pair could release. Powell phones Sharon twice to press for cease-fire talks. Sharon says the 48-hr. quiet period has not begun, therefore there will not be an Arafat-Peres mtg. until at least 9/23. In implementation of cabinet decision 8/2, IDF Central Commander Maj. Gen Uzi Dayan signs order setting procedures for authorization of settlement construction, expansion in the West Bank, Gaza. The order requires local planning comms. to obtain permission of DM Yitzhak Mordechai at every stage of most construction projects. Settlers term procedures needlessly cumbersome. Israel's Prime Minster's Office announces new "Israel 2000" program intended to make development towns and regions economically self-sufficient. Program will be implemented in 19 communities. In Hebron, Jewish settlers break into 4 Palestinians stores, confiscate their goods, occupy them. The IDF sealed the stores in the city center after the al-Ibrahimi mosque massacre in 2/94. (PR 9/20)

Jordanian officials release al-Ahali editor Usama al-Rantisi after he is charged with "publishing material deemed as instigating public disorder" during the 8/16-17 riots. The 4 al-Bilad journalists detained 8/20, 1 fr. al-Majd, another fr. al-Aswaq are still in custody awaiting trial. ASB Secy. Gen. Tayseer Homsi is arrested for alleged involvement in the riots. Jordanian Muslim Brotherhood (JMB) denounces self-described "West Bank JMB official" Sa'id Bilal for requesting that the PA license, and thereby legalize, JMB activities in the self-rule areas; says Bilal is not a JMB mbr.
